    Huawei Designs Trafc Surveillance andUnied Data Storage for Xi'an TrafcManagement Bureau

    BackgroundXi'an, the capital of many dynasties in Chinas

    history, is now one of the country's largest cities and,

    with more than 1.2 million vehicles on the roads at

    the end of 2011, one of the most congested. As aresult, the Xi'an municipal government developed

    a plan to relieve traffic congestion within three

    years. The goal was to improve traffic conditions

    by managing vehicl es , pedest rians, bicycl is ts ,

    and roads; optimizing the traffic management

    infrastructure; and building an intelligent traffic

    management system.

    Key ChallengesA surveillance network was constructed in 2005

    to monitor roads and intersections across the city

    in an effort to control congestion. A digital video

    transmission exchange platform used Digital Video

    Recorders (DVRs) to record uncompressed video

    at each location. The network failed due to several

    shortcomings:

    Disparate surveillance sites were unable to

    achieve real-time surveillance, quick retrieval,

    or video playback

    The urban traffic police department consists of 10

    service of ces and 11 trafc police brigades, with

    12,000 surveillance sites deployed in the main

    urban area and on the outskirts of Xi'an. Images

    and videos collected at each surveillance site were

    stored in separate DVRs, but could not be managed

    in a unified manner. Consequently, the original

    surveillance system was unable to support real-time

    surveillance, quick retrieval, or video playback.

    Local storage of surveillance data increased

    labor and device costs

    The DVRs were not scalable and had limited storage

    construction and maintenance costs.

    current requirements of trafc surveillance,

    but also supports easy upgrades and future

    points for the Xi' an Traffic Management

    Bureau.

    Customer Benefts

    In October 2012, a television news program

    broadcas t a story about Xi 'an's syst em,

    describing it as a trafc management model

    for all of China. Here are reasons why:

    The intelligent trafc surveillance system's

    hardware-level storage and management

    platform made possible real-t ime service

    dispatch and traffic management. This

    enabled the Xi'an municipal government

    to achieve its goal of relieving traffic

    congestion within three years.

    The system uses redundancy protection

    technology, which transmits videos and

    images collected by peripheral units to

    the command center, and permits traffic

    management personnel to monitor traffic

    conditions in real time. As a result, traffic

    signals can be adjusted to suit actual trafc

    conditions, and trafc police can be assigned

    to direct traffic. The system also supports

    real-time data retrieval and video playback,

    enhancing emergency response.

    DVRs had no backup, so when a DVR malfunctioned, stored data was easily

    lost, which negatively impacted trafc management and case investigations.

    Needed a new, intelligent system

    The Xi'an Trafc Management Bureau urgently needed an intelligent trafc

    management system to meet the city government's commitments. The bureau

    looked for:A system integrated with the original system in order to optimize existing

    resources and reduce expenses.A scalable surveillance network with advanced architecture and feature-rich

    functions.A Storage Area Network (SAN) to replace the DVRs.

    SolutionHuawei installed a customized SAN storage system while considering the

    optimum trafc management service model, anticipated efciencies, and user

    habits.

    The resulting intelligent surveillance network, deployed in a star topology,

    consists of video encoders, video servers, and large-capacity Fiber Channel

    SAN optical disk arrays in 11 sub-command centers. The network also

    includes a digital video storage and management platform to expedite unied

    data storage and management. The system supports live video browsing and

    real-time video playback. Highlights include:
