ICC meeting. Due to the new meeting format, Mr. Gardocki went over a few things for committee
members. He asked when making a motion please use the Q&A feature for 1st and 2nd motions. To
please use “raise hand” for each action item to vote on and if you have a question or comment.
APPROVAL OF APRIL 7, 2020 MINUTES Mr. John Gardocki, Chair, asked if there were any corrections or amendments to the April 7, 2020
minutes. Mr. Sievers moved to approve the minutes as presented. Mr. Brown seconded the motion,
motion carried.
APRIL BOARD OF DIRECTORS ACTIONS Mr. John Gardocki, Chair, asked the members to review the minutes of the April Board of Directors
meeting.
TRANSPORTATION PLANNING PROGRESS REPORT Mr. John Gardocki, Chair, asked the committee members to review the monthly progress report for
April and comment as desired. There being no comments, the progress report for the Transportation
Department was accepted.
2050 METROPOLITAN TRANSPORTATION PLAN – PRESENTATION #7
Mr. Bob Koehler, OKI Staff, OKI Staff, updated the committee on the 2050 MTP. The draft document
has been completed and the draft project list has been refined based on comments received. The 205

projects can be viewed at https://2050.oki.org. The Plan website has opportunity for the public to
provide feedback.
A virtual public hearing will be conducted on June 8 via OKI website where a narrated PowerPoint
presentation will be available for view. On June 9 OKI will be asking for ICC approval, followed by Board
adoption at the June 11 meeting. He provided his contact information 513-619-7676 or
FY20-23 TRANSPORTATION IMPROVEMENT PROGRAM/ADMINISTRATIVE MODIFICATION #9
Mr. Andy Reser, OKI Staff, presented TIP Administrative Modification #9 involves 5 projects. The first
is the SNK/KY portion of FY 21 OKI planning funds for air quality planning, OKI rideshare program, land-
use planning and our fiscal impact analysis model. An approximate number of $150,000 modifies the
exact number of $143,200. In Indiana, The PE phase of the Sneakville Road bridge project is being
moved from FY20 to FY21, and 3 revisions or additions to Statewide Grouped Projects.
Mr. Perry moved to recommend approval of TIP Administrative Modification #9. Mr. Beck seconded
the motion, motion carried.
FY20-23 TRANSPORTATION IMPROVEMENT PROGRAM/AMENDMENT #8 Mr. Andy Reser, OKI Staff, presented Amendment #8 that involves two projects in Dearborn County.
The first is an erosion control project on SR 46; it moves the ROW phase from FY20 to FY21 and
increases the programmed funds needed for construction. The second project adds a bridge
replacement project on Harrison-Brookville Road. Both projects are exempt from air quality conformity
and the Amendment has been posted to our website for comment since April 29th. No comments were
received.
Mr. Messer moved to recommend to Executive Committee approval of Resolution 2020-14 Concerning
Amendment #8 of the FY2020-2023 Transportation Improvement Program (TIP). Mr. Brown seconded
the motion, motion carried.
PROJECTS TO BE FUNDED WITH SECTION 5310 FEDERAL FUNDS ALLOCATED TO THE CINCINNATI URBANIZED AREA Ms. Summer Jones, OKI Staff, presented the projects funded with section 5310 federal funds allocated to Cincinnati urbanized area. She reported that 12 applications were received. She mentioned that one application was not recommended for funding due to not having a secure local match and only a portion of the Cancer Justice Network was recommended for funding. The Transportation Forum was not recommended to be funded since it is a duplicate effort of OKI’s TriState Transportation Equitable Opportunity Team. There was $1.3 million awarded in federal funds. Mr. Wright moved to recommend to Executive Committee approval of Resolution 2020-15 Concerning Selection of Projects to be funded with Section 5310 Federal Funds Allocated to the Cincinnati Urbanized Area. Mr. Sievers seconded the motion, motion carried.

President Knochelmann led us in the Pledge of Allegiance.
ITEM #1: ADMINISTRATIVE
A. President’s Announcement’s
President Knochelmann made note that he hopes everyone has remained safe and stays
safe.
President Knochelmann asked for a Board meeting change. He said this is a request to
cancel our July Board meeting and change our June 11th Executive Committee meeting
to a Board of Directors meeting. He asked for a motion to approve. Mr. Humphrey moved
to approve the changes. Mr. Weidman seconded the motion; motion carried.
B. Approval of April 12, 2020 Board of Directors Meeting Minutes
President Knochelmann called for corrections and/or additions to the April 9, 2020 minutes of the Executive Committee meeting. There being none, Mr. Humphrey moved that the minutes be approved as presented. Mr. Aiello seconded the motion; motion carried. C. Executive Director’s Report Mr. Policinski, OKI staff, said we are all healthy at OKI and we are very thankful for that. He
mentioned that we are fully functional and have been telecommuting for about two months now.
