An Invitation from Our Board Chair & CEO

Dear Friends,

As we enter a new decade filled with social, economic and legislative change, it is important to continue to purse our goals for the future while remembering our past. Rochester General Hospital was built by a group of concerned neighbors and visionaries who were responding to dramatic changes in the landscape of their community. Over the past 160 years, men and women with wisdom, courage and energy shared a bold and transcendent mission to improve the health of the people in our community by providing high quality care and exceptional service with compassion.

Our institution has a rich history of adapting to change and overcoming challenges to bring an increasingly excellent level of healthcare to the Greater Rochester area. Today presents no exception. Rapid changes in healthcare are challenging providers to plan for a landscape distinctly different from the status quo. Growth will no longer be measured by the number of beds or the square footage of facilities. Progress will be measured by technology, safety, efficiency, patient comfort and ultimately, patient outcomes.

Since 1847, Rochester General has refused to stand still in the face of change. Our predecessors have always risen to the occasion to anticipate and influence the winds of change in healthcare. Today, we must once again take a leading role in transforming healthcare. We have the opportunity to make sure that inevitable change is for the better. With the Vision 2020: “The Plan” for RGHS campaign, we will focus on, Transforming our Campus, Meeting Community Needs, Expanding Critical Care in Wayne County, Enhancing our Programs, and Improving Patient Safety.

It is imperative that we pursue this campaign with a renewed sense of passion, commitment and enthusiasm. We must once again—160 years later—work together as a community of concerned neighbors and visionaries in order to turn our plans into action. This will be an extraordinary undertaking for a community with extraordinary resolve. Our history—your history—of generosity, vision and support leaves us no doubt that together we can make history and raise the standard of healthcare in the Greater Rochester Region.

Rochester General Health System (RGHS) is comprised of several affiliates that have been providing a continuum of high quality health care services to residents of greater Rochester and surrounding regions for more than 160 years.  Rochester General Hospital, a 528-bed tertiary care facility, serves as the hub, or flagship of the system.

Our Past For over 160 years, Rochester General Health System has been at the forefront of healthcare in the Rochester community and Western New York region. As Rochester’s population surged with the introduction of the Erie Canal, it became increasingly evident that Rochester needed a centralized location for healthcare. Our flagship hospital was founded in 1847 by a group of dedicated civic leaders who united to address this overwhelming community need.

Rochester City Hospital built upon its original mission as a community hospital, expanding and frequently partnering with like-minded institutions to meet new challenges and the demands of the constantly evolving healthcare climate. From a humble, single building on West Main Street we’ve evolved to a dynamic healthcare system providing care multiple communities with the goal of providing a full continuum of care to our community.

Today, over 300 medical staff members, a workforce of 7,000, and an Auxiliary of over 600 volunteers are dedicated to fulfilling the mission of improving the health of the people and communities we serve through providing high quality and service with compassion. Building on our history, we are now embarking on an endeavor that will enable us to fulfill our vision of becoming the healthcare provider of choice for both physicians and patients by bringing the people of our region the level of care and service they deserve.

Our Promises Rochester General Health System has played an integral role in the lives of our community members. Our health system is ready to serve a regional population of over 1,000,000 people with two hospitals, six affiliates and 40 Medical Groups. Our breadth of services is unmatched by any other health organization in the area. For example:

We are a New York State Designated Stroke Center. Our Rochester Heart Institute is one of the best Cardiac Care programs in

our nation.

Our Robotics Surgery program was the first program established in Upstate New York. It serves as a global observation center, and ranks in the top 4% in volume in the nation.

We feature a nationally recognized as a Hemophilia Center.

Our Lipson Cancer Center is a regional leader in Cancer and Hematology and known for its integrated approach to Cancer Care.

Our exceptional, caring service to women and children has been noticed by the World Health Organization and we are a designated Baby Friendly Hospital.

Our Diabetes Program has been favorably recognized by the American Diabetes Association.

Our Senior Care Program operates three facilities focused on providing seniors with a safe, nurturing place to receive care.

With the establishment of the B. Thomas Golisano Pavilion and Emergency Department from a transformational philanthropic commitment, our Emergency Center has seen a significant increase in patient satisfaction, decreased wait times, and is on pace to be the highest volume Emergency Department in Upstate New York.

We provide over $30 million in un and under compensated care to our community.

The construction of the Eugene Polisseni Pavilion and Richard S. Constantino, M.D. Patient Access Center, funded by two transformational commitments, has allowed RGH to properly welcome and embrace our patients and their loved ones, providing a warm environment and dignified sense of comfort.

Our strategic alliances including Cleveland Clinic, Roswell Park Cancer Institute and Rochester Institute of Technology support our pursuit of innovative solutions to human health problems.

RGHS is a great place to work. As an organization, we value the participating of our employees, nurses, doctors, volunteers and board members services, RGHS continues to grow to meet the community’s increasing demand for quality healthcare.

RGHS is financially sound. We work hard to run an efficient hospital. While many hospitals are eliminating patient services, RGHS continues to grow to meet the community’s increasing demand for high quality health care.

RGHS is an economic anchor in our community. In addition to enhancing the health and well being of the community we serve, RGHS contributes significantly to the greater Rochester region’s economic well being. We are the regions third largest employer.

The Challenges Ahead To remain an exceptional community resource, a hospital must continually adapt to the needs of the people it serves and the changes in the landscape of healthcare. As this new era approaches, Rochester General Health System faces many challenges that require new solutions to sustain the quality of care and service that we have traditionally provided. These challenges include:

Outdated and overcrowded patient facilities at Rochester General Hospital affect patient satisfaction and efficiency. While some, like the recent Polisseni Pavilion, and Golisano Emergency Department, have been updated over the years, most facilities have an average age of 20-30 years. We need to modernize, replace and expand facilities to meet our high standards of care and our community’s expectation for excellence.

A high demand for Ambulatory Surgery services makes it increasingly difficult to care our patients with outdated and undersized surgical facilities. With inpatient admissions for many types of procedures unnecessary, ambulatory surgery is one of the fastest growing areas in healthcare.

The senior demographic across the country and in the Rochester area has placed increasing demands on the health system. This population is one for which Rochester General Hospital is determined to care for in the future, as it has in the past.

Wayne County is drastically underserved, with Newark Wayne Community Hospital as the sole provider of hospital care in Wayne County. Since it was originally constructed, it has undergone only minor equipment upgrades in the last 35 years. Patient volumes have grown considerably, from 12,700 to 1999 to more than 20,000 patients in 2008, and increase of more than 50 percent in the last eight years. With expected levels anticipated to rise, current facilities will not be able to maintain our high standards of care.

There is a high need for Dialysis services in our community. Our main Outpatient Center has already expanded from three shifts to four shifts in order to accommodate the growth in demand. By the end of 2010, the center is projected to reach full capacity at which point RGH physicians will be forced to send their patients outside of our health system for dialysis treatment

Transformations in Technology have resulted in less restrictive products, less invasive therapies and improved diagnostics for treating people. Rochester General Health System is committed to bringing its patients the most advanced treatments and the best technology available to enhance patient safety, dignity and care.

“The Plan”…To Meet Our ChallengesAnticipating and planning carefully and strategically for tomorrow’s need is one reason why RGHS is a health system nationally recognized for quality, value and clinical excellence. But that is just one part of the equation- throughout our history we have benefited from the generous spirit of donors. Their concern for the health and well-being of their neighbors, and their willingness to give of their resources has made a difference.

Exciting advances in the practice of medicine are rapidly changing the face of healthcare. Today we have the opportunity to build on the Hospital’s rise to excellence. This campaign presents the opportunity to alter the course of history for RGHS and transform the landscape of healthcare in our community.

