1. INTRODUCTIONTheGovernmentofIndiaestablishedtheNationalBoardofExaminations(NBE)in 1975with the objective of improving the quality of theMedicalEducationby establishing high and uniform standards of postgraduate examinations inmodernmedicineonanall Indiabasisandutilizingexisting infrastructure forcapacity building.

NBE at present conducts postgraduate and postdoctoral examinations inapprovedspecialtiesleadingtotheawardofDiplomateofNationalBoard.TheMedicalCouncilofIndiahaslaiddownstandardsforpostgraduateexaminationsconductedbyvariousmedicalcollegesandaffiliatedtoconcerneduniversitiesandotherinstitutions,yetthelevelsofproficiencyandstandardsofevaluationvary considerably in these institutions.

The Examinations conducted by NBE provide a common standard andmechanismofevaluationofminimumlevelofattainmentoftheknowledgeandcompetenciesofmedicalspecialties.Moreover,intracountryandinternationalcomparisonsarefacilitatedwiththeavailabilityofcommonevaluationmechanism.

RECOGNITION OF DNB QUALIFICATIONS

The Nomenclature of the qualification awarded by the National Boardof Examinations is “Diplomate of National Board”. The list of recognizedqualifications awarded by theBoard in various Broad andSuper specialtiesasapprovedby theGovernmentof Indiaand included in theFirstScheduleof IMC Act 1956 is as given in Annexure-I A.

Asper the IndianMedicalCouncilAct1956; thepower to recognizemedicalqualificationanddeterminetheirequivalencerestswiththecentralgovernment.

TheDiplomatequalificationsawardedbytheNationalBoardofExaminationsare equated with the postgraduate and post doctorate degrees awarded byother Indian Universities for all purposes including appointment to teachingpostsas lecturer/AssistantProfessorby theGovernmentof India,MinistryofHealth andFamilyWelfare; vide their notifications issued from time to time.

TheholdersofBoard’squalificationawardedafteranexaminationi.e.DNBareeligible tobeconsidered forspecialist’spost/faculty inanyhospital includinga training/teaching institutionona teachingpost/asa facultymember.

DiplomateNationalBoardqualificationsarewellrecognizedandacceptedashigh standard specialist qualifications.

2. INFORMATION FOR CANDIDATES2.1. DNB – Final is an exit examination leading to the award of DNB

qualification.2.2 (a) A candidate registered with NBE as a DNB trainee and obtaining requisite

periodoftrainingasprescribedbyNBE&fulfillingothereligibilitycriteriaasstatedintheInformationBulletinmayappearfortheDNBfinalexamination(BroadSpecialty).

2.2(b) Acandidateholdingamedicalqualification(MD/MS)i.e.havingpassedthefinalexaminationinaspecialtyrecognizedaspertheprovisionsofIndianMedicalCouncilAct1956asamendedfromtimetotimeandMD/MSdegreehasbeenawardedonorbefore30thApril2018&fulfillingothereligibilitycriteriaasstatedintheInformationBulletinmayappearfortheDNBfinalexaminationinsamespecialty.

2.3 TheexaminationsareheldonlyasperthescheduleofexaminationsprescribedbyNBEfromtimetotime.

2.4 ApplicationsforadmissiontotheexaminationshoulddefinitelyreachNBEbythespecifieddate.

2.5 ThelistofspecialtiesinwhichexaminationwillbeconductedcanbeseenatAnnexureII

2.6 Statementsmadebythecandidateintheapplicationformshallbecertifiedbytheheadoftheinstitutionattheappropriateplaceandtheapplicationshallbesupportedbytherelevantdocuments.CandidateswhoarenotinserviceshallgettheirformssignedbyHeadofInstitutewheretheyhavetrainedorwheretheyareworking.

2.7 Applications of candidates producing false or fabricated records will not beconsideredandthecandidatemaybefurtherdebarredfromappearinginanyfutureexaminations.

2.8 CandidatesshouldgothroughthisbulletincarefullyforeligibilitycriteriabeforewritingtoNBE.Queriespertainingtoeligibilityandotherissueswillbeentertainedonlyiftheinformationrequestedisnotgiveninthebulletin or on website www.natboard.edu.in

2.9 Incompleteapplicationsorapplicationformsnotinaccordancewithprescribed instructions will not be considered. In such cases, the examinationfeeshallnotberefunded.

2.10 Fee shall neither be carried forward to a future date nor refunded under anycircumstances.Applicationsreceivedaftertheduedateshallbereturned in original.

2.11 CandidatefoundtobeineligibleatanystageofDNBexamination,willnotbepermittedtoappearintheexamination.Inanunlikelyeventofanyineligiblecandidateappearingand/orpassingtheDNBexamination,theresults/candidatureofsuchcandidateshallbecancelledand/orisdeemedtobecancelled.

2.12 Instructionsintheinformation-bulletinareliabletochangebasedondecisionstakenbytheNBEfromtimetotime.However,candidatesshallbegovernedbyInformationBulletinvidewhichtheywereregisteredfordeterminingtheeligibility.Fortheory&PracticalExamsthecandidatesshallbegovernedbyInformationBulletinbywhichtheyapplyforthetheoryExaminations.

2.13 NBEreservestherighttowithdrawpermission,ifany,grantedinadvertentlytoanycandidatewhoisnoteligibletoappearintheDNBExaminationseventhoughtheadmitcard/rollnumberhasbeenissuedorname/rollnumberisdisplayedonNBEwebsite.

2.14 Candidates’eligibilityispurelyprovisional&issubjectedtothefulfillmentofeligibilitycriteriaasdefinedbyNBE.

2.15 a.NBEreservesitsabsoluterightstoaltertheexaminationschedule,pattern,policyandguidelinesatanytimeduringthecontinuationorafterthecompletionofDNBtraining(2or3years/asthecasemaybe.)Thecandidateshallhavenorightwhatsoeverforclaiming/derivinganyrightfrompastorpresentschedule,policyandguidelinesofNBE.

b.NBEreservesitsabsoluterighttoalter,amend,modifyorapplyanyorsomeoftheinstructions/guidelinescontainedinthisinformationbulletin.

2.16 Theexistingschedule,pattern,policyandguidelinesareforreadyreferenceonlybutinnoway,theyareorareoughttobetreatedasrepresentativeoracknowledgmentoffactthatNBEisboundtofollowthesameinfuture.

2.17 Incaseofanyambiguityininterpretationofanyoftheinstructions/terms/rules/criteriaregardingthedeterminationofeligibility/conductofexaminations/registrationofcandidates/informationcontainedhereintheinterpretationoftheNationalBoardofExaminationsshallbefinaland binding in nature.

2.18 Requestshallnotbeentertainedforchangeindate/centerofexaminationunderanycircumstances.

2.19 Absenteesfromtheexaminationshallforfeittheirexaminationfee.

2.20 Photocopyofthefilledinapplicationformmayberetainedbythecandidate for future reference.

2.21 Allcertificates(photocopies)shouldbeself-attested/self-certified.unattested/uncertifiedcopieswillnotbeacceptedunderanycircumstances.

2.22 ResultandRollnumberforDNBFinalExaminationsmayalsobeseenon the website www.natboard.edu.in

2.23 CandidatesshouldensurebeforeapplyingfortheregistrationthattheirMD/MS/DiplomaisrecognizedbyMCI.IfitisfoundatanytimethattheDegree/DiplomaisnotrecognizedbyMCIthenNBEwillhavetherightto cancel the registration.

2.24 RegistrationwithNBEismandatoryforallcandidatesappearingin DNBExaminations.

2.25 AllthecorrespondenceshouldbeaddressedtotheHonararyExecutiveDirector,NationalBoardofExaminations,MedicalEnclave,MahatmaGandhiMarg,AnsariNagar,NewDelhi-110029.Candidatesarerequestedtokindlysuperscribetheenvelopewiththesubjectmatterofthecorrespondenceforexpeditiousprocessing.Forqueriessubmittedbye-mail,pleasedomentionDNBFinal-SessionJune 2018 in subject lineandincludeyourcompletecontactdetails.

2.26 The jurisdiction for court cases/disputes shall be at Delhi in the Delhi High Court.

4. EXAMINATION

For Broad Specialties:

DNBFinal is a two-stage examination comprising of theory and practicalexamination.

Aneligiblecandidatewhohasqualifiedthetheoryexaminationispermittedtoappearinthepracticalexamination.

Acandidateunsuccessfulinthefirstattemptofpracticalexaminationispermittedtoundertaketwomoreattempt(s)ofpracticalexamination,theseattemptsshallbeanytwopracticalexamsoftheexamsplacedwiththenextthreesessionsof theoryexaminationandafterpaymentof full examination feesasmaybeprescribedbyNBE.

