ABOUTICT OFFICE

The Information and Communications Technology Office of the Department of Science

and Technology was created under the Executive Order 47 (series of 2011). It is the

lead implementing agency of the government in all ICT- related efforts with special

focus on areas of industry development, policy, infrastructure development, research

and development, capacity building of the public sector, and the administration of the

E-Government Fund.

To provide leadership, direction and coordination in the development, implementation

and use of ICT for socio-economic development and for delivery of public service to

digitally empowered citizens.

A globally competitive knowledge-based economy, enabled by open and innovative

ICT-enabled governance, providing world-class responsive services to digitally-

empowered citizens and communities in a progressive, equitable and sustainable

society.

The Information and Communications Technology Office shall be the primary policy,

planning, coordinating, implementing, regulating, and administrative entity of the

executive branch of Government that will promote, develop, and regulate integrated

and strategic information and communications technology (ICT) systems and reliable

and cost-efficient communication facilities and services (per E.O No. 269 dated January

12, 2004, as amended by E.O No. 47 dated June 23, 2011).

Formulate, recommend and implement an appropriate policy and program

ABOUT ICT OFFICE

The Department of Science and Technology has eight organizational outcomes

to accomplish by the end of 2016. The ICT Office is tasked to achieve two of the

outcomes, specifically Outcomes 4 and 5.

Outcome 4 targets the creation of 1.3 Million direct jobs from the Information

Technology Business Process Management (IT-BPM) Industry. This Industry is

currently valued at 15.5 Billion USD, employing 900,000 Filipinos. The Government

aims to make the Philippines the global leader in the IT-BPM, and create employment

opportunities for the Filipinos.

The IT-BPM Industry has five major sectors: Contact Center, Game Development,

Software Development, Animation, and Healthcare Information Management.

Outcome 5 aims to increase the public’s access to government services through

ICT. Anchored on the e-Government Master Plan, it focuses on five key result areas

of the Administration, namely: integrity of the government, inclusive growth, poverty

reduction, peace and rule of law, and good governance.

E – SocietyThe main goal of the E-Society is to bring the benefits of ICT to the

Society, aiming for societal development. Programs included in this area

are focused on ICT services for the different needs of sectors of the

Philippine society.

E – GovernmentThis ensures the best use of the of ICT in government in expanding and

improving services that are made available to the public. It is anchored

on the e-Government Master Plan, which envisions a digitally connected

government, whose services are citizen-centered.

E – InnovationAs part of the two organizational outcomes of the ICT Office which is

mandated to create 1.3 Million jobs in the IT-BPM Industry, e-Business

guarantees the growth of the ICT-enabled industries through the public-

private partnerships (PPPs) with the industry, academe and civil society,

and through close collaboration with partners in government for the

development and implementation of programs and projects. It also

provides an avenue for the ICT Office to harness other areas of ICT, such

as ITpreneurship.

CybersecurityAs a gatekeeper of ICT, the ICT Office is tasked to ensure that the World

Wide Web is safe for Filipinos, business, and the Government. The aim is

to make sure cyberspace is secured through the collaboration of private

, public, and international partners for the development and rollout of

programs and projects under Cybersecurity.

I. ICT Ecosystem Development

The Philippines’ ICT Ecosystem is a vibrant one. However, the 2013 edition of Measuring

the Information Society (MIS) annual report from ITU places the Philippines at 98 (2012

and 2011) out of 157 countries and 7th among the ASEAN countries. Key policy issues are

given attention, including mitigating security related threats that may potentially undo

the gains already achieved.

This program aims to have an integrated perspective of markets, networks, services,

applications and content in determining governance, legal and regulatory frameworks.

Major Target:

• Development of plans and policies relative to the implementation and adoption of

infrastructure, systems, and applications and other related framework.

II. National Connectivity

Connectivity is globally recognized as a growth driver. According to a World Bank study,

every 10 percent increase in broadband penetration results in a 1.27 percent increase

in a developing nation’s Gross Domestic Product (GDP). However, many areas of the

country and many Filipinos are still unconnected in one way of another. The program

addresses this challenge.

Major Target :

• Established TV White Space (TVWS) base stations in 21,000 sites of Elementary,

High School, and Rural Health Units in 4th to 6th class municipalities by 2016.

• Improve the delivery of government services to underserved communities.

III. E-Filipino

As part of the United Nation’s Millenium Development Goal of bringing ICT access to all,

the DOST-ICT Office harnesses the use of the ICT to achieve growth and development

of communities in the Philipipines by developing Community eCenters (CeCs). These

centers adheres to the ICT needs of different people, offering alternative learning and

skills skills training to each community. It also aims to prepare the special needs sector

through gaining employment to impact sourcing and ITpreneurship.

Major Targets :

• 1, 000 new Techno Centers established

• 10, 000 new techno Centers established in barangays through

a Franchise Model utilizing PPP

• One entrepreneur created per center.

IV. E-Government Harmonization

e-Government (eGov) is key in supporting the MDP and the President’s Social

Contract. Currently, the Philippines ranks 95th in the global eGovernment rankings.

This program aims to improve our position to 50 or higher by addressing key issues

such as interoperability and efficiency through both policy innovations and strategic

infrastructure interventions.

Major Targets :

• 50th or better in global eGov ranking

• Improve in the delivery of government services to underserved communities

V. E-Civil Servants

The ICT Office is mandated to administer and manage ICT Competency-based Training

Programs in collaboration with public and private training institutions and Subject Matter

Experts (SME’s). Courses cover three tracks: e-Government Management, Application

Development, and Technology Solutions. This program also aims to develop the digital

competencies of the public service employees.

VI. ICT Enabled Startup

This is a new initiative which promotes the spirit of entrepreneurship and leverages the

use of ICT to affect change and provide solutions for problems in the different industries

and society at large by supporting the creation of technology startups.

The ICT Office aims to be the government lead in strengthening the local technology

startup community towards a unified goal: to be globally recognized as an active startup

hub in Asia and the world, and effectively mobilize its key resources and players to

create and nurture home-grown and foreign startups alike.

Major Target :

• Total of 50 ICT-Enabled Start-ups with an annual revenue of Php 10 Million each

by the end of 2016.

VIII. Stepping Up the Value Chain

This Program was initiated to develop a long-term strategy that will strengthen the

country’s global positioning in targeted high growth segments of the IT-BPM industry,

including Healthcare Information Management (HIM) outsourcing; Finance, Accounting

and Insurance outsourcing; HR Outsourcing; Multilingual BPM; IT Outsourcing; Creative

Process Outsourcing; Engineering Outsourcing; and, Voice BPO/Contact Center.

Major Target:

• Industry capacity/ capability building through the provision of industry trainings,

seminars, workshops & Rural Impact Sourcing.

VII. Next Wave Cities

As the Philippine IT- BPM Industry continues to expand the development of the more

host locations in the Philippines, these NWCs will become a crucial element in enabling

and supporting industry growth. Rich sources of untapped talent, these locations

provide good options for the IT-BPM operations beyond more established hubs and

Centers of Excellence in Metro Manila, Metro Cebu, Metro Clark and Bacolod City.

The Next Wave Cities Program promotes dynamic countryside development through ICT.

The Program develops ICT hubs that shall serve as alternative investment destinations,

thereby promoting countrywide development by creating jobs and providing economic

opportunities in the region. Next Wave Cities is a Philippine-specific term that identifies

ICT hubs beyond Manila, based on criteria, which include worker supply, infrastructure

and other factors necessary to sustain a local BPM industry.

Major Targets :

• 141, 000 new employees by end of 2015

• Additional 3 NWCs (IT-BPM hubs outside MM) established per year

• Next Wave Cities Awareness Campaign – IT-BPM Roadshows

In order to achieve the attainment of the goals of the ICT Office through the Next Wave

Cities Program, certain advocacy projects are necessary to help boost the awareness

of people, investors, and the academe on the potential of the IT-BPM industry as an

employment-generating industry. The IT-BPM Roadshows expose local stakeholders and

influencers on the benefits of the IT-BPM as a major income contributing industry in the

local and national level.

