En septembre 2015, 193 pays mem-bres de l’ONU ont adopté, pourles 15 prochaines années, 17 objec-

tifs, 169 cibles et 230 indicateurs. Et c’estdepuis le 1er janvier 2016 que ces objectifssont devenus le cadre de référence detous les gouvernements et des différentsacteurs concernés pour la période 2015 -2030.

Le Cadre stratégique de Caritas Africa pour 2015-2019.adopté lors de la Conférence Régionale de mai 2015 à Romeet le Plan opérationel qui en découle fournissent au RéseauCaritas en Afrique et aux partenaires qui les accompagnentun point d’entrée sur le terrain de la mise en œuvre des ODDdans la mesure où ces deux documents ont prévu respec-tivement des orientations et des activités à travers lesquellesCaritas pourra apporter sa contribution, dans la mesure desmoyens qui seront mobilisés, à la réalisation de certains deces objectifs en tenant compte de sa vision, de sa mission etdes valeurs et principes qui orientent son action.

A cet effet, il sera aussi important que Caritas, à tous lesniveaux (paroissial, diocésain, national, sous-régional etrégional), reste attentif à toutes les dynamiques qui sedéveloppement autour de la mise en œuvre des ODD,spécialement en participant aux cadres de dialogue et deconsultation multi-acteurs (gouvernements, partenairestechniques et financiers, société civile, secteur privé, …).

La présence de Caritas sur le terrain, aux côtés des popu-lations meurtries par des catastrophes d’origines diverses etdes communautés qui luttent honorablement contre la pau-vreté, sa connaissance des réalité locales et (Suite à la page 4)

In September 2015, 193 UN member countries haveadopted 17 goals, 169 targets and 230 indicators for thenext 15 years. And since 1st January 2016, these

objectives have become the reference framework of allGovernments and various other actors for the 2015-2030period.

The 2015-2019 Caritas Africa strategic framework adoptedin the course of the Regional Conference in May 2015 inRome and the Operational Plan that resulted provide tothe Caritas network in Africa and to the partnersaccompanying them an entry point in the field of theimplementation of the SDGs in so far as these twodocuments respectively provide guidance and activitiesthrough which Caritas could make its contribution to theextent of the means that will be mobilized to achieve someof these goals taking into account its vision, mission, valuesand principles that guide its action.

To this end, it will be important as well that Caritas, at alllevels (Parish, Diocesan, National, Sub-regional and Regio-nal), remains attentive to all the dynamics that are deve-loping around the implementation of the SDGs, especiallyby participating in the frameworks of multi-stakeholderdialogue and consultation (Governments, technical andfinancial partners, civil society, private sector, ...).

sa capillarité sont des atouts qui luipermettront de jouer aussi un rôle impor-

tant dans le suivi de la mise en œuvre des ODD, à travers laréalisation d’enquêtes et autres études pour mesurer lesprogrès réalisés dans la vie des populations africaines.

Caritas devra donc, entre autres, se professionnaliserdavantage de manière à se positionner comme acteurs deréférence dans la collecte, l’analyse et le traitement desdonnées de façon à produite des rapports content desévidences pour alimenter le travail de plaidoyer qui pourraêtre mené à différents niveaux pour influencer positivementles politiques, programmes et projets des Gouvernements.

C’est de cette façon là que Caritas devra exercer son pouvoir,… le pouvoir de l’amour et de la bonté comme nous y invitele Son Eminence le Cardinal Luis Antonio TAGLE, Présidentde Caritas Internationalis, de façon que « les gens aient la vie,et qu’ils l’aient en abondance » (Jn 10, 10).

La présente édition de notre e-Magazine apporte encore despreuves de l’engagement et de l’esprit de créativité etd’innovation de Caritas en Afrique dans la promotion dudéveloppement humain intégral, avec un focus sur l’autono-misation et la responsabilisation des communautés à la base.

poverty, its knowledge of the localreality and its anciliary action are

assets that will allow it to play as well an important role inthe monitoring of the SDGs implementation, by means ofsurveys and other studies to measure the progress made inthe lives of African communities.

Caritas must therefore, inter alia, professionalise itselffurther in order to position itself as reference actors in thecollection, analysis and processing of data to producereports containing evidence to support advocacy work thatwill have to be conducted at different levels to positivelyinfluence Government policies, programmes and projects.

It is in this way that Caritas will exercise its power, ... thepower of love and goodness as we were prompted byCaritas Internationalis President, His Eminence CardinalLuis Antonio TAGLE, so that “people may have life, andthat they have it in its fullness” (Jn 10: 10).

This present edition of our e-Magazine provides, oncemore, evidence of the commitment and the spirit ofcreativity and innovation of Caritas in Africa in promotingintegral human development, with a focus on the empower-ment and accountability of grass root communities.

Sustentável) tendo em conta que estes dois documentos provi-denciam respectivamente uma orientação e actividades dasquais a Caritas poderá dar a sua contribuição na amplitude dosmeios que serão mobilizados para o alcance de alguns destesobjectivos, tomando em consideração a sua visão, missão,valores e os princípios que guiam as suas acções.

Para este fim, será importante também que a Caritas, à todosos níveis (Paroquial, Diocesano, Nacional, Sub-regional eRegional), permaneça atenta à toda dinâmica em desenvol-vimento no respeitante à implementação dos ODSs,especialmente pela participação no diálogo e na consulta dasestruturas dos multi-parceiros (Governos, parceiros técnicose financeiros, sociedade civil, sector privado, …).

A presença da Caritas no terreno, juntamente com aspopulações sofrendo de desastres de várias origens e com ascomunidades que lutam honrosamente contra a pobreza, oseu conhecimento sobre a realidade local e sua acção decapilaridade são habilidades que lhe permitirá também jogar

um papel importante na monitorização da implementaçãodos ODSs, por meios da pesquisa e outros estudos para mediro progresso alcançado nas vidas das comunidades Africanas.

A Caritas deve no entanto, de imediato, profissionalizar-semais em ordem a se posicionar como actor de referência narecolha, análise e processamento de dados para produzirrelatórios com evidências para apoiar o trabalho da advo-cacia que será conduzido aos diferentes níveis com vista ainfluenciar positivamente as políticas, programas e projectosdos Governos.

É neste âmbito que a Caritas irá exercitar o seu poder, … opoder do amor e de bondade que nos é solicitada pela CaritasInternationalis, Sua Eminência Cardeal António TAGLE,para que “as pessoas tenham vida, e que elas a tenham emabundância” (Jo. 10:10).

Esta presente edição do e-Magazine fornece, mais uma vez,evidência do comprometimento e do espírito de criatividadee de inovação da Caritas em África na promoção dodesenvolvimento integral humano, com o foco nofortalecimento e prestação de contas das comunidadesenraizadas.

Mgr Anaclet MwumvanezaSecrétaire général de Caritas Rwanda,

nommé évêque de Nyundo

Au Rwanda, le 11 mars dernier, Mgr Anaclet Mwumvanezaa été nommé par le pape François comme évêque de Nyundo,dans l’ouest du pays. Mgr Anaclet Mwumvaneza estactuellement secrétaire général de la Caritas Rwanda.

Né en 1956 à Murambi, il a fait ses études en philosophie eten théologie au grand séminaire de Nyakibanda (1985-1991).Il a été ordonné prêtre pour l’archidiocèse de Kigali en 1991.Curé de la paroisse de la Sainte-Famille à Kigali de 1992 à2000, il est membre du Conseil des consultants et du Conseilfinancier de l’archidiocèse de Kigali depuis 1993. Entre 2000et 2004, il a fait son doctorat en droit canonique à l’Universitépontificale grégorienne à Rome. Il a été curé de la paroisseKicukiro et professeur de droit canonique au séminaireNyakibanda de 2004 à 2005.

Il a occupé le poste de directeur diocésain de la Caritas et deprésident de la Commission Justice et Paix de l’archidiocèsede Kigali de 2005 à 2013, avant d’être nommé secrétairegénéral de la Caritas Rwanda en 2013.

Mgr Mwumvaneza succède à Mgr Alexis Habiyambere qui,atteint par la limite d’âge de 75 ans, a présenté sa démissionau pape, conformément au Code de droit canon.

Caritas Africa President Easter MessageDear Brothers and Sisters;Men and Women of goodwill

May the Peace of our Risen Lord be with you.

The publication of this edition of our e-Magazine coincideswith the celebration of the Holy Feast of Easter.

I take this opportunity to get back to youabout the Caritas mission which, as weall know, is to bear witness to the loveof God (acts 1: 8) in order to promotecharity and justice to ensure the integraldevelopment of human beings withspecial attention to the poor anddisadvantaged.

