Introduction to ETSC• European Transport Safety Council is a

NGO promoting independent science-based approach to road safety

• 45 members across Europe• Funded by our members, the EC and private sponsors• Cooperation with other road safety NGOs: FIA,

EuroNCAP, TISPOL...To identify and promote research-based measures with high safety potentialTo provide impartial advice on transport safety to policymakers across the EU

100,000 fewer deaths

• 100,000 fewer road deaths since 2001 than if the 2001 numbers had continued

• 8 EU countries achieved the 50% reduction target for 2010

Is there anything left to do?

• Current deaths and serious injuries• 31,000 deaths in 2010• Over €160 billion cost each year

• New 2020 target of 50% reduction – unanimous agreement every Member State

• Still need to work to reduce casualties – the next 50% will be more challenging than the last.

The three main killers on EU roads

Inappropriate or excessive speedMore than 2,200 road deaths could be prevented each year if average speeds dropped by ‘only’ 1km/h on all roads across the EU.

Driving under the influence ofalcohol

At least 7,500 deaths could have been prevented if accident-involved drivers reported to be driving over the limit had been sober.Failure to wear seat belts

Around 12,400 car occupants survived serious crashes in 2009 because they wore a seat belt.

EC Road Safety Policy Orientations 2011-2020:Promote the use of modern technology to increase road safety

Harmonise and deploy road safety technology – such as driver assistance systems, (smart) speed limiters, seat-belt reminders, eCall and vehicle infrastructure interfaces – as well as improved road worthiness tests including for alternative propulsion systems.

Update from EuropeEC Road Safety Policy Orientations 2011-2020:• “Technological developments, such as in-vehicle systems providing

real-time information on prevailing speed limits could contribute to improve speed enforcement.”

• “ The possibility of introducing speed limiters in light commercial vehicles and of making use of alcohol interlock devices obligatory in certain specific cases.”

EP Report on Road Safety• “Calls on the Commission to draw up a proposal to fit vehicles with

‘intelligent speed assistance systems’ which incorporate a timetable, details of an approval procedure and a description of the requisite road infrastructure”

Speed

• Speed both increases the risk of a crash and its severity outcomes

• In free-flowing traffic up to 30% of drivers exceed speed limits on motorways, up to 70% on roads outside built-up areas and as many as 80% in urban areas.

• France is the only country where speed reductions have been achieved on all types of roads between 2001 and 2009.

• Great Britain and Austria also recorded reductions in mean speeds on both urban roads and motorways.

• Drivers have slowed down markedly in cities in the Czech Republic and Ireland.

Intelligent Speed Assistance

• Advisory ISA predicted to 18% reduction in fatal collisions

• The evidence for its potential this is robust and reliable-more so than for most technologies

• Consumer demand for informative ISA: help the driver respect the speed limit, increased comfort, …

• Effective instrument in mitigating CO2 emissions

Prerequisite for ISA

Research into Reality..Vehicle Technology to Reduce Speed: ISA

Short Term (2012):Development of harmonisedstandards for Intelligent SpeedAssistance (ISA) systems.Medium Term (2015):Encourage further roll out of ISAamongst particular user groups.

Long Term (2015):Adopt European legislation formandatory fitting of EU cars withISA systems in the type approvalprocess

ISA in France

• And: – « Je suis également convaincu que le limitateur automatique adapté à la vitesse autorisée, le LAVIA, peut nous permettre d'obtenir des résultats remarquables. Il faut produire sous trois mois une feuille de route relative au déploiement du LAVIA dans notre pays. La France doit être précurseur en la matière.»

• Which translates as: – “I am convinced that the Intelligent Speed Limiter system can bring us remarkable results. A roadmap for its deployment in our country is to be produced within 3 months. France must be a pioneer in this area.

Collision Avoidance & Mitigation Systems

• Close to being a mature group of technologies able to support many kinds of applications including for traffic safety

• ETSC would single out Advanced Emergency Braking and Lane Departure Warning

• Need to develop systems that work towards improved safety for all road users types as well as just car (cyclists, pedestrians)

How?

• Establish a Task Force to identify and implement the most effective based casualty reduction strategies – include decision making capabilities for prioritising and deploying ITS technologies

• Reduce technical barriers

• ITS Advisory group to prioritise safety

• Evidence the benefits in real world examples

• How many road collisions do you think have distraction as one of the contributory factors?

Potential Impacts

• Reduction of fatalities (with all vehicles eCall-equipped, between 1% and 10% depending on country population density, road and emergency response infrastructure)

• Reduction of severity of injuries (between 2 and 15%)

• reduction of congestion due to traffic accidents (between 3 and 17%, depending on country population density, road and incident management infrastructure)

• Comparing Impact with that of other in-vehicle technologies

• Consensus on approach (to technology etc)
