World Cities – Sydney and London

Waste transport and handling equipment to STEEL the show

The CiTy of Sydney and the City of London will outline their visions for world’s best waste management and the strategies being implemented.

Allan Jones, Chief Development Officer, energy and Climate Change at the City of Sydney, will present a keynote session on Sustainable Sydney 2030.

Allan’s role at the City is to deliver its Green infrastructure Plan and major energy and climate change projects, including tri-generation, renewable energy, advanced waste treatment, automated waste collection and decentralised water. Since his appointment two years ago the City has reduced greenhouse gas emissions in its own buildings by 18% and is well on the way to reducing emissions in its own buildings by 48% and the City’s overall emissions by 20%.

Sustainable Sydney 2030 is a

practical plan for the City that seeks to reduce greenhouse gas emissions by 70% by sourcing its initial needs from low carbon resources whilst at the same time establishing a decentralised energy, water and waste infrastructure to enable future energy and water needs to be derived from wholly renewable resources by 2030. This concept can be applied to any community in Australia, or indeed in the world.

At Woking and in London, Allan Jones was able to tease out the real issues and barriers to a sustainable future through the actual implementation of a decentralised green infrastructure, including tri-generation, renewable energy, fuel cells, renewable gases from waste and recycled water. This model is now being adapted to help to deliver the targets in Sustainable Sydney 2030.

The presentation will cover:

• Sustainable Sydney 2030 – Green infrastructure Plan;

• island Sydney – Decentralised energy, Water and Waste Master Plans;

• Showing by Doing – implementing decentralised energy, water and waste projects on its own buildings and operations;

• implementing Australia’s first city-wide trigeneration decentralised energy network.Andrew Richmond, Policy and

Programs Manager (Waste), Development & environment Directorate, Greater London Authority will present live from London, outlining the City of London’s strategic direction and initiatives both implemented and proposed.Speakers: Allan Jones and Andrew RichmondWednesday 21 November:10.30am – Noon

Environment Minister’s messageit is a pleasure to be part of the 2012 australasian Waste and Recycling Expo, australasia’s premier event for waste and recycling professionals in the asia Pacific Region. i welcome all participants from across the entire waste and recycling supply chain who have come here to share the latest products, innovations and ideas.

increasing recycling, combating litter and illegal dumping and reviewing the NsW waste levy are NsW Government commitments, and key priorities for me as Minister for the Environment. they are outlined in our NsW2021 plan.

We recognise the importance of the recycling sector, which provides employment and resources across a range of industries, and which had an estimated turnover of $2.2 billion in NsW in 2010/11. Effective waste management and recycling contributes to efficient use of materials, improves production processes by reducing wastage, preserves valuable landfill capacity and increases the pride that communities feel in their local environment.

as a Government, we have set high recycling and resource recovery targets, which we are committed to achieving. the independent review of the waste levy has provided us with a strong evidence base to bring forward a new waste and recycling agenda for NsW that will help us reach those targets and deliver economic, employment and environmental benefits for local communities. i believe that the suite of new and innovative waste and recycling programs will really make a difference to the way we think about and deal with waste in NsW.

We all create waste. Fortunately, communities, businesses and householders alike are all increasingly aware of the value of recycling and minimising waste. it makes sense given the clear economic, social and environmental benefits of doing so. i am pleased that products are increasingly being valued throughout their life cycle and more thought is being put into the way we behave at home, at work and as consumers and producers.

Of course, there is more that can be done. the NsW Government is committed to working with industry, local government and communities to continue to drive outcomes in the waste and recycling sector. there is no one single solution but there are a number of ways we can work together to deliver long-term change like the establishment of much needed local and regional waste and recycling infrastructure.

i trust you will all learn a lot at the Expo, from visiting the trade stalls, attending the seminars, listening to case studies or just meeting new people and developing new contacts. i wish you a successful and informative event.

BETTER BUILDING PARTNERSHIP SYMPOSIUM

iN aN exciting venture the Better Building Partnership will host a symposium at aWRE 2012 bringing together key property sector representatives to share their views on how to minimise the churn of sydney’s fit-outs.