The scope of the mission of Caritas

This mission takes place on the field ofcharity and justice requiring that theChurch in Africa constantly fashions new ways to bearwitness to charity in pursuing with courage its propheticrole, i.e. to analyse and examine reality, in depth, and havethe courage to speak the truth, all of this for the promotionand defence of the common good.

This requires fighting against the structures that maintaininjustices, inequalities, conflicts and the predation ofresources, in short these structures that maintain adehumanizing poverty and do not favour that "peoplemay have life and that they have it abundantly" (John 10:10). As we also know, this does not always happen withoutdifficulty! Some Caritas workers have experiencedfrustrations, others have been intimidated and threatened,others still have been maltreated. Some have even paidwith their lives. And the Bishops rightly paid tribute tothem in the Kinshasa Declaration!

This should not discourage us. This is the way to carry ourcross, to live as our share of the suffering in this missionwhere we are called upon to sacrifice ourselves so that themost vulnerable may recover their dignity as children ofGod, in union with the Risen Christ, He himself sent bythe Father into the world to testify to humanity of his love,his limitless mercy, ...

Values and principles in the conduct of the Caritas mission

Caritas must always consider the values and principlesthat guide its work. And, in this regard, the CaritasInternationalis Management Standards (and the Code ofConduct and the Code of Ethics to be approved or adapted

to its realities) invite every Caritas, among others, toself-evaluate itself.

This is therefore a process that aims to identify thestrengths of the Organization and the points to beimproved, in order to provide quality services to thepoor.

As the Holy Father, Pope Francis, toldus in 2013, "In serving, accompanyingand defending the poor, it is to the LordHimself that we are doing it." Heidentified himself with the poor. So thepoor are our masters to whom we areaccountable.

Hence the need for the formation ofthe heart and professionalism in theservices and products that Caritasprovides to people and to the poo-

rest communities.

The sense of the mission

The Church exists to evangelize: this is its identity and itsessential mission (Evangelii Nuntiandi). Proclaim theGospel (KERYGMA), celebrate the Sacraments(LEITOURGIA) and witness the Love of God by serviceto our brothers (DIAKONIA) are tasks that mutually callone another and cannot be separated at the risk ofdisfiguring the Church (DCE n.25).

"Those who practice charity in the Church's name willnever seek to impose on others the faith of the Church."For love is free and it is not used to achieve other purposes(DCE n.31).

Addressing the Caritas Internationalis RepresentativeCouncil (May 16, 2013), Pope Francis recalled that "Caritasis not just for emergencies like a first aid agency. (...) In asituation of war or in times of crisis, we need to take careof the wounded; to help the sick ... but it is also necessaryto support them, to take care of their development."

Is it not all that that gives new meaning to the Caritasmission?

The Risen Christ helps Caritas workers to clearly definethe scope of their mission, to own the values and standardsthat guide this mission, to understand, know and live indepth its full meaning.

La sortie de cette nouvelle édition de notre e-Magazinecoïncide avec la célébration de la Sainte fête de Pâques.

Je saisis cette opportunité pour revenir vers vous au sujetde la mission de Caritas qui, nous lesavons tous, consiste à témoigner del’amour de Dieu (Actes 1, 8) afin depromouvoir la charité et la justice en vued’assurer le développement intégral del’être humain avec une attention particu-lière aux pauvres et aux plus démunis.

Le champ de la mission de Caritas

Cette mission se déroule sur le champ dela charité et de la justice qui exige quel’Eglise en Afrique imagine sans cesse denouvelles manières de témoigner de lacharité en poursuivant avec courage son rôle prophétique,c’est-à-dire analyser et examiner la réalité, en profondeur,et avoir le courage d’exprimer la vérité, tout cela en vue dela promotion et de la défense du Bien Commun.

Cela passe par la lutte contre les structures qui entretiennentles injustices, les inégalités, les conflits, la prédation deressources, bref des structures qui entretiennent unepauvreté déshumanisante et qui ne favorisent pas que « lesgens aient la vie et qu’ils l’aient en abondance » (Jean 10, 10).Comme nous le savons aussi, cela ne se passe pas toujourssans difficulté ! Certains collaborateurs de Caritas ont connudes frustrations, d’autres ont reçu des intimidations et desmenaces, d’autres encore ont été maltraités. Il s’en est mêmetrouvé qui ont payé de leur vie. Et les Evêques leur ontjustement rendu hommage dans la Déclaration de Kinshasa !

Cela ne devrait pas nous décourager. C’est la façon deporter notre croix, de vivre aussi notre part de souffrancedans cette mission où nous sommes appelés à noussacrifier, pour que les plus vulnérables recouvrent leurdignité d’enfants de Dieu, en union avec le ChristRessuscité, Lui que le Père avait envoyé dans le mondepour témoigner à l’humanité entière son amour, samiséricorde sans limite, …

Les valeurs et principes dans la conduitede la mission de Caritas

Caritas doit chaque fois tenir compte des valeurs etprincipes qui orientent son travail. Et par rapport à cela, lesNormes de gestion de Caritas Internationalis (ainsi que leCode de Conduite et le Code d’Ethique qu’il faut approuver

ou adapter à ses réalités) viennent inviter chaque Caritas,entre autres, à procéder à une auto-évaluation.

Il s’agit donc là d’une démarche qui vise à identifier lespoints forts de l’Organisation ainsi que les points devantfaire l’objet d’une amélioration, de façon à rendre auxpauvres des services de qualité.

Comme le Saint Père, Pape François, nous l’a dit en 2013,« En servant, en accompagnant et endéfendant les pauvres, c’est au Seigneurlui même que nous rendons cela ». Ils’est lui même identifié aux pauvres.Donc les pauvres sont nos maîtres pourlesquels nous sommes redevables.

D’où la nécessité de la formation ducœur et du professionnalisme dans lesservices et produits que Caritas offreaux populations et aux communautésles plus démunies.

Le sens de la mission

L’Eglise existe pour évangéliser: c’est son identité et samission essentielle (Evangeli Nuntiandi). «  Celui qui pratique la charité au nom de l’Eglise necherchera jamais à imposer aux autres la foi de l’Eglise ».Car l’amour est gratuit et il n’est pas utilisé pour parvenirà d’autres fins (DCE n.31).

S’adressant au Conseil Représentatif de Caritas Interna-tionalis (16 mai 2013), le Pape François rappelle que«Caritas n’est pas juste pour les situations d'urgencecomme une agence de premiers soins. (…) Dans unesituation de guerre ou en période de crise, on a besoin des'occuper des blessés, pour aider les malades... mais il estégalement nécessaire de les soutenir, pour prendre soinde leur développement ».

N’est-ce pas tout cela qui donne à la mission de Caritastout son sens ?

Que le Christ Ressuscité aide les agents au service deCaritas à bien cerner le champ de sa mission, às’approprier les valeurs et les normes qui guident cettemission, à comprendre, connaître et vivre de manièreapprofondie tout son sens.

A publicação desta edição da nossa revista e-Magazinecoincide com a celebração da Festa da Santa Páscoa.

Tomo esta oportunidade de voltar a vosfalar sobre a missão da Caritas que, assimcomo todos nós a conhecemos, é de dartestemunho do amor de Deus (actos 1:8)em ordem a promover a caridade ejustiça para garantir o desenvolvimentointegral do ser humano com atençãoespecial aos mais pobres e desfa-vorecidos.

O alcance da missão da Caritas

Esta missão acontece no âmbito daCaridade e justiça requerendo que a Igreja em Áfricaprocure constantemente novos caminhos para dartestemunho da caridade procurando com coragem o seupapel profético, ex. de analisar e examinar a realidade, nasua profundidade, e ter a coragem de falar a verdade, tudoisso para a promoção e defesa do bem comum.

Isso significa lutar contra as estruturas que mantêm ainjustiça, desigualdade, conflitos e predação de recursos,em breves palavras as estruturas que mantêm a pobrezadesumanizada e que não favorecem que “as pessoaspossam ter vida e a tenham abundantemente” (João 10:10).Assim como nós sabemos, isso não acontece sempre semdificuldades! Alguns trabalhadores da Caritas jáexperimentaram frustrações, outros foram intimidados eameaçados, outros ainda estão a ser maltratados. Algunschegaram a pagar com as suas próprias vidas. Os Bisposprestaram homenagem a eles na Declaração de Kinshasa.

