I t is with a heavy heart that we bring in 2015. On December 21st, we lost one of our brothers, Officer Charles Kondek with the Tarpon Springs Police Depart- ment. My heart goes out to the family and to the Tarpon Springs Police Department for their loss. (See pages 3-9) In an effort to assist the family and to keep Officer Kondek in our memories, the PBA has begun selling Memorial T-shirts to honor him. All profits from the T- shirt sales will go directly to the family. I would like to thank JD Lofton and Kevin Hannigan for stepping up immediately and getting that process started. I think the selling of the T-shirts is a way to Memorialize Officer Kondek, but I also believe it helps with the grieving process as it gives everyone an opportunity to be involved. On a better note, I would like to take this time to welcome the new Executive Board members and the new Board of Directors. Hello Welcome to thefirst edition of TheInformant for 2015!!!

I’d like to open this article witha big THANK YOU to themembership for your supportand confidence during my re-

election as your Executive Vice President. Well, we started this year on ground running as we

geared up to do fundraising for our fallen brother,Tarpon Springs Police Officer Charles “Charlie K”Kondek who was murdered in the line of duty onDecember 21, 2014. By the time you read this, thefundraising drive, centered on the memorial t-shirt sales, will be in full swing. We were able to gear up and getstarted in a flash, thanks to Billy Hume (Billy’s CornerBarbershop, 2031 4th Street North in St. Petersburg)and Ron GoFrank (Georgie’s Alibi, 3100 3rd AvenueNorth in St. Petersburg) who have loyally supported usover the years and through whose efforts we have devel-oped the SCLEC Officer Down Fund to cover initial start-up costs and cover immediate needs when we have anofficer down. I’d like to recognize the officers of the St.Petersburg Police Department, St Petersburg PoliceDepartment Communications Center personnel, theWest Florida LEO Wives group, and Kevin & BethHannigan (t-shirt masterminds) for immediately jumpingon board to assist with the myriad of tasks related to start-ing the fundraising drive and for almost single-handedlymanning the sales booth and events until our brothersand sisters in Tarpon Springs could catch their breath.

While we were out selling shirts to the public andshowing our support for Officer Kondek, several peopletook on the daunting task of tackling online shirt orders. This was a huge success, but brought with it the dauntingtask of printing, tracking, filling, and mailing thousands oft-shirts on what was really almost a moment’s notice. Wecouldn’t have done the online shirt orders without thehelp of several people, however, I would also like tospecifically recognize Nicole Smith (wife of SPPDOfficer Eric Smith) who spent several days at the SCPBAoffice making sense of the on-line orders, getting themorganized, and developing a system to track and fill them.I would also like to recognize Shannon Halstead (SPPD),Caricia Martinez (SPPD), Andre Sousa (SPPD), andErika Hasson (USF-St. Pete PD) for spending an entireweekend filling over 1,200 orders and getting us caughtup and organized. I practically had to chase Andre away,if he wasn’t in Tarpon Springs selling shirts before his

shift, he was at the SCPBA office packing shirt orders. I also want to thank the SCPBA staff, Vanessa Hurst

and Isabel Vanauken, who pitched in without hesitationand took on much more work than their normal jobdescription calls for to help us meet our goals. Thanks toIndian Shores PBA Rep. Joe Ferro, for all his physicalhard work spent here at the PBA on his days off. DawnPeters (wife of SPPD Ofc. Robert “Bobby” Peters) wasanother volunteer, but she’s really much more than a“volunteer,” more like unofficial PBA staff because she isalways on-call and here helping out and doing thingsweek after week. I know that I am probably missing somepeople, but there have been so many volunteers it’simpossible to name them all. And of course, all of theExecutive Board and the SPPD Reps who all jumped onboard to get us up and running.