With an overall health system need totaling above $350,000,000 we have developed a strategic plan to raise $55,000,000 over the next 5 years for Phase I of our projects. The Vision 2020: “The Plan” for RGHS campaign will focus on Transforming our Campus, Meeting Community Needs, Enhancing our Programs, Expanding Critical Care in Wayne County and Improving Patient Safety. This fundraising effort has an initial working goal of securing $30,000,000 from the first few pace setting commitments towards a goal of $55,000,000. It is multi-fold, encompassing a modernization of our facilities to make patient care even more safe, comprehensive, comfortable and efficient; an investment in innovative technology that will define the future of medicine; and a commitment to serving our community in areas of need.

By partnering with our stakeholders, we will move closer to realizing our long term vision of being the healthcare provider of choice for physicians, caregivers and patients. Through this endeavor, we will strengthen our position as a leader in compassionate care, and serve our community through improving the quality of life of the people who make their home in Western New York.

Patient care is exponentially improved when integrated teams of physicians, specialists, nurses, and healthcare professionals can work together seamlessly. State of the art facilities will enable RGHS to deliver world class care. Currently, for our health system, the most efficient way to provide safer, cost efficient, comprehensive care with high levels of sophisticated technology is to consolidate and modernize our current facilities.

RGHS is prepared to invest $54,000,000 in campus enhancement, of which we will seek to raise $25,000,000 in philanthropic support from the Vision 2020 campaign.

Hill Haven Nursing HomeAs the need for centralized care for our aging population grows, RGHS will continue to remain dedicated to providing a full continuum of care to all patients. RGHS is ready to respond to the demands of our community by undertaking a major renovation and expansion of our current Nursing Home and Long-term Care Facility.

Highlights include: The expansion of the facility with the addition of 144 beds in both private and semi

private rooms, which will almost double the size of the current facility A completely renovated and modernized facility, providing both residents and team

members with the highest quality facilities possible

The addition of a Dialysis Service Unit with four new stations to treat patients with chronic kidney disease to guarantee residents of Hill Haven convenient, accessible care in a state of the art facility

Rochester General Hospital ModernizationWhile this is not the most outwardly glamorous of endeavors, it remains a cornerstone of our investment priorities. As healthcare costs rise and more accountability is placed on hospitals, the need to maintain efficient facilities becomes increasingly important. RGHS must strategically enhance its facilities in order to provide patients with a seamless, high quality experience. RGH facilities have an average age of 20 to 30 years, and improvements in overall logistics and energy efficient lighting and heating are needed.

Project highlights include: Energy Efficient lighting and HVAC system to improve overall cost efficiency A newly designed floor plan with an emphasis on creating a logical layout for

patients

Wilson Health Center & Kings Park Rochester General Health System seeks to consolidate its current support facilities and expand its campus through a major acquisition of two new properties. With the addition of these facilities, Rochester General Health System will be able to expand our campus, centralize our operations, and decompress hospital space for future projects.

The Wilson Health Center is located at 800 Carter Street on land owned by RGH. The facility will add approximately 83,000 square-feet of clinical and office space. Key Elements of the Wilson Health Center Expansion include:

The acquisition provides valuable space to accommodate increasing patient volume and more expansive program needs, particularly for outpatient services and specialty practices.

In order to make RGHS as efficient of an operation as possible, we have been seeking a centralized facility to serve as the core of the hospital’s operations and administration. The Kings Park Office Complex is the fifth-largest Class A office park in Monroe County, consisting of three buildings at a total 309,000 square feet and over 1,500 parking spaces.  It provides an ideal location to centralize many of our administrative and support service functions currently housed in rented space throughout the community.   Key Elements of the New King’s Park Facility include:

Upgrading Office Space New Dining Facilities A New Campus Fitness Center

With these transformations and upgrades, RGH will be able to improve cost efficiency and employee satisfaction, and provide high quality care in a convenient comfortable setting for both the patient and family. Specifically, it gives us the opportunity to relocate our support services team members currently located at Carlson Commons into a modern, high quality work environment that’s conveniently located near other RGHS facilities and team members.  Longer range plans also include the possibility of relocating and expanding outpatient services to the Kings Park Campus, creating greater ease of access and convenience for our patient

This strategic reconfiguration will not only give our health system a central point for operations, but it will also allow RGH to reduce our leased space which will decrease overall costs, and decompress the RGH campus, allowing space to be available for future initiatives and a migration towards private patient rooms.

