ABOUT US

The mandate of the Gauteng Department of Economic Development (GDED) is to facilitate, promote and develop economic growth in the Gauteng City Region. This is done with a targeted commitment to focus on enhancing inclusivity in the economy, whilst not neglecting to improve its competitiveness. The Department has two main areas of responsibility; it is tasked with ensuring that the right environmental framework and initiatives are put in place to foster economic growth and job creation in the province. Secondly, it is responsible for ensuring that sound financial management policies and structures are in place. These responsibilities are grouped within the following functions:

• Administration • Business Regulation and Governance • Economic Planning

VISION A radically transformed, modernised and re-industrialised economy, manifesting decent work, economic in-clusion and equity in the region.

MISSION The mission of the Department in pursuit of its vision is to:

• Build new smart, green, knowledge-based economy and industries

• Develop and implement programmes and projects that will revitalise Gauteng’s township economies

• Ensure decent employment and inclusion in key economic sectors

• Establish appropriate partnerships for delivery and ensure that the GDED effectively delivers on its mandate

• Facilitate and ensure radical transformation, modernisation and re-industrialisation of the Gauteng economy

• Include marginalised sectors of women, youth and persons with disabilities in mainstream economic activities

• Provide an enabling policy and legislative environment for equitable economic growth and development

STRATEGIC GOALSThe strategic goals of the GDED and its agencies are derived from a response to provincial outcomes, an analysis of

the environment and the key challenges and strategic issues that the department should address.

The strategic goals and objectives are:

• Collaborate with stakeholders from all three spheres of government and from other sectors of society to radically transform and re-industrialise the Gauteng City Region’s economy

• Develop appropriately skilled human resources and businesses to radically transform and re-industrialise the Gauteng City Region’s economy

• Enable strategic economic infrastructure that supports and facilitates radical economic transformation and re-industrialisation of Gauteng

• Facilitate investment that supports modernisation and re-industrialisation of Gauteng City Region’s economy

• Facilitate the participation of Small, Medium and Micro Enterprises (SMMEs), township enterprises and cooperatives in mainstream economic activities

The core functions of the department are:

OFFICE OF THE MEMBER OF THE EXECUTIVE COUNCILThe role of the office of the Member of the Executive Council (MEC) is to provide support to the MEC in his

or her role. The office is also responsible for providing political and strategic direction to the Department and its

agencies.

OFFICE OF THE HEAD OF DEPARTMENTThe role of the office of the Head of Department (HOD) is to provide strategic direction and manage performance.

The office is also tasked with overseeing and ensuring service delivery.

ECONOMIC PLANNING BRANCHThe branch is responsible for the development and assessment of provincial economic policies and

strategies, conducting economic research, and contributing to the creation of the knowledge economy

by providing economic thought leadership that ensures an aligned and integrated economic agenda for the Gauteng

Global City Region. The functions are delivered through the following units:

BUSINESS REGULATION AND GOVERNANCE BRANCHThe responsibility of the branch is to create a seamless business regulation and good governance environment that

promotes ethical conduct, transforms industry, and realises sustainable revenue generation. In contributing towards

the achievement of the Transformation, Modernisation and Re-Industrialisation (TMR) goals.

regulations at national government. Through our various units, we ensure that policies and regulations are adhered

COMMUNICATIONSThe responsibility of the Communications unit is to create, enhance and maintain credibility for the Department and its entities. Furthermore, to influence and set the economic agenda of the Gauteng City Region through targeted communication programmes and plans.

GAUTENG LIQUOR BOARD

The Gauteng Liquor Board has the responsibility of receiving and processing liquor applications as well as educating the public on the adverse socio-economic effects of alcohol abuse. The entity is also responsible for monitoring and enforcing compliance to the Gauteng Liquor Amendment Act of 2003 through carrying out inspections; investigating contraventions and reporting; and recommending punitive measures to the Board where contraventions are established. They collaborate with other law enforcement agencies in the eradication of illegal trading of liquor within the province.

GAUTENG OFFICE OF CONSUMER AFFAIRS The Gauteng Office of Consumer Affairs (GOCA) was established in terms of the Consumer Affairs (Unfair Business Practices) Act 7 of 1996 to protect and promote consumer rights. The functions of the office include; receiving, investigating and facilitating the resolution of consumer complaints; providing consumer education through workshops, public presentations, seminars and information road shows. The department also has a Consumer Affairs Court presided over by independent members, to decide on cases of unfair business practices.

HUMAN CAPITAL MANAGEMENTThe responsibility of this unit is to provide effective human resource development and administration, as well as to create a conducive organisational environment. Human capital management is also responsible for developing and implementing an organisational design and efficiency as well as an integrated employee, health and wellness programme in order to develop and maintain a productive workforce.