He said staff members are in constant communication with each other and working as if nothing
has changed. He stated that it can never be said OKI will have to reopen because we never closed.
He said if you do incur a problem, please feel free to contact anyone from OKI. He gave his personal
cell. He stated that the virus is altering many of our lives as everyone knows. Mr. Policinski
mentioned that the number of trips taken since COVID-19’s impact on the economy, and May 1st,
has dropped by 41% across the country. He broke that down, mentioning he feels that number is
low, but with that number, what that means for this region is that every day almost 3,000,000
trips are not being taken. He stated to extrapolate that number out, trips for a year that decline
by over 1,000,000,000.
Mr. Policinski mentioned that one of the things OKI is working diligently on, other than our 2050
plan, is the grants and awards that OKI gives out on an annual basis. He said that OKI is on track
to give out $38.5 million in grants and awards. He said he is happy to say that the jurisdictions are
working very actively and continually engaged with OKI in moving projects forward in OKI’s
nationally renowned prioritization process. He said nationally renowned because it has been
deemed best practice for the Federal Highway Administration. He stated it is good to note that
your communities are working with us and are fully engaged in these very difficult times to get
their part of this $38.5 million. He broke down the total funds; $28M is for Ohio’s STBG, also in
Ohio is $2.7M for transportation alternatives, in Kentucky is $7M for SNK funding and for Kentucky
transportation alternatives is $800K. Mr. Policinski said staff has noticed that many bids are
coming in a little bit higher. He said, as of now, no project has been delayed or cancelled; projects
are moving forward smoothly. He said all seems to be going well with the grants and awards being
issued to your communities.
D. Legislative Update Mr. Policinski discussed Issue 7 which was on the spring ballot. He said issue 7 passed and
congratulated those who were a part of the process. He recognized that it was a tough fight as it
is a very dramatic change for how business is done. What the Issue calls for is a reinventing of the
transit system in Hamilton County. Time will tell on how that will play out.
Mr. Policinski mentioned that at the federal level we are working closely with the Nation Council
of Regional Associations to ensure that regional councils will not be forgotten in funding by the
federal government, whether that funding comes through a new stimulus package or through a
new transportation bill. He mentioned that the current transportation bill runs out on September
30th of this year. He stated that he believes there is very little chance that we will have a new bill
by then which means that after September 30th we will be rolling into a continuing resolution. OKI
has designed their project expenditures and finances such that a continuing resolution will not
harm the amount of money that we can allocate to the jurisdictions. When it comes to an
additional potential stimulus package, we have to take an honest look at this. There is no
additional stimulus package being looked at in the Senate and in the House the democrat’s new
stimulus package of $3 trillion did not provide any dollars for infrastructure.
Mr. Policinski said in closing that he typically presents 4 or 5 achievements of the OKI staff to the
Board each month; it is a great sense of pride whether you are on the staff or the Board to see
just how great the staff at OKI is. This month, he wanted to recognize the entire staff for their
superlative work in these very unusual and trying times. He said the staff has not missed a beat in
providing the excellent service that has always been given to the region, it has maintained OKI’s
remarkable esprit de corps and they’ve shown its memorable ability to happily adapt as we work
through all the issues of working remotely; just their remarkable ability to adapt to the tumult
that surrounds us. He said the team is just outstanding and it is an honor to work with everyone
one of them.
Mr. Haley, SORTA, commented on how excited SORTA is for the passing of Issue 7. He said history
was made today. He thanked OKI for all the hard work they have done in the community and the
support they have provided to them over the years. He said it is truly amazing the work the OKI
does and the support they have given SORTA. He stated that SORTA is excited about implementing
the Reinventing Metro Plan. He said he is without words this morning other than thank OKI so
much for all the hard work.
Mr. Pete Metz commented also, referring to Issue 7, to say thank you to OKI who worked so hard
to help the chamber, especially over the last year to help make this possible.
E. Finance Officer's Report Ms. Purcy Nance, OKI staff, reported that the Finance Officer’s Report was distributed via Constant Contact. She explained that this report contains the financial statements for the period ended March 31, 2020 and includes current cash information. Ms. Nance referred members to page 2 for the current information. As of May 8th, OKI had $328,830 in the PNC checking account, $18,324 in the HSA/FSA checking account and $711,328 in the STAR Ohio money market mutual fund. Ms. Nance reported that there has been no recent activity on OKI’s line of credit and there is no outstanding balance at report date.
