Elaborate arrangements of wheat procurement by Punjab Mandi Board especially amid lockdown/curfew due to COVID-19 have resulted in 22.9 lakh MT arrival till April 22 as compared to 9.36 lakh MT arrived for the corresponding period during last year thereby registering over two fold increase in wheat arrival.

Giving the detail of arrival/procurement of wheat till date, Additional Chief Secretary Development Viswajeet Khanna said that out of 22.96 LMT of wheat arrived in various mandis across the state, 21.5 LMT have been procured against 9.36 LMT arrived at the same period during last year of which 6.64 LMT was purchased.

Meanwhile, ACS said that despite staggered movement of wheat in view of health advisory issued by the State Government to prevent the spread of coronavirus, as many as 4,20,115 passes had been issued so far to the farmers through Arthiyas in 4100 designated purchase centres to avoid crowd and congestion as a preventive measure.

Khanna further said that all the officials/officers deputed for procurement operations have been directed to meticulously follow health protocol including social distancing in wake of coronavirus. Sufficient quantity of masks and sanitisers have already been provided in these centres to ensure proper hygiene, health and safety of all the stakeholders. Apart from these sanitation workers have also been deployed in purchase centres to undertake extensive spraying of sanitisers to make the entire premises disinfected. No. PR/2020/516

Chandigarh, April 22:

Citing the severe cash deficit and adverse impact on the finances of the State

Discoms amid the COVID-19 lockdown, Punjab Chief Minister Captain

Amarinder Singh on Wednesday asked Prime Minister Narendra Modi for a

financial package for the Power sector, while suggesting a slew of measures to

rescue PSPCL and other from the current crisis and ensure that the consumers are

not harassed or hassled in these difficult times.

Power Finance Corporation (PFC), Rural Electrification Corporation (REC)

Limited and other Financial Institutions should provide loans to Power sector at

reduced rates 6% per annum for bridging Revenue Gap, suggested Captain

Amarinder. He also recommended extension of RBI moratorium on repayment of

outstanding loans and interest from the current 3 to at least 6 months. In addition,

the applicable interest rate on deferred payment should be considered at

concessional rate, he suggested.

Further, said the Chief Minister, the advice issued by Ministry of Power,

Government of India to CPSUs/Gencos/Transcos not to use coercive measures to

recover dues and continue supply/transmission of electricity being an essential

service should be extended to at least 6 months.

Among the other suggestions made by the Chief Minister are reduction in

coal prices, waiver of the GST levied on coal cost and Railway freight for FY

2020-21, waiver of Capacity/Fixed charges payable on account of capacity not

scheduled due to load crash as well as 50% reduction in Inter State Transmission

Charges for FY 2020-21 or at least the next 6 months. He further called for

Maximum limit of 6% per annum on Late Payment Surcharge on delayed

payments to Generators & Transmission licensees for the year 2020-21.

In a letter to the Prime Minister, the Chief Minister also sought reduction in

Renewable Purchase Obligation (RPO) obligation for the previous and current

fiscal, and withdrawal of must run status for Renewable Energy (RE) power

projects for FY 2020-21, or at least the next 6 months, so that low-cost power from

alternate sources can be supplied. Alternatively all Renewable Energy power

generators may be given option to supply power at weighted average variable cost

of power purchased from conventional sources of power during the month, he

added.

Asserting that his Government was committed to providing uninterrupted

24x7 power supply to the people of Punjab, especially to all Healthcare

Institutions, Captain Amarinder said the entire workforce of the power sector is

currently mobilised round the clock. However, due to the restrictions imposed to

control the spread of the COVID-19 pandemic, the communities, business and

consumers are facing economic hardship and unable to pay their dues to the State

Discom Punjab State Power Corporation Limited (PSPCL).

This, he said, had led to the cash deficit and financial hardship for the

Discom, impairing its ability to meet daily expenses. At the same time, due to

economic hardship, the consumers are seeking relief in electricity tariff, he

observed, stressing that a financial package was urgently needed for continuity of

this essential service and for the benefit of consumers

Besides directives to coal companies to discontinue any premium/incentive

on bridge/flexi/long term coal linkage being availed for the year 2020-21, the Chief

Minister called for complete materialization of coal linkage to Nabha Power

Limited (NPL) and Talwandi Sabo Power Limited (TSPL). He also sought

expediting of the amendment to the existing flexibility policy circulated by Central

Electricity Authority (CEA) vide letter dated 8.6.2016, so as to enable the State of

Punjab to ensure optimal utilization of its coal through diversion of its unutilized

coal linkage to the more efficient State Independent Power Producers (IPPs).

