thThe fifty-fifth convocation of IIPS was held on 8 June, 2013. Shri. A. H. Khan Chowdhury, Minister of State for Health and Family Welfare, Government of India delivered the presidential address.
Dr. K. Srinivasan, a distinguished demographer and visiting Professor, Institute for Social and Economic Change, Bangalore delivered the convocation address.
Prof. F. Ram, Director and Senior Professor of IIPS, gave the welcome address and presented the Director's Report for the academic year 2012-2013.

The 55th convocation of IIPS was held on 8th June 2013.We are happy to present the proceedings of the convocation in this issue. PROCEEDINGS OF THE FIFTY-FIFTH CONVOCATION
One hundred and sixty three students have received their degrees/diplomas at this convocation - Diploma in Health
Promotion Education (DHPE) – 19 students; Master of Population Studies (MPS) – 46 students; Master of
Philosophy in Population Studies (M.Phil.) - 35 students; Master of Arts/Science in Population Studies (MA/
M.Sc.) - 21 students; Doctor of Philosophy in Population Studies (Ph.D.) - 14 students; Master of Population
Studies (Distance Learning) – 27 students; and Diploma in Population Studies (Distance Learning) – 1 foreign
student. Shri. A. H. Khan Chowdhury, Minister of State for Health and Family Welfare, Government of India
presented the degrees/diplomas to the passing-out students. Dr. K. Srinivasan, the Chief Guest, bestowed the
meritorious students with medals/awards. The foreign students who received degrees/diplomas are from Vietnam
and Cambodia.

Presidential address by Shri. A.H. Khan Chowdhury Convocation address by Dr. K. Srinivasan
In his Presidential address, Shri. A. H. Khan Chowdhury highlighted the critical dimensions of health status in
India, particularly the challenge for reducing maternal mortality and infant mortality. He elaborated the various
initiatives of the government under the National Rural Health Mission (NRHM).
Prof. K Srinivasan in his convocation address traced the development of demography as a discipline in India and
the contribution of IIPS in training demographers and undertaking pioneering demographic and health research for
the last six decades. While congratulating the passing out students he reminded them of the responsibilities they
have in furthering the knowledge, expansion of the discipline as well as finding acceptable solutions to the
population problems of the country.

MEDAL/AWARD WINNING STUDENTS
Every year gold medals are awarded to the meritorious students, whose overall performance is adjudged to be the best in their respective programmes. These are Dr. C. Chandrasekaran Gold Medal, Dr. K. Srinivasan Gold Medal, Dr. P. N. Mari Bhat Gold Medal and IIPS Gold Medals. Silver medals (IIPS) are awarded to students whose overall performance is ranked as the second best, in the respective programmes of MPS/ DHPE/ MA/ Msc./ M.Phil/ DPS (Distance Learning) and MPS (Distance Learning).
A student from MPS programme, whose overall performance is adjudged to be the best, is awarded the Dr. C. Chandrasekaran Gold Medal. A student from DHPE programme, whose overall performance adjudged to be the best, is awarded the IIPS Gold Medal. A student, whose overall performance is adjudged to be the best in the MPS (Distance Learning) programme, is awarded the Dr. K. Srinivasan Gold Medal. A student whose M.Phil thesis, adjudged to be the best, is awarded the Dr. P.N. Mari Bhat award. A student whose overall performance is adjudged to be the best in the MA/ M.Sc. programme is awarded the Prof. Asha A. Bhende Gold Medal. A student from MPS programme, whose seminar paper rated as the best, is awarded the Dr. J.R. Rele award. This award is based on the seminar paper's content, and the student's presentation and defense skills while presenting the paper at the 'IIPS Student-Faculty Seminar'.
This year the medals/awards were given to the students by the chief guest of the convocation, Dr. K. Srinivasan. The list of meritorious students who received medals and awards is given here.

PROFESSOR P.N. MARI BHAT MEMORIAL LECTURE

thFifth Professor P.N. Mari Bhat Memorial Lecture was held at IIPS on 16 January, 2013. Professor John
Cleland from London School of Hygiene & Tropical Medicine, U.K. delivered the lecture on “Does Europe's
Second Demographic Transition have any Relevance for India ? ” Prof. F. Ram, Director, IIPS, chaired the
session.
Dr. John Cleland has been Professor of Medical Demography at the London School of Hygiene & Tropical
Medicine since 1993. His previous jobs include a three-year attachment to the Medical Department in Fiji and
a long spell with the World Fertility Survey. His research interests include infant and child mortality, fertility
and family planning and HIV prevention.
He has worked extensively in Bangladesh, India, Pakistan
and Nepal. In collaboration with Jagdish Bhatia, he
published papers on gynaecological morbidity, health
seeking and the relative quality of private and public sector
practitioners in Karnataka. He also provided technical
assistance to a series of largely Indian studies on
reproductive health, initiated by Michael Koenig and
funded by the Ford Foundation. He has served on advisory
committees of the WHO, UNAIDS and the Wellcome
Trust. He is a past president of IUSSP and an elected fellow
of the British Academy.

