The Potential of the India-Austria Partnership

The year 2011 marks the completion of two decades since the Government of India embarked on a major programme of economic liberalisation and structural reforms. It is a matter of some satisfaction that this process has yielded tangible benefits in terms of a substantial enhancement in rates of growth, expansion of investment and capital formation, productivity increases and improvement in the standard of living of the people. India is fortunate to be endowed with rich human capital and a strong knowledge base. Nevertheless, we remain fully cognizant of the tasks that remain to be completed. Our aspiration for double digit growth is driven by the desire to lift substantial sections of our society out of poverty so that they can share the fruit of the development process.

India‟s paramount interest is to render India‟s growth story an inclusive one. The lack of adequate infrastructure is recognized nationally as one of the serious impediments in achieving our ambitions and is, therefore, the central focus of Government‟s attention. Infrastructure and environment friendly technologies are sectors of direct relevance to Austrian companies with established strength in these areas. A broad overview of opportunities has been presented in this publication.

The global economic crisis has initiated debates on new themes relevant to the world economic landscape. Many new ideas and theories are emerging on how to confront the economic challenges in today‟s complex world. I have no doubt that fundamental economic principles and the dynamics of growth have remained essentially unchanged. Growth and prosperity will come through the momentum provided by technology improvement and innovation. The forces of creative destruction have been an enduring commonality of growth stories all over the globe. New products and processes are outcomes that worked for the benefit of all mankind.

Austrian companies are known for their innovative skills and will surely find immense scope in the opportunities that India provides at this juncture. India is itself nurturing innovation. This is being driven in part by necessity, but also by the entrepreneurial spirit to find newer and better ways to address every issue, to improve products and to turn obstacles into opportunities. I am convinced that the combination of Austrian skills with this Indian spirit will be mutually rewarding.

On India-Austria trade, it is heartening to note that we have been able to mark a fifteen per cent growth in our bilateral trade in the year 2010. This growth is particularly notable as trade did not decline during the crisis year. I hope to see 2011 firmly establishing the growth prospects for our bilateral trade relations. The increase in business delegations from Austria to India clearly illustrates the priority that Austrian companies have given India as one of the top destinations for their future commercial initiatives.

I am very pleased to release this publication on the India-Austria Business Roundtable today. I hope this event will synergize our efforts and enable us to realize the true potential of the India-Austria partnership.

India: Promising Market for Austria‘s Economy

Austria‟s economy is rebooting. Recovery is gaining impetus and strength. Export,

consumption and tourist data for last year already exceeded expectations. The general

mood of businesses and the population is also improving. However, the Austrian

economy still faces challenges in a difficult global environment.

This is why it is all the more important to focus on export, which has been a guarantor

of prosperity and a growth driver for Austria for decades. Hence we intend to optimise

and realign our successful export promotion programme this year: we want to respond

more readily to economic globalisation and further expand Austrian exports to future

markets outside the European Union. As a result of these efforts, Austrian exporters will

become increasingly independent of crises that might erupt in any of the world's regions

and will be better able to exploit opportunities in strongly growing economies such as

India. Another goal is the diversification of products: Austria‟s future focus will be on

exporting high-tech products as well as innovative „green‟ products.

The example of India illustrates the wide range of potential opportunities available

under our new internationalisation campaign: India is one of the most promising

markets for Austria‟s economy owing to the sheer size of its market, its dynamic

economic development and the stability of its business and political environment. For

these reasons, Austria's presence in India has greatly increased in recent years.

Around 500 Austrian companies are currently active in India. The number of Austrian

branch offices and Austrian-Indian joint ventures has risen to 90.

That products and technologies made in Austria are increasingly in demand on the

Indian market is also substantiated by positive export trends. This is particularly true of

machinery and plant engineering, automotive, infrastructure, energy and environmental

technology, electrical engineering and electronics.

European Union trade policy, too, has taken into account the fact that India is

considered a growth engine for the world‟s economy. In mid-2007, negotiations on a

comprehensive free-trade agreement were launched. Signing this agreement will help

to create new opportunities and further expand economic relations.

Innovation as an incubator for Growth

In today‟s world, trade activities have progressed far beyond mere import/export. Business affairs cover a wide spectrum, ranging from cooperation in education and research, extending to the service industry and stretching to areas such as creative industries. An immensely important part, however, is played by innovation as an incubator for growth. Our days India, as one of the technological leaders in areas such as banking via mobile telephone, cheap individual transportation and IT is a good example for the importance of technology as driver for social and economic

development.