Last, but certainly not least, I want to recognize KevinHannigan, by far our most active member and one of thestrongest advocates we have. While most of us are LawEnforcement Officers/Deputies and have an obvious vest-ed interest in the SCPBA, Kevin works for Edward JonesFinancial Planning (1216 - 66th Street North in St.Petersburg). Kevin has been a friend for many years, butshowed the steel that lurks under his pleasant demeanorback in 2011 when we lost our brothers in St. Petersburg.Kevin was with us at the hospital before they arrived, grieved with us as we absorbed their passing, and put hisbusiness and personal life on hold when we began our ini-tial t-shirt drive for them. When Officer Kondek was killedin the line of duty, one of the first people on the phonewas Kevin. He immediately jumped in with both feet get-ting our t-shirt sales up and running, delivering t-shirtswhere they needed to be, selling t-shirts and all aroundbeing the quiet rock that kept this machine rolling. Kevinis there for us every day, always willing to do whatever isnecessary to make SCPBA and SCLEC a success. I knowthat I couldn’t do this without his wise counsel and assis-tance. We have a lot of supporters, but no one can touchthe advocate we have in Kevin Hannigan. He truly is oneof us. While we wear our badge on our shirt for all to see,Kevin quietly wears his on his heart without ever askinganything from us in return. Friends like that are very rare.THANK YOU KEVIN!!!!!

If you would like to donate to the memorial fund, youcan visit any Wells Fargo branch, visit our paypal link onwww.suncoastpba.com, or make checks payable toSuncoast Law Enforcement Charities (SCLEC), Memo:Charles Kondek, at 14141 – 46th St. N., Ste. 1205,Clearwater, FL 33762.

Greetings! It’s been a busytime for us here at theSun Coast PBA office. It

is with a heavy heart that wehave been fully engaged infundraising efforts for Charlie

K’s family. We are closing in on approximately 10,000memorial t-shirts that have been sold in this effort. I wantto say a huge thank you to everyone who has beeninvolved in the fundraising efforts, especially Jessica Herron and theWest Florida LEO Wives, as wellas Dawn Peters.

There are a lot of things com-ing up on the radar for us here atthe office. The Florida Legislatureis now in session and we are mon-itoring several items that are being discussed inTallahassee. One of the big issues we are monitoringclosely is dealing with local municipal pension reform. Atthe end of last year’s legislative session, there was a ten-tative agreement to support the legislation that had beenproposed. It looks like this session the Florida League of

Cities may have changed their position in regards to thesame legislation that has been filed this year. Our lobby-ists in Tallahassee are monitoring the issue and develop-ing strategies involving possible resolution.

Another issue that keeps coming up around us is theuse of body cameras. I have had conversations with staffmembers of other agencies, as well as our StateAttorney. There are a multitude of issues that corre-spond with the use of body cameras. Our position is that

currently we are not in favor ofusing body cameras until theseissues raised by our StateAttorney can be resolved. Ibelieve that, as law enforcementofficers, we don’t need a cameraon us because we do an excep-tional job as it is now.

We have the best and most qualified law enforce-ment officers in the United States. I’m proud of what wedo and I am proud of each and every one of our mem-bers reading this article. Keep your heads up Sheepdogs.God Bless and stay safe.

As your treasurer, I wanted to wish you all a very pros-perous and safe New Year. Last year was a very trag-ic year in Law Enforce ment, especially here at home.

It cannot be said enough how appreciative we all are of thelove and support for Officer Kondek and his family duringthis time of healing.

As for the buzz around the station, I have heard a lot ofpositive things about the future and morale. Although youcan’t please everyone, we all do the very best we can. I’mvery pleased to see more and more members gettinginvolved with PBA functions. I look forward to having some

happy hour and sunset cruise typefunctions this year and I wouldlike to see this great show of sup-port and involvement continue.

From a treasurer stand point, things are continuing to gosmoothly and I look forward tothe future. If you have plans or ideas for functions or eventsto strengthen the union and our members, let me know.

I look forward to a great year. Be careful and watch outfor each other!

As I sit here trying to think ofa topic for this article, try-ing to think of something

that is interesting, maybe uplift-ing or compelling, I am remind-ed that sometimes you have tolet the article write itself. I think

sometimes we have to let the words come and hope thatwe, the person writing them, do them and the reader jus-tice. I am by no means a professional writer, even though Iwrite for a living. I wanted to take this time to hit on sever-al things that have been on my mind as of late.