Prof. Cleland elaborated the demographic transition experienced in European countries and the lessons learnt.
Many dimensions of second demographic transition of Europe have useful lessons for countries like India, though
the fertility and mortality scenarios vary considerably. By sighting examples from different European countries, he
narrated the differentials and implications between the countries within Europe.
This memorial lecture series were coordinated by Prof. T.V. Sekher, Dr. Manoj Alagrajan and Dr. P. Murugesan.

PROFESSOR ASHA A. BHENDE MEMORIAL LECTURE
thSecond Professor Asha A. Bhende Memorial Lecture was held at IIPS on 20 April, 2013. Dr. Indira Jaising,
Additional Solicitor General of India, gave a talk on “Freedom to marry a person of your choice: Interference from
KHAP Panchayats ? ” Prof. F. Ram, Director, IIPS, chaired the session.
Dr. Indira Jaising became the first woman to be designated as a Senior
Advocate by the High Court of Bombay in 1986. She is the first woman
to be appointed as Additional Solicitor General of Indiain 2009. From
the beginning of her legal career, she has focused on protection of
human rights, rights of women and those of the poor working class.
Indira Jaising became the founder secretary of The Lawyers Collective,
an organization that provides legal funding for the under privileged
sections of Indian society. She had a fellowship at the Institute of
Advanced Legal Studies, London and has been a Visiting Fellow at the
Columbia University, New York. She was member of the United
Nations Committee for the Elimination of Discrimination against
Women. Jaising was awarded Padma Shri by the President of India in
2005 for her service to the cause of public affairs.
Dr. Jaising invited the attention of the audience to the recent developments in some North Indian States where
young couple were killed by their own family members for marrying against the wishes of the parents. This 'honour
killings' were justified and supported by community leaders and KHAP panchayats. She requested the researchers
to come out with scientific evidence to demolish the arguments advanced by KHAP panchayats.

NATIONAL SEMINAR AT BHOPAL
National Seminar on “Population, Health and Environment” was organized by IIPS in collaboration with
Indian Institute of Forest Management, Bhopal during 21-23 March, 2013. Focus of the seminar was to
recognize the interconnectedness between people and their environment. Around 150 papers were presented
in three plenary sessions, 19 technical sessions and two poster sessions. First plenary session was on “Health
and Development in India”, second dealt with “Natural Resources and Environment” and third was on
“Health and Development in Madhya Pradesh”.
The participants include established scholars to
young students from various disciplinary
backgrounds. The seminar was inaugurated by
Shri Pravir Krishna, IAS, Principal Secretary,
Department of Health, Government of Madhya
Pradesh. Prof. Ladu Singh presided over the

IUSSP-IIPS INTERNATIONAL SEMINAR
An international seminar on “Past and present: revisiting the demographic transitions in the South through
individual longitudinal data” was organized at IIPS during January 17-18, 2013. The seminar was jointly organized
by IUSSP and IIPS with financial support from IUSSP, IIPS and University of Geneva. Twelve research papers
were presented by participants from USA, Canada, UK, France, Italy, Spain, Switzerland, Cameroon and India.
Apart from paper contributors, Prof. John Cleland (London School of Hygiene and Tropical Medicine), Dr.
Frederika Meijer (UNFPA Country Representative, India), Prof. P.M. Kulkarni (Jawaharlal Nehru University),
Prof. Sonalde Desai (National Council for Applied Economic Research) and Dr. Bali Ram (Indian Institute of
Technology, Kanpur) were invited to contribute to the deliberations of the seminar. The Seminar was co-ordinated
by Prof. F. Ram (IIPS) and Prof. Michel Oris (University of Geneva).

A National Seminar on “Migration and Development: Opportunities and Challenges” was jointly organized by R.J. College, Mumbai and IIPS on 4-5th January, 2013. More than sixty papers were presented that focused on various issues related to migration, development, gender, environment and health. A poster competition was also organized for the college students. The seminar was inaugurated by Special Public Prosecutor Shri. Ujjwal Nikam. Prof. F. Ram and Prof. R.B. Bhagat were the co-ordinators of the seminar from IIPS.

Eligible foreign students may apply, provided they secure funds from appropriate agencies. Foreign candidates may apply for the Government of India Post-Doctoral Fellowship (PDF) for consideration.
