Vice Chair reportSal Martino discussed his Vice Chair report. He is also the vice chair of Stray and Contact Voltage WG in our DSC, chair of Smart Distribution WG in our DSC, and also chairing two task forces. Sal is also attending other C and SC meetings. Sal is also the Vice Chair of the sensors subcommittee. He also plans to attend ISGT in February.

Notable discussion while WG reports were presented:- Sahar to share their Microgrid TF report with Masoud and he shares it with the voting members of

DSC. She also asked about changing the name and scope of her WG (DRI); Michael from IEEE

mentioned that when the WG scope is changed, T&D AdCom should approve the change. The other option is that the T&D AdCom could defer that decision to the DSC.

- Resilience WG and discussion on wildfire resilience: Heidi suggested a discussion forum rather than a TF, and Charlie suggested a panel session would be better. Masoud to contact the team on the next steps.

Liaison reportJohn mentioned that we do not have a Liaison with the transformers committee and asked if anyone is interested in the position.

Liaison reportsPowe Quality Subcommittee

The PQ Subcommittee a new working groups, P2938 Economic Evaluation of Voltage Sags Entity Working Group. Mark Stephens (EPRI) and Dan Sabin (Schneider Electric) who are active in the PQ Subcommittee joined the working group using their Corporate Entity membership.

1453 Flicker and 519 Harmonics were both approved by the WG membership and PQ Subcommittee to move to ballot, with the major change for 519 defined as a load-based standard to harmonize with 1547 and P2800. A decision matrix has been included 519, using a load demand greater than 10% of rated generation.

The Power Quality Data Analytics Working Group was awarded the Technical Committee Working Group Recognition Award for Outstanding Technical Report for the IEEE PES T&D Committee. This working group is focused on predictive analytics and is working on defining the scope and purpose for a new PAR to be submitted for approval this year.

Participation from members from the Distribution SC would be of great benefit to two PQ Subcommittee projects. The recently formed Imbalance Working Group chaired by Chris Mullins is underway with developing P2844, a standard that will establish recommended limits for voltage imbalance and covers the investigation and mitigation of imbalance in both distribution and transmission systems. P1409, Power Quality Solutions Working Group is working on revising 1409-2012, a standard that does consider distribution reliability topics as well as smart grid technologies. This group is chaired by Dan Sabin.

Sensors Subcommittee

Group Chair: Ron Pate (ABB)

This subcommittee held its second meeting as a subcommittee. The scope of this subcommittee is still under review. Craig Preuss (B&V) representing PSCC presented some concerns about overreach of scope with other subcommittees. Even though the scope has not been formally been recognized by PSIM, the work of the two groups underneath its umbrella have been formally approved and continue work. Ron Pate will lead the effort to formalize the scope. Group wants to collaborate with SDWG and VVWG on application guidance in future after current documents in development are more mature (and closer to final draft).

Accuracy Test Protocol for Distribution Smart Grid Sensors

Group Chair: Francisc Zavoda (Hydro Quebec)

This working group is working on the P2681 guide for testing accuracy. The group is making progress on a draft which it looks to complete by the middle of 2021. The group is in need of additional utility user feedback and input to the guide.

Technical Paper on Accuracy Testing for MV Smart Grid Sensors

Chair: Ron Pate (ABB)

This group is working on a technical paper discussing the concepts of accuracy and uncertainty as both terms are important to selection and use of sensors. This paper will serve as a companion to the P2681 guide for testing accuracy.

CIRED 2021 Conference & Expo: The CIRED 2021 conference & exposition event is scheduled officially for June 20-23 in Geneva, Switzerland. The conference in a typical year will draw about three thousand attendees from more than fifty countries. Full conference papers for accepted abstracts were due on January 25 but are now due on March 1. Topics for the conference include smart distribution, online monitoring of distribution networks, diagnostics & big data, components for distribution networks in large cities, power quality, DER, distribution planning, and distribution operation, protection, control, & communication. CIRED Shanghai Workshop: CIRED workshops are a more focused version of the CIRED event with a smaller scope. scheduled for Shanghai was originally scheduled for October 2020, but was rescheduled initially to March 2021, but now will be moved to a to 2022. NESC – Rusty Soderberg Section revisions of note

The normal publication schedule of the NESC was disrupted by the Covid-19 virus last year, with the 2022 NESC becoming the 2023 NESC, publication date August 1, 2022. With this postponement, it was thought that the NESC Subcommittees could meet in person in September and October of 2021 to vote on accepting or rejecting Change Proposals (CP). The NESC Main Subcommittee is now meeting to discuss “Plan B, what if we cannot meet in Piscataway and argue with each other?” It is not as difficult to hold a virtual meeting for an hour or two, however the NESC Subcommittee meetings are up to 10 hours per day for a week, and considering the “discussions” in those meetings, virtual meetings would be very difficult. Because of the one-year delay in the meeting schedule, it has been very quiet for the last year in the subcommittees, when usually emails are constantly flying around.

Other items of interest: new businesses, new direction/scope, new WGs/TFs, liaison/coordination with other societies/committees/WGs, issues, QUOROM Problems, etc. (5 at most)

Overhead Lines WG 7, “OHL Changes to the NESC,” met on Thursday, January 14, 2021. Below is an update from that meeting.

Overhead Lines WG 7 mostly deals with NESC Subcommittee 4, Clearances, where there were 266 comments on 99 CP’s, and Subcommittee 5, Strength and Loading, where there were 134 comments on 44 CP’s. Reviewing these CP’s and comments is what will be completed in the NESC Subcommittee meetings this fall.

Members of ASCE and the NESC are collaborating on the proper wind and ice maps, risk categories, and strength and loading criteria to use for line design. One topic brought up in this portion of the OHL WG 7 presentation was that FEMA, following Hurricane Maria in Puerto Rico, took a very liberal look at ASCE 7-16 and decided that the design wind speeds in Puerto Rico should be 250 mph versus the wind map speed in ASCE 7-16 of 150 mph. Based on the Puerto Rico conclusions, it was stated that we want to drive line design.
