Interagency Committee of State Employed Women (ICSEW)
Communication Plan
The Interagency Committee of State Employed Women (ICSEW) seeks to better the lives of
state employees through advocacy, outreach, opportunity, and by advising the Governor
and agencies on policies that affect state-employed women.
Communication requirements based on roles
ICSEW Representative/Alternate
Attend all meetings
Meet with or send electronic update to the Executive Sponsor after each bi-
monthly meeting to provide updates
Participate on at least one subcommittee
Meet with Executive Sponsor when necessary to provide an update regarding
information from subcommittee meetings
Draft communication documents to be posted on the Ecology SharePoint site
Draft posters/flyers (or use posters/flyers provided by ICSEW) to be posted near
elevators and stairwells
Notify Executive Sponsor of roadblocks regarding issues such as
communications within Ecology

Schedule meeting with the representatives after each bi-monthly meeting or at
least every 6 months
Review communication documents and posters/flyers for approval

July 2017 – June 2018 The Interagency Committee of State Employed Women (ICSEW) seeks to better the lives of State employees through advocacy, outreach, opportunity, and by advising the Governor and agencies on policies that affect State-employed women. Establishment: ICSEW is established by Executive Order 16-04. Contacts: Agency Representative & Alternate: Volunteer employee(s), appointed by Board Members Representative: Erika Summers, Legal Assistant Alternate: Ann Bartholomew, HR Consultant
Executive Sponsor: BIIA HR Manager Christy Sterling Expectations: The Representative and Alternate are expected to attend all ICSEW General Membership meetings, in compliance with ICSEW Bylaws, Policies, and Procedures, which require serving on one subcommittee of their choice.
Supervisors are expected to allow work time for participation on ICSEW. This will be reevaluated if participation is impacting the employee's ability to complete assigned work duties.
The Representative and Alternate will work together to draft communication to BIIA employees when news is necessary or applicable to the employees of this agency.
Communications will normally be through an agency-wide email. A draft of the message can be submitted to the Executive Sponsor for approval, if possible.
The BIIA may participate in annual ICSEW Events, including non-profit donation drives, conferences and/or trainings. The representative and alternate will keep the BIIA informed of the dates of these events.
Executive Sponsor will review upcoming event and determine whether BIIA will participate. If yes, ICSEW published materials can be printed and posted/shared around the agency. Agency-wide email can be sent to reach satellite offices when necessary.
The Representative and/or Alternate can serve on the ICSEW Executive Board if selected, provided the position is supported by their direct supervisor (based on workload). Representative: Erika Summers Supervisor: Beth Blue

Goals of Communication: To provide Department of Licensing employees information about Interagency Committee of State Employed Women annual events, volunteering opportunities, executive order/legislative information, and other opportunities/information.
Objective: To use communication tools to inform all DOL employees of ICSEW’s annual events, opportunities, and other important information. And also to communicate with DOL employees what ICSEW can do for them.

Employment Security Communication Plan by Cheryl Flynn At our agency the ICSEW sponsor is the ESD Communications Director, Janelle Guthrie. With my easy access to Janelle, our plan is very basic.
I write the communication. I inform Janelle about the flyer, email, etc. I need to send. She reviews it, or has one of her communications experts review it. Then she sends it to the agency email distribution list.
New to us are electronic reader boards located throughout the Maple Park building. Soon I will be able to post this information on those as well. Thank you. Cheryl

Communications Goals Increase awareness ICSEW. Provide opportunities for participation with ICSEW through events and meetings. Create dialogue with employees regarding issues they want ICSEW to focus. Executive Sponsor Steven V. Appropriate and reasonable resources shall include but not be limited to each department or agency designating at least one person to serve on the Committee as its representative; granting that representative reasonable accommodation to attend Committee meetings and events; providing, as necessary and available, office supplies, distribution capabilities, and meeting facilities for Committee work. Keep WSDA employees informed of activities of ICSEW.
Encourage participation in ICSEW sponsored events, such as charitable drives.
Connect interested WSDA employees with ICSEW resources.

For certain events that only affect sub-set of staff – e.g. Kids to Work Day – create opt-in
distribution list to keep interested staff informed (and not annoy others).
Establish succession planning process to recruit and appoint ICSEW-WSDA
representatives and alternates into the future.