(Example:Candidates qualifying theory examination in June 2018 sessionshallappearfortheirfirstattemptinthepracticalexamsplacedinSept/Oct/Nov2018sessioncompulsorilyand in theeventof theynotpassingthispracticalexamination,thecandidate(s)maytakeanytwoattemptsatthepracticalexamsplacedalongwiththenextthreeconsecutivetheorysessions.

AbsentationfromPracticalExaminationiscountedasanattempt.

4.1 Eligibility (Broad Specialty) :

The Last date for submission of application form is 15th April, 2018.

a. DNB Candidates: Candidates who have undergone training as a DNB traineeatanyNationalBoardofExaminationsaccreditedinstituteoranymedical college/university recognized institute after having registeredwithNBEasaDNBtraineeandarecompletingtheirprescribed(asperregistration letter) training as DNB trainee as per the following schedule canundertaketheDNBFinalExaminationinthesamespecialtysubjectedtocompletionoftrainingbythedatementioned&submissionofcertificateto this effect.

Cut off date for completion of DNB Training30th November, 2018

SubmissionofTrainingCompletionCertificatealongwithleaverecordsfor DNB trainees is an essential pre-requisite. In case the candidate does notsubmitthetrainingCompletioncertificate(asperapplicableformatgiveninAnnexureIII&IV)withtheapplicationform,his/herapplicationmayberejectedandfeesforfeited.

Ex-candidates are required to submit copy of training completioncertificateasperAnnexureIV.

RequestforextensionincutoffdateforcompletionoftrainingforthepurposeofeligibilitydeterminationforDNBfinalExaminationshallnotbe considered.

b. MD/MS:CandidateswhohavepassedthefinalexaminationleadingtotheawardofPostGraduateDegreefromIndianUniversitieswhicharedulyrecognizedasperprovisionsof IndianMedicalCouncilAct1956andMD/MSdegreehasbeenawardedonorbefore30th April 2018 can applyfortheDNBFinalexaminationinsamebroadspecialty.

SubmissionofproofofhavingMD/MSdegreeonorbefore30thApril2018isanessentialprerequisite.IncasethecandidatedoesnotsubmittherequisiteproofofMD/MSdegreehis/herapplicationshallberejected&feesforfeited.

c. Post Diploma:CandidateswhoareregisteredwithNBEandcompletingtheirprescribedtraining(aspertheregistrationletter)by30thNovember2018areeligible to appear inDNBfinalExamination.SubmissionofTrainingCompletionCertificatealongwithleaverecordsforDNBtraineesisanessentialpre-requisite.IncasethecandidatedoesnotsubmitthetrainingCompletioncertificateandleaverecords(asperapplicableformatgiveninAnnexureIII&IV)withtheapplicationform,his/herapplicationmayberejectedandfeesforfeited.

4.2 Thesis Submission to NBEAsperNBEnorms,writingathesisisessentialforallDNBcandidatestowardspartialfulfillmentofeligibilityforawardofDNBdegreecertificate.DNBcandidatesarerequiredtosubmittheirthesisbeforethecutoffdatewhichshall be 30thJuneofsameyear forcandidatesappearingfor theirscheduledDecemberfinaltheoryexamination.SimilarlycandidateswhoshallbeappearingintheirscheduledJuneDNBfinalexaminationshallberequiredtosubmittheirthesisby31stofprecedingDecember.For June 2018 exam going candidates, the prescribed cut off date is as follows:

CopyofregistrationletterissuedbyNBE.AdeclarationofthesisworkbeingbonafideinnatureanddonebythecandidatehimselfattheinstituteofDNBtraininghastobesubmittedboundwiththesis. Itmustbesignedbythecandidatehimself/herself,thethesisguideandheadofthe institution, failing which thesis shall not be considered.

CandidatesnotcompletingtheirDNBtrainingatthetimeofsubmittingtheapplicationarerequiredtosubmitprovisionaltrainingcompletioncertificateasperformatinAnnexure-IIIalongwithleaverecordsandalsorequiredtosubmitAnnexure-IVwithin15daysofcompletionoftheirtraining.SuchcandidatesshallbeprovisionallyallowedtoappearforDNBExaminationatsolediscretionofNBEandsubjecttocomplianceofeligibilitycriteriaprescribed.AllcandidatesregisteredwithNBEhave tosubmitaself-attestedcopyoftheregistrationletter/registrationnumberissuedbyNBEwiththeapplicationformforfinalexamination.

marks100each. II. Thereare10shortnotesof10markseach,ineachofthepapers.