Isto não deve nos desencorajar. Esta é a forma decarregarmos a nossa cruz, vivendo como nossa partilhado sofrimento nesta missão onde somos chamados asacrificarmos a nós mesmos para que os mais vulneráveispossam recuperar a sua dignidade como filhos de Deus,na união com Cristo ressuscitado, Ele mesmo enviado peloPai para o mundo para dar testemunho do seu amor àhumanidade, a sua misericórdia sem limites, …

Valores e princípios na condução da missão da Caritas

A Caritas deve sempre considerar os valores e princípiosque guiam o seu trabalho. E, neste sentido, Os Padrões deGestão da Caritas Internationalis (e o Código de Conduta

e Código de Ética que serão aprovados ou adoptadodentro da sua realidade) convidam todas as Caritas, entreoutras, a fazerem uma auto-avaliação.

Este é entretanto um processo que visa a identificar asforças da Organização e os pontos a serem melhorados,em ordem a providenciar serviço de qualidade aos pobres.

Assim como o Santo Padre, PapaFrancisco, nos disse em 2013, “Aoservir, acompanhar e defender ospobres, é ao próprio Senhor que nósestamos a faze-lo.” Ele se identificoucom os pobres. Assim, os pobres são osnossos mestres que nós devemosprestar contas.

Daí a necessidade da formação docoração e profissionalização no serviçoe produtos que a Caritas presta às

populações e às comunidades mais pobres.

O sentido da missão

A Igreja existe para evangelizar: esta é a sua missãoessencial (Evangelii Nuntiandi). Proclame o Evangelho(KERYGMA), celebre os Sacramentos (LEITOURGIA) etestemunhe o amor de Deus pelo servindo os nossosirmãos (DIAKONIA) são tarefas que mutuamenteconvidam uma a outra e não podem ser separadas ao riscode desfigurar a Igreja (DCE n.25).

“Aqueles que praticam a caridade em nome da Igrejanunca procurarão impor aos outros a fé da Igreja.” Porqueo amor é livre e nunca é usado para atingir outrospropósitos (DCE n.31).

Ao discursar ao Conselho Representativo da CaritasInternationalis (16 de Maio de 2013), Papa Franciscolembrou que “a Caritas não é só para emergências comouma agência de ajuda. (…) numa situação de guerra ouem tempos de crise, nós temos que cuidar dos feridos;ajudar os doentes … mas também é necessário apoiá-los,para que estes cuidem do seu desenvolvimento.”

Não é isso tudo que dá sentido a missão da Caritas?

Cristo ressuscitado ajuda os trabalhadores da Caritas paraclaramente definirem as competências da sua missão, aassumirem os valores e os padrões que guiam a suamissão, a entenderem, conhecer e viver na profundidadeo seu sentido mais profundo.

Chers amis,

Après ce temps d’écoute et de partage,nous arrivons au terme de notre ren-contre qui s’est tenue en cette SalleNouvelle du Synode. Mais nous la conclu-rons de manière définitive en remer-ciant le Seigneur au cours de la célébra-tion eucharistique qui sera présidée parle Cardinal Sarah, notre Président émé-rite. Je souhaiterais avant cela, formulerquelques conclusions en guise de syn-thèse qui pourront être utiles à notretravail au sein des institutions que nousreprésentons ici.

1. Ce congrès a réaffirmé l’actualité del’encyclique Deus caritas est. Il nes’agit donc pas d’un document obso-lète, mais bien d’un document qui estactuel et qui a gardé toute sa perti-nence. Le Pape a déclaré ce matin que «l’encyclique conserve intacte toute lafraîcheur de son message, par lequel elleindique l’orientation toujours actuelle ducheminement de l’Eglise ». L’exhortationapostolique Evangelii gaudium d’ailleursa été également repris le principe selonlequel la mission de l’Eglise se fonde surla réciprocité entre la parole, lessacrements et le service de la charité.L’actualité de la Deus caritas est consisteen ce que les principes fondamentauxqu’elle a tracés n’ont pas perdu de leurvaleur mais qu’au contraire ils conti-nuent à orienter, - aujourd’hui avec plusde force -, notre service de la charité.Ilme semble donc que la première consé-quence pratique qui s’en dégage,est lanécessité d’une relecture de ce texte tantau niveau personnel qu’au sein de nosinstitutions. De cette façon la visionpoursuivie par notre congrès pourraêtre portée aux réalités dont nous som-

mes les représentants, et réactualiserainsi les motifs qui sont à la base denotre engagement.

2 . De manière concrète, il y a certainspoints fondamentaux que la réflexionde ces jours nous pousse à partager. Lepremier regarde le concept-même decharité. Le Saint-Père au cours de savisite à Cor Unum et ce matin encore aucours de l’audience, a réaffirmé l’impor-tance de la charité qui, a-t-il dit, « est aucentre de la vie de l’Eglise et en estvraiment le coeur ». La Cardinal Müller

déclarait que la charité est la vie de Dieuet qu’elle anime la communauté descroyants et il précisait que « la diaconiacomme charité du Christ est expressionde la nature de l’Église ». Le CardinalTagle, quant à lui, soulignait que nousavions peut-être oublié ce point centraldans la vie de l’Eglise, affaiblissant dela sorte la proclamation-même del’évangile et la vie sacramentelle. Enoutre nous avons trop souvent identifiéla charité avec l’aumône ce qui a nuit àtout notre service et ceci pour deuxraisons; d’une part nous avons réduit àun aspect purement financier, un com-portement, une vertu chrétienne, voiremême « le nom de Dieu » que nousavons d’une certaine façon, vidé de sonsens. D’un autre côté nous avons étéobligés d’emprunter des concepts nonchrétiens pour exprimer le coeur duchristianisme. Ici nous avons rappelé

que la charité est Dieu lui-même, et c’esten tant que telle que le Dieu des chrétiens’est manifesté : c’est pourquoi la charitédemeure pour toujours. Nous avonsrepris les paroles de Saint-Paul pour cecongrès: « la charité ne passera jamais ».La charité représente aussi la finalité del’homme puisqu’il est appelé à partagerla vie de la Trinité qui est justementcharité. C’est pourquoi l’invitation quinous est adressée à redécouvrir etutiliser le concept charité dans son sensplénier garde toute sa valeur. Il y a eudes variations sémantiques dans lesdifférentes langues: mais nous pouvonsnous engager, en ce qui nous concerne,à employer ce concept dans le plein sensde son terme, puisqu’il exprime l’originedivine de la charité et donc celle de notreservice. Parce qu’il exprime pleinementle sens de ce que nous faisons, il seraitopportun d’utiliser à nouveau ce motdans la désignation des services quigouver-nent ce secteur de l’Eglise. Il nesuffit pas de dire « social » pour définirnotre service mais « caritatif », - ce quiest plus approprié.

3. La Deus caritas est affirme que Dieunous recherche pour réaliser notrebien. De même que Dieu nous recherchepour notre bien - et c’est lui qui nousrecherche le premier -, analogiquementnous recherchons nous aussi l’hommepour réaliser son bien. C’est précisémentà partir de cette analogie avec lecomportement de Dieu à notre égardque nous comprenons combien la foi estessentielle à notre service puisqu’ellenous insère dans la (Suite à la page 20)

Dear friends,

After listening and reflecting together,the time has come to conclude ourmeeting in this hall. After this, we willend by thanking the Lord with aEucharistic celebration presided byCardinal Sarah, our former President.First, though, I would like to draw someconclusions, in order to provide asummary that will be useful for ourwork within the individual institutionsthat we represent here.

1. This congress has reaffirmed therelevance of the Encyclical DeusCaritas Est. It is not a document of thepast, but of the present, and it hasmaintained its entire validity. The Popesaid this morning that the message ofthe Encyclical “remains timely, indica-ting the ever relevant prospect for theChurch’s journey.” Moreover, the ideathat the mission of the Church isfounded on the reciprocity betweenWord, sacraments and service of charitywas also reaffirmed in the ApostolicExhortation Evangelii Gaudium. Therelevance of Deus Caritas Est shows thatits basic outlines have not lost theirvalue; rather, these lines continue toguide, with even more strength today,our charitable service. Thus it seems thata very practical first consequence is topersonally re-read the text and to re-read it within our organizations. In thisway, the spirit of our conference will betransmitted to the individual organismsthat we represent, so as to rekindle themotivations of our commitment.

