Welcome toYourCumbria magazineFor many of us 2009 has presented more than it’s fair share of challenges. The economic downturn has impacted on all of us in one way or another. Here at the county council we’re committed to doing all we can to minimise the impact the recession is having on individuals and their families. It’s at times like these that we need to make sure that you get best value from council services throughout the county and make sure every penny of your council tax is used efficiently.
You’ll have noticed that we’ve shared the distribution cost of this edition of YourCumbria with our partners NHS Cumbria, it all helps to keep costs down.
As the weather turns colder we report on the growing issue of fuel poverty and what you can do to help, turn to page 11 to find out more. During the winter months our gritting teams are ready to keep Cumbria moving and there’s a pull out guide to winter driving in the centre of this edition for you to keep in your car.

Applying for a primary school place in Cumbria 2010If you have a child due to start primary school next year, now’s the time to start thinking about which school you’d like your child to go to. Pick up a copy of Cumbria County Council’s information brochure ‘Applying for a primary school place in Cumbria’ from your local primary school or library, or view it online at cumbria.gov.uk/childrensservices/admissions.
You’ll find all the information you need in the brochure, including an application form. Make sure you get your application in on time - the closing date is 1 December 2009. If you do, you stand a very good chance of getting into your preferred school. In 2009, 97.7% of parents who got their forms in on time were offered their first preference of primary school.

Library renewal numberCumbria Libraries now have a dedicated renewals and information number – 0303 333 1234 – which borrowers can ring to renew items they have out on loan, review their library accounts and check library opening hours. It will also tell them if they’ve reached their renewals limit, or if a fine has been added to their account.

Going to an organised bonfire and firework display is a safer option. However if you are planning on having your own bonfire then the following guidance must be followed.
Bonfires can get out of control if you are not careful. Don’t light them if it’s windy.
Build your bonfire well clear of buildings, garden sheds, fences and hedges.
Ensure that when building the bonfire it is stable and not likely to collapse outwards or to one side.
Never use flammable liquids to start the fire, use only domestic firelighters.
DO NOT burn dangerous rubbish like aerosol cans, paint tins, foam furniture or batteries. (Burning man-made products is a strict offence and can result in a significant fine).
Keep a bucket of water or a hosepipe handy in case you need it.
Before you light the bonfire check that there are no children or animals hiding inside and that they are a safe distance away.
Don’t leave bonfires unattended. An adult should supervise it until everything has been burnt. If the bonfire has to be left, damp it down with water.
NEVER put fireworks on the bonfire.
Finally, WATCH WHAT YOU WEAR. Loose clothing can very easily catch fire and should never be worn near any fire. Long scarves can also be risky.

The first stage of the switchover happens on 4 November when
the old analogue BBC2 service will be switched off and a number of new high-power digital BBC services will start up. The process will be completed exactly four weeks later on 2 December when the remaining analogue services will be closed down and the rest of the digital service started in its place.
John Askew from Digital UK said: “Many viewers in Furness and South Cumbria are already watching digital television from the main transmitters at Winter Hill or Lancaster. Over 95% of Granada viewers have at least one television which is digital-ready. All viewers who obtain their television from a relay transmitter in Furness and
parts of South Lakeland must be ready to switch over or they will begin to lose channels on 4 November. All Granada viewers will need to retune their equipment on both switchover dates.”
Retuning is not difficult and Digital UK is urging viewers who want a little help to ask family, friends and neighbours. “Because there are so many residents who have been long-term Freeview digital viewers, there are plenty of people who know how to tune in and retune set top boxes and digital televisions,” said John Askew. “If you don’t know anyone close by who can help, you can ask your local tv retailer for advice.

A campaign to recruit more foster carers in Cumbria is being driven forward - on
buses around the county.‘Stickability’ is the word used by one
Cumbrian foster carer to describe the most important quality needed to be a successful carer - meaning the ability to stick with a child through thick and thin.
There are currently around 225 foster families in Cumbria who offer a variety of different types of placement. We currently have nearly 40 children who need families who can make a long term commitment to them.

Have you got stickability?
Work on the new £8.2m state of the art archives centre
at Petteril Bank in Carlisle is now well underway and on target to be completed by Spring 2010, with the centre opening in Autumn 2010.
Contractors, Quarmby Construction, are working on renovating and restoring the existing Lady Gillford’s House. On 12 October an official ‘topping out’ ceremony celebrated the completion of major works on the innovative glass-fronted building.
The project will see around four miles of documents and artefacts being transported from their current home at Carlisle Castle to Petteril Bank. Archives have been held at the Castle for more than 45 years, during which time there has been an explosion of public interest in the gems of information they contain about family and local history.
County Archivist Anne Rowe says the new centre will offer bigger and better facilities for people to carry out their research. She predicts that the new building will attract an even wider audience to get involved in archives. “People sometimes think that archives are a bit dusty and boring. Far from it – original documents can really bring the past to life and it’s fascinating, exciting and sometimes quite moving to look through records such as old diaries, letters and photographs.”
The project is being funded thanks to the county council’s financial backing along with a £4.8m Heritage Lottery Fund grant.