Ms. Nance stated that page 3 contains the balance sheet as of March 31st. She reported that Cash and Investments are up 16% from this time last year. Receivables are down 21% from this time last year. Ms. Nance reported that at March 31st, there were $778,000 in receivables associated with February and March invoices. She further stated that payables are up down 24% or $29,000 from this time last year due to the completion of the traffic data project and cancellation of the freight conference, offset by timing of routine invoices. Ms. Nance stated that Revenue information is located on page 4. She reported that at March 31, OKI was 75% of the way through the budgeted year. Overall, revenues are at 72%, which is on budget. She referred Board Members to page 4 footnotes for an explanation of variances greater than 10%. Ms. Nance stated that page 5 contains Expense information. She reported that overall, expenses are at 70%, which is on budget. She referred Board Members to page 5 footnotes for an explanation of variances greater than 10%. Ms. Nance stated that page 6 contains the General Fund Balance information. She reported that the General Fund Balance has had net increase of approximately $105,000 year to date. The two components of this increase are timing differences and year to date activities. The timing differences include a $171,000 increase due to timing of county funding payments and $102,000 decrease due to application of negotiated fringe and indirect rates. The remaining $36,000 increase is associated with year-to-date operations and timing of active projects. Resulting in a year to date fund balance of $1,582,000. Of this amount, $574,000 is committed to active projects. President Knochelmann asked if there were any questions for Ms. Nance. There being none, he asked for a motion to approve. Mr. Reed moved that the Executive Committee accept and file the Finance Officer’s Report dated April 9, 2020. Mr. Gordon seconded the motion; motion carried. ITEM #2: BUDGET COMMITTEE REPORT Mr. Reed presented a review of the budget committee meeting that morning. He said that they had two resolutions to present to the Board and also mentioned that the committee is in the process of bringing the budget for FY21 to the Board in June. He stated that the budget committee did approve to move forward with the budget as presented by staff. He said it will be posted for the Board to review and the item will be on the agenda for the Board’s consideration in June. A. Authorization to enter into an extension of the employment contract with the Executive
Director Mr. Reed presented the renewal for the contract for our Executive Director. He thanked Judge Knochelmann and Mr. Policinski for getting together and looking out for how the organization needs to proceed. He stated that it is an extension of the existing terms of the contract through FY23. He said that the only change to the new contract is a reduction in the increases that would
be afforded to him moving forward, which Mr. Policinski graciously agreed to. Mr. Reed invited President Knochelmann to make any further comments. President Knochelmann said he recapped it very well and added that we hope that we can continue this partnership. He noted that it took Mr. Policinski no time to agree to the new contract and that he is totally supportive of the future and leadership of OKI. Mr. Reed asked for a motion to approve Resolution 2020-12, the Authorization to enter into an extension of the employment contract with the Executive Director. Mr. Weidman moved to approve. Mr. Painter seconded the motion; motion carried.
B. Authorization to Adopt Credit Card Policy
Ms. Melissa Jones, OKI staff, presented the proposed adoption of a credit card policy to the budget committee. She stated that house bill 312 states that the legislative authority of a political subdivision that holds a credit card account must adopt a written policy for the use of credit card accounts. She said OKI developed a written credit card use policy to meet the minimum requirements of house bill 312 and to meet the specific needs of our organization. She stated that OKI has two authorized credit card users, Mr. Policinski and Mr. Koehler. The policy requires that we appoint a compliance officer and the person who fills this position must be an accountant in the finance division and separate from any of the finance officials. She said that OKI already had a policy in place, but it needed to be put in writing, which we have now done. Mr. Reed commented that it is a compliance issue and following the requirements of the house bill. He stated that OKI has already had this in place, but now they also have it in writing. He said the budget committee approved moving forward with this policy to be presented to the board. Mr. Reed moved that the Executive Committee approve Resolution 2020-13, the Authorization to Adopt Credit Card Policy. Mr. Painter seconded the motion; motion carried. ITEM #3: 2050 Metropolitan Transportation Plan Presentation #7 – Status Report Mr. Bob Koehler, OKI Staff, updated the committee on the 2050 MTP. The draft document has been completed and the draft project list has been refined based on comments received. The 2050 projects can be viewed at https://2050.oki.org. The Plan website has opportunity for the public to provide feedback. Concerning Selection of Projects to be funded with Section 5310 Federal Funds Allocated
to the Cincinnati Urbanized Area
Ms. Summer Jones, OKI staff, presented the 5310 funding award recommendations. She stated
that 5310 funding provides mobility for seniors and individuals with disabilities by removing
barriers to transportation services and expanding transportation mobility options. She said that
OKI received 12 applications, 11 of which OKI is recommending to be funded. She pointed out that
the one application that the oversight team was not recommending to be funded was due to their
local match not being secure. She also stated that the Cancer Justice Network submited an
additional piece to their application for a transportation forum to be funded, which the oversight
team does not recommend for approval as they felt it was a duplication of effort from OKI’s
Tristate Transportation Equitable Opportunity Team. She said of the 11 they are recommending it
is a mix of vehicles, software, camera equipment and contract services.