Along with several freight related concessions and waiver/reduction in

Compensation Cess on coal, the Chief Minister suggested reduction in

Capacity/Fixed charges by deferring Capital cost viz Depreciation, Interest, RoE

etc., as also waiver of Capacity/Fixed Charges proportionate to partial capacity not

being scheduled from Central Generating Stations and surrender by NTPC of

SBS Nagar becomes Corona free District with hard work of District Administration & Health Department: Balbir Singh Sidhu

Chandigarh, April 22:

With the untiring efforts of the district administration and health department, Shaheed Bhagat Singh Nagar today became the first district in Punjab to be corona free. Jaskaran Singh, 18th patient from the Corona-affected district, also returned home today after recovering.

Wishing the recovered patients a healthy life, Mr. Balbir Singh Sidhu said that all these people are now a source of inspiration for the corona affected patients that with courage and self-confidence one can recover even from fatal diseases. He said that the teams of health department including district administration worked day and night to shift the district from red zone to green zone for which MLA Angad Singh, Deputy Commissioner Vinay Bablani, SSP Alka Meena, Civil Surgeon Dr. Rajinder Parshad deserves congratulations. He said that under the proper monitoring of district administration all the patients have recovered and reached their homes safely.

The Health Minister also praised the residents of SBS district and said that the curfew restrictions have been followed by them as per the directions of the Punjab Government. He said that this battle against Corona could be won only with the cooperation of the people as shown by the town of SBS Nagar.

Highlighting the exemplary performance of the health department, he said that from March 19 to March 26, the area was badly affected by the 18 corona cases which came at once, which created an atmosphere of tension in the district hospital as well. It became challenge to provide quality treatment services to a large number of patients, but medical and para-medical teams had bravely took care of all patients. He said that the way in which all patients

undergraduate medical and dental students Chandigarh, April 22: The Minister of Medical Education & Research Punjab, Mr.OP Soni checked on the status of all the COVID patients currently at Government Medical Colleges and Hospitals at Amritsar , Patiala and Faridkot via videoconferencing with Principal Secretary MER, Director MER, Vice Chancellor BFUHS and Principal and Medical Superintendents of the three government medical colleges, on Wednesday. He sought details into the cumulative status of all the patients who have been admitted therein. Further the Minister looked into the details of the working and upgradation of the three VRDL labs. He stressed that the capacity enhancement of ventilators and testing is the key to our fight against COVID. The demands related to these facilities were discussed in detail. It was decided that the additional staff requirements and pending recruitments be fast-tracked. The key decisions related to retention of final year MD/MS students including 400 doctors and other staff was also taken. In another important decision, almost one-and-a –half times hike in the stipend of the undergraduate medical and dental students has been approved, as per their long-standing demand.

Rice Storage Problem Solved in State

Chandigarh, April 22: In the wake of Novel Coronavirus pandemic, Punjab State is playing a vital role for ensuring food security to the people of the country during the nationwide lockdown. Disclosing this here today Food, Civil Supplies & Consumer Affairs Minister Punjab, Mr. Bharat Bhushan Ashu said that to meet the needs of people of the country in this hour of crisis, 1.25 lakh metric tonnes of rice and wheat have been shipped today through 50 special freight trains which contains 102500 metric tonnes of rice and 22500 metric tonnes of wheat from the warehouses of state located in different parts of Punjab. He said since the beginning of the lockdown, Punjab had moved 759 special trains and 13.5 LMT rice and 5.47 LMT wheat to the rest of the country While applauding CMD FCI Mr. D. V. Prasad for giving Special trains to Punjab Mr. Ashu said that this will not only give food security to the needy people in country but also solve the problem of rice storage in the state . He said that by July 2020, 38 lakh metric tonnes of rice would be stored in the rice godowns of Punjab. Mr Ashu said that during the loading of food grains on special trains, directions of health department to tackle with Covid 19 were strictly complied with.