Thenumberofshortnotesandtheirrespectivemarksweightagemayvaryinsomesubjects/somepapers.

III. Maximumtimepermittedis3hours. IV. Candidatemustscoreatleast50%intheaggregateof4papersto

qualifythetheoryexamination.Gracemarksofupto2%ofmaximummarksi.e.8/400shallbegivenonlytothecandidatesfallinginthezoneofconsiderationi.e.securingbetween192-199marksoutof400.ForcandidatesofGeneralMedicine,PaediatricsandFamilyMedicinewhereinPaper4isMCQbased,thereisnogracemarksinMCQbasedpapers.Gracemarksofuptoamaximumof6marksonlyshallbegiventothecandidatesfallinginthezoneofconsiderationi.e.securingbetween194-199marksoutof400.

V. FourthpaperforGeneralMedicine,PaediatricsandFamilyMedicineshall be Multiple Choice Questions (MCQ) based. There shall be 200questionsofsingleresponsetype.Eachquestionshallcarry0.5marksi.e.maximummarksshallbe100.Thereshallbenonegativemarking.ThereshallnotbeanygracemarksforMCQbasedpaper.

VI. Onlythosecandidateswhohavequalifiedthetheoryexaminationarepermittedtotakeupthepracticalexamination.

b) Practical Examination: I. MaximumMarks:300. II. ComprisesofClinicalExaminationandViva. III. Candidatemustobtainaminimumof50%marks in theClinical

Examination(includingViva)toqualifyforthePracticalExamination.ThereisnoprovisionforgracemarksinPracticalexamination.

IV. ThereareamaximumofthreeattemptsthatcanbeavailedbyacandidateforPracticalExamination.

V. Firstattemptisthepracticalexaminationfollowingimmediatelyafterthedeclarationoftheoryresults.

VI. SecondandThirdattemptinpracticalexaminationshallbepermittedout of the next three sessions of practical examinations placedalongwith thenext three successive theoryexamination sessions;afterpaymentoffullexaminationfeesasmaybeprescribedbyNBE.

VII. AbsentationfromPracticalExaminationiscountedasanattempt. VIII.Appearanceinfirstpracticalexaminationiscompulsory; IX. RequestsforChangeincenterofexaminationarenotentertained,

PASS/FAIL.Incase,theapplicantcandidateisprovisionallyeligibleondateofdeclarationofresulthis/herresultshallbewithheld&shallbedeclaredonlyuponbeingstatuseligible.DNBfinalPracticalresultshallnotbedeclaredif,thecandidatehasnotsubmittedfinaltrainingcompletioncertificateintheprescribedformatand/orthethesishasnotbeenaccepted.

c. Thedetailsofmarksobtained/gradinginfinaltheory/practicalExaminationswill be provided to all the candidates. Procedure for obtaining question wise markscanbeseenatNBEwebsite(Noticedt.20.04.10,14.12.11)

d. Therewillbenore-evaluationorrechecking/re-totalingofanswersheets.Requestsforre-evaluation/re-totalingshallnotbeentertained.

e. Resultscanbeseenonwebsitewww.natboard.edu.in or at the (AnsariNagar)officeofNBE.Thesignedcopyofresultsshallbetreatedasfinalforallintentsandpurposes.

f. Candidatessuccessfulintheoryexaminationwillbeinformedbymeansofaletter/emailaboutdetailsofthepracticalcenter.Noseparatecertificateforpassingtheoryexaminationwillbeissued.

10. NBE LEAVE RULES1. DNB Trainees are entitled to leave during the course of DNB training as per

theLeaveRulesprescribedbyNBE.2. ADNBcandidatecanavailamaximumof20daysofleaveinayearexcluding

regulardutyoff/Gazettedholidaysasperhospital/institutecalendar/policy.3. MATERNITY LEAVE: 3.1. Afemalecandidateispermittedamaternityleaveof90daysonce

during the entire duration of DNB course. 3.2. Theexpecteddateofdelivery(EDD)shouldfallwithinthedurationof

maternityleave. 3.3. Extensionofmaternityleaveispermissibleonlyforgenuinemedical

reasonsandafterpriorapprovalofNBE.ThesupportingmedicaldocumentshavetobecertifiedbytheHeadoftheInstitute/hospitalwhere the candidate is undergoing DNB training. NBE reserves its rightstotakeafinaldecisioninsuchmatters.

