CHAPTER ONE

THE FOUNDTING AND DEVELOPMENT OF THE INSTITUTE OF EDUCATION

INTRODUCTION The Institute of Education was inaugurated as an independent academic unit in the University of Nigeria in 1963. Although the Institute of Education grew out of the Harden College of Education, University of Nigeria, and supported by the University of Nigeria, it was not in a theoretical perspective, an ipso facto property of the University. The Institute of Education was by and large, a special unit owned by the Ministry of education of the then Eastern Nigeria and the University. This inception arrangement lasted until after the Nigerian civil war which disrupted many of the functionaries and structure of the University of Nigeria. After the civil war, the University of Nigeria assumed more direct responsibilities for the day-to day operations of the programmes of the Institute of education, and by 1973, appointed staff directly to the Institute of Education Functions in the Institute of Education The functions in the Institute of Education come under three main categories: (i) Research functions:

The research activities of the Institute of Education are directed towards identifying major educational problems and needs of the country and investigating ways and means of addressing such problems.

(ii) Teaching Functions:

(iii) Public Service Functions: The Institute of Education apart from the teaching and research function also engages in public functions which include:

• Arrangement of affiliations of some Colleges of Education to the University

• Serving as the University link with Ministries of Education and education agencies in educational matters of great importance is the Institute of Education’s public service function on the areas of teacher education. It fulfills this role through as an in-service Programme (Sandwich Programme) which was initiated in 1976. Indeed, the Institute of Education was the first in the country to mount the Sandwich programme for practicing teachers to obtain degrees and postgraduate diploma in education. With time and in response to need, the Sandwich programme expanded in scope, number and diversity. The programmes run by the Institute of Education include:

• Bachelor’s of Science Degree in Education (B.Sc. Ed)

• Bachelor’s of arts degree in Education (B.A.Ed)

• Bachelour’s Degree in education (B.Ed)

• Postgraduate Diploma in Education (P.G.D.E.)

• By the 1980’s, yearly enrolment rose up to 3, 500. Administratively, the Institute is an independent unit within the University System though its academic programme pass to the Senate through the faculty of Education. The Director is assisted by a high level administrative staff referred to as Institute Secretary. In pursuance of the three major functions of the Institute, the Institute is structured into units, each headed by a Senior Academic Staff referred to as Coordinator. Presently, there are eight such units:

THE BACHELOR’S DEGREE PROGRAMME OFFERED

These programmes are designed for candidates who possess the Nigerian Certificate in Education (N.C.E). However, in 1992, holders of Associateship Certificate in Education (A.C.E) were admitted for the programmes.

DURATION OF THE PROGRAMME The B.A. Ed/B. Ed/B.Sc. Ed. B..L/s for holders of N.C.E. who have merit and above run for four long vacations of 8weeks duration each. The programmes for holders of N.C.E with pass level or holders of A.C.E. with merit level and above, run for five (5) long vacations of 8 weeks duration each. The programme for holders of A.C.E. with pass levels run for 6 long vacations of 8 weeks duration each. Lectures given to the students during the intervening periods. The course contents of the programmes are the same as for a-two-year full-time Degree course in Education for N.C.E.holders ADMISSION Admission is open to both Nigerians and non-Nigerians. ADMISSION REQUIREMENTS No person under the age of 16 (sixteen) years may be admitted into the University. Admission on into all Sandwich Degree Course is by Direct entry only. (1) For PGDE

A minimum of a for degree approved by the University senate is required for consideration for Admission into the postgraduate Diploma in Education (PGDE).

(ii) For B.ED/B.A Ed./B.Sc. Ed: B. L/S (a) Holders of NCE with at least a merit aggregate; plus

a minimum of credit pass in the subjects to be combined with Education are eligible for admission into 4 year sandwich degree programme ineducation.

(b) Holders of NCE with pass level or holders of A.C.E. with Merit level and above; plus a minimum of a credit pass in the subject to be combined with education are eligible for admission into 5-year Sandwich degree programme in Education.