We have been reminded as of late that the currentattitudes in the last several years seem to make it easier toblame the police for things, rather than hold the people whocommit crimes and engage in confrontations with policeaccountable. When a suspect commits a crime, it is the DUTYof law enforcement to pursue and capture the offender. Ifthat suspect resists or does not comply, then it’s the offender’sfault, not the police, when things begin to escalate. We allcome to work trying to do the best job we can, no one is outto hurt anyone, or is out looking for a confrontation, but we,as officers, cannot afford to lose in a fight—EVER. We get nosecond chances because it could mean our lives.

This brings me to the next thing. On December 21st,2014 we in in the Tampa Bay area lost yet another hero.Tarpon Springs Police Officer Charles “Charlie K”Kondek was murdered by a suspect with an outstandingwarrant on a noise disturbance call. This contemptuousperson gunned down a husband and father of six and, likethe coward he is, fled the scene. Thankfully, the suspect wasapprehended and is currently awaiting trial. I have met withsome of the investigators working the case and assure youthey will not rest until every aspect of the case is rock solidand justice is served for Officer Kondek and his family.

Upon hearing of the tragedy, the Sun Coast PBAestablished a memorial fund and got to work on raising fundsfor Officer Kondek’s family. I’d like to say a huge thank youto Kevin Hannigan, who once again started the process ofordering memorial t-shirts, which have been and remain onsale to benefit the family. I have to take a moment to thankSergeant Rick Lopez. It was, in part, to all the hard workhe did when we at St. Petersburg Police lost our officers, thatwe were able to get things running so quickly. I would alsolike to thank some others that helped in those first days.

Thanks to Treasure Island Tee’s, who has beenworking nonstop to get the shirts made. I want to say thanksto George Graves, Libby Roesser, Cara Lehmann, severalmembers of the West Florida LEO Wives, West CentralFlorida COPS, Stephanie Yaslowitz Banes, Cindy

Roberts, Scott Brockew and family, members of theTarpon Springs Police Depart ment. A big thanks to MikeDeMark who was such a big help, and the others that cameout to Tarpon Springs PD to help with the shirt sales, wecould not have been so successful without all of you. A bigthanks goes out to Executive Vice President JD Lofton forall the coordinating that he has been doing, keeping thesales and orders going, as well as setting up events andarranging for volunteers. I also have to take a moment tothank the Office Manager Vanessa Hurst and ExecutiveAssistant Isabel Vanauken for not only keeping the officeup during all of this, but also managing all of the onlineorders—thanks so much.

I also would like to recognize several officers whorecently, in spite of agonizing circumstances, performedadmirably. In the late hours on January 8th 2015, whiledriving home, Officer D. Vickers noticed a vehicle pass byhim at a high rate of speed. Officer Vickers next came uponthe vehicle stopped on top of the Dick Misener bridge andhe stopped. Within seconds of contact with the vehicle andoccupants, a suspect exited the car and threw a five yearold child off the bridge. Officer Vickers informedcommunications of what had occurred and, as the suspectdrove off, scaled down a small ladder in an attempt torescue the child. Officer’s Sousa and Price, also off-duty,immediately came to assist and the suspect was located inManatee County. During all this, multiple officers respondedto the scene in an attempt to locate the missing child.Unfortunately, the child’s body was recovered approxi -mately 1.5 hours later. These officers, as well as the otherswho responded to the scene, should be commended fortheir efforts. It is times like these that we all pull togetherand must watch out for one another. No one can know whatwe deal with if they have not walked in our shoes. I wouldalso like to thank all of the other agencies that assisted inthe search and rescue operations and the apprehension ofthis most heinous offender.

I would like to close with a thank you to all who votedfor me in the recent election. I am humbled and thank youfor your confidence. I thank you for your trust and willcontinue to serve our members in the best way I know how.I will continue to work hard for all of our membership as wemove forward with the challenges of the next year. I want toagain thank Sergeant Rick Lopez and Sergeant ScottBrockew, the previous PBA secretary, for their past service. While no longer in office, both have contributed much andare deserving of the recognition.

Please thank a member of our Armed Forces the nexttime you see them. Thank you for taking the time to readthis and, as always, stay safe.

As the newly elected Sheriff’s Office Sergeant andLieutenant representative, I was asked to write anarticle introducing myself. I am confident I know all

of the Sheriff’s Office law enforcement Sergeant andLieutenant PBA members fairly well. Therefore, in addi-tion to my introduction, I will explain how I became yourrepresentative.