2. More specifically, our reflection ofthese days has moved us to share some

of the points of the content. The first isthe concept of charity. When the HolyFather visited us at Cor Unum, and alsowhen he received us this morning, herestated the importance of charity,which, he said, "Is at the centre of thelife of the Church and … is truly theheart of the Church”. Cardinal Müllerstated that “Charity is the life of God,which animates the community ofbelievers” and pointed out that “diakoniaas the love of Christ is an expression ofthe Church's nature”. Cardinal Taglereiterated that perhaps we have

forgotten this central role in the life ofthe Church, as a consequence weaken-ing the very proclamation of the Gospeland the sacramental life. In addition, wehave too often identified charity withalms-giving, and this has negativelyaffected all of our charitable service, fortwo reasons. On the one hand, we havereduced an attitude of life, a Christianvirtue, or rather “the name of God”, toa mere financial act – depriving it insome way. On the other, we were forcedto adopt non-Christian concepts toexpress the heart of Christianity. Herewe remembered that charity is Godhimself, and the Christian God ismanifested as such: therefore, “Lovenever ends”. We have taken on the

words of St. Paul for this Congress:“Love never fails”. Love is also the goal,because man is called to share in the lifeof the Trinity that is love. Therefore, weare all invited to rediscover and re-usethe concept of charity in its fullestmeaning. There have been somesemantic variations in the individuallanguages, but from our part, we cancommit ourselves to using the conceptin its full significance, precisely becauseit tells us of the divine origin of love, andhence of our charitable service. Preci-sely, because the term expresses the fullmeaning of what we do, it would alsobe appropriate to adopt it in thedenomination of the respective officesthat govern this area of the Church. It isnot enough to use the term social todefine our services, we should moreprecisely define them as charitable.

3. Deus Caritas Est states that it is Godwho seeks us to achieve our own good.Just as God seeks us for our own good– and he seeks us first- ; in the same way,we must seek others, to achieve theirown good. From this analogy with thebehaviour of God springs forth howessential faith is for our service; becauseit places us in the same dynamic of Godand helps us to see our neighbour withGod’s very eyes. It is about makingGod’s love our own in order to give it.The insistence on this aspect of faith inour service is not a mere question ofidentity, as if we needed to separate ordistinguish ourselves from others,rather so that each one of us may takeon God’s atti- (Continued on page 27)

“Love never fails”(1 Co 13, 8) :Perspectives 10 years after Deus caritas estOn the occasion of the tenth anniversary of the encyclical Deus caritas est, the PontificalCouncil Cor Unum organised a congress, which was held at the Vatican on 25 and 26February 2016. At the end of the congress, Msgr Giampietro Dal Toso, Secretary of thePontifical Council Cor Unum, drew some conclusions to provide a summary of thedeliberations.

Depuis le déroulement descampagnes législatives etprésidentielles jusqu’à la

proclamation des résultats de cesélections fin février 2016, la Républi-que Centrafrique a observé un calmerelatif. L’armée régulière (FACA) arepris les postes dans les quartiers deBangui et les villages environnants, cequi a favorisé la tranquillité dans tou-te la capitale (même si leur équipe-ment est lamentable et le manqued’une structure centrale de ces forces).

Des premiers lueurs d’espoir, mais ledanger n’est pas écarté. Dans plu-sieurs régions du pays, la violenceéclate même de nouveau, malgré la

présence des forces UN. La zone deBambari, á 320 km de Bangui versl’est, a connu des attaques ciblées pardes nomades Peulhs, qui défendentleurs bétails contre les voleurs et les(ex-) combattants. Depuis quelquessemaines, la Caritas avait constaté unretour à la maison, mais ces récentsaffrontements font que les sites dedéplacés se remplissent de nouveau.Des femmes et enfants dorment sur laterrasse de la paroisse Notre Dame deVictoire à la belle lune, en attendantun appui humanitaire.

La Caritas fait l’accueil, l’assistance etl’enregistrement de ces vulnérables  ;

Caritas Centrafrique en première ligne pour assisterles victimes de la violence qui éclate de nouveau en RCA

et est responsable pour la coordina-tion humanitaire dans trois sitesautours de la ville de Bambari, avecplus de 15 000 déplacés internes.

Aussi dans la ville de Kaga Bandoro,au centre du pays et un carrefourentre la Capitale au sud du pays, leTchad et Soudan au Nord, les ex-re-belles continuent de contrôler le ter-rain avec leurs arsenaux de guerre ettoutes leurs forces. Leur présencecrée l’incertitude. (Suite à la page 12)

Les Peulhs Nomades vendent le lait de leurs bœufs au marché de Bokolobo,à mi-chemin entre Bambari et Alindao.

Fuyant la violence, les déplacés dorment à la belle lune sur les terrasses dela paroisse Notre Dame de Victoire à Bambari en attendant un appui humanitaire.

La Caritas enregistre les nouveaux déplacés, arrivés sur le site Notre Dame deVictoire à Bambari, après les tueries de certains Peuls dans les environs.

Ensemble avecl’échec d’un pro-

gramme de DDRR (Désarmement,Démobilisation, Réinsertion et Rapa-triement) fait en sorte que la popula-tion n’ose pas quitter les sites desdéplacés internes. En plus, le 2 février2016, un feu pour cuisiner a provo-qué un incendie dans le site de l’Evê-ché à Kaga Bandoro qui a détruit 80%des huttes. Le site héberge depuisnovembre 2014 plus de 6 000 hom-mes, femmes et enfants qui fuient laviolence. La Caritas reste responsablepour la gestion de ce site, la distribu-tion des vivres et la première assis-tance aux plus vulnérables.

La situation humanitaire reste très fra-gile dans toute la RCA. Une grandepartie du pays est encore contrôlée pardes (ex-)rebelles. L’Etat est quasi absent

A sign of the (difficult) times?

It is a tradition I inherited from mypredecessor, Bishop Louis Nca-miso Ndlovu OSM. Every year,

in January, I made myself availableto meet those asking for financialsupport to pay their school fees.

I would choose a day, my secretarywould tell me how much money wehave been able to collect to be of helpand then welcome and listen to eachone of them.

Last year we made a change. Wefeared we were not of help to thosewho might need it most. We neededto get a full picture first and thenselect those most in need.

Our resources are always limitedand we cannot help everyone. Ontop of that we can only help with alittle bit so that children are able tostart the year. Families, slowly,would finish paying during the year.

Therefore I asked our "CaritasSwaziland" to give me a hand.People had to come twice. The firsttime to meet the Caritas team andthe second one, to meet the bishop.

This year we decided to do the same.

Having been away for the meetingof the bishops in Pretoria, I had notime to follow the process. Only onSaturday afternoon I was able to seethe list of those who would becoming to see me on Monday. Therewere 202 names… in need of anamount of nearly 900 000 ema-langeni (about 57 000 USD)!

Many more than last year. Last year,in fact, we had 202 requests and wecould only help 150 of them.

Monday, before starting welcomingthem (one by one!) I asked the“Caritas Swaziland" team howmany people they had inter-viewedthe week before. The answer caughtme unprepared… 621!

Un signe des temps (difficiles) ?C’est une tradition que j'ai héritée de mon prédécesseur, Mgr Louis Ncamiso NdlovuOSM. Chaque année, en janvier, je me rends disponible pour répondre à ceux quidemandent une aide financière pour payer leurs frais de scolarité.

Je choisis un jour, ma secrétaire me dit combien d'argent nous avons été en mesure derecueillir afin de pouvoir être utile, accueillir et écouter chacun d'eux.

L'année dernière, nous avons fait un changement. Notre crainte était de ne pas être enmesure d'aider les plus nécessiteux. Nous voulions d’abord avoir une image complète,puis sélectionner les personnes les plus dans le besoin.

Nos ressources sont toujours limitées et nous ne pouvons aider tout le monde. L’aideminime que nous pouvons accorder permet tout juste aux enfants de commencer l'annéescolaire. Il appartient aux familles de s’organiser lentement pour pouvoir payer les fraisde scolarité au cours de l'année.

J’ai, par conséquent, demandé à notre « Caritas Swaziland » de me donner un coup demain. Les personnes devaient venir deux fois. La première fois pour rencontrer l'équipeCaritas et la seconde, pour rencontrer l'évêque.

Ayant été absent afin de participer à laréunion des évêques à Pretoria, je n'avais

pas eu le temps de suivre le processus. Ce n’est que le samediaprès-midi que je fus en mesure de voir la liste des personnes quidevaient venir me voir le lundi suivant. Il y avait 202 noms ... Etleur demande était près de 900 000 emalangeni (environ 57 000dollars US)!

C’était beaucoup plus que l'an dernier, lorsque nous avions reçu202 demandes et avions pu aider 150 personnes.

Le lundi, avant de commencer à les accueillir (un par un!), jedemandé à l'équipe de Caritas Swaziland combien de personneselle avait rencontré la semaine précédente. La réponse me prit audépourvu ... 621!

J'ai eu une seule journée pour les rencontrer parce que j’avaisd’autres engagements. J'ai demandé au Père Mahazoule de m’aider.