I. Free Wi-Fi Internet Access in Public Places

The Department of Science and Technology, through its Information and

Communications Technology Office (ICT Office), will embark to provide Internet

connectivity in public places across the Philippines. This Project aims to accelerate

the government’s efforts in enhancing Internet accessibility for Filipinos to accelerate

economic, social and educational opportunities and in reducing the growing Digital

Divide under the overarching e-Filipino Program of the DOST ICT Office. This project is

directly in line with the “Internet For All” thrust identified in the Philippine Digital Strategy

2011-2016.

The budget for this project as authorized in the 2015 General Appropriations Act (GAA)

is P1.408 billion, instead of the originally proposed P339 million. With the increase in

the budget, in addition to the original 748 Class 4, 5 and 6 municipalities, another 429

municipalities in classes 2 and 3 shall now also be covered. The project will also cover

various sites in Metro Manila, Cebu and Davao, as well as 10 other cities that will serve

as distribution points or Points of Presence.

II. TV White Space Technology

TV White Space (TVWS) uses unallocated TV and Radio spectrums that can pass

through concrete walls and vegetation. It provides up to 6mbps of data within a 20km

radius, traveling even above water. Because the Philippines is an archipelago, TVWS

is an ideal option to reach and connect every Filipino living in different islands of the

country.

TVWS requires a database of users in a particular location, which is why one must

register first before availing of the service. With more registered users and an updated

database, TVWS can become a more dynamic channel that Filipinos can enjoy.

Why Use TVWS as an Internet Connection?

• The Philippines is comprised of many islands and varying land masses.

Conventional Wi-Fi can only cover a short distance from its router; TVWS covers a

broader area and can penetrate concrete and traverse water easily.

• Such ease in traversing geographical boundaries makes ideal for communications

during disasters, especially in heavily affected areas.

• Using TVWS lowers the cost of communications, as most barrios and towns are

covered by its spectrum.

IV. Medium-Term Information and Communication Technology Harmonization (MITHI)

This is an e-Government and ICT support initiative that aims to harmonize ICT-related

resources, programs and projects in all agencies and in all levels of the bureaucracy.

The following are the objectives of MITHI : (a) To ensure a systematic process for the

planning, budgeting, implementation, monitoring, and evaluation of government-

wide ICT projects; (b) To ensure the coherence of ICT programs and projects of

the Government and its consistency with the five (5) Key Result Areas (KRAs) of the

Administration as laid out in EO no. 43 and the Philippine Development Plan 2011-

2016; and (c) To promote synergy among government agencies in planning and

implementation of on-going and upcoming ICT programs and projects.

V. iGovPhil

The Integrated Government Philippines (iGovPhil) Project is an essential element in the

implementation of the e-Government Master Plan of 2013-2016, which aims to improve

processes in the government to provide better services to both citizens and businesses,

as well as promote public participation.The 470-million-peso iGovPhil Project, launched

on 28 June 2012, is one of the latest projects that seek to achieve a higher level of

e-governance or the application of Information and Communications Technology (ICT)

to rationalize government operations and improve the delivery of goods and services

to the people. iGov Philippines is a Department of Science and Technology project

jointly implemented by Advanced Science and Technology Institute and Information and

Communications Technology Office.

III. Technology for Economic Development (Tech4ED)

Tech4ED is a project of the DOST-ICT Office that aims to harness ICT to bridge the

digital divide and alleviate poverty in both urban and rural areas. The eSociety Group

is the ICT Office’s arm in reaching the two major thrusts of PDS namely: Internet

Opportunities for All People and Investing in People through Digital Literacy. The

eSociety will strengthen the use of Information, Communications, and Technology

(ICT) to open opportunities to the underserved and marginalized by providing internet

through the TV White Space (TVWS) Technologies and establishing Tech4ED Centres as

knowledge hubs and delivery channels of government services, digital literacy trainings,

alternative learning for basic education, skills training for livelihood and employment,

job portals and online market.