INCLUSIVE ECONOMYThe responsibility of the inclusive economy unit is the facilitation of the empowerment of previously disadvantaged individuals and communities. The unit also sees to the facilitation and provision of support for the establishment of a viable and sustainable cooperatives sector in the province. They are also tasked with the responsibility of mobilising, aligning, coordinating and capacitating local economies towards enhanced and sustainable regional economic development and integration.

INFORMATION AND COMMUNICATION TECHNOLOGYThe responsibility of the information and communication technology (ICT) unit is to provide a secure and capable ICT infrastructure through the provision of various systems such as the Local Area Network. They are also responsible for managing the department’s centralised data storage system.

STRATEGIC PARTNERSHIPSThe responsibility of the intergovernmental relations and strategic partnerships unit is to facilitate strategic partnerships with various stakeholders such as private companies and associations. They also manage, facilitate and build effective inter-governmental relationships. They are also tasked with the coordination of special projects.

LEGAL ADVISORY SERVICESThe responsibility of the Legal Advisory Services Unit is to provide objective and reliable legal advisory support services to the Department and its agencies. Furthermore, they are to ensure that the Department complies with the legal and regulatory frameworks mandated by the Constitution.

OFFICE OF THE CHIEF FINANCIAL OFFICERThe office of the Chief Financial Officer (CFO) is tasked with providing the services of financial management, management accounting, supply chain management and risk management.

RISK MANAGEMENTThis unit is responsible for facilitating the risk assessments, co-ordination of internal and external audits, and provision of anti-corruption and ethics management for the Department and its agencies. They are also responsible for facilitating the investigating and resolution of fraud and corruption cases, and ensuring that internal and external audit findings are resolved.

SHARED AUXILLARY SERVICESThe responsibility of this unit is to provide management services of the Department’s facilities, buildings and records. They are also responsible for providing Occupational Health and Safety support to the Department.

SECURITY RISK MANAGEMENTThe security risk management unit is responsible for the provision and maintenance of physical security, security vetting and ensuring that the departments information is secured.

STRATEGIC PLANNING, MONITORING AND EVALUATIONThe role of this unit is to provide strategic and operational planning services for the Department and its agencies, as well as to provide reports on the performance of the group on a monthly, quarterly and annual basis.

POLICY AND PLANNINGUnder the Policy and Planning Unit, the expected outputs are; modelling and scenario planning on economic policies to anticipate the needs of the economy; identification of areas requiring enhanced coherence and alignment; as well as the identification of policy gaps; evaluation of policies and strategies that could lead to sustainable and faster economic growth. The unit is also tasked with the coordination of the youth placement programmes.

RESEARCH AND DEVELOPMENTThe Research and Development Unit’s responsibilities are mainly to provide comprehensive insights on the Gauteng City Region’s (GCR) economic landscape and to conduct and publish ongoing economic reviews. This would include producing intelligence reports to enable decision making on economic issues. They also provide indicator studies which document and map the performance of the GCR economy – these are then supported by strategies and systems to enable implementation.

SECTOR AND INDUSTRY DEVELOPMENTThe role of the Sector and Industry Development Unit is to enhance the global competitiveness of resource based sectors. They achieve this through building strong, globally competitive, innovative and diversified manufacturing capabilities in the Gauteng City Region. The unit focuses on enhancing and increasing the contribution of service based sectors to job creation. They are also responsible for identifying job and economic opportunities that impact on long term environmental and climate change challenges.

TOURISMThe unit is responsible for tourism policy formulation, tourism infrastructure development and provision of SMME support for the sector. The unit is currently responsible for 3 tourism projects; the Cradle of Humankind, Dinokeng and Garankuwa Hotel School. The Cradle of Humankind is a cultural tourist site, which is a world heritage site that is one of eight in the country and the world's richest hominin site. Dinokeng is home to three major tourist hubs; the historic town of Cullinan, where the world’s largest rough gem-quality diamond was discovered; the Roodeplaat Dam, a birders' paradise; and the Dinokeng Game Reserve, Gauteng's only free-roaming Big Five reserve. The Garankuwa Hotel School is responsible for tourism skills development and hospitality training.

Agencies serve as implementing divisions for the department. They are responsible for implementing programmes and projects that respond to the triple policy imperatives of job creation, economic inclusion and equality and contribute to the strategic outcome oriented goals of radically transforming and re-industrialising the Gauteng City Region’s economy.

GAUTENG TOURISM AUTHORITY The Gauteng Tourism Authority (GTA) is primarily responsible for developing and implementing programmes and projects, within the tourism sector in order to grow the visitor economy. The GTA is the official destination marketing organisation of the province. Its objective is to promote and position Gauteng, as the destination of choice for business tourism (i.e. conferences, exhibitions, trade shows investment and major international events) and to leverage leisure tourism benefits off increased business tourism activities.