Ms. Jones said approximately $1.3M is being awarded with 5310 funding. Staff is asking for
approval of Resolution 2020-15.
President Knochelmann asked for a motion. Mr. Humphrey moved to approve Resolution 2020-15
Concerning Selection of Projects to be funded with Section 5310 Federal Funds Allocated to the
Cincinnati Urbanized Area. Mr. Weidman seconded the motion; motion carried.
ITEM #5: MARKETING CAMPAIGN FOR THE REGIONAL CLEAN AIR PROGRAM
Ms. Jones presented the marketing campaign for the regional Clean Air program. She said this
program runs from May through September. Resolution 2020-16 seeks authority for the Executive
Director to enter into agreements exceeding $30,000 so staff can move forward with the
marketing of the program in a timely, cost effective manner. Staff is requesting approval of
Resolution 2020-16.
President Knochelmann asked if this was done annually and where do those dollars come from?
Ms. Jones responded that this program is funded with CMAQ funds that staff applies for each
year. These funds have already been approved by ODOT, KYTC and FHWA. She said they are in
OKI’s work program, but OKI’s bylaws do not allow the Executive Director to sign contracts in
excess of $30,000. A special resolution is needed for Mr. Policinski to be able to sign those
contracts.
President Knochelmann asked for a motion to approve 2020-16. Mr. Humphrey moved to approve
Resolution 2020-16 for Marketing Campaign for the Regional Clean Air Program. Ms. Matacic
seconded the motion; motion carried.
ITEM #6: OTHER BUSINESS There was no other business. ITEM #7: ADJOURNMENT President Knochelmann stated that the next meeting would be held on June 11, 2020. Judge Moore moved to adjourn the Executive Committee meeting. Mr. Painter seconded the motion. The meeting adjourned at 11:15 a.m.

TRANSPORTATION PLANNING PROGRESS REPORT
MAY 2020
Short Range Planning (601) Staff continued to help communities learn more about transportation alternatives and funding available.
Staff answered questions regarding the TA call for projects and reviewed draft applications.
Transportation Improvement Program (602) During May, staff monitored and updated highway and transit project information included in the OKI
FY20-23 TIP. Staff presented a TIP Administrative Modification and TIP Amendment to the ICC on May 12th.
The TIP Amendment was presented the TIP Amendment to the OKI Executive Committee on May 14th. A
draft TIP Administrative Modification and TIP Amendment were prepared for the June ICC and Board of
Directors meetings.
Surveillance (605.1)
Staff generated travel time by trip purpose estimates for Plan2050.
Staff completed travel demand modeling and air quality modeling for Plan2050.
Staff began work on the Level of Service map for Plan2050.
Staff began development of the I-275 Smart Lanes traffic forecast.
Staff researched Census data in support of the development of a 2020 base year dataset for future OKI
planning efforts
Staff provided assistance to local jurisdictions through the compilation and analysis of Census data and
work on a presentation on how to use the new Census data portal.
Staff continued the 2020 update of street centerline data from county GIS databases.
Staff continued updating one-way street status in the street centerline file.
Staff began evaluating Shared Streets technology for use in updating the OKI street centerline database
with data from various external sources.
Staff updated the pavement condition layer with data from state partners.
Staff began updating crash data from 2019 from state data partners.
Staff acquired a sign inventory layer from KYTC.
Staff continued development of an EV Charging application to assist local applicants with the upcoming
OEPA EV charging grant.
Staff continued development of a Commuter Analyst application for reporting commute route
performance measures.
Staff continued development of a travel time reliability application.
Staff continued development of interactive mapping applications for the 2050 Plan Update.

Staff developed a UAV flight plan and conducting test flights for the Graves Rd Interchange, Mt. Zion Rd
Interchange and Richwood Interchange in Boone County.
Security & Emergency Response (605.6) Staff continued development of new social media analytics tools.
Staff began updating the schools layer.
Long Range Planning: System Management (610.1) Transportation Performance Measures: Formatting of TPM data for inclusion in the OKI 2050 Metropolitan
Transportation Plan (MTP) was completed.
Transportation Plan: Network coding and model runs are complete. Development of content for the Draft
Plan was completed. A third draft list of projects was prepared and presented as part of the official
comment period. Staff considered comments in the refinement of the draft list.
Coordination and Staff Development: Staff participated in the following meetings and activities: Staff
participated webinars: TRB Webinar: Data sharing tips for public transportation agencies (5/13).