With the Partnership representing about 60% of the office space across sydney’s cBD, these commercial landlords have an important role to play in improving the energy, water and waste efficiency of sydney’s existing buildings.

however, landlords face a number of challenges when working to improve the sustainability performance of their buildings. the Partnership therefore aims to develop collaborative solutions and initiatives to overcome these barriers and achieve substantial improvements in the environmental performance of their buildings.

the symposium will address how to minimise waste from fit-outs – from the barriers and extended producer responsibility, to the legal ramifications of make-good clauses in leases agreed 10 years prior to their enforcement.

this symposium will help inform the next actions the Better Buildings Partnership will take in order to move the market forward for the environmental and bottom-line benefit of the industry as a whole.

the Better Buildings Partnership was launched by the lord Mayor of sydney, clover Moore MP on the 30 June 2011 along with founding members; aMP capital investors, Brookfield Office Properties australia, charter hall, city of sydney, colonial First state Global asset Management, DEXUs Property Group, Frasers Property, the GPt Group, investa Property Group, lend lease, Mirvac, stockland, the University of sydney, and the University of technology.Symposium attendance is by invitation only

Focus on alternative waste treatment

Wonder-bar use of recycled materialsVisitORs to the australasian Waste and Recycling exhibition will find numerous examples of recycled materials put to good use. One of the more innovative displays amongst these will be the central bar area at the Expo, which is being built by sydney company Oxford communications.

all elements of the bar area from the bar itself, lectern and walls to cocktail tables, stools and coffee tables will be build from a recycled product called X-Board.

X-Board is manufactured in south

africa from recovered and up-cycled cellulose fibre waste from cardboard and bagasse, into lightweight composite X-Board panels.

the bar area visitors will see at the expo has been purpose built by Oxford communications to showcase what can be achieved creatively with X-Board.

X-Board’s features• Recycled and 100% recyclable – No

wax or polyethylene is used in the manufacturing process, allowing the board to be easily repulped back

into paper;• Flame-resistant to international B3

standard;• You can print directly to the board

and cut, fold and shape it to many designs;

• X-Board is tough with a nine tonne crush rating (you can run over it with a forklift and not dent it). it can replace MDF and plastics that are made from toxic elements and glues;

• X-Board is six times lighter than MDF so it can be freighted at a lower cost and with a lower carbon footprint.

a cOMMitMENt to providing visitors with updates on developments in alternative waste treatment technology has led the organisers of the australasian Waste and Recycling Expo to introduce an aWt pavillion at the 2012 Expo.

the aim is for providers and end users from around the world to communicate about the opportunities and risks of various technology solutions. Expo visitors can hear directly from the developers of the latest technologies both in the market and under development.

Pavilion SnapshotBiogasWith debate in australia hotting up around energy from waste we’re likely to see a range of technologies on show in the coming years. himark Biogas’ iMUs™ claims to be the worlds first anaerobic digestion system that is proven to process mixed waste that others can’t including MsW, livestock/agri-waste, food processing, slaughterhouse waste, distillery and biofuel bi-products.

himark says its clients benefit from

the highest ROi in the industry through earnings on electricity, GhG credits, fertilizer and water recycling and waste disposal revenue.

Organics recyclingaccording to aKt Evolution its push-pull system can process over 1000 different organic waste materials with a wide range of physical characteristics. the technology offers end users a range of systems for recycling organic waste products.

anything from fish, meat and dairy streams to bio solids and industrial sludge can be processed and recycled. the technology has 20 years of R&D behind it and retains high levels of nutrition from organic waste. the company say its sterilising regime improves storage, transportation and shelf life and its aerosolising process allows products previously regarded as uneconomical to be processed.

Compost and biogasanaeco has developed technology known as the DicOM™ system – a patented hybrid biological process that converts the organic content

of municipal solid waste (MsW) into quality compost and biogas.

the DicOM system incorporates MsW sorting, resource recovery and recycling with organic waste recycling using the DicOM bioconversion process. the output is renewable energy generation and compost manufacture

the DicOM system has been developed over 12 years with phase 2 expansion of the Western Metropolitan Regional council’s shenton Park plant in Perth imminent.

