RUIDOSO DOWNSOfficials with the City ofRuidoso Downs eased up ona hard line stance they tookrecently refusing· to payinvoices billed by theVillage of Ruidoso for costsincurred in the operation ofthe joint use WastewaterTr~atmentPlant.

John Waters. city man­ager, told members of theplant's Joint Use BoardMonday that just last weekhis office was able to obtaininfonnation that helpedexplain why costs associat­ed with the plant were at 51percent of .the budget whenexpenditures should be at40 percent.

He said refusal to paythe invoices came whenmembers of his council lastmonth asked about theoverage and were not pro­vided an answer du~ to lackof an accounts receivablereport requested from thevillage.

"We understood thatthere could be quarterlycapital expenditures thatcan make a monthly reportlook like more but we didn'thave any infonnation inhand that explained that,"he said. "So last week CarolVirden and Elaine Beltrangot together to pull what weneeded so we will be bring­ing payment up for discus­sion in our next councilmeeting."

Commissioner E. Shirley Baca ofLas Cruces thinks they should.and is pushing for legislationthat would give the PRC authori·ty to include price discounts forthose living below the federalpoverty level when setting ratesfor electricity and heating oil.

The utility companies wouldbe allowed to make up for thelost revenue by increasing ratesfor other customers.

Baca said the state alreadyprovides assistance to low­income residents in their tele-­phone rates. But,. she said a 1983court ruling in what was knownas the Mountain State's case pro­hibits regulatory commissionsfrom imposing "social ratemak­iDg" without the specific authori­ty of the Leg;elature.

She said the bill bsiog draftedwould be pennissive in language.meaning that the PRe wouldhave the authority to includelow-income discounts in theratemaking process, but wouldnot be obligated to do so.

But clearly, her hope andintention is that they would.

'"Whatever we're doing has toInclude the least financiallycapable of our population," Bacasaid last week during a PRemeeting.

Not all members were asenthusiastic about the proposal.

Richard Spencer is leaving big footprintsbehind him as he heads out the door to retire­ment from the of the southeast area office of theNatural Resources Conservation Service inCarrizozo early next month.

"He can't be replaced," said area conservation­ist Hollis Fuchs. "Someone will do the job, butRichard set the bar way up there and we willmiss him."

Spencer started his tour with the governmentas summer help with the forest service in themid~'60s near his ancestral home atMountainair. After a tour with the Anny inVietnam and Gennany and a college degree inRange Management from NMSU, he went towork for the BLM. With some time out to build afeed milling business in Valencia County,Spencer returned to agovenunent work"' in 1987with the Soil Conservation Service. now theNROS.

In the meantime. Spencer and his wifeBonnie, a retired teacher, raised three childrenand continued the family tradition in ranching.

Alter three decades of suggesting, directingand utilizing conservation practices, Spencersaid that driving down the road and seeing theresults on the area ranches is the greatest satis­faction of his career.

Fuchs said Spencer's retirement is,....a loss tothe agency but as a beloved member ofi "family"of the NRCS, they are all happy that he will befree to follow some of his other dreams. "Hedefined the position he is in," said Fuchs. "And hehas left a clear path for the man that will followhim."

Fuchs said Spencer was a master at develop­ing training strategies for career development.According to Fuchs. Span...... hanos-<m b"ck­ground in agriculture gave him credibility andhis dedication to his job made him. a mentor tothose that followed him. "We got a lot of mileageout ofthat man," he said.
