Members of administration are responsible for the management and
daily operation of the N.C. Department of Agriculture and Consumer
Services. The Commissioner is an elected state government official who
oversees the enforcement of many regulatory programs which protect and
promote the health, safety and welfare of all the residents of North
Carolina, in addition to working with the General Assembly to promote
the enactment of legislation beneficial to agriculture.

The Agricultural Statistics Division collects, prepares and disseminates
a regular series of official crop, livestock and price estimates, along with
other statistics relative to agriculture in North Carolina and the nation.
The division is also responsible for conducting the Census of Agriculture.

The Agronomic Division provides four services to the citizens of North
Carolina. Soil Testing analyzes soil samples for lime requirement and
nutrient content. Nematode Assay identifies species and quantities of plant
parasitic nematodes in soil samples. PlantAVaste/Solution Analysis
identifies nutrient toxicities and/or deficiencies in plant tissue. It also
assesses the nutrient status of solution water, irrigation water, and agricul-
tural, industrial and municipal wastes to determine their suitability for use
in agricultural production. These three testing services offer recommenda-
tions to improve agricultural efficiency and protect natural resources. The
Field Services Section, through the efforts of regional agronomists, helps
growers solve problems and implement recommendations in cost-effective
and environmentally sound ways.

The Aquaculture and Natural Resources Division provides assistance
to the public in matters of aquaculture, environmental regulation and
natural resource management, and provides a liaison with farmers,
producer organizations and other agencies. The division also licenses
aquacultural operations and provides financial planning assistance to
aquaculturalists within the state.

Fiscal Management is responsible for all business affairs of the N.C.
Department of Agriculture and Consumer Services. These include
preparation and management of departmental operating and capital
improvement budgets, coordination of capital improvement projects,
department level accounting, purchasing, revenue audits, internal audits,
property management and leases, and collection of assessment revenues
for commodity associations. This unit also manages the N.C. Rural
Rehabilitation Corp.

The Food and Drug Protection Division assures consumers that foods,
feeds, drugs, cosmetics, pesticides and antifreezes are safe, wholesome
and properly labeled. Statewide inspections and chemical analyses offer
protection against unsafe, deceptive and fraudulent products.

The Food Distribution Division requisitions, stores and distributes U.S.
Department of Agriculture donated foods. The division distributes these
products to schools, food banks, disaster relief agencies, charitable
institutions and needy households. The number of approved recipient
agencies is currently 547. The dollar value of USDA-donated foods is
approximately $25 million annually.

The Marketing Division promotes the sale of North Carolina products,
develops and expands markets, reports farm market prices on major
commodities, and determines and certifies official grades of farm prod-
ucts. The division promotes sales of commodities, value added products
and forestry products internationally in Europe, Latin America, Asia and
the Middle East. The division organizes special livestock sales; arranges
buyer-seller contacts; provides marketing advice and assistance to produc-
ers, processors and handlers; and administers the N.C. Egg Law and the
Farm Products Marketing and Branding Law. The division also operates
regional farmers markets in Asheville, Charlotte, Greensboro and Raleigh.
The Marketing Division has regional fruit and vegetable marketing
offices in Asheville, Elizabeth City, Kinston and Roseboro. In addition,
the division organizes and manages the N.C. Mountain State Fair at the
N.C. Western Agriculture Center. The division also operates a new horse
facility in Williamston. The Goodness Grows in North Carolina marketing
program and the Flavors of Carolina food shows are also handled and
maintained by the division.

The Personnel Services Division is responsible for providing support to
the department’s divisions in the areas of personnel administration. These
areas include recruitment; interviewing and placement; personnel records
management; policy development; employee relations, training and staff
development; salary and wage administration; affirmative action; benefits
processing and management, safety and health; and managing a position
classification system.

The Plant Industry Division’s three sections, Seed, Fertilizer and Plant
Protection, are responsible for ensuring accurate labeling and product
quality of seeds The Seed Section assures that seeds offered for sale in the
state are truthfully labeled for germination and purity and are adapted for
use in our state. The Seed Section’s Seed Pathology Laboratory tests for
Karnal bunt of wheat and endophyte of tall fescue. The Fertilizer Section
assures manufacturers, distributors and consumers of the quality and
quantity of all commercial fertilizer, agricultural liming material, land-
plaster and soil additives sold in North Carolina.
The Plant Protection Section protects plant, plant products and benefi-
cial organisms from the adverse effects of pests, conserves endangered or
threatened plants, and enhances honey bees and other beneficial organ-
isms. The Plant Protection Section inspects nurseries and sod farms and
conducts survey, control and eradication programs for plant pests.

The Public Affairs Division is responsible for disseminating pertinent
information to the public through news releases and other media contacts.
Media questions may be directed to this division or channeled to the
proper individual if further expertise is required. The division handles
media relations and publicity associated with the N.C. State Fair. Public
Affairs is also responsible for publishing The Agricultural Review, a
monthly agricultural newspaper sent to more than 65,000 subscribers.

The Research Stations Division maintains and supervises 15 research
stations (nine owned by NCDA&CS, six owned by N.C. State University)
and three state farms (owned by NCDA&CS). These facilities are located
throughout the state to offer the most diverse growing conditions. Re-
search station personnel cooperate with scientists at land-grant universi-
ties to develop new agronomic products, improve livestock and poultry
breeds and develop better management practices. Research is done on
conventional and new crops. The division operates state farms, which are
used for research, teaching and demonstrations. NCSU and NCA&T
scientists conduct research on all research stations and farms.

The Standards Division is responsible for testing all commercial
weighing and measuring devices to ensure their accuracy; checking
packages to ensure they contain the stated net contents; testing motor fuels
for compliance with guaranteed quality specifications; inspecting LP-Gas
and anhydrous ammonia installations for compliance with safety codes;
and providing precision mass, volume, temperature and length standard
calibrations.

Each October, people of all ages congregate in Raleigh to participate in
one of the largest agricultural fairs in the United States. Exhibits of
homemaking skills and 4-H projects, as well as livestock competitions and
entertainment, draw both rural and urban crowds. During non-fair time,
fair buildings and grounds are rented to provide capital to operate the
fairgrounds at a break-even point and to fund ground improvements.

The Structural Pest Control Division protects public health and safety
by regulating the structural pest control industry and pesticide products
used. The division licenses and certifies both commercial and non-
commercial operators and administers laws governing the industry. Ter-
mite and other pest control treatments are inspected to prevent deception,
fraud and unfair trade practices and to assure high quality workmanship.

Dr. David T. Marshall, Director of Meat and Poultry Inspection
Veterinary and animal inspection services fall under the jurisdiction of
the Veterinary Division. From outbreaks of pseudorabies to brucellosis,
the veterinarians monitor diseases and administer animal health programs
in North Carolina. Division inspectors regularly visit processing and
slaughtering facilities in the state to assure cleanliness of the operation
and wholesomeness of the finished product. The division also administers
the Animal Welfare Act.