Austrian innovative companies have proven to be successful in India with totally different products: while tunnels are designed and built according to the Austrian Tunneling Method (ATM), the Metro trains run on vibration isolating sheets from Austria and an innovative music distribution platform is expanding its customer base with the

latest Bollywood tunes.

Research, technological development and innovation are not only essential for steady economic growth and stable employment trends, they are also necessary in order to meet new challenges such as climate change. Austrian companies have a proven track record in research and development and offer highly innovative products and services

A Technology Officer has recently joined the Austrian Trade Commission in New Delhi, whose role it is to match Indian and Austrian technology firms to interact with universities and Indian research institutions in order to detect areas of mutual interest and cooperation. Furthermore, the Trade Commission of the Austrian Federal Economic Chamber (AFEC) is organizing market evaluation and trend analysis visits to

India in the fields of Biotechnology, Automotive Manufacturing and IT.

I am therefore, very happy that the Indian Embassy in Austria has taken the initiative to publish this brochure on Austrian high-tech companies and thus taking Indo-Austrian

relations to a higher stage, where innovative technologies play an all-important role.

For India, the European Union has been the largest trade partner in the world, big source of direct investment, a major contributor of devel-opmental aid and an important source of tech-nology for some time now. Austria, as a member of the European Union since 1995, is an im-portant link for India in its relationship with Eu-rope, especially with countries of central and Eastern Europe. The global economic crisis of last two years has further underscored the im-portance of taking the bilateral commercial rela-

tionship further towards its high potential.

The first Indo-Austrian industrial collaboration was signed as early as 1956, for supply of steel manufacturing technology for the Rourkela steel plant. Since then, there has been significant cooperation in the areas of infrastructure, rail-ways, manufacturing, metallurgy, automotive industry and environmental technology through a large number of collaborations, know-how transfers and joint ventures. Over 500 Austrian companies are doing business in India, many having representative offices in various sectors of the industry-most of them having joint venture with Indian companies. India and Austria have a Joint Economic Commission for institutional co-operation, the 12th session of which was held in

October 2009 in Vienna.

Trade in Services between India and Austria

Tourism Bilateral Trade in Tourism Services between Austria and India amounted to 37 million Euros in 2009. In 2010, the number of visas issued to Austrians to visit India, totalled 24,757.

Movie-Making Austria, location destination for Indian films. Since early 2000, Austria has become a favourite destination for location shooting by many Indian film producers. The Austrian Alps being the highlight of most of these locations. Cine Tirol, an Austrian company engaged in film production, has assisted around 70 Indian film productions in Austria in the last ten years, including: Yuvraaj, Raju Chahcha, Chal Mere Bhai, Bindaas, Daddy, Dubai Seenu, Okariki Okaru and Tera Meha Saath Rahen.

Ayurveda Congress in Klagenfurt, Austria

For Austria, the first ever International Congress on Ayurveda was organised successfully in Klagenfurt on October 1st-3rd, 2010 by the Austrian Ayurvedic Association and the Chamber of Commerce of Carinthia. The Department of ‘AYUSH’, Ministry of Health and Family Welfare partially sponsored the event and provided its valuable support in sponsoring a few companies for the exhibition as well as sending a delegation led by the Minister of State for Health & Family Welfare, Shri Gandhiselvan. More than 40 speakers presented their papers. Most of the speakers came from Austria and India - there were participants from 10 other countries as well. A book in German entitled ‘Ayurveda as Medicine’, by Dr. Sebastian Mathew and Dr. Gunter Schmidauer was released during the congress.

Austrian Companies actively participating in

Indian projects

◊ Andritz Hydro, a member of the ANDRITZ GROUP, is a global supplier of electrome-chanical systems and services („water-to-wire‟) for hydropower plants and has suc-cessfully completed several hydropower pro-jects for HPSEB and Sawra Kuddu, the first hydropower plant realized by the Himachal Pradesh Power Corporation Ltd (HPPCL). Andritz Hydro had been active in India for more than 100 years and has equipped over 150 hydropower plants totaling more than 11,000 MW. It has an excellent market posi-tion in the fast growing Indian hydropower sector. Recently it has signed a Contract Agreement with HPPCL in April 2010, for the execution of Kashang Hydro Electric Project ( 3 x 65 MW) . The contract value is approxi-mately EUR 25 million. In addition, Jaipra-kash Industries placed an order with Andritz VA TECH HYDRO to supply four erosion-resistant Francis turbines with a total output of 1,200 MW for Karcham Wangtoo Hydro-power Station on the river Satluj. These four

units will also go on-stream by August 2011.