Steinert – uniSort FlakeRecycling should be a whole lot easier than it is – after all, we go to great lengths to extract impure raw materials, invest large amounts of energy in purifying and processing them and turning them into useful products.

the Unisort line of sorting machines developed by Rtt stEiNERt use a range of detection and separation technologies to automatically sort waste at different points along the recovery and recycling path. Powerful, user-friendly, compact and flexible – these are the distinguishing features of Rtt stEiNERt’s new Flake.• sensor width: 75cm;• Fraction range size: 5-20mm;• Measurements per second >24 million• 120 high-speed valves, nozzle-grid

6.25mm.

BioMax Biomax technologies is a singapore-based company on the cutting edge of research and development in sustainable green technology. after years of intensive research and rigorous testing, Biomax is proud to present their breakthrough waste-to-fertiliser innovation.

the internationally patented Biomax Rapid thermophilic Digestion system has the capability to treat all kinds of organic waste such as agricultural and food waste into odourless, pathogen-free and nutrient-rich organic fertiliser in just 24 hours, under a highly controlled environment of 80ºc.

Hazibaghazibag is the first purpose built FiBc used for the safe containment and transport of asbestos. the product allows for a much safer method to contain, transport and dispose of asbestos, medical waste, contaminated soils and toxic wood and plants.

the safe method gives greater protection to the general public, waste transport operators and staff at landfills. hazibag has Packaging Group ii & iii solid dangerous goods certification and is tested under the N.a.t.a (australian testing authority) stamp of approval which opens up a large market for the product.

Waste-edgeWastedge.com is reinventing the way waste collection field staff work and communicate with affordable technology. its iPad/iPhone app is

the first on the australian market for waste collection. the innovation provides paperless run sheets which save administration staff preparation time and paper.

the system also shows drivers where jobs are on the map and the shortest path as well as integrating the ability to take and attach pictures that are GPs time/date stamped for easy proof of service. On-screen signatures and barcodes scan for bin tracking can save paperwork in the process. the marketability of the product lies in the low cost of set up and ongoing operation, speed and ease of getting started.

Koga the Mas-DRD system was developed

by the Upper austrian machine manufacturer “Mas-Maschinen und anlagenbau schulz Gmbh” and offers an exceptionally efficient recycling technology for plastic films and flakes that are polluted with granular, non-sticky materials.

traditionally, water is used as a cleaning agent in the recycling process of plastic. Using this method, plastic has to be processed with much labour and energy. the Mas-DRD-system uses air instead of water and plasticises processed plastics through a very gentle and energy saving procedure.

advantages of the technology include a significantly lower necessity for investment due to its water free cleaning method and lower staff requirements.

The Federal Government has announced

it will link Australia’s carbon scheme to

the european Scheme while agreeing to

drop the carbon price floor. In a move announced in August,

Minister for Climate Change Greg

Combet and the european Minister

for Climate Action Connie hedegaard

announced the linking of the two

carbon trading schemes.Under this arrangement, businesses

will be allowed to use carbon units

from the Australian emissions

trading scheme or the european

Union emissions Trading System for

compliance under either system.

Following the linking, the Australian

government will make two changes to

the design of the Australian carbon

price. Firstly, the price floor will not be

implemented. The ‘price floor’ was to

apply from 2015 to 2018, setting a

minimum price of $15 per tonne of

carbon dioxide equivalent emissions.

Instead, a new ‘sub-limit’ will apply

to the use of eligible Kyoto units.

While liable entities in Australia will

still be able to meet up to 50% of their

liabilities through purchasing eligible

international units, only 12.5% of

these liabilities will be able to be met

by Kyoto units. The new system also allows

immediate buying and banking of

carbon credit units to meet future

liabilities.elisa de Wit is a partner with legal

firm Norton Rose and an expert in

international carbon markets.