3.4. Thetrainingofthecandidateshallbeextendedaccordinglyincaseofanyextensionofmaternityleavebeinggrantedtothecandidate.

3.5. Candidateshallbepaidstipendduringtheperiodofmaternityleave.Nostipendshallbepaidfortheperiodofextensionofleave.

4. MaleDNBcandidatesareentitledforpaternityleaveofmaximumofoneweek during the entire period of DNB training.

5. NokindofstudyleaveispermissibletoDNBcandidates.However,candidatesmaybeallowedanacademicleaveasunderacrosstheentiredurationoftrainingprogramtoattendtheconferences/CMEs/Academicprograms/Examinationpurposes.

9. UnauthorizedabsencefromDNBtrainingformorethan7daysmayleadto cancellation of registration and discontinuation of the DNB training and rejoiningshallnotbepermitted.

10. Medical Leave 10.1. Leaveonmedicalgroundsispermissibleonlyforgenuinemedical

reasonsandNBEshouldbeinformedbytheconcernedinstitute/hospitalaboutthesameimmediatelyafterthecandidateproceedsonleaveonmedicalgrounds.

10.2. ThesupportingmedicaldocumentshavetobecertifiedbytheHeadoftheInstitute/hospitalwherethecandidateisundergoingDNBtraining and have to be sent to NBE.

10.3. Themedicaltreatmentshouldbetakenfromtheinstitute/hospitalwherethecandidateisundergoingDNBtraining.Anydeviationfromthisshallbesupportedwithvalidgroundsanddocumentation.

10.4. Incaseofmedicaltreatmentbeingsoughtfromsomeotherinstitute/hospital,themedicaldocumentshavetobecertifiedbytheHeadoftheinstitute/hospitalwherethecandidateisundergoingDNBtraining.

10.5. NBEreservesitsrightstoverifytheauthenticityofthedocumentsfurnishedbythecandidateandtheinstitute/hospitalregardingMedicalillnessofthecandidateandtotakeafinaldecisioninsuchmatters.

11. 11(i)TotalleaveperiodwhichcanbeavailedbyDNBcandidatesis 120+28=148daysfor6yearscourse,60+14=74daysfor3yearscourseand40+10=50daysfor2yearscourse.Thisincludesallkindsofeligibleleaveincludingacademicleave.Maternity/Paternityleavecanbeavailedseparatelybyeligiblecandidates.AnykindofleaveincludingmedicalleaveexceedingtheaforementionedlimitshallleadtoextensionofDNBtraining.ItisclarifiedthatpriorapprovalofNBEisnecessaryforavailinganysuchleave.

11(ii)TheeligibilityforDNBFinalExaminationshallbedetermined strictlyinaccordancewiththecriteriaprescribedintherespective informationbulletin.

Eg:-CandidatejoiningDNB3yearcourseinJuly 2018admissionsessionon 15th Oct. 2018shallbecompletinghis/herDNBtrainingon14th Oct. 2021 undernormalcircumstanceswhereinthereisnoextensionoftraining.Ifhis/hertrainingisextendedduetoleaveonmedicalgroundsoranyotherreasonfor3monthsafteradjustingeligibleleaveavailableintheentiredurationofDNBtraining,thetrainingshallbecompletingon14th Jan. 2022. If as per theInformationBulletinforFinalExaminationJune 2021, the cutoff date for completionoftrainingis31st Dec. 2021, such candidate shall not be eligible for June 2021FinalExamination.

IamdirectedtoinviteyourkindattentiontothisMinistry’sletterNo.V.11025/6/94-ME(UG), dated 2.10.1994 (copy enclosed) on the abovementioned subjectwhereinitwasstatedthatdueimportancetoNBEqualificationsmaybegivenandthesamemaybetreatedatparwithMD/MSdegreesofIndianUniversitiesorallposts,includingteachingpostsasNationalBoardofExaminationsisanautonomous body directly under the control of theCentralGovernment andis keeping high standard ofmedical education. It was also provided their inthat for teachingappointments inBroadspecialities, theholderofDiplomateNBE should have at least one year teaching experience asTutor/Registrar/Demonstrator or equivalent post in a recognized medical college impartingundergraduate training to be eligible for appointment as Lecturer, and theholderofDiplomateNBEinSuper-Specialitiesisrequiredtoundergotrainingfortwoyearsinarecognizedmedicalcollegehavingrecognizedpostgraduatemedicaldegree in theconcernedspeciality tobeeligible forappointmentasLecturer.