VI. Industry Capability Conferences

1. Animahenasyon – Animahenasyon is an annual festival celebration organized by

the Animation Council of the Philippines (ACPI) as part of strategic programs that jointly

undertaken by the Council and the ICT Office to further grow and develop the animation

industry.

2. Healthcare Information Management Outsourcing Services Congress – The

Healthcare and Information Management Outsourcing Services Congress (HIMOSC)

is an annual event of the Healthcare and Information Management Business Process

Management (HIM-BPM) industry. It is organized by the Healthcare and Information

Management Outsourcing Association of the Philippines (HIMOAP), and co-organized

by the ICT Office. The event serves as a venue for key industry players, providers, and

the business community to address issues and trends in healthcare outsourcing as a

relevant industry in the growth of the Philippine IT-BPM.

3. International Contact Center Conference and Expo – The International Contact

Center Conference and Expo (ICCCE) is a three-day event organized by the Contact

Center Association of the Philippines (CCAP), co-organized with the ICT Office, which

aims to attract thousands conference delegates, exhibit visitors, and contact center

professionals from around the world.

4. International IT-BPM Summit – The annual International IT-BPM Summit (IIS),

organized by the Information Technology and Business Processing Association of the

Philippines (IBPAP), co-organized by the DOST-ICT Office, is the premier gathering of

experts, clients, and companies from the Information Technology-Business Process

Management (IT-BPM) industry which aims to address global issues and trends in the

Industry.

5. Philippine Game Development Festival – Organized by the Game Developers

Association of the Philippines (GDAP), co-organized with the DOST-ICT Office, The

Philippine Game Development Festival is a continuing effort to promote the country’s

game development industry and inspire new breed of game developers from all over

the country.

6. SOFTCON.PH – The Philippine Software Industry Conference or SOFTCON.PH is an

international software conference hosted by the Philippine Software Industry Association

co-organized with the DOST-ICT Office. SOFTCON.PH aims to showcase how these

megatrends are impacting the Philippine Software Industry today and in the future.

7. NICP Summit – The National ICT Confederation of the Philippines (NICP) in

partnership with the Department of Science and Technology-Information and

Communications Technology Office (DOST-ICT Office), annually gathers the ICT

champions from all over the country for its annual NICP Summit during the month

of November of each year moving its hosting from each major island to the next.

The Summit enables public and private entrepreneurs to develop opportunities for

collaboration and partnerships. To increase the size and improve the employability of the

IT industry talent pool, various strategic projects were also conducted in coordination

with the industry and academe.

VI. ICT Scholarship & Training Program

This program was developed by the ICT Office to lend support to the overriding goal

of developing a globally competitive ICT Industry as enunciated in the Philippine

Development Plan (PDP) and made more specific in the Philippine Digital Strategy

(PDS). Specifically, the scholarship and training program serves as the strategic and

implementing platform to increase the size and improve the employability of the ICT

industry talent pool through relevant projects, in coordination with the industry and the

academe, under the Talent Development Program of the ICT Industry Development

Group of the ICT Office. These talent development initiatives recognize that to grow

the country’s global market share in the IT-BPM segments, the industry must first be

able to scale its talent pool possessing the right skills and competencies, including but

not limited to -- healthcare information management outsourcing; finance, accounting

and insurance outsourcing; HR Outsourcing; Multilingual BPM; IT Outsourcing; Creative

Process Outsourcing (i.e. animation and games development); Engineering Services

Outsourcing; and, Voice BPM/Contact Center services.

VII. SEEDPH

In this initiative, the Program aims to present and promote digital entrepreneurship as a

viable career path for the youth. The main goal of SeedPH is to have 50 local startups

based in the Philippines with annual revenue of 10 Million Pesos or more by the end

of 2016. The Department of Science and Technology has been incubating startup

companies in its numerous Technology Business Incubators (TBI) all of whom specialize

in the use of ICT and Science and Technology (S&T).