“This means the Australian carbon

price will track the european price,”

she said. “If their price comes down then our

price will come down.”

IN A speech given at Enviro 2012,

federal shadow environment minister

Greg hunt committed to keeping the

Carbon Farming Initiative (CFI) under a

future federal Liberal government.

“If we are elected we will maintain

the CFI as it is, subject to two major

concerns,” hunt said. “Firstly, we will provide an option of a

25-year franking period for [greenhouse]

credits rather than a 100-year period.

“We think the 100-year rule is simply

too much of a barrier ... this is a

liability which is almost unimaginable.

“The second thing is we would

actually expand it ... to include energy

efficiency, the clean up of coal mine

gas, landfill gas – all of the elements

that were used in the New South Wales

Greenhouse Gas Abatment Scheme.

hunt explained that projects seeking

funding must pass two tests. Firstly,

projects must be measurable and

verifiable, and secondly project must

win a competitive auction to provide

the lowest cost abatement.“As long as abatement is measurable

and verifiable it will qualify for

participation in the bidding process,”

her said.“We want to make sure there is full

international accreditation or Kyoto

accreditation.“We will keep working up until we

get Australia down by a net 520 million

tonnes by 2020.”

ISSUE 50 OCTOBER 2012

October 2012 all about waste trucks from historical to modern.

Your recycling business deserves an Industry Council that stands up for you!

Australia’s national peak industry Council for:

Resource recovery Recycling and re-manufacturing

Product lifecycle management/Product Stewardship

Advocating Sustainable Materials Management for a Sustainable Australia

Representing recycling businesses since 1983

www.acor.org.au or call 07 3051 5405

The Federal Government has announced

it will link Australia’s carbon scheme to

the european Scheme while agreeing to

drop the carbon price floor. In a move announced in August,

Minister for Climate Change Greg

Combet and the european Minister

for Climate Action Connie hedegaard

announced the linking of the two

carbon trading schemes.Under this arrangement, businesses

will be allowed to use carbon units

from the Australian emissions

trading scheme or the european

Union emissions Trading System for

compliance under either system.

Following the linking, the Australian

government will make two changes to

the design of the Australian carbon

price. Firstly, the price floor will not be

implemented. The ‘price floor’ was to

apply from 2015 to 2018, setting a

minimum price of $15 per tonne of

carbon dioxide equivalent emissions.

Instead, a new ‘sub-limit’ will apply

to the use of eligible Kyoto units.

While liable entities in Australia will

still be able to meet up to 50% of their

liabilities through purchasing eligible

international units, only 12.5% of

these liabilities will be able to be met

by Kyoto units. The new system also allows

immediate buying and banking of

carbon credit units to meet future

liabilities.elisa de Wit is a partner with legal

firm Norton Rose and an expert in

international carbon markets.

“This means the Australian carbon

price will track the european price,”

she said. “If their price comes down then our

price will come down.”

IN A speech given at Enviro 2012,

federal shadow environment minister

Greg hunt committed to keeping the

Carbon Farming Initiative (CFI) under a

future federal Liberal government.

“If we are elected we will maintain

the CFI as it is, subject to two major

concerns,” hunt said. “Firstly, we will provide an option of a

25-year franking period for [greenhouse]

credits rather than a 100-year period.

“We think the 100-year rule is simply

too much of a barrier ... this is a

liability which is almost unimaginable.

“The second thing is we would

actually expand it ... to include energy

efficiency, the clean up of coal mine

gas, landfill gas – all of the elements

that were used in the New South Wales

Greenhouse Gas Abatment Scheme.

hunt explained that projects seeking

funding must pass two tests. Firstly,

projects must be measurable and

verifiable, and secondly project must

win a competitive auction to provide

the lowest cost abatement.“As long as abatement is measurable

and verifiable it will qualify for

participation in the bidding process,”

her said.“We want to make sure there is full

international accreditation or Kyoto

accreditation.“We will keep working up until we

get Australia down by a net 520 million

tonnes by 2020.”