Un par un, ils sont venus avec leurs résultats de l'année dernièreet un rapport de Caritas me donnant un constat de leur situationfamiliale et pourquoi ils avaient été choisis: orphelins simples etdoubles vivant avec leurs grands-parents, les parents encore envie mais ayant délaissé la famille, famille dirigée par un enfant,sans emploi ou sous-employé, famille ayant tout perdu en raisondu manque de pluies ... Tant de souffrances !

Dans un cas, une jeune fille ayant obtenu des résultats brilliantsl’an dernier est venue d’elle-même après avoir appris de sesparents, qu’ils ne seraient pas en mesure de payer ses frais descolarité cette année. Elle ne voulait pas rester à la maison. Unefois qu'elle a entendu que nous pourrions l'aider à démarrer, ellea pu négocier avec ses parents le reste des frais. Est-ce que tous lesautres seront en mesure de payer le reste de scolarité ...? Nous nepouvons qu'espérer et prier qu'ils y arrivent.

A la fin de la journée (après environ 12 heures dans le bureau àles accueillir) Je suis reconnaissant à tous ceux qui dans le pays età l'étranger nous aident à aider les autres. Personne ne voudraitvoir ces adolescents rester chex eux à ne rien faire. Je suiségalement reconnaissant à l'équipe de Caritas qui a interviewé tantde familles. Toutefois, je me suis demandé pourquoi le nombreavait ainsi augmenté: trois fois plus en un an ... combien encorene savent peut-être pas où venir chercher de l’aide ... et quedeviendront ceux que nous n’avons pu aider ...

Um sinal dos tempos (difícil)?É uma tradição que herdei de meu antecessor, Bispo LouisNcamiso Ndlovu OSM. Cada ano, em Janeiro, estou disponívelpara conhecer aqueles solicitando ajuda financeira para pagar suamensalidade.

Escolho um dia, a minha secretária disse-me quanto dinheiro nósfomos capazes de coletar a fim de ser útil, bemvindo e ouvir cadaum deles.

No ano passado, fizemos uma alteração. Nosso medo não era sercapaz de ajudar os mais necessitados. Primeiro queríamos ter umquadro completo, e em seguida, selecione as pessoas maisnecessitadas.

Nossos recursos são ainda limitados e não podemos ajudar todos.Permite que o pequeno ajuda que podemos dar para criançascomeçar o ano letivo. É para famílias de organizar lentamente parapagar a mensalidade durante o ano.

Eu, portanto, pediu nossa "Caritas Suazilândia» dá-me uma mãoamiga. As pessoas tinham que vir duas vezes. A primeira vez parase reunir com a equipe da Caritas e a segunda, para conhecer obispo.

In onecase a child with brilliant results lastyear came on her own having heardfrom her parents they would not beable to pay her school fees this year.She did not want to stay home. Onceshe heard we could help her startshe was able to negotiate with herparents the rest of the fees. Wouldall the others be able to finishpaying…? We can only hope andpray they do.

At the end of the day (nearly 12 hours in the office) Iwas grateful to all those who in the country and abroad“help us help others”. No one would like to have theseteenagers home doing nothing. I was also grateful tothe Caritas team who interviewed so many families.Still, it left me wondering why... why the number had

Um por um, eles vieram com seus resultados do ano passado eum relatório de Caritas, dando-me uma observação de suasituação familiar e porque eles foram selecionados: órfãos duplose viver com os avós, os pais ainda vivos mas ter abandonado afamília, família chefiada por uma criança, desempregada ousubempregada, famílias que perderam tudo devido à falta dechuva... Tanto sofrimento!

Em um caso, uma garota com brilhantes resultados obtidos noano passado veio ela mesma depois de saber dos seus pais, quenão seriam capazes de pagar as suas propinas deste ano. Elanão ficou em casa. Uma vez que ela ouviu que nós poderíamosajudá-lo a começar, ela foi capaz de negociar com os pais oresto dos custos. Outros será capazes de pagar o resto daaula...? Pode apenas esperamos e oramos que eles chegam lá.

No final do dia (após cerca de 12 horas no escritório para recebê-los), eu sou grato a todos aqueles que, no país e no exterior paraajudar-na ajudar os outros. Ninguém iria querer ver essesadolescentes permanecem chex-los a fazer nada. Agradeço tambémà equipe da Caritas que entrevistou muitas famílias. No entanto,eu me perguntava por que o número tinha aumentado: três vezesmais em um ano... quantos ainda pode não saber onde buscarajuda... e só se tornam aqueles que fomos capazes de ajudar...

Promoting activities for food securityand sustainable livelihoodsAs part of the realization of its 2014-2019 strategic plan, CaritasMozambique, in partnership with the Diocesan Caritas Inhambaneand Archdiocesan Caritas Maputo, is implementing the sustai-nable living programme for 210 needy families.

In order to complete this project, Caritas Mozambique is benefitingfrom the financial support of Caritas Spain. With the fundsreceived, Caritas Mozambique has bought and distributed seeds(corn, peanuts, beans and various vegetables) and tools (hoes,machetes, axes and watering cans) to the 210 families . One of thetechniques adopted by the project is the inter-cropping systempracticed by beneficiaries, to ensure better soil fertility and combatpests that are abundant in certain areas.

The technicians of the diocesan Caritas, in response to thecalamitous events, have sensitized the beneficiary families affectedby the drought motivating them to continue their efforts to growin the lowlands because some still have some moisture after thelittle rain that fell in January.

Thus, for several years, the women's selfcentres receive and train hundreds ofwomen. Sewing, embroidery andliteracy are taught in these centres thatwork with the technical support of threenuns.

In 2013 and 2015, Caritas Comoros hasreceived financial support from theAustralian Embassy. The major projectsfor the next two years include capacitybuilding courses for trainers, theintroduction in training programmes ofpastry and management courses as wellas the rehabilitation of buildings.

At the end of the school year 2015-2016,students will receive a kit so that theymay be able to start their own incomegenerating activities with the technicaland financial support from Caritas.

Apoio a mulheres corajosasCerca de 36% das mulheres que vivem em Comores nunca foram à escola. Acessoà educação e formação profissional é bastante limitado e as mulheres de desempregoé bastante elevada.

Caritas Comores organiza várias atividades para capacitar as mulheres para quepossam desenvolver a auto-confiança e orgulho, que são tão necessárias para cadaser humano.

Assim, durante vários anos, os centros de auto das mulheres receber e treinar centenasde mulheres. Costura, bordado e alfabetização são ensinados nesses centros quetrabalham com o apoio técnico da três freiras.

Em 2013 e 2015, Caritas Comores recebeu apoio financeiro da Embaixada daAustrália. Os grandes projectos para os próximos dois anos incluem cursos decapacitação para formadores, a introdução nos programas de formação de pastelariae de gestão de cursos, bem como a reabilitação de edifícios.

No final do ano lectivo 2015-2016, os alunos receberão um kit de modo que elespodem ser capazes de iniciar as suas próprias actividades geradoras de rendimento,com o apoio técnico e financeiro da Caritas.

Ceci implique la compréhen-sion, la liberté, la patience et rechercherle bien de la personne et de toute lapersonne. Dans la foi, avoir le mêmeregard de Dieu sur l’homme, signifieégalement avoir une vision de l’hommetelle que Dieu nous l’a révélée.

4. Nous touchons là une questionabsolument centrale : quelle anthro-pologie guide-t-elle notre action ?Nous pouvons nous demander trèssimplement: Que signifie pour notretravail considérer l’homme que nousservons comme l’image de Dieu, vouluet créé par Dieu, blessé par le péchéoriginel, appelé à partager la vieéternelle de Dieu, et ontologiquementouverte à la relation avec l’autre?Pouvons-nous le réduire à un simpleconsommateur ou à un simple ayant-droit sans l’impliquer dans la pleineréalisation de son être - homme, corps etâme ? Il est un homme libre que Dieutraite avec liberté. Aussi ne pouvons-nous pas lui imposer notre vision, parcontre nous pouvons favoriser saliberté. Le prof. Asolan, en commentantJean Vanier, proposait de regarder lepauvre avec les propres yeux du pauvreet de nous laisser interpeler par cequ’est le pauvre et ce qu’il nousdemande. Allons plus loin, dans unregard christologique : s’il est vrai quele Christ a choisi la croix alors nous lerencontrons dans les crucifiés d’aujour-d’hui. J’ai été touché par l’observationdu prof. Hadjadj ; il a carrément affirméque la charité est ce qui sauve l’homme,corps et esprit, dans la culture actuelle,où l’hérésie - pour rappeler les parolesdu Prof. Hadjadj - ne vise pas la vérité