I am a Patrol Sergeant assigned to the North District.Currently, I work with some of the best in Dunedin on B-Days, where I have worked since March, 2013. Prior toworking in Dunedin, I was assigned to Human Resourcesas a sergeant upon promotion in April, 2012. I was hiredas a deputy in July, 2003. As a deputy, I was assigned topatrol, street crimes, Crimes Against Children, andRobbery/Homicide. Prior to working at PCSO, I was a St.Petersburg Police Officer from September, 1999, toNovember, 2000. Between working at SPPD and PCSO, Iattended UCF where I earned my bachelor’s and master’sdegree. In 2009, I decided to attend Stetson Law part-time and graduated with my Juris Doctor in May, 2013.

The questions I think most of you are more interest-ed in me answering are how I got involved in negotiatingour contract and became the Sergeant/Lieutenant Rep?Here’s how it played out. Back when Mike Leiner was alieutenant, we sat on the policy review committee togeth-er. During one of the meetings, our labor agreementnegotiations were discussed. Being interested in thenegotiations, I asked if I could participate, and Leinerinvited me to attend. Michael Krohn, Mike Leiner, and Iattended the first two meetings. Then, Leiner got promot-ed to captain and could no longer negotiate on ourbehalf or be our representative. Since I had beeninvolved with the negotiations from the beginning, Ibelieved I was the best person to fill Captain Leiner’sposition. I thank you for electing me to this position andhope to fulfill your expectations. Moreover, many thanksshould be given to Mike Leiner for his years of service toSun Coast PBA as our representative. Thank you and con-gratulations on your promotion!

Anew year is here and new PBA representatives areundertaking the responsibilities of being leaders forthe members of their respective departments.

Please don’t think I’m excluding representatives whohave been re-elected, because I know they too will berepresenting the many members of law enforcement asthe new year begins.

I recognize it takes a special person to step up andrun for the position of a PBA repre-sentative. Being elected by yourpeers puts you just a little bit aheadof others, but it does not make youbetter than others. You’ve beenelected to be the voice of yourmembership for many differentresponsibilities that you may noteven understand. Obviously, beingthe voice of your members for contract issues is impor-tant. But you also are given the challenge to look forwardto other topics.

There is a certain political aspect to your position

when you represent the mem-bers of your respective depart-ment. Remember, you musthave the interests of everyone, even when you will not havethe support of everyone. Youwill have to be able to explainto your membership why certain positions have been

supported, when others have beenneglected in their view. You willenjoy support from some, and disdain from others. Attempt to havean explanation to support your decisions.

Unfortunately, you’ll never satisfyeveryone. That’s one of the negativesides of your new undertaking. But

you will show the membership how you can support them, how you can provide a voice for them, and how you areattempting to make positive changes for everyone.

Good luck and congratulations.

PBA HEART FUND CONTRIBUTION GUIDELINESDear Potential Contributor:

In an effort to help the families of law enforcement, corrections, and correctional probation officers who are killedor disabled in the line of duty, Florida Police Benevolent Association (PBA) has established a charitable arm which iscalled the PBA Heart Fund. Because the PBA Heart Fund is a 501(c)(3) organization, contributions are tax deductible.Monies donated to the Heart Fund are used to provide death benefits to the families of officers killed in-the-line-of-dutyand disability benefits to officers who are permanently disabled because of an in-line-of-duty disability.

Aside from individuals who may want to donate with the tax deduction in mind*, political campaigns may disposeof surplus funds (after the campaign is over) by donating some or all of the surplus to the PBA Heart Fund [s. 106.141(4) (a) 2., Florida Statutes]. And, of course, other entities (e.g. not-for-profit corporations) may also donate to this cause. The address is:

A Jar, Rocks, Pebbles, Sand, And Coffee

Author Unknown

When things in your life seem almost too much tohandle, when 24 hours in a day are not enough, remember the Mason jar and the two cups of

coffee.A professor of philosophy stood

before his class with some items in frontof him. When the class began, wordless-ly he picked up a large empty Mason jarand proceeded to fill it with rocks abouttwo inches in diameter. He then askedthe students if the jar was full.