Congestion Management Process and Performance Measurement: Progress continued on intersection
analysis for the Congestion Management Analysis report. Staff is developing intersection data for level of
service and delay calculations.
ITS Architecture: no activity this period.
Project development activities for future corridor or special studies: Staff continues to coordinate with
TANK, SORTA, BCRTA and other stakeholders to investigate transit improvements in the region.
Coordination with ODOT, KYTC and INDOT regarding funding agreements has occurred.
Safety Planning: No activity this period.
Project Level Traffic Forecasting: Staff is actively participating in multiple studies assisting local
communities and state DOT’s to provide traffic forecasts for planning including ODOT’s I-275 SMART Lane
project.
Regional Freight Transportation and Economic Development Planning: Staff participated in CORBA’s
scheduled Regional Maritime Committee virtual teleconference meeting and served as Zoom host (5/6).
OKI staff were approached by Cincinnati Bulk Terminals and Benchmark River and Rail Terminals with
requests to serve as the eligible applicant for their respective Federal Rail Administration (FRA)
Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program grant submissions. With
acceptance of these requests, OKI staff assisted both applicants in preparing their submissions to meet the
June 19, 2020 deadline. Tasks associated with CRISI included participation in and FRA CRISI webinar (5/7)
and FRA conference call to discuss questions pertaining to the required Benefit Cost Analysis (5/27). Staff
had call with our Maritime Administration’s Director of the Inland Waterways Gateway Office to discuss
and learn about MARAD’s Port Infrastructure Development grant program (5/8).
Prioritization Process: Staff responded to several questions from applicants for the open call for STBG and
TA projects.

Transportation Advanced Materials and Technologies: OKI staff had a virtual meeting with Donovan Energy and there newly established Electrada staff who will be leading efforts for EV charging infrastructure deployment (5/7). Staff continued Kentucky and Ohio efforts towards the proposed OKI Alternative Fuels Corridor Signage Project. Staff participated in online opportunities: Indiana Department of Environmental Management’s VW Committee Virtual Public Meeting and EV Charging Best Practices & Infrastructure Funding (5/28).
Staff is continued conversations with NKY partners to discuss mitigation in the region and assess how OKI can provide guidance including meetings with US Army Corps of Engineers and US Fish and Wildlife staff. Staff continued coordination on the Urban Tree Canopy (UTC) committee for NKYUCFC and working with local country agencies to coordinate UTC Canopy cover data acquisition for entire OKI Region. Staff worked with Green Umbrella Priority Land Protection Impact Team and updated the draft map with comments. Staff developed a weighted raster overlay and presented to Green Umbrella Priority Land Impact Team for input. Staff is researching the transportation and tourism as part of the consultations process. Staff attended the following webinars/online meetings: IU Webinar: Communicable Diseases and Climate Change—Is There a Connection? (5/13); USFS Webinar Addressing Loss of Tree Cover in Urban Watersheds: The Importance of Local Codes and Policies (5/13); EPA Expands Research on SARS-CoV-2 in the Environment (5/27); Responding to the Crisis: The Future of Climate in Cities (5/28); and, Midwest Sustainability Webinars (5/15, 5/29).
Public Transportation Agency Safety Plan: Staff is working with the public transit agencies to collect their
most current plans.
Long Range Planning: Land Use (610.4): May 5 staff participated in the Taking Root Board meeting via Zoom. Staff assisted with Energy Saving Tree program coordination with the City of Norwood and participated in the distribution of 55 trees to residents on May 29. The trees were provided by Natorp’s and funded by the Duke Energy Foundation. Trees were delivered to residents’ homes rather than a pick-up event to ensure Covid-19 social distancing.
May 7 the OKI Regional Planning Forum convened for presentations by OKI staff regarding new US Census data portal and the current status of 2020 census collection. Brandon Rudd, OKI Demographer provided a demo for the new data portal and Andy Meyer shared Census collections by county and encouraged planners to help inform their communities of the importance of responding.
May 8 staff moderated the Cincinnati Chapter APA webinar entitled, Planning during a Pandemic: Moving
to Virtual Public Meetings. Over 140 planners from across Ohio attended to engage with panelists from
the OKI region and Dayton to discuss early lessons learned by communities and best practices.
Fiscal Impact Analysis Model (610.5): Staff input and integrated data for 76 communities into the FIAM. Staff evaluated the model by running
the same scenario with five different communities to understand the model’s performance with multiple
communities.
OKI staff met to outline a revised partnership arrangement based on the new FIAM, which will reduce
hurdles to communities’ use of the model.

