WSFCCA Executive Board A Word From Your President, Chris Price Dear Members, I chaired my first meeting, as President of WSFCCA, and I made it through without to many mistakes. Elaine Larson, the director of the Northwest Region of Early Achievers was invited to the meeting. She brought with her Caroline Shelton, two TA’s, Carmen and Christy of Child Care Aware. East King County did a great job hosting the meeting. The food was great and it wasn’t hard to find the meeting location. I feel we accomplished a lot. We have a new Standing Rules Committee; Nancy Dalen, Carol Gibbs and Rocio Gannaway, thank you for volunteering to take the job of rewriting the Standing Rules. The upcoming WSFCCA Annual Conference on October 4, 2014 will be located in Renton. More details will follow as time gets closer. Jeff A. Johnson is scheduled to be the Key Note Speaker. Pam Carino is working hard to ensure a well informed conference. Please feel free to call if you have any questions or concerns on what is going on around the state. A Word From Your President, Chris Price Dear Members,

I chaired my first meeting, as President of WSFCCA, and I made it through without to many mistakes.

Elaine Larson, the director of the Northwest Region of Early Achievers was invited to the meeting. She brought with her Caroline Shelton, two TA’s, Carmen and Christy of Child Care Aware. East King County did a great job hosting the meeting. The food was great and it wasn’t hard to find the meeting location.

Public Policy by Sue Winn

Hello Everyone,

As you know Early Achievers has gone statewide now. We have a lot of providers participating but so far only one has been rated. DEL has said that the rating process should start speeding up soon. As I have said in the past - each provider needs to look carefully at the program and decide if it is a good fit for themselves and their program. I can tell you that in the future every new program that DEL introduces will be connected to Early Achievers.

One of the programs DEL is looking is ECEAP expansion. ELAA, SEIU and I having been working hard to make sure that this is a mixed delivery system. DEL has now committed to this system. Mixed delivery means that family child care providers could have ECEAP in their facility. There is still a lot of work to be done on this to figure out how it would work for providers. But planning has already started and I am involved with that through ELAA.

On the Merit committee we are working to simplify the process for trainer approval, simplify MERIT and looking at new evaluations. We will be presenting our findings at the Dec. ELAC meeting, hopefully our recommendations will move ahead.

The 5595 Legislative Task Force has been meeting to take a look at quality in childcare and how to support that. One of the issues they are addressing is tiered reimbursement. This is an issue that would have to be negotiated with the Union, but most likely will be connected to Early Achiever levels. The higher the level the higher the subsidy is the idea. Again no one has a plan for this yet but everyone is looking at how we can make this work for providers.

Along these same lines DEL is looking at a pilot program that would create contracted slots for subsidized children. This is a topic we have been pushing for a while. It would create a stable place for children, financial security for providers and easier billing. DEL is hoping to pilot this soon.

I have been attending all these meetings and standing up for providers across the state. If you have any questions or concerns please let me know. I always want to hear what you think about issues so that I can represent you in the best possible way.

Commonly Asked Questions about Immunization Tracking  The latest newsletter from South Snohomish Health District had some information on Immunization tracking. These are commonly asked questions from child care and preschool staff. Does the child have to have all the vaccines on the immunization form?

• No. Some vaccines listed on the Certificate of Immunization (CIS) form are recommended but not required for child care and preschool attendance. Required vaccines will have a symbol (a diamond or a dot next to them). Vaccines that do not have a symbol next to them are not required or tracked. Recommended vaccines that are not required for child care include Influenza, Rotavirus, Hepatitis A, Meningoccocal (MCV) and Human Papillomavirus (HPV).

Can I accept a blank CIS form stapled to the doctor’s vaccine record? • Yes per WAC 3250. Preschool and childcare facilities are allowed to use CIS form or similar

form supplied by a health care professional. A blank Certificate of Immunization Status (CIS) can be downloaded from the Washington Department of Health website by following this link” http://www.doh.wa.gov/YouandYourFamily/Immunization/FormsandPublications/Forms.aspx You can accept an old CIS form; you do not need to transfer the vaccines to the new form.

Are there training resources on immunization tracking? • Yes, the Communicable Disease Outreach has a class titled “How to Track Immunizations.”

This course was written especially for child care providers. It reviews all the “ins and outs” of keeping track of immunizations in child care. To request a copy of the course document, email the Communicable Disease Outreach program at [email protected] and it will be emailed to you. This class will be offered for STARS credits next year but the document is available at any time as a resource. The Washington State Department of Health has an online class titled “Immunization Requirements Training Video for Child Care, ECEAP, and Head Start/Early Head Start Health Consultants.” This training can be found on the DOH website by following this link: www.doh.wa.gov/CommunityandEnvironment/Schools/Immunization.aspx

Columbia  River  STARS  Training  In September the Columbia River Chapter in Vancouver presented an outdoor environment training entitled “Being in Nature with Children”. This class consisted of an outdoor tour of the Clark College Child and Family Studies outdoor play space and the Olivia Family Childhood Center. Throughout the class there was conversation around the importance of letting children discover and explore nature outdoors, take risks, get dirty and take a role in creating their play space. Beautiful trees, nature paths, sandy play areas with water that children

can squirt up and quiet nook areas under shrubbery for children to play were everywhere. Books were placed under trees for children to sit and read or just hold. A water pump that when pushed releases water that trickles down a soft grassy rock wall was amazing. Ruth took us to an older part of the outdoor environment that parent’s designed many years ago. The difference between this “normal” play structure of steel and slides versus the new living nature design was profound.

Our trainer, Ruth Laabs, who is an Early Childhood Specialist in the Child and Families Studies Program at Clark College, had a lead role in designing this amazing environment. Ruth has worked with children for over forty year and believes that there is no such thing as bad weather…just clothing choices.

After our tour of the outdoor space Ruth took us inside the Olivia Family Childhood Center to view the early childhood classrooms that are inspired by nature with tree trunks holding up walls, artwork hanging by branches, flowers, plants, birds, fish, stone fireplaces, etc. Words can’t describe

so we are sharing some of the pictures that have inspired us. This class was amazing and left us with ideas and hopes of creating a living nature environment for our children to explore.

Jeff is a board member of the Iowa Association for the Education of Young Children as well as the National Association of Family Child Care. 2% Increase for Those Providers Participating in Early Achievers This came in from Maria Shull-Tucker, CSD Statewide Provider Team regarding the additional 2% increase for those providers participating in Early Achievers (EA) This is her response. When will provider’s get their payment?

• They are testing the system right now. They are expecting that if all works well on this first run, providers will have their September 2013 EA information on their October Regular invoice. After this test month, providers will see EA authorization line on the following month’s invoice. As far as I understand, the list from DEL to SSPS will be generated monthly to run on the regular invoices, at this time there should be no EA payments on supplemental invoices.

How will the invoice look with the EA payment?

• It should be one line of service with a lump sum payment that is billed in the increment of 1.

Is it authorized per child?

• Originally DEL sent the payment information to SSPS per child, however, 138,300 lines of code overloaded the SSPS system. The latest report DEL sent SSPS had 3000 lines on it, so it appears that it’s authorized either by family or provider. Not sure yet.
