WelcomeWelcome to the Online Engagement Opportunity for the Integrated Road, Sewer and Watermain Renewal Project on St. Denis Street, Lavergne Street and Ste. Monique Street.

The City has a proactive communications approach. The project team will update you the project using different methods of communication, including letters and posting information on Ottawa.ca.

The purpose of this online engagement opportunity is to present the revised detailed design and to inform residents and business owners of the upcoming construction activities.

Project Overview• Replacement of watermains, sanitary sewers and select storm sewers (Lavergne Street

and St. Denis Street only), including service laterals to the property line.• Reconstruction of the road with a new asphalt surface.• Rehabilitation of existing sidewalks and the addition of new sidewalks.• Roadway modifications required to implement traffic calming measures that meet the

Councillor approved initiative to reduce the speed of residential streets to 30 kilometresper hour. The design for the additional traffic calming measures on Lavergne Street is being finalized.

• Modifications to on-street parking.

Why This Project is Important• The existing watermains and sanitary sewers throughout the project limits, and the storm

sewers in Lavergne Street and St. Denis Street have reached the end of their useful lifecycle and need to be proactively replaced.

• The rehabilitation of the aging infrastructure will improve the reliability of the wastewater collection and water distribution systems in the area.

St. Denis Street – Scope of Work• New sidewalks are being added on the north and east side of St. Denis Street, between

St. Jacques Street and Ste. Anne Avenue.• Overall and localized street narrowing at the mid-block and some intersections.• Modifications to on-street parking, including the removal of on-street parking on the east

side of St. Denis Street, between St. Jacques Street and 255 St. Denis Street.

Lavergne Street – Scope of Work• New sidewalks are being added on the south side of Lavergne Street, between Ste.

Monique Street and Des Pères Blancs Avenue, and the north side of Larvergne Street, between Des Pères Blancs Avenue and Duford Street.

• Overall and localized street narrowing at the mid-block and some intersections.• Modifications to on-street parking, including the removal of on-street parking on the north

side of Lavergne Street, between Des Pères Blancs Avenue and Duford Street.

What to Expect During Construction• During Construction, there will be some inevitable disruptions in the neighbourhood that will be

experienced. Below are some examples of the impacts with a summary of the Mitigation strategies.

CONSTRUCTION IMPACT MITIGATION STRATEGY

Localized temporary road closures Temporary detours will be in place and local access will be maintained

Brief water interruptions Notices will be delivered in advance of planned water interruptions with details on the duration of the water interruption

Limited access to driveways In the event driveway access is restricted due to construction activities, the project team will provide further information.

Pedestrian Access Temporary sidewalks will be constructed to maintain pedestrian access through the project limits

Tree removal is necessary to complete the installation of the new infrastructure

New trees will be planted as part of the project’s landscaping plan

What to Expect During Construction

CONSTRUCTION IMPACT MITIGATION STRATEGYConstruction Noise For construction activity hours of work, the City of Ottawa

follows provincial requirements and the City’s Noise By-law (2017-255).

Dust Water and/or calcium chloride will be used to reduce dust throughout the immediate project limits. Sweeper trucks will be used to reduce dust on the roads directly adjacent to the project limits.

On-street parking will not be permitted within the project limits during construction.

On-street parking is available outside the project limits.

Excavations in front yards for connections of the existing system to the new system

The construction area will be fenced off and access to houses will be maintained at all times.

Schedule• The design is currently underway, and tendering is expected during summer 2020.

• This project will be delivered in two phases :– Phase 1: St. Denis Street

• Construction is expected to begin late summer of 2020 and anticipated completion in summer 2021.

– Phase 2: Lavergne Street and Ste. Monique Street• Construction is expected to begin in spring of 2021 and anticipated completion in

Fall 2022.