1. Philippine Startup Challenge - The Philippine Startup Challenge is a student startup

competition that aims to involve colleges and universities from all-over the country.

The competition was first conceptualized in 2014 together with the local startup

community stakeholders and major players in the industry to induce and inspire

students to create innovative and relevant ICT products and services that may also

be viable business ventures.

The pilot run of the Startup Challenge last 2014 was considered a success with a

total of 51 entries from students in the different regions. With its success, the Office

is looking forward to continuing the competition this year.

2. Lean Startup Workshops 101 - In preparation for the Philippine Startup Challenge, a

series of workshops discussing lean startup method and startup basics were

conducted to equip the possible participants with basic skills and tools in building

and operating a tech startup. These workshops were carried out in collaboration

with PSIA and its partner institutions.

3. Startup Advisory Council - The Startup Advisory Council is a major industry partner

and a consulting group for the development, promotion and execution of activities

under the SeedPH Program. It aims to unify major sectors of the startup community,

which can provide guidance and support for the SeedPH Program of the DOST-ICT

Office. The Council provides inputs in the formulation and development of projects

and activities to support the startups and the stakeholders of the industry.

4. SPrInG.PH Launchpad - SPrInG.PH LaunchPad is an activity that aims to help

participating teams cross between their software product idea to starting a

software product business by integrating lessons from the Business Model

Canvass and the Lean Start-up into a single practical event that can turn their idea

into reality.

5. Startup Inventory Project - The Startup Inventory Project is an initiative that aims to

connect and account for existing startups currently operating in the country.

The Project seeks to define metrics to consider teams and innovators as startups

and also present relevant data regarding their current stage of development and

areas of innovation.

6. Philippine Startup Roadmap Project - The Philippine Startup Roadmap tackles

the current status of the industry, the issues and challenges currently being

faced by its stakeholders and the necessary steps to achieve the identified goals

set by the local community. The project is in collaboration with industry partners

and the Startup Advisory Council in the assessment of the content and flow of the

Roadmap. The Roadmap presents a formalized guide that defines the community’s

goals and the appropriate strategies to attain them.

7. Startup Workshops - The ICT Industry Development Group through its Next Wave

Cities Program has endeavored to spread the benefits and opportunities that the

industry is presenting to Metro Manila, throughout the countryside. With its new

thrust to promote ITpreneurship as a viable career for IT enthusiasts and

practitioners, the program will be bringing a one-day workshop to cities to discuss

basic concepts and methods in the creation of a startup business.

8. Startup Weekend In The Next Wave Cities - Startup Weekend is a workshop

originated by the US-based non-profit, Startup Weekend headquarters. It supports

the development and expansion of ITpreneurship through events worldwide that

educate aspiring entrepreneurs by immersing them in the process of moving an

idea to the market.

9. Techtalks.ph - Techtalks.ph aims to be the champion in promoting digital

entrepreneurship in the regions. The ICT Office aims to support this initiative,

gathering like-minded individuals in the countryside to collaborate in developing

ideas and harnessing ICT in creating solutions and transforming them into viable

businesses.

10. Geeks on a Beach - “Geeks on a Beach” (GOAB) is a brand new conference for

everyone who is passionate about startups, technology, design, and making the

world a better place. It features talks by handpicked speakers from different

sectors of the startup and technology scene. The event also includes panel

discussions, networking events and fire pitches that make the event informative as

well as participatory. “Geeks on a Beach” is organized by Techtalks.ph and co-

organized by the DOST- ICT Office.

XV. Rural Impact Sourcing

Rural Impact Sourcing (RIS) targets to create meaningful ICT- enabled jobs in socio-

economically challenged areas in the country. RIS specifically focuses on areas where

there is high population but low employment due to lack of investors. Primarily intended

for areas that may not yet be ready to host IT-BPM locators, RIS provides information

and access to jobs that can provide additional livelihood opportunities for technically

competent workers.

