Meeting of the Committee constituted for considering issue of Media Identity Card to the Media Persons in the Union territory of Puducherry under the Scheme for grant of Media Identity Cards to the Media Persons in the Union Territory of Puducherry vide GOMsNo3 dated 28062013 GOMsNo7 dated 20042015 and GOMsNo17 dated 13102015 was held under the Chairmanship of the Secretary (Information and Publicity) in his Chamber on 08022017

2 At the outset the Committee reviewed the applications received from the Media Persons in connection with issue of Media Identity Card as furnished below

3 The Committee deliberated and examined all the applications mentioned above through the eligibility criterion under the Chairmanship of the Secretary (Information) as follows-

Print Media

(i) Whether the application is in the prescribed format and all the columns are duly filled in

(ii) Whether the Newspaperperiodical is in circulation in the-)nion Territory of Puducherry for more than one year

(iii) Submission of proof of working in the Media (in full time) for more than one year

(iv) Submission of copy of RNI Certificate

(v) Submission of Annual Statement

(vi) Status of submission of two copies as per GOMsNo2 dated 15052013 of the Directorate of Information and Publicity Puducherry

SatelliteChannels

(i) Whether the satellite channel is functioning for more than one year

(ii) Whether the satellite channel is registered with Ministry of Information and Broadcasting Government of India New Delhi and have permission to telecast news

(iii) Experience Certificate (more than one year)

Cable TV

(i) Whether the Cable TV is functioning for more than one year

(ii) Perm ission obtained for operating the Cable TV from the concerned Authorities

(iii) Trade License from the concerned MunicipalityCommune Panchayat

(iv) A copy of Permission for telecasting of news issued by the Ministry of Information and Broadcasting Government of India New Delhi

(v) Experience Certificate (more than one year)

4 Accordingly the Committee scrutinized the applications as per the criterion detailed at para 3 above and recommended as follows-

(i) Since Media Persons working in Cable TV have not submitted copy of permission for telecasting news issued by the Ministry of Information and Broadcasting Government of India New Delhi all the 39 applications submitted by the Media Persons working in the Cable TV have not been considered for issuing Media 10 Card The applications submitted by the Media persons working in the Cable may be considered subject to submission of said telecasting permission in future

(ii) In regard to Periodicals viz Fortnightlies Monthlies Bi-Monthlies (ie other than Dailies and Weeklies) the non-official members of the Committee pointed out that the 10 Cards are being issued to the Media persons who are working as full-time employee But it came to know that some of the persons who are working in Schools Government Agencies and retired from Government Services have also applied for 10 Cards The Committee noted that some full time employees and genuine cases are there in this group Further the non-official members raised the question whether the LOCard may be issued to the persons those who are running magazinesperiodicals on their own-interest in amateur way The questions raised by the non-official members were deliberately discussed and decided to consider in the next meeting ie after getting report on the applicants profession from the District Collector Accordingly the committee suggested to forward the list of applicants those who have applied for 10 Card in the periodicals category (ie other than dailies and weeklies) to the District Collector to verify their professions and to get the report accordingly for taking further decision ~

(iii) As suggested in the previous meeting Naveena Netrikkan Tamil Nadu based weekly magazine has furnished copy of the Media Pass issued by the Government of Tamil Nadu along with applications of their Chief Reporter Thiru G Nagadevan and the Photographer Thiru L Baskar Now the committee has suggested to get the clarification from the DIPR Government of Tamil Nadu on

the passes issued to Naveena Netrikkan

(iv) In regard to the applications received from the outlying regions the Committee has suggested to return all the applications received from the outlying regions viz Karaikal Mahe and Yanam to the Regional Administrators of Mahe and Yanam and Assistant Director of Karaikal with a request to re-submit the application after scrutinizing the same with the conditions stipulated in the GO for issuing ID Card and to ask the applicants to produce Proof for their Residence in order to verify whether they are residing in the respective regions

(v) Some of periodicals which are being printed and published from outside the Union Territory of Puducherry are not recognizedpatronized by their respective StateUT Governments But they have also applied for Media Identity Card from this Administration In this regard the majority of the non-official members have suggested to get proper evidence from the said weekly magazines for which they are supported by their respective Government and to take decision after submission of evidences

(vi) In regard to the application of Thiru PVishnumoorthy Chief Editor Janamitra Yanam Region the committee has not considered since he is getting monthly pension under the Scheme for Pension Benefits to the Media Persons in the Union Territory of Puducherry Further the Committee has suggested to issue Media Pensioner LOCard to all the Media Pensioners

(vii) Out of 17 4 applications 15 applications have been recommended for issue of Media Identity Cards as per the Puducherry Media Representatives Identity Card Rules 2013 as per Annexure-I and the remaining applications were not considered at this time due to various discrepancies noticed in their application and the reasons attributed at para 4 as per Annexure-11

5 The Committee also decided that the applications for which additional particularsdocuments were sought will be re-considered in the subsequent meetings as and when the applicants furnish the same Further the Committee has suggested to issue IDCard to the selected Media Persons for one year from the date of issue of IDCard along with Media Health Card Media Free Bus Pass and Media vehicle Sticker without seekingrequesting further documents

6 The Committee suggested the Department to arrange for issuing Assembly Media Passes only to the Media persons who have received Accreditation Card and IDCard from the Directorate of Information and Publicity at the time of Assembly Sessions