◊ The Austrian construction company Strabag and its Indian counterpart Afcons have jointly been awarded a huge tunnel contract in Northern India, worth a total of EUR 250 mil-lion. The contract was awarded by the Border Roads Organization on behalf of the Indian government. The Strabag share for the con-struction of the Rohtang Pass highway tunnel with a length of 8.8 kilometers amounts to EUR 150 million. Strabag has been active in India for over 10 years, and was currently working on a subway construction project in

New Delhi with its subsidiary Dywidag.

◊ M/S VA Tech Wabag (Feb 2010) is awarded the contract worth EUR 165 million for exe-cuting India's largest sea water desalination project at Nemmeli, 35 Kms south of Chennai by Chennai Metropolitan Water Supply and Sewerage Board with a capacity of 100 mil-lion liters a day. It will be built on DBO basis within 24 months and thereafter 7 year O&M. The company would provide a world class plant based on modern sea water reverse osmosis technology, which converts sea wa-

ter into fresh potable water.

◊ Austria Technologie & Systemtechnik Ak-tiengesellschaft (AT&S), Austrian manufactur-er of Printed Circuit Boards started its opera-tions in India in 1989 . At present, it has a modern facility at Nanjangud, Mysore, Karna-taka. Initial investment was around US$ 60 million and with its expansion plan additional investment for new technology required for telecommunication and mobile devices is es-

timated to US$200 million.

◊ Lenzing AG - an Austrian fiber producer, would invest around EUR137mil in its new facility, a viscose fiber plant 70 kilometers south of Mumbai in India. The plant shall start doing business by the beginning of 2013, with an initial annual production capacity of 60,000 tons and raising to 240,000 tons within 10 years. The plant would create 2,000 new jobs and infuse USD 330 million into the Indian economy within five years as stated by Mr. Dieter Eichinger, responsible for Lenzing‟s textile business in India. Though India is the world‟s second largest textile and fiber pro-ducer, cellulose fibers constituted only 4% of India‟s textile production at present, but had

the biggest potential growth.

◊ The Austrian construction company An-gerlehner has set up its own production plant at Sankrail Industrial Park in Dulagarh, Kolka-ta, to serve their trenchless pipe rehabilitation projects in India with new GRP liners. The in-house produced liners are manufactured on an imported, fully computer-controlled fila-ment winding machine. The production plant has a capacity of up to 750 tons of GRP ma-terial per month when running on 24/h opera-

tion.

◊ GEOCONSULT, a globally operating Consult-ant Engineers company has opened its sub-sidiary M/S GEOCONSULT India Pvt. Ltd. The Austrian company GEOCONSULT has been working in India since many years and has a substantial track record in India, like for example the ongoing Pir Panjal Rail Tunnel project, design and consultancy services for Delhi Metro Phase I and Phase II and the Strategic Crude Oil Storage project in Visha-

khapatnam.

◊ Alba Tooling & Engineering GmbH- Situated in Greater Noida, had signed a Joint Venture with Indian company Power Spack for the manufacture of automotive seating systems for the automotive industry in 2009. The Aus-trian ALBA group focuses on the tools manu-facture, mould making and mechanical engi-neering for PUR (polyurethane) foam technol-ogy. PowerSpack is a leading manufacturer of a diverse range of world class seating sys-tems, PU foam pads and seat suspensions. It is a multi-locational enterprise having fully integrated facilities at Greater Noida, Nasik, Pune, Vadodara, Chennai and Rudrapur hav-

ing a steady growth in India and abroad.

◊ The Vienna-based Gebauer & Griller Kabel-werke GmbH sets up its Indian subsidiary in October 2010 in Bangalore under the name of “GG Cables and Wires India Private Limited” focusing production of cable harnesses and cable assemblies for the elevator and escala-

tor industry.

◊ With last reported EUR 852 mil in revenues, the Austrian company Plansee reports the importance of being present in emerging mar-kets. The company has the majority of shares of the Indian company Wolfra-Tech Pvt. The 150-employee-large company produces fine wires and evaporator coils. With this strategic positioning, the company already plans fur-

ther acquisitions in the Indian market.

◊ Following the acquisition of the US truck and lifting platform manufacturer ETI in March 2010, Palfinger decides to turn its focus from America to the Russian and Indian markets. Already represented in India, Palfinger plans include the conclusion of the marine crane factory and beginning of its activities still this year. This year‟s company‟s profits amount EUR7.3mil, after a loss of EUR8.04 in 2009. Their turnover increased by 10.5% to EUR297.4mil.The Austrian manufacturer of hydraulic lifting, loading and handling systems has established an assembly facility in Chen-nai to develop truck-mounted cranes. This is the company‟s second assembly unit in Asia after China. The company has invested about EUR1.3mil in the 4000m2 facility at Poo-namallee to assemble nearly 200 cranes an-

nually.

Acquisitions/Investments by Indian

companies in Austria

The Indian yarn maker Oswal Group took

over its Austrian joint venture partner, the Vorarlberg textile firm, FM Hammerle in 2008. Founded in 1836, F.M. Hämmerle Nfg GmbH was once Austria‟s largest textile firm. It was acquired by Indian Vardhman, which had been in a joint venture with it since March 2006. It entered bankruptcy proceedings on 31 July

2008 with debts of EUR 6 million.

Bajaj Auto Ltd. has bought a 14.55% equity

from KTM Power Sports AG, the Austrian sports motorbike manufacturer in 2008. The acquisition has been made through its Dutch subsidiary, Bajaj Auto International Holdings BV. Bajaj Auto, India‟s second-largest motorcycle producer has been looking to establish itself as the leader in the premium bike segment through constant efforts in R&D, as well as through upgrade of the consumer to higher capacity bikes. The alliance has given Bajaj Auto a much needed access to KTM‟s

intricate engine technology.

The VA Tech Wabag Ltd, the Indian subsidiary till 2005 and an ICICI Venture company had acquired VA Tech Wabag GmbH, Austria in 2007. In India the firm has the presence in areas covering municipal and industrial wastewater treatment, operation and

maintenance in the public and private sector.

India's Shilpa Medicare bought Austria's LOBA Feinchemie, a privately owned firm that provided specialty active pharmaceuticals ingredients, organic intermediates and

biochemical diagnostics in 2006.

Club Mahindra Holidays made its first

overseas acquisition by buying the 97 room 4

-star Hotel Bon Alpina in Innsbruck in 2006.

In 2005 the Wipro Technologies, the global

IT services arm of Wipro Limited, acquired the Austrian firm NewLogic, a semiconductor design services company with intellectual property (IP) cores for complex wire

applications like Wireless LAN and Bluetooth.

The Amalgamated Bean Coffee Trading Company Ltd (ABCTCL), which owns the

popular retail chain, Café Coffee Day opened

its fourth outlet in Vienna in November 2008.

Promising Areas for India-Austria Partnership Growing at an annual average rate of 8.8 percent during 2003-04 to 2007-08, India emerged as one of the fastest growing economies of the world. After facing a brief slowdown in its growth momentum attributed to the global financial meltdown, the economy has rebounded to its pre-crisis growth trajectory once again. Indian economy is expected to grow at a robust rate of 8.6 percent in 2010-11 and clock a higher rate of 9 percent in 2011-12. One of the remarkable facts about our economy is that it is domestically driven. While our economy is increasingly getting integrated with the global world and our exports are rising, however they still account for only about 17 percent of our GDP. In case of China, this is just the opposite. The dependence of their economy on exports is

manifolds higher than that on domestic demand.

Analogous to the resilient Indian sentiments, the international agencies have also remained equally bullish on India‟s economic future. A recent report by Morgan Stanley, „India and China: New Tigers of Asia, Part III‟ projects that by 2013-15, India will overtake China‟s economy in terms of GDP growth rate. Moreover, the size of the Indian economy is expected to be over

$6tril by 2020 as compared to $1.2tril in 2009.

A large and growing domestic market, a vast pool of technically qualified manpower, conducive legal framework and strong regulatory institutions governing both the financial economy and the real economy have enabled India gain considerable investor focus thereby making it one of the most promising investment destinations. The country is at the top of the 2009 AT Kearney’s Global Services Location Index and is also placed among the top 3 investment destinations according to AT Kearney‟s latest Global FDI Confidence Index. UNCTAD‟s World Investment Prospects Survey 2010-12 ranks India as the second most

preferred destination among foreign investors.

A demographically young India and a large and growing middle class population are the key drivers of the India‟s large and growing domestic market. Our large and growing middle class

population, slated to increase from about 5 percent of the population in 2005 to almost 40 percent in 2025, would turn India into the 5th largest consumer market by 2025. And it is this market which has attracted the attention of many foreign investors. In fact, as pointed out in FICCI‟s FDI Survey 2010, buoyant domestic market growth rate - an inherent strength of our economy - has been one of the main attractions

for FDI companies in India.

'Made in India...value for money' Paradigm.

Wealth at the bottom of the pyramid along with the emergence of a rapidly rising Indian middle class has created newer avenues of entrepreneurship and innovation. On one hand, there is a need to provide for the basic needs of water, electricity, housing and healthcare for rural India. crossed the USD 3 billion mark in FY10 (including bio-services and bio-informatics), registering a year-on-year growth of 17 percent and a threefold growth in five years. An excellent example of inno-vating for the rural masses is Go-drej‟s Chotukool refrigerator. It is a compact, cheap, energy efficient, battery operated refrigerator de-signed for the Indian villages which do not have a reliable

GE has innovated an ECG ma-chine, MAC 400 to serve the rural market. This ECG is portable and costs about Rs 50,000 (USD 1,000), a fraction of the cost of the appliance-sized premium ma-chines sold in the US and other developed nations.

Microsoft India has undertaken initiatives like language interface packs in 12 Indian languages. Al-so Windows Live, includes e-mail, instant messenger, online storage, photo gallery and social network-

ing in seven Indian languages.

LG captured the rural market of India by launching low priced color TV range “Cineplus” and “Sampoorna”. At USD 65 and USD 107 respectively, the sets were priced slightly higher than the black-and-white televisions that other manufacturers were selling in rural markets. LG was also the first to offer gaming with its cut-price TVs and menus in English and Hindi. Now LG has refrigerators, washing machines and microwave ovens targeted at price-sensitive consumers sold from hundreds of retail and distrib-utor outlets across the hinterland, with rural markets contributing 40% of its revenue in India.

Infrastructure. The infrastructure sector has

gained significant focus in the past few years and bridging the gaps in the infrastructure sector continues to be one of top priorities of the government. The government envisages increasing investments in infrastructure from about 5 percent in 2004-05 to 9 percent by 2012. Total investment during Eleventh Five Year Plan (2007-2012) is projected at USD 515 billion and during Twelfth Five Year Plan (2012 – 2017) at USD 1 trillion. The private sector is being encouraged and its share in investment spending is estimated to go up to 50 percent. Public-Private Partnerships are being encouraged in the Infrastructure sector. With the availability of large size infrastructure projects, stability in policy environment and fairly liberal regulations, the investors can reap good returns on their investments in the infrastructure sector of the country. This also opens up the case for technology flows to India as we look to build green and smart cities, technology to meet the

needs of security, transportation & logistics etc.

Communication and IT. The rapid

emergence of the information and communication technology (ICT) sector has placed India on the global stage during the last one and a half decades. The Indian IT sector

grew at 12 percent in 2009 and its aggregate revenue reached US$ 71.76 billion. The telecommunications sector is also one of the fastest growing sectors with over 15 million new subscribers being added to the network every month. The most recent estimates made available by CSO show that the share of the ICT sector in total GDP has risen from 3.4 per cent in 2000-01 to 5.9 per cent in 2007-08. Opportunities for investments in newer avenues of value added growth like Intelligent Transport Systems, E-commerce, E-logistics, E-

governance, E-health and E-Education etc.

In conclusion. India‟s long term economic

Challenges and Opportunities

Indian Infrastructure Landscape

Airports. Civil aviation traffic has been consist-

ently growing for over 15 % growth rates in the past five years in India and in the coming years the trend would be the same, given the increase in industrial activity and rise in per capita income levels. This will create significant demand for air travel requiring capacity addition in both existing airports and creation of new airport infrastruc-

ture.

The Ministry of Civil Aviation has been one of the principal proponents of PPPs in airports in-

frastructure development. More than €4 billion has been invested by the private sector in the development and modernization of airports in Delhi, Mumbai, Hyderabad and Bangalore since 2006. It is worth noting that Hyderabad Interna-tional Airport has been ranked first and Delhi In-ternational Airport the forth in their respective categories in an international ranking done by the Airports Council International (ACI) of the best airports in the world recently in February

2011. At the small town level Mangalore, Madu-rai, Coimbatore airport projects have been com-missioned. Others such as Lucknow, Varanasi are nearing commissioning. Many regional air-port terminals are being upgraded by Airport Au-

thority of India (AAI) at investments of over €2bil.

Government policy is facilitating private partici-pation in green-field airports, non-metro airports, ground handling, air-cargo infrastructure and MRO facilities (Maintenance, Repair and Over-haul). Private players like Boeing and EADSR are already developing MRO facilities in partner-ship with airport developers and airlines. Gov-ernment has also taken steps to build institution-al capacity to meet the challenges of growth. These include upgrading air navigation technolo-gy, expanding the number of ATCs and staff training, all of which are intended to enhance the efficiency and effectiveness of air navigation ser-vices. Similarly, government is also investing for strengthening flight training academies at Rae Bareilly and Gonda to meet the increasing need

for trained pilots.

Roads. National Highways Authority of India

(NHAI) has made efforts in expanding project development and has awarded more than 60 projects already in the current fiscal year with further plans to award 6000 km of road building in the remaining part. Currently government pol-

India‟s rapid economic growth places intense demand on its physical infrastructure. According to official estimate from the Ministry of Finance, country‟s GDP growth can be two percent higher but for the shortcoming in infrastructure. Quite clearly development of infrastructure is on high priority of the government‟s agenda. To sustain India‟s growth story, the government has set a target of increasing total investment in infrastructure from around 5% of GDP in 2006-07 to 9% by 2011-12. Given the constraint of budgetary support for such investment, the

expectation is that 30% of the required investment would come from private investment.

The 11th Five-year Plan (2007-2012) envisages an overall investment of about €400 billion in

physical infrastructure. There has been shortfall of 15%-20% from the projected investment in Power, Roads and Railways sectors in the first three years of the plan period. The deficit in the Ports segments is even larger to the tune of 50%. This has been noted with concern and the gov-ernment is making concerted efforts in handling the main reasons for this shortfall. The key issue to be addressed is the creation of successful Public-Private Partnerships (PPPs) to accelerate the infrastructure development. In the following we provide a glimpse of key sectorial opportunities

icy allows 100 per cent FDI in roads, 100% in-come tax exemption for 10 years and Viability Gap Funding (VGF) of up to 40% for BOT pro-jects. Highway concessions now allow 100 per cent exit option for promoters two years after commercial operation, provides for an assured rate of return on new investment towards capaci-ty augmentation of maintenance in operating concession and up-front grant of up to 40 per

cent.

Government has also planned to develop access control greenfield expressway corridor through private sector participation. About 18000 km of expressways have been identified for develop-ment by 2022. As the targets are ambitious, the road sector would need to attract more develop-ers and investors – domestic and foreign – to meet the capacity deficit. Government is com-mitted to address the challenges of expeditious approval process, designing innovative financing mechanism and enhancing the construction ca-pabilities both in terms of skilled manpower as

well as equipment and proper technology.

Railways. Indian Railways has continuously

added railway transport capacity through budg-etary funding and its own internal accrual without relying heavily on private financing. The Railway Ministry has taken several initiatives to attract private sector participation. The Dedicated Freight Corridor (DFC) between Delhi and Mum-bai is the flagship project of Indian Railways.

DFC will require about €8 billion of investment and will be financed through a joint initiative of the Government of India and Japan. The DFC will form the backbone of the proposed Delhi-Mumbai industrial corridor and is expected to throw up significant opportunities in infrastruc-ture development in Railways, Roads, Urban Transport, Power and Logistics infrastructure

under PPP framework.

Indian Railways also plans to modernize 50 sta-tions to world class stations through PPP. Fea-sibility studies of these stations are already on the way and the projects are likely to be up for bidding this year. Indian Railways is also plan-ning to set up production units such as Diesel Loco manufacturing at Marhowra, Electric Loco manufacturing at Madhepura, Axle manufactur-ing at New Jalpaiguri and Wagon manufacturing units at Guwahati and Haldia – all under the

PPP framework. Bidding processes for these projects are already underway. Apart from the-se, Railways Infrastructure for Industry Initiative (R3I) policy is aimed at attracting private sector participation in providing railway connectivity and the Private Freight Terminal (PFT) policy is aimed at enabling development of networking of

freight terminals for private investments.

Ports. Over the last decade, the total traffic has

grown up nearly two and half times across all ports. Capacity utilization at major ports has continued to remain high at 90 per cent whereas non-major ports have shown 76% capacity utili-

zation.

The National Maritime Development Pro-gramme (NMDP) for expansion of port capacity and project Setu Samundram (bridging of the Palk Strait in Southern India to facilitate maritime trades) are the two projects undertaken for the development of ports and Maritime infrastruc-ture. The NMDP, which was announced in

2005, envisages an investment of over €15 bil-

lion comprising of 387 maritime infrastructure projects of which 276 are to be completed by

2012 and another 111 by 2015.

New opportunities for private players exist for the development and operation of terminals at major ports as well as development of green-field ports. The conducive regulatory environ-ment exists with policies such as up to 100% FDI under automatic route; 100 per cent income

tax exemption for 10 years.

Power. India‟s average energy deficit during

the last decade has been over 10 per cent. Out of its total capacity addition of 78000 MW in 11th Plan, 58000 MW is thermal, 16000 MW is Hydro and the rest is nuclear. In the forthcoming plan another 80000 MW of capacity addition has been envisaged of which Gujarat and Maharash-

tra will capture 6000 MW each.

Financing these investments would be a chal-lenge as two third of the investment must come from the private sector. The good news is that there is lot of interest among private industry players. The earlier portfolio of Power Financing Corporation (PFC) represented only 7 per cent loans to the private sector which now stands at

22 per cent.

Private equity investment in the power sector has also risen to 13 per cent. Government has also approved up to 100 per cent FDI in this sec-tor. Income tax holiday for a period of 10 years in the first 15 years of operation and waiver of capital goods import duties on mega power pro-jects is also allowed to encourage private invest-

ment.

Urban Infrastructure. The urban sector

presently contributes about 62 per cent of the GDP which is expected to increase to 70 per cent by 2021. Urbanization is a natural outcome

of a growth. However, urban and civic infra-structure has remained under-developed in most

cities.

While many Urban Local Bodies have supported the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) agenda on municipal re-forms and have taken initiatives in structuring and implementing city level projects, there has been limited success of PPPs in urban infra-

structure development.

Government is addressing the challenge by fo-cusing on capacity building and developing bankable projects based on successful experi-ence in some of the projects. Some of these successes have been achieved in creating infra-structure for urban public transport in some cit-

ies.

The impetus to development of satellite cities alongside major cities has also been recognized as a major way forward for more distributed de-velopment throughout the country. Improved urban public transport would help address this

challenge.

Government is focusing in pur-suing the right initiative from a policy perspective to push the infrastructure growth challenge. It is also addressing the chal-lenges in developing innovative financing institutions through development of corporate bond markets and by developing bi-lateral partnerships with the interested countries for invest-ing in India‟s future growth.

The need for addressing this area is evident if one compares the ratio of the corporate and government bonds markets in various countries of Asia. While in India the ratio is 1:9 in favour of government bond market size; for China it is 2:8; for Malaysia and Singapore it is 4.5:5.5 and for South Korea it is 5.5:4.5. Quite clearly there is lot of scope for enhancing the Indian corporate bond mar-ket size. This would take its time but the signs are already

in the positive territory.

India and the United States have proposed to set up a ded-

icated US $10 billion Infrastruc-ture Debt Fund to fund capital investment in the infrastructure sector. The dedicated Debt Fund would finance projects in Power, Telecom, Railways, Ports & Airports, Agriculture, Food & Food Processing in-dustry apart from scaling of ru-ral infrastructure. Investment banks, financial institutions and large companies from the US have committed to invest in this fund proposed by India. There has also been an indication about a ten-fold increase in the overall corpus of the initial

fund.

Austrian Hi-Tech Industry Profiles & Opportunities Automotive. The development of Austria‟s

automotive supply and production has grown into a major economic contributor with high export quota. The automotive industry is one of Austria‟s main industrial sectors, producing 2.5 million engines and gearboxes, 248.000 passenger cars, 69.000 motorcycles, 26.650 heavy goods vehicles and 26.000 trailers and tractors annually. 87% of this production is exported. 700 companies in the industry count

with a workforce of 175.000 employees.

Austria has also been a long-term location for the automotive components industry. After the end of World War II, Austria specialized in the manufacture of automotive components only. After 1990, the country started manufacturing cars again. The highly-specialized automobile and automotive component industry already account for more than ten per cent of the country‟s total output of physical goods. Highly specialized firms, rich suppliers of know-how, and outstanding achievements in the fields of research and development are the boosting

factors.

Close cooperation between manufacturing bases and research institutes in the development of new products, also known as the cluster model, is one of the special reasons for the success of this industry. Underground Perspective of Indian Megacities Future Active in various business fields of construction, Angerlehner has its core competences at the international market in the water and sewerage sector. Focusing on construction of wastewater treatment plants and trenchless pipeline rehabilitation, the portfolio for the water supply cycle is perfectly supplemented by its in-house

production of GRP liners.

With eyes on the international market, Angerlehner has early uncovered the issue of aged and deteriorated sewerage systems in former British settlements such as India. In megacities like Kolkata or New Delhi, the application of open cut construction of the sewer system is impossible due to their overpopulation

Three years after completion, Angerlehner signed two major contracts in New Delhi for the rehabilitation of more than 10 kilometer of sewer lines, which have been meanwhile successfully completed . Nearly at the same time, a further contract was awarded in Kolkata for rehabilitation of nearly 6.100 meter sewer lines, followed by a second one for about 4.000 meter. The first contract in Kolkata is already successfully completed and

shall be classified of particular importance to the company due to its contract value (of about INR 116 crore) and size of the sewer lines, constituting one of the largest egg-shaped diameters (2210/2857mm) ever rehabilitated in Angerlehner history. The second contract in Kolkata also shall be completed by end of 2011.

Upcoming projects are already expected.

In response to the demand of egg- shaped GRP liners, a pipe production unit was installed in Dhulagarh Industrial Park, which is ISO 9001:2008 certified. On an area of nearly 10.000 m², liners of all needed sizes and shapes (also special profiles like arch profiles or Y-forms) are

produced.

Despite the struggle with the cultural gap in the beginning, Angerlehner has gotten used to the Indian culture meanwhile and is proud of the well-established business relation-ships. The efficiently working local project offices employ 25 local management staff and up to 500 workers and sub-contractors in peak times.Angerlehner can be deemed as a specialist in Indian sewer rehabilitation and the country itself will remain a future hot spot for the company group. public universities, 12 private universities, 21 universities of applied sciences, more than 30 specific research promotion programs, close to 2000 projects annually targeting corporate research, more than 1,000 non-university research facilities and numerous R&D headquarters. As a result, research and development is an important economic factor in Austria. Since the year 1998, research expenditures have climbed by an average of 8%. The country is in the top ranks of Europe‟s research landscape, featuring a research quota of 2.76%, which corresponds to investments of about EUR 7.65 billion. Moreover, Austria has even more ambitious plans for the future. It intends to raise its R&D quota to four percent by

the year 2020.

The transformation of Austria into a research and technology-based location was initiated in the middle of the 1980s. This process has been supported by a national research policy exploiting and focusing on existing strengths, providing tax incentives for research and promoting the cooperation of the scientific and business communities in a targeted manner based on the implementation of competence and

excellence programs.

R&D: Motor of change. Austria has

developed a high level of internationally acclaimed innovative prowess in the fields of environmental technology, ICT, medical engineering, life sciences and biotechnology – benefitting from its geographical location, its educational system and last but not least, its high quality of life. All these sectors boast a longstanding tradition in science and industry. They have emerged as dynamic forces driving the country‟s emergence as one of Europe‟s most attractive research and technology

The cooperation between research and industry is considered to be the guarantee for a successful innovation system and competitive economy. Austria has realized the importance of expanding this cooperation in cutting-edge

technological fields. Based on its funding initiative “COMET – Competence Centers for Excellent Technologies“, Austria‟s research and technology policy is sending a unique message to Europe focusing on the links established between science and industry. The aim of the COMET program is to strengthen the cooperation between companies and the scientific community, bundle research competencies in high-value research and technology fields, and promote the commercial realization of the resultant findings. COMET explicitly focuses on expanding scientific excellence within the context of the specific research strengths of a country, integrating

Today more than 1,500 people from science and industry work on jointly defined research programs at an internationally competitive level at 46 competence centers throughout Austria. Companies, colleges and universities of applied sciences, research facilities and transfer institutions devote their efforts to cutting-edge issues such as tailor-made, individualized cancer therapy, the optimization of environmental technologies in the field of renewable energies or the research and development of technologies for future communications systems. On balance, the COMET program financed by the Federal Ministry for Transport, Innovation and Technology and the Federal Ministry of Economy, Family and Youth and coordinated by the Austrian Research Promotion Agency FFG will make a total of EUR 500 million in public grants available during the duration of the

initiative (2006-2019).

According to the Austrian Research and Technology Report 2009, the non-university research (the “cooperative sector”) ranks among the fastest growing fields of Austria‟s research landscape, with R&D expenditures quadrupling in less than 10 years. Close to 50% of direct public funding has been destined for the cooperative sector. Facilitating Investments in India Invest India is the official Investment Facilitation Agency for India, a joint venture of the Ministry of Commerce and Industry with the Federation of Indian Chambers of Commerce and Industry (FICCI). It acts as the first reference point for any investor interested in India. It assists investors in identifying and realizing investment opportunities and in setting up business by making available sector-wise consultants and coordinating with the state government.