(c) Holders of A.C.E. with pass level plus a minimum of credit pass in the subject to be combined with education are eligible for admission into 6-year Sandwich Degree programme in education.

CHAPTER THREE

ACADEMIC REGULATIONS CREDIT UNIT

Each course has a stipulated number of credit units attached to it. This may be one, two, three or four. The number of credit units attached to each course is related to the course content. A2 credit unit course, for instance, is less in content than a 4-credit unit course. The number of credit units assigned to a given course is determined by the University. The usual computation being one credit unit per session for each time a class meets during the week. Thus, a class meeting twice per week will carry -2 credit units for the course for session. For laboratory and studio classes the usual credit unit figure is one credit unit for each 2 hours in class per week. However, some departments’ do vary this assessment slightly and so may have and in fact, have had one credit unit for each 3 hours in class per week.

MINIMUM AND MAXIMUM CREDIT UNIT LOAD (SESSIONAL) The sessional credit unit load for my student shall be between 15 and 24, in accordance with NUC guidelines. The exact credit load a student carries within this range shall be worked our by the student’s academic adviser with the approval of the Head of Department and Dean of Faculty.

GRANDING OF PERFORMANCE A student’s work in the University is presently graded in the following ljetters and each of the letters carries an Equivalent number of grade points, thus:

To determine the final grade a student receives in a course at the end of a session, 30% weight is given to the continuous assessment and 70% to the sessional examination.

GRADE POINT AVERAGE (G.P.A.) At the end of each session, a student’s grade point average is worked out. On how to calculate the GPA, study the hypothetical registration from a student for a session and the computation that follows below:

Assuming that the student obtained C,A,D,A,A,E,C,C, and D, respectively in the above registered courses, according to the grading system, the total point of each of the courses will be worked out as follows: Ed 101 2x3 = 6

The total credit units will be 20 while the total points will be 60. To find the grade point average use the formula: GPA = Total points = 60 = 3.00

Another important fact that must again be stressed is that from the time a student is registered for a course, whatever work or test given to the student and grades obtained from them count towards the class of degree obtainable at the end of his\her studies. It is, therefore, very important that students attend classes regularly and do their class assignments with all seriousness.

CHAPTER FOUR

UNIVERSITY EXAMINATION

Subject to such conditions as may be prescribed by or under the provisions or regulations of the University of Nigeria Decree, Senate shall exercise the following powers and perform the following functions: a) Arrange for the holding of examinations b) Appoint examiners for such examinations and lay down

conditions. c) Publish the result thereof d) Recommend to council candidates for diploma, degree,

and other academic distinctions. e) Ensure maintenance of proper standard of examination

and security of the papers and scripts. f) Advise the council regarding examination fees. ELIGIBILITY a) No student shall be eligible for any examination unless

he\she has fulfilled the relevant conditions laid down in the Academic Regulations

b) Students who have not reached 75% class attendance in a course shall normally not qualify to take examinations in the course.

c) Attendance at any University examinations may be stopped at any stage by Senate or the Vice-Chancellor in accordance with the University statutes.

d) Lectures must satisfy themselves that any student appearing for end of session examination in any course has the continuous assessment record in that course

(E) Failure to sit an examination: i. Any student prevented from sitting at end of session,

examination, on account of ill-health shall, within 48 hours from the date of the examination in the said course (s) submit a medical certificate from the Director of the

University Medical Center to the Registrar through the Head of his/her Department.

ii. Any student prevented from sitting at end of session examination for reasons other than ill-health shall report to the Registar through the Head of department in writing before the examination, giving details of the reasons/for his or her absence from the examination. Where this is not possible, the reports shall be submitted within 48 hours after the examination.

iii. Where the conditions stipulated in e(i) and (ii) above have been satisfied, the affected student shall re-register the course (s) at the next session.

iv. Where a student fails to sit at end of session, examination, in any course (s) without valid reason as stipulated in e(i) and (ii) above, the student’s continuous assessment record shall be used to return an appropriate grade for him/her in the said course (s).