The team at Barrow Community Unit have been working with local families to create healthy and fun activities for young disabled people after parents
said they wanted to see a better choice of activities for their children during the school holidays.
The team asked young people about their interests before helping to organise a whole host of free sports and play events including horse riding, picnics, climbing and gardening.
The sessions have helped disabled children and young people have fun, get fit and meet new friends.
Jackie Bell’s son Jack joined in many of the events. She says: “When we told the Community Unit about the kinds of activities that our children would enjoy they were really helpful.
“They organised lots of things to do which were fun and exciting but also safe. There was something to do nearly every day - Jack loved it!”

Neighbourhood forums are a good way for local people to
make decisions about the future of their community.
There are more than 60 forums running across Cumbria where local people and councillors meet to discuss the things that matter to them.
Community and voluntary groups can also bid for a grant from their nearest forum to help pay for new equipment or events.
In Eden alone, neighbourhood forum grants have benefitted more than 130 community groups like Hunsonby Swimming Club.
Members of the club asked the East Fellside forum for a hand in making seating at the open air pool safer for the 500 people who use it every year.
Louise Jeffery, secretary of the swimming club says: “The grant has been a big help for us and new seating has made the pool area much more comfortable.
“We’re really pleased with the support we’ve had from our neighbourhood forum and I’d definitely encourage other groups and societies to find out more about the help they can get, too.”
The team worked with highways staff and local residents to put together a Community Travel Plan with lots of ways to make the area’s roads safer, including the new crossing.
The school is now on the look out for a new school crosser but have not yet found anyone for the job.

People in Carlisle and
North Cumbria have
been waiting for years
for a bypass to open up
access to West Cumbria.
It’s now coming...
Alan and Liz Rheinbach question the experts about the new route.
This year, Cumbrian households will produce around 300,000 tonnes of waste. That’s a mind-boggling amount, and although recycling levels in the county are
continuing to increase, a large part of this waste still ends up going to landfill.However, work is now underway on a new site that will use 21st century technology
to deal with the age old problem of what to do with the stuff we throw away. Work has now started on a brand new Mechanical Biological Treatment (MBT) plant at Hespin Wood near Carlisle that will, ultimately, reduce the amount of Cumbria’s waste going to landfill by a massive 80 per cent!
The new MBT plant at Hespin Wood is set to be up and running by 2012, with a second site in Barrow coming into service in around 2013. The new plant comes at a time when all councils across the UK are tasked with finding alternatives to landfill – with the failure of doing so being dealt with by means of hefty fines dished out by central Government. In Cumbria, these fines could reach £3.3 million in 2012/13 if the current levels of waste going to landfill continue.
Savings would also be made in landfill tax – one of the Government’s key measures in encouraging councils to invest in diversion from landfill.
Construction of the two MBT sites will have minimal impact on people and the local environment, and neither will there be any change in the way people’s bins or kerbside recycling is collected.
Big issue, big numbers!
£5.2 million – The potential cost in fines imposed on councils in Cumbria from central Government if current levels of waste going to landfill continues.150,000 tonnes – the amount of waste that can be processed by the two new MBT sites each year.£48 per tonne – the level of tax imposed on councils across the UK from 2010 for every tonne of waste going to landfill.5 years – the length of time it would take to completely fill Lake Windermere with Cumbria’s household waste.500kg – the average amount of waste each person in Cumbria throws away each year.

Construction has now started on the Carlisle Northern Development
Route (CNDR). Connect Roads is building the new 8.25km (5.13 mile) single-carriageway by-pass. The exciting new road will cut journey times through Carlisle and also reduce by thousands the number of trucks and cars travelling through the city centre. The new road will be an essential component of the regeneration of West Cumbria and will help traffic flow west from the M6. CNDR will run from the A595/U1161 junction near Newby West, skirt the
western edge of Carlisle, crosses the River Eden and the West Coast Mainline railway before joining the M6 at junction 44.
A free exhibition helped to inform people about the new road before major construction officially started. This explained where the road will be built, how the construction programme works, what benefits the road will bring and gave people an opportunity to raise any queries with key members of the project team. The new road was also on the agenda at a series of public meetings and neighbourhood forums so that local people could find out more.
Feedback comments received from the public included the following:
• “Delighted that the road is going through at last.”
• “Will ease congestion on Eden Bridges. We go to south west Scotland a lot, the new road will help us.”
• “Good to see the cycleway included in the plans.”
• “Informative and useful. The road will deliver benefits to those living to the west of the city travelling north and east.”
New route for Cumbria
The northern end of the new road will be open by August 2011, with the whole road open by April 2012. A small area of the new road’s route is still undergoing archaeological work on some Mesolithic features, but the work programme has been formulated to fit around this.

