REPORT: Injuries in Racing Greyhounds

INTRODUCTION Four years ago, the Massachusetts Legislature overwhelmingly approved chapter 139 of the acts of 2001, requiring area dog tracks to begin reporting on injuries sustained by racing greyhounds. This requirement now appears as MGL Chapter 128C, Section 7A.

The following is a review of the reports submitted by track licensees to the State Racing Commission for the calendar years 2002, 2003 and 2004.

481 TOTAL RACING INJURIES During this initial three-year period, nearly five hundred injuries were reported at Wonderland and Raynham-Taunton Greyhound Parks.

The most common injuries were broken back legs, fractures and dislocations. Other reported injuries included cardiac arrest, spontaneous seizures, sudden collapse before or after racing, spinal cord paralysis, severed tails, bleeding toes, lacerated eyes, a puncture wound and a broken neck. A total of 28 greyhounds died or were reported euthanized.

COMPARISON OF INJURIES AT WONDERLAND & RAYNHAM-TAUNTON GREYHOUND PARKS While the types of greyhound injuries at the two racetracks were similar, more injuries occurred at Raynham-Taunton Greyhound Park than at Wonderland.

COMMON CAUSES OF INJURIES The most frequent causes of reported greyhound injuries involved racing dogs bumping or hitting one another, dogs knocked down, or dogs hitting a rail or pole on the track surface.

RECOVERY PERIODS A total of 280 reports (58% of submissions) specified an estimated recovery time. Based on these reports, the average recovery rate equaled 28.7 weeks.1

An additional 76 reports failed to specify an estimated recovery time, but noted that dogs either:

Suffered “career-ending” injuries

Were euthanized

Died while racing

The reported recovery time for injured racing greyhounds varied significantly at the two racetracks. On average, the estimated recovery time for dogs was significantly higher at Raynham-Taunton than at Wonderland.

CONCLUSION On average, 160 greyhounds are injured each year while racing in the Commonwealth, more than three per week.

Based on average recovery times, the number of career-ending injuries, deaths while racing, and euthanasias reported, most greyhound injuries appear to be of a serious nature.

ADMINISTRATION OF THE GOVERNMENT

TITLE XIX. AGRICULTURE AND CONSERVATION

CHAPTER 128C. SIMULCAST WAGERING OF HORSE AND DOG RACING

Chapter 128C: Section 7A Records regarding injuries incurred by racing greyhounds; penalties

[ Text of section effective until December 31, 2005. See 2001, 139, Sec. 45. See, also, 1992, 101, Sec. 13 as amended by 2001, 139, Sec. 39.]

Section 7A. The racing commission shall adopt regulations governing injuries incurred by racing greyhounds while they are racing in the commonwealth, including schooling races. The commission shall maintain accurate records and statistics regarding the injuries. The records shall include the following:--

(1) the greyhound's registered name and right and left ear tattoo numbers;

(2) the owner, trainer and kennel operator's name, business address and telephone number;

(3) the color, weight, and sex of the greyhound;

(4) where the injury took place on a race track or other area;

(5) if the injury occurred while the greyhound was racing, the race track where the injury occurred, along with the distance, grade, race and post position when the injury occurred; the weather conditions, time, temperature, and track condition when the injury occurred; the specific type of injury, the cause of the injury, the estimated recovery time, and the location of injury on the greyhound.

All injury forms shall be completed and signed under the pains and penalties of perjury by the race track veterinarian, whose signature shall be witnessed by a designated representative of the state racing commission. Whoever knowingly makes a false written statement on an injury form shall be punished by imprisonment for up to 2 years and by a fine of up to $2,500, or both. A person found guilty of knowingly violating this section for a second or subsequent offense shall be punished by imprisonment for not less than 1, nor more than 5 years, or a fine of not less than $5,000, or both such fine and imprisonment. Disposition and injury records created and maintained under this section shall be maintained by the state racing commission for a period of 7 years and shall be made readily available to the public upon oral or written request.