(Suite de la page 9) mais l’amour. En effet l’amour a étéréduit à un sentimentalisme à la mercide la technologie, alors que la charité sefait garante de la chair. Tertullienaffirmait : caro salutis cardo - le saluts’enracine dans la chair. Les paroles duSaint-Père nous reviennent en mémoire,selon lesquelles la charité doit toucherla chair. Il s’agit donc d’éviter de réduirel’homme à un objet qui peut être modi-fié au gré de nos projets et avoir lecourage de faire face aux défis quitouchent à sa corporalité età sa spiri-tualité. Je suggère ainsi de poursuivrela réflexion sur l’anthropologie quenous utilisons et d’en dégager lesconclusions appropriées pour notreactivité caritative, sans oublier que toutceci relève de la foi, c’est-à-dire d’un

regard qui correspond à ce que Dieunous a révélé. Les réflexions et lestémoignages nous ont égalementindiqué une méthode : l’encyclique Deuscaritas est affirme que la foi est unerencontre. Ainsi, comme Dieu merencontre en tant que personne, demême je rencontre l’autre en tant quepersonne. La méthode est celle de larencontre personnelle. Etre avec lepauvre signifie bien plus que simple-ment donner. On a souligné que larelation personnelle est le premier lieuoù l’on peut réaliser la charité et lajustice. Le service de l’autre n’est pasauthentique s’il n’ y a pas une rencontrede personne à personne : la dimensionpersonnelle précède toute autre dimen-sion, même celle qui concerne lastructure.

5. Les défis qui nous attendentaujourd’hui sont tels que nous nepouvons travailler tout seuls mais nousdevons chercher des compagnons devoyage. La présence, à notre congrès, deconférenciers appartenant à d’autresreligions montre que nous élargissonsnos frontières - selon les mots du PapeBenoît XVI - car c’est ensemble que nouspouvons aider la personne. La meilleureforme de collaboration entre lesreligions est celle qui permet à l’hommemoderne d’être attentif à cette vie del’esprit grâce à laquelle son comporte-ment à l’égard d’autrui peut changer.La religion n’est pas une cause de conflitmais au contraire un motif de rencontrepour introduire dans le monde uneforce de bien. Ceci s’appuie sur le faitque Dieu est pour nous tous le créateuret face à Lui, nous avons la respon-sabilité de notre frère. La miséricordeque nous avons reçue de Lui est un donde miséricorde pour nos frères. Lacollaboration réciproque est aussi unefaçon de travailler pour chacun de nosorganismes. La complexité des pro-blèmes aujourd’hui nous pousse à tra-vailler avec les autres, et nous incite ànouer des partenariats ; le souhait d’unemeilleure collaboration entre les orga-nismes catholiques est également appa-ru. Il est difficile d’en trouver desformes officielles, souvent cela relève dela bonne volonté. Cor Unum a cependantle devoir institutionnel de favoriser lacollaboration entre les différents orga-nismes de charité de l’Eglise.

6. Un autre aspect concerne le témoi-gnage. Si notre action trouve son pointde départ en Dieu parce qu’Il est charité,cela signifie qu’elle témoigne aussi deLui. Il arrive que les paroles accom-pagnent notre témoignage, parfois cen’est pas possible. Mais si nous sommesmus par l’évangile du Christ alors letémoignage de Dieu s’effectue de lui-même. C’est justement ce qui différenciedu prosélytisme qui d’une certainefaçon veut contraindre à la foi. Letémoin, lui, sait qu’il n’oeuvre pas enson nom propre mais que son témoi-gnage renvoie à quelqu’un d’autre, qu’ilest présent au nom de quelqu’un d’au-tre qui est juste- (Suite à la page 21)

travail exprime l’amour de Dieu pourl’homme. Cette sollicitude ne peut pasêtre une loi ou une obligation imposéepar le haut, mais elle est un élanintérieur capable d’animer toute notreactivité et de trouver les solutions, - quine sont jamais a priori et uniformes - auxdiverses problématiques que nousrencontrons. De la sorte, le service de lacharité devient aussi une forme d’évan-gélisation dans le contexte actuel où il ya plus de bénéficiaires de nos servicesque de personnes fréquentant noséglises. Le Pape l’a dit ce matin avec unephrase qui s’adressait à nous tous :«Tous ensemble nous contribuons con-crètement à la grande mission de l’Egli-se qui est de communiquer l’amour deDieu, qui ne demande qu’à se diffuser».La formation de notre personnel restedès lors impérative, comme l’ontsouligné les divers conférenciers encommençant par le Dr Thio.

7. Le témoignage a des répercussionségalement sur la situation politique etsociale dans laquelle nous vivons etnous devons prendre en compte cettedimension, bien qu’elle ne soit paspropre à l’Eglise. L’importance politi-

Il en est découléla création d’unespace public où nous pouvonsapporter la nouveauté chrétienne pourêtre l’âme du monde, un espace doncoù l’on défend la dignité de la personne.Le Cardinal Tagle a d’ailleurs soulignéque la politique divise dans ses effetsalors que la charité est universelle. Cecidemande notre attention: la poursuitede la justice ne doit pas compromettrenotre appel à la communion. Grâce ànotre présence concrète, les situationspeuvent changer car la personne estcapable de changer ! Permettez-moi dementionner ici le grand travail deréconciliation que nous pouvonseffectuer, même dans des situationsdélicates, comme M. Moussalien atémoigné, en évoquant son expérienceen Syrie.

Enfin je voudrais m’arrêter sur uneultime considération : renforcer lathéologie de la charité. Le sujet nous aété présenté de façon détaillée et jesouhaite vraiment qu’il puisse êtrerepris dans nos différents lieux detravail parce qu’il mérite d’êtreapprofondi. On nous a parlé del’expérience réalisée par la premièreCaritas au monde, celle allemande,fondée en 1897. En 1925,à Freiburg i. B.il a été institué une chaire à la faculté dethéologie,concernant la praxis de lacharité. Ce qui signifie, comme l’asouligné le prof. Gehrig, que l’actioncaritative concrète a besoin d’un soutienthéologique spécifique qui n’est pasconstitué uniquement par la doctrinesociale. En effet cette dernière traite desactivités qui ont pour sujet la sociétéalors que l’activité caritative a pour sujetl’Eglise. Nous touchons là un pointfondamental : l’Eglise est aussi unesociété visible mais elle n’est pas quecela, la vie ecclésiale par conséquentrépond à des critères qui sont différentsde ceux de la vie sociale tout court. C’estpourquoi elle nécessite d’une réflexion– englobant aussi le domaine de lacharité- qui respecte cette spécificité.Dans ce domaine on peut répondre aux

questions relatives au lien entre l’amourdivin et l’amour humain, à la dimensionecclésiale, à l’enracinement christolo-gique du service de la charité en tantque service ecclésial. Nous aimerionsfaire la proposition suivante: que danschaque pays il y ait un lieu d’appro-fondissement de la théologie de lacharité et avant cela, qu’il y ait au seindes organismes une réflexion sur lescritères qui dirigent notre action. Il esturgent que, dans la formation théo-logique, surtout celle qui s’adresse auxprêtres, il y ait une formation spécifiqueà la charité. Si le service de la charité estessentiel pour l’Eglise, alors nous nepouvons pas le négliger dans la forma-tion des futurs prêtres afin qu’ils sesentent davantage impliqués et qu’ilsapprennent les méthodologies et moda-lités nécessaires.

Le Cardinal Müller déclarait qu’en cemoment ce ne sont pas tant les «réserves intellectuelles » mais plutôt «un manque de confiance en la force del’amour divin qui change le monde etdonne l’espérance ». l’absence deconfiance en cet amour divin qui changele monde et qui offre l’espérance » qui

provoquent cesi grand éloignement del’Eglise. C’est pourquoi notre activitéqui met en pleine lumière la charité deDieu devient essentielle.

Evaluation des besoins à la suitedes inondations au Congo Brazzaville

Avec l’appui de Caritas Africa,la Caritas Congo a réalisé unemission d’évaluation initiale

des besoins des populations victimesdes inonda-tions au Congo Brazzaville.

Cette mission a été conjointementmenée avec la Direction Générale del’Action Humanitaire (DGAH) avec laparticipation des équipes de terrain dela Caritas diocésaine de Gamboma, lesautorités administratives locales et lecuré de la paroisse du district deMakotimpko. Elle s’est tenue du 27 au31 janvier 2016.

Le district de Makotimpoko est situédans le département des plateaux. Ilcompte 24 000 habitants sur unesuperficie de 4 975 km2, limité au nordpar le district de Mossaka, au sud par ledistrict de Mpouya, l’est par le fleuveCongo et à l’ouest par le district deGamboma.