£176m projectAs well as building a new road, Connect Roads will also take on the maintenance of a further 148km (92 miles) of existing roads in North Cumbria. The deal has been made possible thanks to Department for Transport approval of £158m worth of PFI (Private Finance Initiative) funding for the scheme. PFI (also known as PPP, or Public Private Partnership) works by the contractor financing the construction of the new road, and then recovering the capital cost over the 30-year life of the contract.

Stay safe at homeFor the elderly the consequences of taking a fall can be
very serious. In our younger days we might have suffered
a bruise, but as we get older a broken bone
or fracture is a real possibility.
With an ageing population the number of people suffering from
falls nationally is increasing by about 2% each year. In England, the number of people aged over 65 is due to rise by a third by 2025, the number of people over 80 will double and the number aged over 100 will increase fourfold. A significant rise in falls and associated fractures is likely. It’s in everyone’s interests to stay safe, and an ounce of prevention is worth a pound of cure! Local agencies are working together to support the work of our NHS colleagues in Falls Prevention Clinics across the county, encouraging people to think about prevention of falls in its widest sense.
Check it outFalls can be due to difficulties with balance or eyesight and may sometimes be due to blackouts related to medication or heart troubles. Problems should be reported so that a medication review can take place if needed, and regular eye checks and attention to hearing problems are very important.
Have a regular eye test. The right glasses can help you avoid trips and falls. If you have had a fall or trip recently, have you seen your GP? They can give you advice to help you avoid falling again.
Sloppy slippersDo you need a new pair of slippers? Throw those old sloppy slippers out and replace with a supportive pair with non-slip soles.
Floor fillersAre your floors free from clutter or trailing wires? Fix down any loose or frayed carpet edges. Fit a non-slip bath mat, this can help you avoid falling on a wet floor.
Step on upAre the steps or path to your home in good repair? Painting the edges can help you see them better. Are your stairs and hallways well lit? Fit some bright bulbs above your stairs. Are the hand rails secure? Check if you need any more hand rails around the home to keep you safe. Keep it handyKeep a phone and bedside light next to your bed that are easy to reach.
For some of Cumbria’s residents, however, a cold snap isn’t just an
inconvenience – it’s potentially life threatening.
Any household that spends more than 10 percent of its disposable income, after housing costs, on domestic fuel is classed as in ‘fuel poverty’. And rising fuel bills have plunged homes right across Cumbria into this category – leaving many of Cumbria’s more vulnerable residents at serious risk during periods of cold weather.
So what’s the problem in Cumbria? Many of the residents of Cumbria live in older housing, which is harder to heat. A rural landscape, widely spread population, low household incomes, high energy costs and high costs associated with implementing energy efficiency measures in rural areas all add to the problem too.

Where can you get help and advice? You can contact your local Energy Saving Trust advice centre on freephone 0800 512 012 or online at energysavingtrust.org.uk
The Energy Saving Trust is an independent, non-profit making organisation who can advise on all aspects of energy saving in the home. They are also able to tell you what grants and offers you may be eligible to. For example, if you are over 60, have a child under 16 living at home or are on certain benefits you can apply for funding to install a new boiler and radiators under the Warm Front scheme. The Energy Saving Trust advice centre will also be able to tell you what other offers and schemes are available in your area.
You can also get help and advice on staying warm this winter from Age Concern across Cumbria – contact your local branch for more information.
1 Heat your home efficientlyTurning the heating down is often the best way of ensuring you can stay warm all winter. By setting your heating to the right temperature (between 18-21ºC or 64-70ºF) you can keep your home warm whilst reducing your bills.
2 Get some financial assistance
You may be entitled to grants and benefits that can help you pay your heating bills this winter and make your home more energy efficient. For more information on what you may be entitled to contact the Energy Saving Trust or Age Concern.
3 Look after yourselfFood is a vital source of energy and helps to keep your body warm. If you don’t eat, you’ll feel the cold and be more prone to illness. So try and make sure you have hot meals and drinks throughout the day. If you’re over 65, or if you have a long-term health condition, you can also get a free flu jab from your GP – contact them to find out more.
4 Dress to keep warm, and keep an eye on neighbours and relatives
Make sure you wear appropriate clothing to keep you warm when you’re out in the cold. Keep an eye on elderly neighbours and relatives during the cold winter months to ensure they’re keeping warm and staying safe and well.