INVIGILATION OF EXAMINATIONS The arrangements for invigilation within the Institute of Education is the responsibility of the Institute Board. Arrangements in this context include the provision of suitable examination rooms, the selection of invigilators and the position of students in each examination room. EXAMINATION REGULATIONS i. Students are expected to have taken their sitting positions

ten minutes before the examination is due to begin for screening and announcement by the invigilator.

ii. It is an offence to take any unauthorized books, notes or manuscripts onto the examination room.

iii. Attendance list of candidates must be completed by all the students in the examination room. Students registration numbers serve as their examination numbers.

iv. No student shall take examination question paper out of the examination room until he/she has completed the examination. No student shall involve him/herself in any act of cheating.

v. Identity cards shall be presented for check to the invigilator.

vi. In the case of errors in the question paper, consult the invigilator) before any changes or alterations are made.

vii. No extra time is given to a candidate who has been absent from the examination room for a time on grounds of ill-health. Instead, the invigilators (s) shall write on the front cover of the candidate’s answer booklet a note indicating the duration of the absence and nature of the illness if known. This may be considered by the examiner.

viii. Every candidate shall remain silent and seated until the scripts have been collected. Do not fail to hand in your answer scripts as there shall be a report made against your name.

EXAMINATION DISCIPLINE i. Any student guilty of examination malpractice shall be

expelled from the University. ii. Examination malpractice shall include such acts as

impersonation, copying or reading from another candidate’s script or from any other unauthorized material during an examination ; bring into the examination hall/room any unauthorized material such as books, notes, papers, devices and manuscripts, involvement in leaking examination question papers, forging or otherwise howsoever altering a medical report in order to obtain a deferment of examination; lobbying for emanation grades by whatever means; and any other act calculated to confer undue advantage on the student.

iii. Any student who aids, abets or covers an examination malpractice shall be guilty as a principal offender and liable to be punished accordingly.

iv. All cases of examination malpractice shall be reported immediately after examination or the incident to the Head of department by the Chief Invigilator or any other Invigilator who discovered or witnessed the malpractice who must attach to his/her report a written statement obtained from the student(s) involved.

v. The Head of Department through the Dean of Faculty must forward the report of the examination malpractice to the registrar within one week from the date of his receipt of the Report mentioned in (iv) above.

vi. Committee of investigation into examination malpractice shall normally complete its assignment not later than three months from the date of its being constituted and submit its reports to the Vice-Chancellor.

DEGREE (GRADUATION) REQUIREMENTS 1. Students shall be required to obtain a final cumulative

grade point average of at least 1.00 to qualify for graduation.

2. Student shall obtain a passing grace in all Major, Required, Auxiliary And General Studies Course before they can graduate provided the student satisfies the minimum unit load required for graduation. The following are the absolute minimum aggregate Credit Units required for graduation. a) 60 Units for a 4 consecutive long vacation (4-year

programme) b) 90 Units for a 5 consecutive long vacation (5-year

programme) 3. The Final cumulative grade point average shall determine

the class of degree to be awarded, regardless of the number of attempts at the examination.

4. The following classes of degree are awarded on the basis of the following cumulative grade point averages:

1.00-1.49 Pass 0.00-0.90 Fail FEES AND TRANSCRIPTS Fess payable in each academic session are ascertainable from the registration centers during the registration exercise for the session. A candidate may apply to the Registrar for a transcript of his/her academic records on payment of prescribed fees. The current fees are as follows:

• N1500.00 (one thousand, five hundred Naira only) for transcripts being sent within Nigeria.

• N2,500.00 (Two thousand five Naira only) for transcripts being sent outside Nigeria

The transcripts may bee sent only to organizations and institutions at the request of the student concerned. A personal transcripts may be sent to a student on request but shall be bodily marked “students copy. Not for Office Use.”