2) Expanding Critical Care in Wayne County ______ ___________ Estimated Cost: $13,000,000Targeted Philanthropy: $7,000,000

Rochester General Health System plans to expand and modernize Newark Wayne Community Hospital. The Newark Wayne Emergency Department has not been updated in 35 years and there is a great need for care in the community. The current facility was built to accommodate 11,000 patients a year and current levels are above 22,000 patients a year.

It is our hope that $13,000,000 will be directed towards this crucial project, with as much as $7,000,000 from community philanthropic support.

“The Plan” calls for an expansion of 12,000 square feet. Highlights include:

A new modernized Emergency Department will provide care to over 25,000 patients a year and includes the addition of:

o A new ambulance entrance, two (2) new waiting areas and Nursing Stations- A specialized Fast Track area and an Emergency area, and 17 treatment rooms include a Pediatric Friendly Treatment Room, two (2) trauma rooms, an SANE examination room, and a Triage Center.

o A new Physician’s Lounge and Team Break Room

o A Bereavement Room for Patient’s families and an Outdoor Garden

o A state of the art helipad so care is easily accessible to the county

A new main entrance to the hospital to improve service and accessibility to patients and visitors

In addition to this expansion, a significant portion of the current Emergency Department will also be transformed into:

A Patient Access Center to serve as a central point of access to facilitate the placement of new patient admissions, intra-hospital and inter-hospital transfers

A State of the Art Endoscopy Unit with upgraded emergency medical technology

These state of the art facilities will guarantee the accessibility of critical care in Wayne County.

3) Meeting Community Needs ___________ Estimated Costs: $30,000,000 Targeted Philanthropy: $15,000,000 Rochester General Health System will continue its quest to meet community needs through a focus on:

Expanding our Dialysis Services to provide for the growing demand in care facilities for Chronic Kidney Disease; and

Renovating and modernizing Hill Haven Nursing Home so that residents can receive high quality care in a state of the art Nursing Home.

With an estimated need as high as $30,00,000, RGHS is ready to potentially allocate $15,000,000 from the Vision 2020 campaign to help meet these critical community needs. Your support will help ensure that a full continuum of care is readily available to all our community members.

Webster Dialysis Center It is our goal to expand our role as a leader in Monroe County in caring for patients with chronic kidney disease. Since 2006, our center has seen considerable growth and is now open to receive patients from 5:00 am to 12:00 am with an expansion from three (3) to four (4) shifts. Once the center reaches capacity, RGH will be forced to send patients out of our health system, sometimes placing a considerable physical, logistical and financial burden on them. Additionally, in outside programs our physicians are not able to monitor patient’s treatment and progress.

The proposed Webster based Dialysis Center calls for: A new 12-16 station facility with clean, soiled and medication rooms.

This strategic investment will not only us to expand our services, but will also provide more accessible care to both the Eastern Monroe and Wayne County areas.

4) Enhancing our Programs______________________________________________ Estimated Costs: $36,000,000Targeted Philanthropy: $13,000,000

Advanced technology and innovative approaches will allow RGHS to provide new methods to saving lives through better diagnosis, treatment and prevention of illnesses. Rochester General Health System plans to invest in Surgical Services and Medical Imaging so that our physicians have access to cutting edge technology, and our patients can receive the highest quality care in a convenient, private setting.

Our Funding Plan calls for a potential investment of $13,000,000 from private philanthropic support from the Vision 2020 campaign to help meet the estimated costs of $30,000,000.

Surgical ServicesOur Surgical Services Unit will undergo a major modernization program with dedicated focus on updating our equipment, increasing patient flow and family access and improving patient privacy.

Key Elements are: the addition of six (6) new state of the art operating rooms which will replace our

outdated facilities forty-one (41) pre/post surgery beds three (3) new GI procedure rooms

Imaging Center Rochester General Health System’s Imaging Center will be enhanced though the addition of several cutting edge medical imaging devices enabling our specialists to provide patients with better diagnosis.