2. TheGovernmenthasreviewedindetailtheissueoftheaboverequirementofadditionalone/twoyearsteachingexperienceforDNBdegreeholdersforappointmentasLecturerinBroadSpecialities/Super-specialities.Aftertakingintoconsiderationallfactsofthematter,theGovernmenthascometo the conclusion that for the purpose of appointment of DNB degreeholders to the teaching posts, the requirement of additional one/twoyears teachingexperienceas stipulated in theabove instructionsdated3.10.1994needstobediscontinued.Accordingly,theseinstructionsstandamended to this extent.

ItwasalsobroughttothenoticeofthisMinistrythatsomeoftheemployingorganizationsarenotconsideringthemedicalqualificationsawardedbytheNationalBoardofExaminationsasequivalenttoMD/MS,DM/M.Ch.degreesawardedbyvariousotheruniversitiesforappointmenttovariousposts.Theadvertisementsissuedforspecialist/facultypositionsbyvariousrecruitingagenciesthusdonotinvitedapplicationsfromtheholdersoftheDNBqualifications.Asclarifiedintheaboveinstructionsdated3.10.94,itisreiteratedthatthemedicalqualificationsawardedbyNBEarerecognizedqualifications included in the First Schedule to IMC Act, 1956 and are consideredatparwithMD/MS,DM/M.Chqualificationsofotheruniversities.

4. ItisthereforerequestedthattheabovepositionmaypleasebebroughttothenoticeofrecruitingagenciesunderyourcontrolthatwhileadvertisingforvariouspositionsforwhichMD/MS,DM/M.Ch.qualificationsarerequired,itmayalsobespecificallymentionedthereinthathosecandidatespossessingtheDNBqualificationsarealsoeligibletoapplyforsuchpositions.Further,inviewoftheabovedecisiontodiscontinuetherequirementofteachingexperienceofone/twoyearsforthosehavingDiplomateNBEqualificationsinbroad/super-specialitydisciplinesforappointmenttoteachingposts,thecandidatespossessingtheDNBqualificationsmaybeconsideredforappointmenttoteachingpostsasLecturerinspeciality/superspecialitydisciplineswithoutinsistingontheadditionalteachingexperience.

IamdirectedtosaythatmedicalqualificationawardedbytheNationalBoardofExaminationsareincludedintheFirstScheduletotheIndianMedicalCouncilAct,1956andareconsideredatparwithPostgraduateMedicalqualificationsoftheIndianuniversities.However,ithasbeenbroughttoournoticethatemployingorganizationsarenotrecognizingthesedegreesatparwithMD/MSdegreesofotheruniversities.AstheNationalBoardofExaminations,anautonomousbodydirectlyunderthecontroloftheCentralGovt.,iskeepinghighstandardofmedicalexaminationsanditisrequestedthatallconcernedmaypleasebeinstructedtogivedueimportancetoNBEqualificationsandtreatthematparwithMD/MSofIndian Universities for all posts, including teaching post.

The Medical Council of India while considering the question of equivalence ofMAMC/MNAMS/Dip.N.B.qualificationawardedbytheNationalBoardofExaminationswithM.D./M.S.andD.M./M.Ch.qualificationsgrantedbytheuniversity/medicalInstitutions,hasadoptedthefollowingrecommendation,whichwascirculatedtoalltheauthoritiesconcernedbytheCouncilon6.12.93forinformationandnecessaryguidance:

ItisrecommendedthatforteachingappointmentsinthebroadspecialitiestheholderofDiplomateNBEshouldhaveatleast1yearteachingexperienceasTutor/Registrar/DemonstratororequivalentpostinarecognizedmedicalcollegeimpartingundergraduateteachingandtrainingforappointmentasLecturer.RegardingthecandidatesholdingDiplomateNBEinsuperspecialities,the trainingshallbefor2yearsinarecognizedmedicalcollegehavingrecognisedpostgraduatemedicaldegreeintheconcernedspecialityforappointment asLecturers”