They agreed that it was full.So the professor then picked up a

box of pebbles and poured them intothe jar. He shook the jar lightly and watched as the peb-bles rolled into the open areas between the rocks. Theprofessor then asked the students again if the jar was full.

They chuckled and agreed that it was indeed full thistime.

The professor picked up a box ofsand and poured it into the jar. The sandfilled the remaining open areas of the jar.

The students laughed“Now,” said the professor, “I want

you to recognize that this jar signifies your life. The rocksare the truly important things, such as God, family, health, friends, and your favorite passions. If all else waslost and only the rocks remained, your life would still bemeaningful. The pebbles are the other things that matter

in your life, such as work or school. The sand signifies theremaining “small stuff” and material possessions.

If you put sand into the jar first, there is no room forthe rocks or the pebbles. The samecan be applied to your lives. If youspend all your time and energy on thesmall stuff, you will never have roomfor the things that are truly important.

Pay attention to the things in lifethat are critical to your happiness andwell-being. Take time to get medicalcheck-ups, play with your children, gofor a run, write your grandmother aletter. Take your spouse out to dinner.

There will always be time to go to work, clean the house,or fix the disposal. Take care of the rocks first – things thatreally matter. Set your priorities. The rest is just pebblesand sand.

One of the students then raised herhand and inquired what the coffee rep-resented. The professor smiled. “I’mglad you asked.”

The professor then took the twocups of coffee and poured the entire

contents into the jar, effectively filling the empty spacebetween the sand. The students laughed.

He concluded: “It just goes to show you that no mat-ter how full your life may seem, there’s always room fora cup of coffee with a friend.”

The difference betweren us and them...The sheep do not want the dog around. He looks too much like

the wolf. He reminds them that danger lurks out there, just beyondthe relative safety of the fence.

The wolf also hates the dog. He knows that it is the dog thatstands between him and his prey. It is because of the dog that he islean. The dog is the reason the wolf is forced to stalk the darkness.

The dog knows these facts. Undeterred, he stands watch, everready to do battle. Despite that he is an unwelcome guest in theirmists, the dog is ready, at a moment’s notice, to give his life indefense of his flock. It is simply who he is.

Icould not be more elated to announce this news thathas been four years overdue. The Fallen Officer’sMemorial license plates are now on pre-order at all

Florida DMVs! We all remember the emotions, tragedyand sadness that filled our daily lives in early 2011 afterlosing three of our own inthe line-of-duty. While noone can replace, forget oreven ever thank themenough for giving the ulti-mate sacrifice to our com-munity; we can honor themfor years to come. In pur-chasing this license plate, weas a law enforcement com-munity can forever honor those we have lost in the lineof duty—past and present. The black, blue, black linesaround the plate symbolize the trademark colors of thoselost in the law enforcement community. The two badgeson the left of the plate show that we remember all formsof law enforcement who gave their lives. But lastly, thethree stars on the plate are symbols that all of us can holdclosely to our hearts in purchasing these plates. Each staris a representation of our fallen officers in St. Petersburgwho initiated this long overdue project. They will foreverbe a reminder of how much Sgt. Baitinger, OfficerYaslowitz and Officer Crawford meant to all of us. Thepre-sales must be done in the DMV offices until therequired 1,000 are sold. The cost is $33 including thefees and the set $25 that goes to the Operation 10-24

organization account. The $25 we receive from eachplate will go to the betterment of the law enforcementcommunity through the creation of training programs, thepurchase of better equipment, and even the training offuture law enforcement through police academies and

high school magnet pro-grams. The funds will be dis-tributed by our board ofdirectors whom will beannounced once the 1,000pre-sales are met. While Ihave the privilege of servingas the Chairperson of theboard of directors and theorganization as a whole, I do

have some friendly faces that some of you may recognizehelping me to determine the best possible board!

In closing, I do want to encourage you to go purchasethis tag. But more so than that, I want to just thank eachand every one of you. Although this project had to take adevastating event to happen, it is all of you who get upevery morning and serve our community that really droveall of us working on Operation 10-24 to see this projectthrough. I know that you all don’t receive the properappreciation for all you have to endure in your line ofwork, but I hope that this license plate can be an every-day reminder that we all are grateful for what you do!Stay safe everyone and go purchase the Fallen OfficersMemorial license plate!