What’s the difference between Academies and
Building Schools for the Future?The government has two possible approaches to improving and modernising
schools. Building Schools for the Future (BSF) is a long term programme to
modernise all secondary schools in the country. Cumbria was initially informed
that we would be at the back of the queue for BSF funding - but now we have
been invited to bring our bid forward.
Academies are a relatively new way of funding and managing schools with the
support of local sponsors who could be from the private sector or other parts
of the community. Because Cumbria wasn’t included in the early rounds of
BSF funding the county chose to tackle the schools with the greatest need for
modernisation through Academies.

The programme will give us the chance to transform education to
make Cumbrian schools fit for the 21st Century. It’s not about buildings – it’s about people and changing our whole approach to the way children and young people learn. This could mean:
• Providing better ICT and improving learning facilities.
• Some schools could increase in size or move to a different site.
• Opportunities for the better use of what’s available through shared facilities like sport, libraries and so on.
• It might be appropriate to change the way schools are governed and managed.
How long will this take?It’s a long term programme with the funding provided in several allocations starting with a potential £80m for six schools in West Cumbria. The county council is currently preparing a “readiness to deliver” report which will be considered by Cabinet in December. Cabinet will decide whether entering the programme is right for Cumbria.If government accept the bid, this first

Families and households can and do cope with emergencies by preparing in advance and working together as a team. Once you know the type of
emergencies that may occur in your area (flooding, severe weather etc) you can start putting arrangements into place. Severe winter weather can leave rural residents isolated but planning ahead for these eventualities can minimise panic and keep everyone safe and well.
Follow these simple tips:
• Stayintouch– make sure you know how you and your family will stay in contact.

unable to return home, bearing in mind that children could be at school or parents at work.

What is Cumbria Highways?Cumbria Highways is a partnership between Cumbria County Council, Capita Symonds and Amey. The service is responsible for the management and maintenance of 7,700km of Cumbria’s roads (excluding trunk roads and the M6 motorway). Who do I contact about road problems? If you have a problem with a local road, then please contact the Cumbria Highways Hotline on 0845 609 6609 or you can report your problem online by visiting cumbria.gov.uk
When reporting the problem, it is helpful if you can provide as much information as possible, including the location of the fault – either the road name and house number the problem is closest to or a postcode. This information will help Cumbria Highways locate the fault more easily. If you have a problem with the M6 motorway or a trunk road, contact the Highways Agency on 08457 50 40 30.

Tips for winter drivingIce • Slow down, steer gently and use the
highest gear you can.
• If you have to brake, use short, even applications, not heavy sustained pressure. Look out for other skid traps like frost and wet leaves.
• Always be conscious that ‘black ice’ may occur on winter roads. Black ice is a thin coating of ice on a roadway - while not truly black, it is transparent, allowing the roadway to be seen through it.
Fog • Use dipped headlights, keep your windscreen clear and drive so that you can stop in the distance you can see.
• Use rear fog lights if visibility is less than 100 metres.
Rain • Use dipped headlights, keep your speed down and keep well back from the vehicle in front. If you come to a flood, slow right down but keep your revs high.
Hail • Slow down and use dipped headlights.
• Beware of slush on the road after a hail storm.
Snow • If the sun dazzles, reduce speed and use your visor.
• If your tyres won’t grip, there may be a salt/grit heap or bin nearby. Spread salt/grit in front of your driving wheels and set off in the highest gear you can.
• If you are caught in heavy snow, wrap up warm and stay inside your vehicle if possible.
Be prepared Your vehicle - keep it in good condition at all times and follow this checklist before you go out:
• All lights clean and working, washer bottle full (use a little window antifreeze).
• Clean mirrors and windows inside and out.
• Tyres at the right pressure with plenty of tread.
• Battery fully charged and topped up.
Your journey - don’t take risks:• Watch the weather forecast and try to use
gritted roads, see our map.
• Don’t use roads which are closed - you will put yourself and others in danger and abandoned vehicles hamper snow clearance.
• Tell someone at your destination what time you expect to arrive.
• Do not use a mobile phone while driving. Stop somewhere safe or ask a passenger to make the call.
Your survival kitkeep these things in your car :• Thick jumper, warm coat, boots, thick gloves, blanket,
mobile phone, hot drink in a flask, energy boosting food, cloth, pen, good torch and a shovel.
• If possible, include a tow rope, jump leads, some sand and a solid wooden board for the jack.
• If you have to leave your vehicle to get help, make sure other drivers can see you.
Clearing footwaysWe spread salt/grit onto footways when the forecast predicts long periods of icy weather. We concentrate on the footways with the higher levels of use, which are usually in the main shopping areas of towns. Often, this is done using a pick-up vehicle loaded with salt, which is then spread with shovels.
From this year, we are improving the standard for treatment of footways in main shopping areas. These footways will now be pre-salted in similar timescales to second priority roads, which is within fi ve hours of commencing work.