CHAPTER FOUR

WITHDRAWAL FROM THE UNIVERSITY CONDITIONS FOR WITHDRAWAL FROM

THE UNIVESITY Voluntary Withdrawal A student may withdraw from the University at any time on the completion of the official withdrawal form obtainable from the office of the Dean of Student Affairs. In the case of such voluntary withdrawal, the refund of fees paid in excess of the period stayed in the University will be made by the Bursar’s office. Such a student may retain grades made in the sessional examinations. A student who so withdraws from the university may in order to be readmitted, send a formal application through his/her Head of Department and receive official clearance from the Registrar. Unauthorized withdrawal A student may withdraw or be asked to withdraw for health reasons certified by an approved medical officer. Such a student shall be re-admitted into the university on production of a valid medical report from an approved medical officer. Disciplinary Withdrawal A student who is sent out on grounds of disciplinary action may not be re-admitted unless with the express permission of the Vice-Chancellor. RE-ADMISSION

i. Financial Obligations before Re-admission Before a student may be considered for re-admission,

he/she shall be required to clear any debt standing against him/her before withdrawing from the university.

ii. Time Limit for Re-Admission A student who withdraws from the university for any reason and who was not re-admitted within a period of three consecutive academic years from the date of his/her withdrawal may not be credited any course(s) taken prior to withdrawal should he/she return to the University. The head of department may, however, make a general assessment of the individual’s knowledge of the course taken prior to withdrawal and recommend the year of entry on re-admission.

CHAPTER FIVE

GENERAL INFORMATION

The Bursary The bursary’s Department is responsible for the collection of authorized fees paid by the students. The fees are collected by the Faculty Finance Officers. Fees can also be paid at Special Programme Accounts Unit of the Bursar’s Department. Hostel and other authorized fees are stipulated from time to time by the appropriate organs of the University.

The University Library System The University of Nigeria Library System is not only an essential, but the central organ of the University’s academic life. It is made up of libraries at Nsukka and Enugu Campuses. Here in Nsukka are the main library, Nnamdi Azikiwe Library, the faculties of Agriculture and Education Libraries and the Institute of African Studies Library and the Institute of Education Library. At Enugu, we have the Enugu Campus Main Library, the Institute of Development Studies’ Library, the Medical Library and Law library. Services At the Nnamdi Azikiwe Library Nsukka Campus, reader’s needs are provided by the staff in the following sections of the Library. a. Reference Section

This is the main port of call in our library. From here readers are guided to the sources of information they want

b. Circulation It is here that registration of readers borrowing and returning of books are carried out .

c. Serials This contains periodicals in fields of study offered in the University. With the help of serial staff, the reader sets at the latest articles in his/her area of study. The Institute of Education library is a specialized library established to meet the special needs of her Sandwich students. It’s reference library with special and rare collection.

THE ROLE OF THE REGISTRAR IN THE SANDWICH PROGRAMME The Registrar’s department takes care of the administration of the academic problems of the students. The Admission Office of the registry handles all the admission processes of every student of the University from advertising for the course to registration of the student. Thereafter the records for registered students are transferred to the records Office for the Registry for proper documentation storage and retrieval. It is this unit that issues a transcript of academic records of students and graduates of the University to Organizations of student’s choice at the fee of N500 and N1,000 for within and outside Nigeria, respectively, at the moment. The examinations office of the registry deals with the academic problems of the students spanning from the implementation of the approved academic regulations to ensure compliance, the process and publication of the examination results to the issuance of certificate to successful candidates. The Administration Office of the Registry takes care of the ordering of the academic regalia of the student of the University both at the undergraduate and graduate levels. Organizes the convocation ceremonies and issues identity cards. While the Career Office of the registry takes care of the social, Financial and careers problems of the student. It is this unit that liaises with the National Secretariat of the NYSC for the placement of the graduates of the university on the NYSC programme.