Fiscal Impact Analysis Model – Web-Based Maintenance and Startup (611.5):
Staff monitored back-up activities which occurred as programmed. Transportation Services: Participation Plan (625.2): Staff developed a list of OKI Title VI Goals and Accomplishments for July 1, 2019 through June 30, 2020 that were submitted to the KYTC Division of Planning.
Staff shared information with TriState Transportation Equitable Opportunity Team (TTEOT) members from Opportunities for Ohioans with Disabilities (OOD) announcing a virtual council meeting that included a job list and program updates. An article in the OOD e-newsletter highlighting successful placement stories and supportive resources for the various placements was also shared with TTEOT members.
Staff attended the OKI ICC and OKI Board Zoom May meetings.
In response to an inquiry from an MPO colleague regarding OKI’s LEP Safe Harbor position. Staff responded and provided a copy of OKI’s Title VI Program Plan on how OKI fulfils the Limited English Proficiency (LEP) Safe Harbor provision.
Staff completed the ODOT Office of Outreach Programming survey and shared the survey with the firms on OKI’s DBE-Certified Vendor Bid List. The survey was seeking feedback on ODOT’s various workshops conducted and events held, to assist small businesses to be successful on highway construction projects and highlighted business opportunities with ODOT.
Staff shared an email with TANK, Warren Transit, Butler County RTA, Cincinnati Metro, NKADD, CASS and Clermont Transportation Connection announcing a Road to Recovery webinar series discussing ways for transit agencies to encourage riders to return as passengers.
Staff submitted an article on the OKI 2050 Metropolitan Transportation Plan to NANA News for publication in the June issue of the e-newsletter. The article invites the public to review and provide input on the list of projects proposed and transportation needs identified in the OKI region over the next thirty years.
Staff drafted an article on OKI’s Public Participation for inclusion in the 2019 Annual Report.
Staff notified OKI’s DBE Certified Vendor Bid List of:
A survey from the ODOT Office of Outreach requesting comment and input regarding ODOT’s various events held and workshops conducted to assist small businesses in being successful on ODOT construction highway projects as well as highlighting business opportunities with ODOT.
Staff attended the Avondale Community Council Zoom meeting to monitor ongoing transportation issues.
Special Studies: Regional Clean Air Program (665.4):
The smog alert hotline and email account was maintained by retrieving messages and responding to those
inquiring about the clean air program.
Staff reviewed marketing RFQ packets and notified prequalified vendors.

Staff got approval for FY21 marketing from the OKI Executive Committee.
Commuter Assistance Services (667.1)
Staff continued to process and update applications for the month of May
Vanpooling Staff provided van quotes for commuters interested in the vanpooling program.
Section 5310 Program (674.3) May 14 staff presented the Oversight Team final funding recommendations for 2020 to the OKI Executive
Committee and received approval by resolution.
Staff notified 2020 applicants of their award approval and informed them of next steps in the application
process included FTA grant submittal timeline.
The OKI Program Management Plan prioritization process was followed during 2020 application review.
Staff also began to follow-up to gather additional information and to clarify responses to 2019 monitoring
report through May.
Staff finalized the 2020 Program of Projects and will submit it in TrAMS with the 2020 funding grant
submittal in June.
No OARC activity.
Staff continued to prepare materials for Chapter 3 of the 2020 updated plan in May.
In May, staff continued compiling 2019 annual vehicle activity reports provided by all of the 5310 funded
operators. Report deadline for operators was February 28. Once complete, this information will be used
to update the vehicle inventories of the OKI Group TAM.
Indiana Exclusive: Dearborn County Transportation Planning (685.1-CPG): Performance Measures: Functional Class, HPMS, CMP and Performance measures –Progress continued on
intersection analysis for the Congestion Management Analysis report. Staff provided data and analysis to
FHWA to inform their Bottleneck report to Congress.
HSIP and Safety Fund Programs: No activity this period.
3C Planning Process: 3C Planning Process: Staff continues to coordinate with Dearborn County and INDOT
personnel to advance the programming of Dearborn STP, HSIP, CMAQ and TA projects. Staff participated
in the following meetings, activities and events: Dearborn County Projects Quarterly Meeting via
videoconference on May 6th and the Indiana MPO Council meeting via teleconference on May 28th.
Transportation Improvement Program: The May TIP Administrative Modification included four Indiana
projects and the May TIP Amendment included two Indiana projects. The Modification and Amendment
were sent to INDOT for inclusion in the STIP. Transportation Plan: Network coding and model runs are
complete. Development of content for the draft Plan was completed. A third draft list of projects was
prepared and presented as part of the official comment period. Staff considered comments in the
refinement of the draft list. UPWP: Monthly progress reports were prepared for work elements in the
UPWP. The FY21 UPWP was completed and adopted by the OKI Board of Directors.

