    DIVISION OBJECTIVES

    To provide quality customer service to a range of internal and external clients, includingratepayers, residents and the general public and to provide general administrative andspecialised support to the Lord Mayor, Aldermen and the Divisions of Council.

    GROUP OBJECTIVE:To strategically plan and deliver or procure road, traffic, parking, stormwater, waterways,facilities and essential services in an efficient, effective and sustainable manner for thecurrent and future needs of the community.

    KEY FUNCTIONS AND RESPONSIBILITIES:

    The key functions and responsibilities of the position are to:

    Undertake strategic planning for the Civil Works Unit. Assist with the development and implementation of future capital works projects and

    associated funding requirements. Prepare Workplace Health & Safety documents associated with capital works. Manage works crews and subcontractors to ensure activities can be performed

    safely, in accordance with Occupational Health and Safety Legislation, Hobart CityCouncil Corporate Policies and HCC Health and Safety Policies;

    Review estimates associated with capital works projects. Provide professional advice and support to asset managers and designers of capital

    works projects. Supervise a team of employees who are responsible for the undertaking of capital

    projects. Be responsible for timely reporting of the outcomes of civil works activities to the

    Manager Civil Works. Attend meetings outside of normal business hours and inspect work sites or

    emergency events when necessary.

    Develop and maintain, in consultation with the Manager Civil Works, the forwardprogram of works for the Asphalt Construction Sub-Unit and Civil Construction Sub-Unit;

    Monitoring the quality, effectiveness and safe delivery of works, providing timelysupport and taking corrective action when required to maintain the works program.

    Ensure that the financial and other performance targets for the Asphalt ConstructionSub-Unit and Civil Construction Sub-Unit are met;

    Ensure that the Sub-Units operates in accordance with the Councils integratedmanagement systems;

    Negotiate with contractors and other stakeholders as required to implement projects;

    Ensure that a strong attitude towards high quality customer service is beingdeveloped and maintained at all times;

    Ensure CouncilsEmployee Code of Conduct is complied with at all times;

    Ensure cost effective contract management across the Sub-Units; and

    Note:Whilst the key functions and responsibilities for the role are set out above, the Councilmay direct an employee to carry out such duties or tasks as are within the limits of theemployees skill, competence and training.

    CONDITIONS OF EMPLOYMENT

    AGREEMENT:

    The provisions of the Hobart City Council Enterprise Agreement 2012 apply to this position.

    SALARY:

    This position is classified as a Level 5 within the Municipal Officers classification structure.

    The salary range is from $85,532 to $92,658 per annum. The salary paid will be within that

    range according to the employees qualifications and experience.

    LEAVE ENTITLEMENTS:

    Annual Leave:

    For each full year of service, an employee accrues an entitlement to 152 hours annual leave

    exclusive of public holidays.

    Purchased Leave Scheme:

    The purchase leave scheme allows an employee to purchase an additional 4 weeks leave

    per year by an appropriate reduction in salary for a period of 12 months.

    Long Service Leave:

    An employees long service leave entitlement of 488 hours becomes available after 10 years

    of service. Employees will be entitled to payment of pro-rata long service leave on

    termination after 7 years of service.

    Personal Leave:

    An employee is entitled to 101.5 hours of personal leave on commencement. Further

    personal leave accrues thereafter at the rate of 101.5 hours per year. Personal leave may

    be used when the employee is:

    absent due to personal illness or injury; or

    required to provide care to a member of the employees immediate family or

    household who is ill or injured and requires such care.

    17.5% of any unused personal leave will be paid to the employee on retirement or

    resignation.

    Parental Leave:

    Under the HCC Enterprise Agreement paid maternity leave (13 weeks) and paid paternity

    leave (2 weeks) is available to employees after 9 months of service. Employees are also

    entitled to unpaid parental leave. In addition to entitlements to paid parental leave under the

    Agreement, employees are also entitled to paid parental leave under the Federal

    Governments National Paid Parental Leave (NPPL Scheme)

    Annual Leave Loading:

    Annual leave loading is paid in early December each year. Payment is 17.5% of salary for a

    4 week period.

    HOURS OF WORK:

    The spread of ordinary hours under the Agreement is from 6:00 am to 6:00 pm Monday to

    Friday. For a full-time employee, the normal hours of work will be 38 per week and will be

    worked in accordance with the prevailing arrangements for this position within the

    Infrastructure Services Division. Most employees however, work to either a 9 day/ 2 week

    cycle, with 1 rostered day off every 2 weeks or a 19 day/ 4 week cycle with 1 rostered day offevery 4 weeks.

    SUPERANNUATION:

    The Hobart City Council will make employer superannuation contributions on the employees

    behalf at a level of 12.5% of the employees ordinary time earnings (as per the Australian

    Taxation Office definition).

    Employer contributions may be directed to either Quadrant Superannuation or Tasplan Superor any other complying superannuation fund of the employees choice. If no choice is made

    by the employee the Council will direct the employer contributions to Quadrant

    Superannuation, as the default fund for Council employees.

    Employees may make voluntary personal superannuation contributions to their chosen fund,

    either by salary sacrifice out of pre-tax income, or out of post tax income.

    REMOVAL AND RELOCATION EXPENSES:

    When a person residing interstate or beyond daily commuting distance from Hobart isappointed to a permanent position with the Council, the reimbursement of removal expenses

    relating to the appointee, partner and any dependent children (if applicable) may be paid

    subject to the conditions contained within the Councils Removal Expenses policy.

    TRAINING AND DEVELOPMENT:

    It is the Council's desire that every employee be given the opportunity to develop. The

    Council's commitment to this aim is seen through:

    a) Provision of fully funded training for in-house and external training courses.

    b) Study assistance, for employees undertaking relevant qualifications

    HEALTH, FITNESS AND WELFARE:

    The Council offers employees the opportunity to access lower cost private health insurance

    cover through:

    The Local Government Employees Health Plan; or

    The MBF Corporate Health Plan.

    Staff discounts are provided for all employees for aquatic and gymnasium membership at

    The Hobart Aquatic Centre. Employees are also entitled to free gymnasium membership of

    the HCC Health and Wellness Centre located in the Hobart Council Centre.

    Independent counselling services are provided if needed by a Council sponsored Employee

    Assistance Program, which is also available to immediate family. This confidential service is

    available 365 days a year.

    An active Staff Social Club conducts regular events for members and staff.

    Comprehensive pre-employment medical examinations including drug and alcohol testing for
