HANIS - Background and Objectives

Caring, compassionate and responsive

• Department of Home Affairs captures and stores fingerprints of all citizens and documented foreigners

• Originally stored in manual database, which became large and impractical (approx. 45M records) – DHA decided to automate the processes

• HANIS was commissioned in Feb 2002• All processing performed in terms of manual

database was transferred to HANIS.

• A Back Record Conversion project was initiated (May 2005) to convert the manual records to digital records and store them in HANIS

• Disaster Recovery System added in May 2005• To date approximately 33 million sets of Fingerprints

have been registered in HANIS and 12 million photographs

AFIS Design

• The current Automated Fingerprint Identification System (AFIS) was designed as a Civilian System

• Due to this fact not all the fingerprints are stored within the AFIS. Only those that are used for matching are stored (Thumbs)

• No children’s Fingerprints are stored• Separate databases exist for documented

foreigners• High Availability (DRS Facilities)

AFIS Possibilities of Integration with SAPS

• Potential definitely exists for the amendment of the HANIS AFIS to allow for the integration with SAPS, and also for the searching of crime scene latent fingerprints against the whole of the DHA database

• This will allow for 1:N searching of SAPS data against the DHA data (whether 10 print data, or Latent data)

• 1:1 Verification could also be done through the SAPS network to the DHA system if an ID number is available

• Manual verification (retrieval of FP and Photo) if ID number is available is also possible