Formation et déploiementdes équipes de terrain

Vingt bénévoles ont été mobilisés etformés sur les techniques d’enquête desménages sur le terrain en situation

d’urgence. Ensuite répartis en quatregroupes de 5 personnes chacune et, missur le terrain du 29 au 30 janvier 2016dans les quatre quartiers de Makotim-poko centre et 7 villages de l’axe Moyes.

Habitat/abris et autres biens

Les maisons faites en matériauxdurables résistent aux méfaits desinondations et par contre cellesconstruites en matériaux non durablessouvent en terres cuites ou en pailles

sont touchées facilement par lesinondations. Les plus pauvres subis-sent en premier aux méfaits desinondations.

Alimentation

L’accès à la nourriture devient un pro-blème préoccupant pour les ménagesinterrogés de Makotimpoko centre ycompris ceux des localités environ-nantes touchées par ce sinistre.

Santé

Les informations obtenues des ménagesinterrogés à l’aide des focus groupes etentretiens avec le personnel de santé,révèlent les tendances suivantes  : Lescentres de santé manquent de médica-ments ; le personnel soignant en nombreinsuffisant manque de qualification dansplusieurs spécialités - le grade le plusélevé est Infirmier diplômé d’Etat (IDE);les centres de santé (CSI et poste desanté) possèdent en nombre insuffisantdu matériel et des équipements médi-caux essentiels - donc le plateau tech-nique de qualité presque faible.

Les conditions d’observation au centrede santé ou d’hospitalisation sont «pré-caires»; au poste de santé de Mbantsé(un bâtiment non peint, non électrifiésans groupe électrogène et presque nonéquipé) - Il est tenu par un seul agentInfirmier diplôme d’Etat (IDE) avec uncomité de gestion (COSA) de 5personnes.

Tous les ménages interrogés et visitésaffirment la consommation sans aucuntraitement de l’eau du fleuve postinondation.

Les excréments sont déposés dans lefleuve, il manque des latrines dans lesménages même dans les lieux publics.Les personnes se lavent non loin desendroits de nettoyage des tubercules de

manioc pour la préparation à lafabrication du manioc ou du foufou.

Education

Le secteur de l’éducation est aussitouché en raison de la fermetureprovisoire des écoles pendant la périodedes inondations.

Les ménages interrogés et les focusgroupe organisés signalent une pertedes fournitures scolaires au niveau desenfants scolarisés.

Cette tendance à la fermeture desclasses post inondation encourage uneancienne pratique de certains parents àutiliser les enfants pour des activités depêche ou autres pour la survie de lafamille.

En définitive, la situation scolaire resteprécaire dans le district de Makotim-poko. Les écoles primaires, le Collège etle lycée manquent d’enseignants.

Il y a un important déficit en personnelenseignant et les parents d’élèves avecl’appui des autorités locales font recours

aux bénévoles sans réelle formation péda-gogique et sans équipement essentiel.

Les parents dans les focus groupproposent des cours de rattrapage et desactivités de loisirs pour les enfantssurtout pendant les vacances afin demieux encadrés les enfants.

Recommandations

Il y a lieu de faire rapidement l’identi-fication des ménages sinistrés ; apporterde l’assistance multiforme aux sinistrés ;coordonner l’assistance pour éviter lesduplications d’intervention  ; proposerune solution durable concertée sur laprévention des inondations dans ledistrict de Makotimpoko (dragage deseaux); et mettre en place un plan decontingence pour le district deMakotimpoko.

2016. The district of Makotimpoko has 24 000 inhabitantsover an area of 4 975 km2. Twenty volunteers weremobilized and trained on household survey techniques onthe ground in an emergency.

Houses made of durable materials have resisted to thefloods. However, those houses built with non-durablematerials have been much affected or destroyed. Access tofood is becoming a serious problem for the surveyedhouseholds in Makotimpoko and in the surrounding areas.

The loss of the plantations created a deficit in theproduction of cassava flour, a staple in the diet of thesurveyed populations. A scarcity of vegetables has beenreported, but people often eat cassava leaves as in Saka-Saka.There is a growing threat of food insecurity amongvulnerable children who are most in need of nutrients.

Information obtained from households interviewed usingfocus groups and interviews with health staff, show thefollowing trends: Health facilities lack medicines;caregivers lack qualifications in many specialties - thehighest grade is state certified nurse (IDE); the healthcentres have a shortage of equipment and essential medicalequipment.

All households surveyed and visited confirmed consump-tion of post flooding river water, that is water havingreceived no water treatment at all. In fact, the feces aredeposited in the river because of the absence of latrines inhouseholds even in public places. Furthermore, peoplewash near the cleaning places of cassava tubers to preparefor the production of cassava or fufu.

The education sector is also affected due to the temporaryclosure of schools during the period of flooding. House-holds interviewed and organized focus groups report a lossof school supplies at school children.

It is therefore necessary to quickly identify the affectedhouseholds; provide various forms of assistance to victims;coordinate assistance to avoid duplication of intervention;propose cooperative sustainable solution on flood preventionin the district of Makotimpoko (dredging of waters); andimplement a contingency plan for the district of Makotimpoko.

Foi realizada de 27 a 31 de Janeiro de 2016. O distrito deMakotimpoko tem 24 000 habitantes em uma área de 4 975km2. Vinte voluntários foram mobilizados e treinados emtécnicas de levantamento doméstico no chão em caso deemergência.

Casas feitas de materiais sustentáveis, têm resistido àsinundações. No entanto, essas casas construídas commateriais  de‑ter‑sido  insustentáveis  muito  afetados  oudestruídos. O acesso aos alimentos está se tornando umproblema  sério  para  os  domicílios  pesquisados  emMakotimpoko e nas áreas circundantes.

A perda das plantações criou um déficit na produçãode farinha de mandioca, alimento básico na dieta daspopulações pesquisadas. A escassez de vegetais tem-sido relatado, o objetivo Muitas vezes as pessoascomem as folhas de mandioca como em Saka-Saka. Háuma ameaça crescente de insegurança alimentar entrecrianças vulneráveis  que estão mais na necessidade denutrientes.

Informações mesmos obtidos a partir de domicíliosentrevistados utilizando grupos focais e entrevistas comprofissionais de saúde, revelam as seguintes tendências:Instituições de saúde Falta medicamentos; Muitoscuidadores sem qualificações em especialidades - o maisalto grau é enfermeira certificada estado (IED); os centrosde saúde-tem uma escassez de equipamentos e aparelhosmédicos essenciais.

Todos  os  domicílios  pesquisados  e  visitados  consumoconfirmado de água do rio pós-inundações, que está tendorecebido nenhuma água tratamento de água. Aged 28, Gumato is a proudearner of 1 500 Kenyan Shil-lings (about € 13) per week

through the sale of eggs, an incomeshe generates from her poultry far-ming at Hula Hula location, in theCatholic Diocese of Marsabit, in Mar-sabit County in Kenya. In January2015, Gumato received 10 chickensunder the Integrated Food SecurityProgramme (IFSP) as an alternativesource of income aimed at improvingher livelihoods. Through her hardwork and commitment, Gumatoproudly owns 26 chickens.

Compared to other women in Rendillecommunity, Gumato is now a lessworried woman. She is able to meether daily needs including that of herfamily since she started keepingpoultry. “ I can now buy nice clothesfor my children and when there is nomoney to buy vegetables, I cook eggsfor my children. It is healthy forthem,” says Gumato.

A mother of three, Gumato continuesto witness the first hand harsh climaticchanges in the Arid and Semi-AridLand of Marsabit County. The 2011/

2012 drought, the worst droughtepisode witnessed in Eastern andHorn of Africa in 60 years, left Gumatoa distraught mother. She lost most ofher highly prized possessions: goatsand sheep.

Living in a pastoralist community,with very little farming, livestockkeeping (goats, sheep and camel) hasremained, for many years, the onlysource of income for at least 90 percentof the 14 communities living in thecounty. Gumato is not an exception.

But with stable income from poultryfarming which supplements herincome from temporary casual workin the village, Gumato’s life hasdramatically improved. “I manage tosave a small amount of money to helpme in the future,” says Gumato.

Living in her newly built modernhouse, Gumato is assured of a betterfuture tomorrow than it is today. “Isold one chicken to enable me to hirea bus to transport my households tomy new modern house” explains

Gumato on the importance of rearingchicken to meet her immediate needs.“Initially, it was not so easy to meetrandom needs but now, I have a fewcoins at hand to help me do so,” saysGumato. Building her home out of hersavings is her greatest achievement.