The registrar’s Department is willing and ready at all times to attend to your individual problems. Please do not hesitate to consult the relevant arm of the Registry as the need may arise. Finally, if you are given provisional clearance at registration, it is your responsibility to find out why and to see to it that you are finally issued by the Administrations Office, with full clearance, falling which your records will both be transferred to the Records Office and your examination result will not be processed. Also, if at any time you are prevented from sitting any university examination on Account of ill-health, you should submit, within one month from the date of the examination, a medical certificate to the Registrar’s Office in order to be allowed to sit the subsequent examination as your first attempt.

THE ROLE OF THE STUDENTS AFFAIRS DEPARTMENT The department of Student Affairs, as the management base of the hostel services, Auxiliary Enterprises Unit of the University, plays a significant role in the Sandwich Programme. This role is the form of such specific functions as:

i. The allocation of the students to the halls where they are received, registered and assigned to rooms by Hostel Porters under close supervision;

ii. The supervision and control of hostel staff some of whom are scheduled to attend to students numerous problems on a 24 hour daily basis.

iii. Issuing of hostel facilities to sandwich students who paid full fees for accommodation. Such facilities include beds/mattress, ward-robes, reading desks, book-racks and toilet rolls.

iv. Liaising with the Works Services Department for the repair/replacement of these items when necessary;

v. The co-ordination and supervision of the activities of the catering contractors in order to ensure that sandwich students are served good and adequate meals under hygienic conditions; The degree of success achieved in the performance of the above specific functions of the Department of Student Affairs is relative to the resources-

THE SECURITY DEPARTMENT The university has a Security Department whose responsibility is to serve and protect a social and academic environment that sustains and encourages moral and intellectual growth. It does this by anticipating and preventing unsafe conditions or protecting individuals from the impudent or illegal acts of others. The University Campus is a heterogeneous community and other such communities, it is vulnerable to the activities of criminals. You have been given this advance information in order to make you security conscious throughout the duration of your stay here. The students belongs to the larger single group on the campus and is more vulnerable to the criminal activities of men of the under-world or the budding criminal who could also be a student. The student therefore, has an important role to play in the combat against solo or organized crimes on the campus. Principally, this role includes providing information essential to effective campus security planning and crime prevention. Law enforcement information systems are found in international. National, state, Municipal and campus levels. The rationale for the existence of such a system is that few crimes occur in a vacuum few still will be solved by the investigator isolated from information and non will be pre vented. Having said this much, it will be necessary to state hereunder a number of campus rules and peculations for your guidance:

CAMPUS SECURITY PRECAUSTION AND RULES a) Always remember to secure your valuable personal

effects. Do not let a thief make your room a shopping center.

b) Remember always to lock up your room and ensure that you have done so before leaving for anywhere.

c) Ensure that you install an effective immobilizer in your car, if you have one.

d) Ensure that you report any suspicious activity to Security Department (telephone No:042-77145)

e) Always be at alert and report suspicious individuals to the security Department.

f) Do not touch a suspicious package or other materials wherever they are seen, rather get in touch with security department.

g) Do not get involved in plans to procure examination question papers and don’t fail to report any person/persons planning such to security department.

h) Do not hesitate to report any fire outbreak to the security department or directly to the Fire service (Telephone: 042-771567).

i) All lost but found property should be deposited at the Security department.

j) You are warned and advised to shun cultism and cult-related activities. Check the kind of friends or acquaintances you keep to avoid luring you into cult activities and to other nefarious activities;

k) Do not allow yourself to be lured into violent act. Involvement in any act of violence attracts some sanctions and (or) surcharge or loss of studentship.

l) Female students should however beware of male acquaintances they keep. They should also avoid going out alone especially during the dark hours of the day to avoid certain negative acts by unscrupulous men on campus.

m) Do not break the University regulations on hostel accommodation. Squatting is serious offence. Do not squat

or be squatted as this may attract ousting you from the hostel.

n) Students are advised not come to be university with valuable property not directly needed for academic purpose to avoid their being stolen.

o) Always make sure you deposit the excess money you have in the bank for safe custody.

p) Meanwhile the security Department is always at the alert to give you the desired protection. Do not hesitate to report to the Security Department in case of any security problem, or assistance.