Air Quality: Conformity analysis and documentation for the OKI 2050 Plan was completed in May.
Development of improved scheduling and cost estimating procedures: Staff updated the five year funding
plan for OKI capital project funds for Dearborn County in November.
ADA and advancement towards connected communities and ladders of opportunity. Technical service to
local governments: No activity this period.
Coordinated Plan and 5310 Projects: Staff is working on National Transit Database (NTD) reports. Staff
completed review of projects and presented to the Board for approval in May.
Functional Class, HPMS and CMP: Work on the Congestion Management Analysis continued. Intersection
analysis is underway. No ITS Architecture activity this period.
Travel Model and GIS: Network coding and model runs are complete for the 2050 MTP.

travel model (ABM). Coding for the 2050 Plan is underway.
Participation Plan: Staff remains active in disseminating information about regional transportation projects
including the 2050 MTP and DBE opportunities. The Title VI Plan was revised to clarify the LEP four factor
analysis.

Staff served as a member of the consultant selection committee for the NKY Active Traffic Demand Management Study (5/27). Ongoing participation will continue as a scoping meeting occurs in June. Staff participated in a meeting for stakeholders for the KYTC Statewide Planning Study (5/26).
Unified Planning Work Program (695)
FY19 Performance and Expenditure Report - No activity this period.
Monthly progress reports were prepared for work elements in the Unified Planning Work Program
(ongoing).
FY2021 Unified Planning Work Program – the OKI Board adopted the UPWP in April. The final document
was provided to the funding agencies and other state and federal partners.
Transportation Program Reporting (697.1) Work is underway to compose draft copy for the report.
Mobile Source Emissions Planning (720.1)
The 2050 MTP regional emissions analysis and Conformity Technical Document were completed in May
and shared with the IAC group.

OKI 2050 METROPOLITAN TRANSPORTATION PLAN ADOPTION
BACKGROUND: Over the past several months, staff has presented portions of the 2050 OKI Metropolitan Transportation Plan. The update of the OKI 2050 Metropolitan Transportation Plan is now complete and is presented for OKI Board of Directors’ consideration. The complete plan with project recommendations is available at www.2050.oki.org.
The OKI region is composed of eight counties in three states – Butler, Clermont, Hamilton and Warren counties in Ohio; Boone, Campbell and Kenton counties in Kentucky; and Dearborn County in Indiana. Transportation planning is undertaken for all eight OKI counties.
The OKI 2050 Metropolitan Transportation Plan serves as a blueprint for transportation projects in our region through the year 2050. It addresses future needs created by growth and development. At the same time, it responds to Federal Highway Administration and Clean Air Act requirements that call for a performance based planning process for mitigating congestion, addressing air quality, and other environmental, social and financial issues. This Plan meets all metropolitan planning requirements stipulated in USC 23 and USC 49.

RESOLUTION
OF THE BOARD OF DIRECTORS OF THE OHIO-KENTUCKY-INDIANA REGIONAL COUNCIL OF GOVERNMENTS
CONCERNING ADOPTION OF THE OKI 2050 METROPOLITAN
TRANSPORTATION PLAN FOR BUTLER, CLERMONT, HAMILTON, AND WARREN COUNTIES, OHIO
AND BOONE, CAMPBELL, KENTON COUNTIES, KENTUCKY, AND DEARBORN COUNTY, INDIANA
WHEREAS, the Fixing America’s Surface Transportation (FAST) Act: A Legacy for Users (FAST Act) requires that all transportation plans and programs in urban areas of more than 50,000 populations be prepared by the metropolitan planning organization (MPO) based on a continuing, comprehensive transportation planning process carried on cooperatively between state and local communities; and WHEREAS, the MPO refers to a forum for cooperative transportation decision-making for the metropolitan planning area and OKI is the designated MPO for the counties of Butler, Clermont, Hamilton, and Warren; Boone, Campbell, and Kenton; and Dearborn by the states of Ohio, Kentucky and Indiana, respectively; and WHEREAS, OKI in conjunction with local and state representation has prepared an updated metropolitan transportation plan, entitled OKI 2050 Metropolitan Transportation Plan as part of the transportation planning process; and WHEREAS, OKI has employed a year-long layered approach to public outreach which has included 24/7 availability of all Plan materials via a dedicated website, strategic and direct e-mail communications, active social media communications, participation at community-wide civic events in the planning area, a public hearing, and presentation and deliberation of the Metropolitan transportation plan at fourteen OKI member meetings; and WHEREAS, the impacts of this plan have been considered in accordance with “Executive Order 12898 Federal Actions to Address Environmental Justice in Minority Populations and Low Income Populations”; and
WHEREAS, the ozone nonattainment area consists of the Ohio counties of Butler, Clermont, Hamilton and Warren; and a portion of the Kentucky counties of Boone, Campbell and Kenton; and the ozone maintenance area also includes Clinton County, Ohio and a portion of Dearborn County, Indiana; and are subject to transportation conformity rules; and
WHEREAS, the OKI 2050 Metropolitan Transportation Plan includes projects that are subject to transportation conformity requirements and a new conformity determination is required based on a new regional emissions analysis, and OKI has engaged in interagency consultation with federal, state and local partners, including the U.S. Department of Transportation, and those partners have concurred with the methodology used by OKI to determine conformity; and
WHEREAS, the projects and programs in this performance-based plan result in a plan that conform to all applicable U.S. Environmental Protection Agency (EPA) approved State Implementation Plans for air quality consistent with the region’s air quality goals, is fiscally constrained, and meets FAST (Act) planning requirements; Now, therefore,
BE IT RESOLVED, that the Board of Directors of the Ohio-Kentucky-Indiana Regional Council of Governments at its public meeting of June 11, 2020 adopts the OKI 2050 Metropolitan Transportation Plan and recommends that its members incorporate the plan recommendations into planning and implementation of transportation improvements for their respective governmental units.