NirmanBhavan,NewDelhiDated the4th January, 2006To, TheSecretary Medical Council of India, KotlaRoad,NewDelhiSub:ConductingofDNBcoursesatmedical colleges/institutions-RegardingSir,I am directed to say that this Ministry vide letter of even number dated 17thAugust,2004communicateditsdecisionthatthemedicalinstitutionsinthecountry runningpost-graduate/super-specialitycoursespermitted/ recognizedasperMCInorms,arepermittedtorunDNBprogrammesprovidedtheyhaveadditional faculty to train DNB candidates. The position was also reiteratedvide letter dated 19th September, 2005 addressed to variousHealth/MedicalEducationSecretariesofall theStates/UTs toadmitDNB trainees invariousPG/Super-SpecialitycoursesprovidedtheyhaveadditionalfacultysinceitwasbroughttoournoticethatthemedicalcollegesarenotbeingabletostarttheDNBcourseseventhoughtheyhadadditionalfaculty.Thiswasprimarilywithaviewtoensuringoptimalutilizationofmanpowerandtheclinicalload,whichis available in variousmedical colleges for production of quality manpower.ThisletterwasbasedonMCI’sstandinthematterascontainedintheirletterno.22(1)/96-Med/14368dated17.9.1996thatitwouldnothaveanyobjectioninintroducingDNBcoursesinmedicalinstitutionsintheconcerneddepartmentsprovided the PG teachers of the respective departments admitting studentsunder them for MD/MS/DM/M.Ch. courses may not register students underthem forDNBCourses simultaneously.It has now been brought to our notice that the MCI vide their letter dated 11.11.2005 addressed to various Universities, Directors of Medical Education of all State Governments/UTs, Secretaries of health/Medical EducationDepartmentsofalltheStatesetc,interalia,informingthemthatitmaybemadesureby themnot toconductDNBandotherparallelcourses i.e.CPSetc. inanysubjectalongwithMD/MS/DM/M.Ch./PGDiplomacourseswherever theintuitions have been permitted/recognized to conductMD/MS/DM/M.Ch. andPG diploma courses. It has also been stated therein that the decision hasbeen taken by the PG Committee and the same ahs been communicatedto all concerned. This is contrary to the stand taken by thisMinistry in thisregard. In this connection,

itisalsotobestatedthatanydecisiontakenbythePGCommitteeofMCI,includingthosewithregardtothepolicies,isonlyrecommendatoryinnatureandrequirestheapprovaloftheCouncilandtheGovernment.Inthepresentcase,ifthePGCommittee/theCouncilconsidered that theearlierpolicyofallowingDNBcourses toberunparalleltoMD/MSetc.inmedicalcollegesrequiresanychange,theCouncilshouldhave sent such proposal along with reasons for the proposed change of their stand totheGovernmentforitsconsiderationparticularlywhentheCentralGovernmenthave issued instructions to all concerned allowing conduct of DNB courses along withMD/MSetc.subjecttoavailabilityofadditional faculty, it ispertinenttopointout that thecopyof the instructionsof theCentralGovernmentdated19.9.2005wasalsospecificallyendorsedtotheActingPresidentofMCIfortheirinformation.Accordingly,MCImaysendtherecommendationofthePGCommitteealongwithdetailed reasons for change of their earlier stand in regard to allowing DNB courses tobe run inmedicalcollegesalongwithMD/MS/DM/M.Ch./PGDiplomacoursesagainstexcessfacultytotheGovernmentforconsideration.Issueofthiscommunicationdated11.11.2005bytheMCIdirectlytovariousagenciesincludingStateGovernments contrary to the instructions issued by theCentralGovernmentbasedontheMCI’searlierstandonthematterisnotonlynotappropriatebuthasalsocreatedconfusioninvariousinstitutions/StateGovernments.TillsuchtimeastheGovernmenttakesafinaldecisiononthePGCommitteerecommendations,theGovernmentinstructionsascontainedinletterdated19thSeptember,2005willremaininforce.Acopyofthisletterisbeingsenttoallconcerned.

The letter No. MCI-12(1)/2014-Med-Misc./101884 dated 09.04.2014 issuedMedicalCouncilof India(MCI)totheHealthSecretaries/DMEsofStates/UTsinconnectionwithinstructionsrelatingtotheamendmentinTeachers'EligibilityQualificationRegulations,1998isvoidab-initio.Suchkindofinstructionswhichcountry to the provisions contained in IMCAct. 1956, rules and regulationsissued by Medical of India (MCI) without prior approval of the Ministry ofHealth&FamilyWelfarearenot valid.
