• Analysis and planning tool to inform and coordinate multi-state transportation planning, investment, and operations planning

• Developing a GIS-based transportation network, a linear referencing system, and basic roadway data

• Initial applications will focus on bottleneck analysis, freight planning, and emergency/ evacuation planning

• “Islands of information”– State of practice - a patchwork of unconnected

transportation planning networks, roadway and rail line data, and trip information

– Result - Coalition members cannot use the information effectively to inform and coordinate multi-state transportation planning, investment, and operations planning

Project Work Steps

• Obtain GIS-based network map (base line-layer) and evaluate for accuracy, detail, and connectivity

• Process and correct the base line layer• Develop and apply the linear referencing

system (LRS)• Obtain roadway characteristics, capacity, and

operations data for several States• Integrate and relate data to network

Development of ICAT Delivery System

Objective: Develop a delivery system that will make the ICAT GIS network and set of linked databases available on-line to Coalition members.

– Option 1: Store Geodatabase on workstation accessible through an IIS server running under Windows NT or Windows XP Pro.

– Option 2: Build website using Apache/Tomcat software and Java programs.

Complete Data IntegrationObjective: Complete integration of State data begun in Phase I (6 to 8 more States and the District of Columbia) using same strategy so that all 17 jurisdictions are covered.

Trip Table Development1 - Develop General Vehicle Trip Tables

– Develop current and future year general vehicle trip tables (auto and all-truck) using traffic volume data and an ODME (origin-destination matrix estimation) methodology.

2 – Develop Freight-Truck Trip Tables (Optional Task)– Purchase/lease Reebie TRANSEARCH freight-truck data

(county-to-county level trip table) and develop system wide base and future year freight truck trip tables.