IMA LAUDS PUNJAB FOR SWIFT RESPONSE IN TACKLING COVID-19

READY TO DONATE 25-BEDDED HOSPITAL WITH 10 VENTILATORS WHENEVER REQUIRED

CHANDIGARH, APRIL 22: Underlining the stringent lockdown measures initiated by Punjab, the Indian Medical Association (IMA) has lauded state health department for aggressively tackling Covid-19 threat with prompt identification, testing and containment strategy. Though first case of infection was detected in Punjab on March 4, the Department has been vigilant since January 2020 regarding the screening of passengers coming at international airports and international check posts at Wagah and Kartarpur Corridor, the IMA said in a statement here today. Further, the proactive functioning of the department is evident from the fact that the screening of passengers was started at Chandigarh and check posts even before Government of India included these sites for screening. As a result of active surveillance, the first case of Covid-19 was detected by Health Department teams from domestic flight leading in mitigating the further spread. IMA which has set up 25 bedded hospital with 10 ventilators near Jalandhar COVID Hospital to be handed over to the Government whenever required, has also donated PPE kits in many districts besides providing training for management of COVID-19 patients and are also providing ambulance service at civil hospitals for testing. Noting with satisfaction, the IMA further said that in the SBS Nagar and Derabassi in Mohali district, the two hot spots in the state, the state teams were aggressive in cordoning off the entire village and surrounding areas and all the contacts of the positive cases were traced and tested urgently.

Underscoring the cohesive response which the state has offered in view of gravity and scale of the pandemic affecting the whole globe, the IMA particularly appreciated the Department of Health for creating isolation facilities, restructuring of manpower for management of serious cases and undertaking capacity building and awareness activities besides the massive IEC campaign which have been undertaken to create awareness about prevention from Corona Virus. The successes of efforts of the Department are clearly visible in containment of spread of infection in Pathlawa village of SBS Nagar where 19 cases were reported in a short span of time. With intensive testing and containment efforts, there has been no new case from SBS Nagar since March 25. All but one case have been declared cured nd the remaining patient is likely to be discharged by day after. Assuring the state of its fulsome support and cooperation, the IMA said in addition to ensuring private hospitals in the entire state are doing OPDs and managing patients reporting to them the body is assisting the state in its full capacity. IMA Punjab stands committed to extend all support in efforts of Government to curb this epidemic. Pertinently, IMA Punjab had several meetings with Hon’ble Health Minister, Secretary Health and Director Health Services to discuss the preparedness of public and private sector health facilities to handle COVID-19. Punjab Government issues Advisory for safe celebration of the holy month

Ramadan Chandigarh, April 22: The Punjab Government has issued the advisory with regard to the safe celebration of the holy month Ramadan in the wake of COVID-19 pandemic.

Disclosing this, an official spokesperson said that the government of Punjab with the objective of containing the human transmission of the virus has imposed restrictions on free movement of its residents as also has banned the congregations. The celebrations of the holy month of Ramadan during this COVID-19 pandemic with restrictions in place requires careful adherence to certain preventive measures. The Spokesperson further said that the Punjab Government has appealed to meticulously adhere to the guidelines under which all Masjids/Dargahs/Imambaras and other religious institutions shall remain closed and there will be a complete prohibition of congregational prayers (Nimaz-e-Bajamaat) including the Jumma and Taraweeh prayers. People are advised to offer prayers from their respective houses only. “All types of celebrations including Urs, public & private Iftar parties/functions, Dawat-e-Sehri and any other religious function involving assembly of devotees shall be strictly avoided” he added. He said that public distribution of items like Juices, Sharbat or any other cooked food Items at the Masjid premises or their door to door distribution shall be strictly prohibited. Further eatery shops/Rehris shall not be allowed to be installed near the Masjid. He also said that persons with pre-existing health conditions like Diabetes, Heart ailments etc. should undertake fast only after proper medical advice. He said that public addresses system in the Masjid should be used only for any announcements requested to be made by local authorities and, if required, for announcing the end of Sehri and start of Iftar time. He said that according the guidelines people should stay at home and strictly adhere to the social distancing norm of maintaining a distance of at least 1 metre from any other individual, including the relatives, friends, neighbors etc, at all times and during all days. He said that hugging for the purpose of celebrating and greeting the other person must be avoided. Even the handshakes should be avoided.