GAUTENG ENTERPRISE PROPELLER The Gauteng Enterprise Propeller (GEP) is responsible for small business development. GEP provides financial and

non-financial support to SMMEs and Co-operatives.

The objectives of GEP are to:

• Design and implement small enterprise development support programmes within Gauteng

• Establish and promote a support network in order to increase the contribution of small enterprises to the Gauteng

economy

• Foster and develop small enterprises in the Gauteng City Region

• Implement the policy of the Gauteng Provincial Government for small enterprise development

• Integrate all government-funded small enterprise support agencies in Gauteng

• Promote economic growth, job creation and equity

• Strengthen the capacity of service providers to assist small enterprises to compete successfully domestically and

internationally

GAUTENG GAMBLING BOARDThe Gauteng Gambling Board (GGB) is responsible for regulating the gambling industry. This is done through the provision of services for monitoring and control; setting the sector standards; licensing, provision of information and advice as well as dispute resolution.

The objective of the Gauteng Gambling Board is to:

• Ensure ethical business practice and empower stakeholders • Generate revenue from the industry for socio-economic development in Gauteng • Provide protective governance and regulation of the gambling industry

The following forms of activities are regulated by the Gambling Board in Gauteng:

• Betting on horse-racing and sporting events • Bingo • Casino gaming • Limited pay-out gaming machines (route and site operators)

• Manufacturing and supply of gambling equipment

GAUTENG GROWTH AND DEVELOPMENT AGENCYThe Gauteng Growth and Development Agency (GGDA) is responsible for business enablement, capital projects,

trade and investment promotion whilst promoting, enhanced economic competitiveness. The agency is also tasked

with the creation of an enabling environment for business growth. The functions of the GGDA include:

• Actively promoting Gauteng’s target sectors locally and internationally

• Attracting Domestic Direct Investment and Foreign Direct Investment

• Creation of an environment that is more conducive for doing business for multi-nationals, large local companies and SMMEs

• Enabling of economic development that is focused on creating sustainable jobs

• Identifying and increasing trade, investment and export opportunities on the African continent and globally

• Strategically positioning the province as a globally competitive city region

• Working with other spheres of government and the private sector to facilitate partnerships and create linkages across the province in order to develop transformative infrastructure aimed at changing the way in which the Gauteng City Region operates

The GGDA also provides services that enable ease in the process of doing business in the Gauteng City Region; this is done through the Gauteng Investment Centre. Both local and international investors can access services such as:

• Business Registration • Permits and Licensing • Tax and Immigration Services • Investment facilitation

The Gauteng Growth and Development Agency has subsidiaries that support it in delivering its functions

GAUTENG GROWTH AND DEVELOPMENT AGENCY SUBSIDARIES

AUTOMOTIVE INDUSTRY DEVELOPMENT CENTRE The Automotive Industry Development Centre (AIDC) is a support centre, whose responsibility is to increase the local automotive industry’s global competitiveness and to promote Gauteng as the automotive industry investment destination of choice. The AIDC specialises in:

• Skills development and training

• Supplier and enterprise development

• Incubation programmes

• Management of incentive programmes

The centre also offers state-of-the-art automotive manufacturing support facilities.

CONSTITUTION HILLConstitution Hill is a heritage precinct that provides experiential education and tourism programmes related to

constitutionalism, human rights and democracy. It is also used for hosting events.

GAUTENG INDUSTRIAL DEVELOPMENT ZONEThe Gauteng Industrial Development Zone was established to develop and operate the designated Industrial Development Zone (IDZ) at OR Tambo International Airport. The subsidiary has successfully implemented its flagship project which is the establishment of a Jewellery Manufacturing Precinct.

THE INNOVATION HUBThe Innovation Hub is Sub-Saharan Africa’s first internationally accredited and leading science and technology park. Its role in the provincial innovation eco-system is to be a catalyst for innovation and a key knowledge economy driver focusing on the following sectors:

• Advanced manufacturing

• Biosciences

• Green economy

• Information Communication Technology

The Innovation Hub has become a regional centre of innovation and knowledge creation, which is linked to the fast

moving world of global interconnectivity.

NEWTOWNNewtown is one of the Gauteng City Region’s initiatives aimed at establishing tourism and entertainment destinations across all corners of our Gauteng City Region corridors. It is situated in Johannesburg’s inner city and forms part of the city’s cultural and creative hub. The district houses theatres, art galleries, museums, restaurants, book stores, craft markets, clubs and cafés.