1. Impact Sourcing and e-Commerce Workshops- With a very large pool of talent, the

Philippines is considered a potential center of the global market for Virtual

Assistance (VA), an online job wherein employees provide administrative and

technical assistance to clients from other countries via phone, email, or instant

messaging. To disseminate this online job opportunity, impact sourcing and

e-commerce workshops are held by the Office in various provincial areas.

2. Rural Business Process Outsourcing (BPO) - Under this initiative, possible investors

and locators are invited to put up local service delivery centers in provincial areas.

This kind of outsourcing model involves international BPO companies tapping

small scale BPO companies to train and later provide employment to Filipinos in

the said areas. Rural BPO is considered as the socially responsible arm of the

IT-BPM industry.

XVI. Capability Development for ICT Councils

1. Foundational Workshops for Level 3 ICT Councils – The Foundational Workshops

are conducted for ICT Councils with potentials as key partners of ICT Office in the

development and promotion of the ICT in the countryside but fall under the Level 3

category, which mean they lack the maturity and direction in order to take on a major

role for ICT development in their respective locations.

2. Capability Development Summit – The Capability Development Summit identifies the

key stakeholders of the ICT Councils through industry-mapping exercises. As one of the

Office’s primary stakeholders, the councils must be equipped with the proper know-how

to market their services to their stakeholders. With this, they could further contribute in

the creation of business opportunities and in the progress of ICT in the countryside.

3. Online Journal – The DOST-ICT Office, in collaboration with IBPAP, develops and

maintains an online version of the Next Wave Cities (NWCs) report. The Next Wave

Cities: Online Journal (NWCOJ) is a web portal that can both present and receive

information and data on the NWCs. In this website, other information can also be

published including information on NWCs-related activities which can be visually

presented through interactive maps and graphics.

4. Talent Deep Dive – The Talent Deep Dive Research Project aims to identify potential

employee pools (current and future), in terms of competencies that Filipino talents

possess and where they are located. This research effort will be based on publicly

available data such as information on the graduates and licensure exam passers in the

Next Wave Cities.

Build the capacities of public sector institutions and their personnel in the use of ICT to

improve planning, management, delivery of mission critical functions and monitoring

and evaluation through both public and private sector partnerships and collaborations;

Manage the provision of training courses in ICT related fields to enhance the

Manage the provision of ICT related development services required by government

to fully leverage ICT for public service, improve national competitiveness and socio –

economic development; and

Ensure an optimal mix of utilizing in-house and external resources to secure the needed

capacity and capabilities.

A. Application/Enrollment to ICT Courses and Seminars

The National ICT Competency Management Service (NCM) provides quality ICT

education and training to both government and private individuals through its courses

and seminars on Information and Communications Technology (ICT). NCM issues

Certificates of Proficiency to successful passers of its eligibility courses. This certificate

serves as the basis of the Civil Service Commission (CSC) for the conferment of the

EDP Specialist Eligibility in the field of Computer Programming and System Analysis and

Design.

B. Availment of ICT Certification Examination

DOST-ICT Office through the National ICT Competency Management Service

administers tests in the areas of Computer Programming and Systems Analysis and

Design by virtue of PD 1408. The EDP Specialist Eligibility shall be conferred on passers

of the proficiency test.

C. Rental of Training Facilities

NCM maintains three (3) computer laboratories equipped with proprietary and open

source software and a seminar room for large meetings and conferences.

D. Agency Information Systems Strategic Plan (ISSP) Endorsement

As a prerequisite in the acquisition of Information and Communications Technology (ICT)

resources in the government, all National Government Agencies (NGAs), Government

Owned and Controlled Corporations (GOCCs) and State Universities and Colleges

(SUCs) are required to formulate/prepare their 3-year ISSPs and submit this to the

ICT Office under the Department of Science and Technology (DOST) for review and

evaluation, prior to its endorsement to the Department of Budget and Management

(DBM) for budgetary support through the government-wide Medium term ICT

Harmonization Initiative (MITHI) Steering Committee (SC) for final approval.