Finally, it has to be stressed that security is everybody’s responsibility.

THE FACILITIES AND SERVICES OF THE UNIVERISTY MEDICAL CENTRE The Medical center provides diversified curative and preventive m medical services to the university students, staff and their dependents. The out-patient section attends to out-patients daily from 7.30am to 3.30 pm but emergency cases are also treated from 3.3pm to the following day. The Medical center therefore operates for 24hours every day. Experienced doctors and nurses are available for routine consultations during the normal official working hours and also for emergencies at any time. All category of patients-male, female and children-are attended to at the medical Center. There is also a programme for weekly inoculation of children against communicable diseases. There is an ample 60-Bed ward where serious cases are admitted for detailed attention. There is a surgical Theater for operations and under a resident surgeon. The X-ray unit undertakes x-ray of patients for investigation. The laboratory is equipped for clinical chemistry, hematology, bacteriology and parasitology. There is also a small blood bank for blood transfusion in appropriate cases. The Public Health Unit is concerned with Vector control, refuse disposal and with the co-operation of the Estate

Department undertakes the general environmental sanitation of the campus.

Cases that cannot be managed with the available facilities in the Medical Center are referred to the University for Nigeria Teaching Hospital at Enugu. Ambulance vehicles are available to convey critically ill students from the hostel to the Medical center or to the teaching Hospital.

THE GENERAL STUDIES COURSES AND THE UNIVERSITY ACADEMIC PROGRAMMES General studies as an area of study, was introduced in this university as in most other universities of the world to provide information, knowledge and skills outside the student’s area of specialization so as to make them more versatile in outlook by enlarging their contexts and perspectives. It is intended to provide recipients with a balanced university education thereby enabling them to know a little of everything – the classics, the humanities and the sciences (Social and Natural)- and thus enable them to form intelligent opinions and well informed judgments about the achievements, failures, problems and nature of the human race within and beyond their immediate environment. Following courses are offered under the G.S. Programme. GS 101/102 The Use of English 2 Credit each GS 201/202 Peace and conflict Resolution 2 Credit each GS 105/106 Natural Science 2 Credit each GS 207/208 Humanities 2 Credit each GS 111 The use of library and study skills 2 Credits In order to receive a degree, all students of the university are required to take the GS courses as follows: 1. G.S 101 and 102 are compulsory for all degree

students. 2. Candidates admitted by entrance into the university

must do six out of the eight G.S courses, but exemptions are permitted as follows:

a. Students admitted into the Faculty of Business Administration and social science are exempted from G.S 201/202

b. Students admitted into the Faculties of Agricultural Sciences, Biological Sciences, Engineering, Medicine and Physical Sciences are exempted from G.S 105/106.

c. Students admitted into the Faculties of Arts and Law are exempted from G.S 207/208.

d. Students admitted into the Faculty of Education are exempted from any one G.S course as may be recommended. All direct entry students must take four G.S courses of which G.S. 101 and 103 must be included.

e. All students must take a minimum of two computer science courses as a compulsory requirement for graduation in accordance with NUC Prescription.

THE SCHOOL OF POSTGRADUATE STUDIES AND THE POSTGRADUATE DIPLOMA IN EDUCATION, SANDWICH PROGRAMME The postgraduate Diploma in Education (Sandwich) PGDE is principally run by the institute of Education but co-coordinated and supervised by the school of postgraduate studies. Only university graduates are eligible to enroll for the Sandwich Postgraduate Diploma in Education. However, in course content and requirement, the Sandwich PGDE is the same as the one-year regular PGDE Programme of the Department of Education of the University. The task of overseeing the conduct and processing of all examinations taken by all post-graduate students (including the PGDE Sandwich students) is carried out by the School of post-Graduate studies. The school advices on the regulations governing all our postgraduate examinations. In the case of ill-health, or any other acceptable and substantial reason, requests for deferment of registration is entertained by the Board of the school.

Students are therefore advised to adhere to the channel of communication if they have any course to address the Vice Chancellor.