Through this enhancement, Rochester General will add: an X Ray, fluoroscopy, DEXA, Mammography, ultrasound and CT Scan devices. Services to 40 physicians on campus.

Through this additional capacity, patients will no longer have to travel outside of our system or significant distances to receive high quality medical care.

Oncology Department Rochester General Health System plans to enhance our Lipson Cancer Center through a major upgrade in patient facilities. “The Plan” calls for:

5) Patient Safety Initiatives_______________________________________________ Estimated Costs: $100,000,000Targeted Philanthropy: $5,000,000

Since 2008, we have been intensely focused on improving patient safety throughout our health system. Through the growth and development of our Patient Safety Institute, we have been challenging ourselves to adopt new practices and continually assess our standards to improve patient safety and care. We have forged new partnerships with leading institutions such Johns Hopkins University which has enabled us to become a leader in transforming the practice of medicine.

Our next step towards enhancing patient safety is the adoption of an Electronic Medical Records system. “Care….”, will allow our health system unprecedented access to patient records leading to faster diagnosis, less redundant care and the more efficient practice of medicine. With the addition of EMR to our health system, care givers will have immediate access to patient’s records whether it is across our many facilities and affiliates, or, on a broader scale outside our health system and region. RGHS plans to make a significant investment in this state of the art system to ensure the highest quality, safest, and most cost efficient care to all patients. EMR is a significant advancement for patient safety. Patient information will be readily available for caregivers, eliminating inefficiencies affecting safety and cost of care. A compelling example is the elimination of multiple unnecessary tests, both a financial and safety concern.

As the landscape of healthcare in our nation is changing, EMR is a crucial component to raising our standards of care. We hope to help lead the way with this technological innovation by the dedication of $5,000,000 from philanthropic support of the Vision 2020 campaign to help meet an overall $100,000,000 need.

6) Research Rochester General Hospital conducts clinical trials of the latest medications and treatment with interested patients. The newly formed Rochester General Research Institute is now conducting basic and translational biomedical research. Additional funding will assist in the construction of laboratory space and provide start up funding for new initiatives and the set up of a support system for researchers.

1) Vehicles of Giving

Cash Gifts This is the most common method of making a pledge. Your gift is tax deductible and may be paid over three to five years.

contribution at a reduced cost to you. Federal tax laws allow a charitable deduction for the full market value of securities on the date of your gift.

Bequests Charitable bequests are fully deductible from your estate and can reduce estate taxes on the balance of your estate. Your bequests may be specified as a gift of cash or securities, real estate, or other property. Alternatively, it may take the form of a percentage of your total estate. You may also consider a residuary bequest, which is a gift of all or a portion of your estate after other conditions are met. Real property can also be given as an outright gift or by bequest. Bequests are one of the best ways to grow our endowment.

Matching Gifts Please inquire as to your company’s ability and willingness to encourage and match your personal philanthropy. This could dramatically increase the size of your gift.

Charitable Remainder Annuity Trusts and Unitrusts

These enable you to make a significant gift to the Rochester General Health System during your lifetime and continue to receive income for yourself and/or other beneficiaries. After the life interests have passed, the remaining principal will pass to the Rochester General Health System. In addition to income tax deductions in the year the trust is instituted (with five-year carry-over privileges), donors may avoid capital gains and significantly reduce estate and gift taxes.

Charitable Lead Trusts

Rochester General Health System receives interest income for a period of time from an amount you retain at the end of the trust term. You would receive tax benefits on the original amount of the trust and on the growth of funds during the term of the trust. The trust will go to your heirs upon your death.

Life Insurance Gifts of life insurance could include Absolute Assignment (transferring ownership of a policy that has outlived its original purpose) and Co-Beneficiary (naming Rochester General Health System as co-beneficiary of part of the proceeds of a new or existing policy).

To honor and recognize those donors who help make this milestone in Rochester General Health System’s healthcare plan possible, several attractive funding opportunities exist within the project. The Health System is offering a list of funding/naming opportunities to help ensure not only the establishment of this project, but the long-term support of it as well.