AMENDMENT #9 OF THE OKI FISCAL YEARS 2020-2023 TRANSPORTATION IMPROVEMENT PROGRAM
DESCRIPTION: The attached exhibit, in resolution form, describes the specific
revision proposed. BACKGROUND: OKI is responsible for preparing biennially a four-year program of
projects in this region that will make use of available Federal-Aid Highway funds and Federal Transit Administration funds. Inclusion in this program is a prerequisite for such federal assistance. Because the scope, cost, and timing of the included projects are subject to periodic change, and because new projects are continually being developed, the TIP is formally amended several times a year, as needed.
The amendment reflected in the proposed resolution includes one transit project in Ohio. The project is exempt from air quality conformity requirements. The TIP is periodically amended, as needed, to reflect additions, deletions or revisions to programmed projects.
Prior to presentation to the Board of Directors, the proposed
amendment is reviewed by staff and presented to the Intermodal Coordinating Committee. The Intermodal Coordinating Committee considers the issue, and makes a recommendation to Executive Committee.
AUTHORITY: 23 CFR, §450.324. FUNDING: The fiscally constrained items proposed for amendment have an
associated funding amount and source specified. Staff has determined that there is adequate funding available, or anticipated to be available, and the funding amounts are shown in year of expenditure figures for this project.

OF THE BOARD OF DIRECTORS OF THE OHIO-KENTUCKY-INDIANA REGIONAL COUNCIL OF GOVERNMENTS
CONCERNING AMENDMENT #9 OF THE
FISCAL YEARS 2020 – 2023 TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, the Ohio-Kentucky-Indiana Regional Council of Governments (OKI) is designated as the Metropolitan Planning Organization (MPO) by the Governors of Ohio, Kentucky and Indiana acting through the Ohio Department of Transportation (ODOT), the Kentucky Transportation Cabinet (KYTC) and the Indiana Department of Transportation (INDOT) and in cooperation with locally elected officials in the OKI region; and
WHEREAS, the Intermodal Coordinating Committee (ICC), as the technical advisory committee to OKI, has reviewed and recommended the projects listed in the resolution and recommend that they be added/amended into the Transportation Improvement Program (TIP); and
WHEREAS, all federally funded transit and highway projects in the Ohio Counties of Butler, Clermont, Hamilton and Warren, the Kentucky Counties of Boone, Campbell and Kenton and the Indiana County of Dearborn must be included in the TIP prior to the expenditure of federal funds and be listed with year of expenditure dollars; and
WHEREAS, the amendments are consistent with the OKI 2040 Regional Transportation Plan as amended on October 11, 2018 and the OKI Regional ITS Architecture adopted on September 8, 2016; and
WHEREAS, all projects included in Amendment 9 – Fiscal Years 2020-2023 Transportation Improvement Program are exempt from transportation conformity requirements for air quality; and
WHEREAS, the opportunity for public participation has been provided per OKI’s Public Participation Plan; and
WHEREAS, the environmental justice impacts of these amendments have been considered with “Executive Order 12898 Federal Actions to Address Environmental Justice in Minority Populations and Low Income Populations”; and
WHEREAS, this amendment will result in a TIP that remains fiscally constrained: Now, therefore,
BE IT RESOLVED that the Board of Directors of the Ohio-Kentucky-Indiana Regional Council of Governments at its regular public meeting on June 11, 2020 hereby amends the Fiscal Years 2020 – 2023 Transportation Improvement Program as shown in the attached Amendment #9 project table:
