Information Technology (IT)
Information Technology (IT) decreased the overall number of measures this past year as we continue to improve focus on the most meaningful issues. In terms of year-to-year data relevance, we saw the highest level of year-to-year correspondence in the data than ever before. The collection and validation of baseline measures, such as defining the scope of the IT department and the presence of IT governance, sets the stage for more accurate agency-to-agency comparisons. This also means agency year-to-year self-assessments can be conducted with a higher level of confidence.
In this year’s data we see clear correlations in demand and supply factors. For example, the number of employees in the “service population” supported by IT has increased as the result, so it appears, of a greater percentage of IT staff reductions than reductions in the “service population”. The other half of this equation is the change in infrastructure resource management (i.e. servers) supported by IT. Two years ago, we started monitoring the number of physical and virtual servers. Virtual servers are less labor- intensive than physical servers and can therefore redistribute workforce capacity to support the expanded “service population”. Although some organizations continue to add physical servers, more than 60% of agencies are in the process of making the change to virtual servers. The virtual server adoption practice among these agencies is high and aggressive; a great reflection of enlightened IT management.
