Transit Development
• Renovation of road Transport fleet of the country
• Promotion and completion of national road network of the country upon the demand
• Increasing of Transport security and providing safety in road transport of the country
• Adoption of new technology and IT systems, including GPS and intelligent cards and speed control cameras
• Development and compellation of boarder crossing terminals, welfare service complexes and TIR- PARKS
• Development of regional and international transport cooperation
• Increasing the share of cargo movement in transit and in North- South Transport Corridor.
• There is no any Tax on Transit cargo
Road Sector Measures base on Fourth Economic and Social Plan of I.R.Iran
Islamic Republic of Iran has taken many measures to handle fast and economic transit of cargo and passenger in road transport sector including:
• Acceleration in accession to international organizations and conventions• Expansion of bilateral and multilateral agreements • Information and experience exchanges and adoption of modern technology • Reduce time and costs of cargo transit by adopting effective measures• Simplification and harmonization of laws and provisions and standardization of
procedures • Simplification, smoothness and increasing border crossing facilities and
reducing formalities and inspection operations on entrance and exit basis of the countries
• Providing visa facilities for international professional drivers and international companies
• Increasing transit fleet of the country that most of them are equipped with GPS.• Fundamental measures to remove transit barriers
1- Inauguration of Bafq-Mashhad Railway
2- Establishment of Qazvin-Rasht-Anzali-Astara Railway.
3- Development and completion of Railway equipment.
Railway Sector Measures
1- Ports development as well as container Terminals completion and Promotion.
2- Bandar Amirabad completion and Promotion in the North and its railway linkage to the South of Iran.
3- Volume increase in container operations.
4- Mobilize and Promote Port facilities in the North and the South.
5- Port expenditure reduction.
Maritime Sector Measures
1. Codification of rules and regulation on transit of goods through territory of I.R.Iran , also codification of new laws of customs affairs.
2. Membership to TIR, CMR, Carnet de Passage, Green Cart Convention
3. Equipment of custom to ASYCUDA system
4. Equipment of custom to Single Window system5. Simplification and unification of documents6. Rendering border facilitation7. Increasing of working time of border customs offices8. Implementation of International Standards frames9. Elimination of border obstacles and barriers
I.R.Iran Custom Measures
To develop transit collaborations in the region, the following proposals are provided:
• Reduce time and costs of cargo transit by adopting effective measures
• Simplification and harmonization of laws and provisions and standardization of procedures
• Simplification, smoothness and increasing border crossing facilities and reducing formalities and inspection operations on entrance and exit basis of the countries
• Providing visa facilities for international professional drivers and international companies