Gumato is very hopeful that thenumber of chickens in her homesteadare just about to double in the comingmonths. “I learnt a lot on how to keepmy poultry and how to feed them toearn a good profit,” says Gumato. Sheis confident and feels empowered toshare know- (Continued on page 26)

that we serve. It means understanding,freedom and patience. It means seekingthe good of the person and of the wholeperson. In our faith, to take on God’sgaze towards men and women alsomeans having a vision of men andwomen as God has revealed it to us.

4. Hence, we touch upon an absolutelycrucial aspect: that is, the anthropologythat guides our (charitable) action. Wecan ask ourselves this simple question:what does it mean for our work that theperson that we serve is the image ofGod, wanted and created by God,wounded by original sin, called toeternity with God and constitutivelybonded to the “other” with which helives? Can we reduce him to a simpleconsumer, or a simple recipient ofrights, without involving him in the fullmaturity of his being as a person, bodyand soul? Man is free, and God treatshim with freedom. Therefore, we cannotimpose our vision, but only promote hisfreedom. Prof. Asolan, commenting JeanVanier, asked us to view the poor withthe eyes of the poor and allow ourselvesto be challenged by who the poor personis and what he asks of us. Even more,and with a Christological perspective: ifit is true that Christ chose the cross, thenwe can meet him in the crucified oftoday. I was struck by the observationof Prof. Hadjadj, who even indicatedthat charity is what saves man, body andsoul, even in a culture such as ours,where heresy - to remember the wordsof Prof. Hadjadj - is not about the truth,but about love, reduced to sentimen-tality at the mercy of technology.Instead, charity guarantees the fleshitself. Tertullian said: caro salutis cardo –salvation is rooted in the flesh. Thewords of the Pope come to mind, whenhe says that charity must touch the flesh.Thus, we should avoid reducing man toan object to be changed according to ourplans, and take on with courage thechallenges that come from his corpo-rality and spirituality. I suggest we allcontinue the reflection on the anthro-

(Continued from page 10) pology that inspires us, and draw theappropriate conclusions for ourcharitable activity, without forgettingthat all this is precisely the fruit of faith,that is, a gaze that corresponds to whatGod has revealed. The reflections andtestimonies also indicated to us amethod: the Encyclical Deus caritas estsays that faith is an encounter. So, Godmeets me as a person, just as I meet theother as a person. The method is thispersonal encounter. Being with the pooris more than just giving them some-

thing. It was emphasized that thepersonal relationship is the first placewhere charity and justice may berealized. The service towards others isnot true service if we don’t meet oneanother as person to person: thepersonal element precedes all otherelements, even organizational ones.

5. The challenges we face today aresuch that we cannot work alone, wemust seek companions for the journey.The presence at our conference ofspeakers from other religions wishes toconvey that we are extending ourboundaries – using the words of PopeBenedict – so that together we can helpothers. The best form of collaborationbetween religions is contributing tomake modern man attentive to that lifeof the spirit that allows him to changehis attitude towards others. Religion isthus not a reason for conflict, but on thecontrary, it is a reason for meeting inorder to insert into the world a force forgood. This is based on the fact that for

all of us, God is the Creator and beforeHim we have a responsibility towardsour brothers and sisters. The mercy wereceive from Him is a gift of mercy forour brothers and sisters. This mutualcollaboration also holds true for ourorganizations. The complexity of theproblems urges us today to work withothers, to seek partnerships. It alsoemerged the desire for a bettercooperation between Catholic orga-nisms. It is difficult to find official forms,much depends on good will. Cor Unumhas, as its institutional task, promotingcollaboration among the Church’svarious charitable organi-zations.

6. Another aspect is testimony. If ouraction originates from God, because Heis love, it means that love also speaksto us about Him. Sometimes wordsaccompany this testimony, sometimesthis is not possible. But if the Gospel ofChrist moves us, then the witness toGod passes on its own. This is preciselywhat distinguishes us from proselytismthat wants to impose faith on others. Thewitness, however, knows that he is notacting on his own behalf; he refers tosomeone else, he is there for someoneelse – God. We are God’s collaborators.Not out of a sense of duty, but forcharity’s intrinsic demand. In this sense,the Gospel and charity go together andare not at all in opposition, because theaction is an expression of God’s love forman. This task cannot be a law, anobligation imposed from above ; butrather an inner inspiration that cananimate all of our activity and canpropose solutions - never identical orpreconceived - to the various problemsthat we encounter. Thus, the service ofcharity also becomes a form ofevangelization, even today when per-haps more people are benefitting fromour services than attending our chur-ches. The Pope said so this morning witha phrase that includes each one of us:“All of us together can contributeconcretely to the great mission of theChurch: to communicate the love of Godwhich is meant to be spread”. 7. Testimony also has an impact on thesocial and political situations in which

we live. These dimensions must also beconsidered, though they do not properlypertain to the Church. But the politicalrelevance of charity is a fact that wehave been able to observe on manyoccasions. One consequence is thecreation of a public space where we canbring the Christian novelty into theheart of the world; hence a space wherewe can defend the dignity of the person.Moreover, Cardinal Tagle emphasizedthat politics in itself has a divisiveoutcome, whereas charity is universal.This requires some attention on ourpart: the search for justice must notcom-promise our call to communion.Thanks to our concrete presence,situations can change, because theperson can change! Allow me to refer tothe great work of reconciliation that we

8. One final consideration: let usstrengthen the theology of charity! Thetheme was presented to us in detail, andI truly hope that it will be brought to ourindividual workplaces, because it deser-ves in-depth consideration. We talkedabout the experience of the first Caritasin the world, the German Caritas,founded in 1897. In the very same townof Freiburg in 1925, a Chair in theFaculty of Theology was established toreflect on the practice of charity. Thismeans that charitable action needs aspecific theological accompaniment,which is not only regarding the socialdoctrine, as Professor Gehrig told us. Infact, the latter takes into considerationactivities that have society as a subject,while the subject of charitable activity isthe Church. This is the real point: theChurch is also a visible society, but it isnot only a visible society. Therefore,ecclesial life responds to differentcriteria than mere social life: this is whya reflection is needed-even in the fieldof charity-that respects this uniqueness.In this ambit we may answer thequestions on the relationship betweenhuman love and divine love, on theecclesial dimension, on the Christolo-gical foundation of charitable serviceinasmuch as an ecclesial service. Allowus to propose a concrete proposal thatin each Country there be a place in

which to reflect on the Theology ofCharity – yet even before that - that wemay in our own organizations reflectupon the criteria that inspire ouractions. It is urgent that theologicalformation – especially of priests –includes a specific formation in charity.If charitable service is essential to theChurch, then we cannot disregard it inthe formation of future priests, so thatthey may feel invested and may learnthe necessary methods and operatingprocedures.

Cardinal Müller stated that at this pointin history it is not just “intellectualreservations”, but a “lack of trust in thedivine love that changes the world andgives hope” – that generates so muchdistance from the Church. That is whyour activity is so essential, as it bringsto light God’s love.

In all these instances, our PontificalCouncil Cor Unum intends to offer helpand support. I wish to sincerely thankthose who have contributed in differentways to the realization of this Congress,in particular our Cor Unum staff, thetranslators, the journalists, butespecially those who took part in it andwill be the bearers of the message of ourCongress in their respective localChurches.

The ecclesiastical administrationof the Catholic Church inGhana is located in 20 Dioceses

which are clustered around fourprovinces (Archdioceses). All the 20Dioceses have either substantiveBishops or Archbishops. There arecurrently four emeritus Bishops,including one Cardinal who is based

in the Vatican as President of thePontifical Council for Justice andPeace. Consequently, the NationalEpiscopal Conference referred to asthe Ghana Catholic Bishops’ Confe-rence (GCBC) has twenty-four (24)members, even though not all are inactive service.

The service of charity is at the heart ofthe Church’s nature and mission. Forthis reason, the Code of Canon Law,the Directory for the Pastoral Ministryof Bishops and the Apostolic Letterissued ‘Motu Proprio’ on ‘The Serviceof Charity’ have all placed unequi-vocal responsibility for the service ofcharity and its effective organizationon the Bishops of the particularchurches.

It was therefore appropriate, neces-sary and desirable to heighten the

awareness of the Bishops on theCaritas Internationalis (CI) Manage-ment Standards (MS).

CI introduced the Management Stan-dards as a means of improving themanagement of the members of theCaritas Confederation and is to beregarded as a capacity building initia-

tive aimed at sharing knowledge andmutual continuous learning. Manage-ment Standards need to be perceivednot simply from a management pointof view, but as a means which wouldcontribute to planning for holiness, thatis at the heart of the Church’s socialmission in the perspective of theGospel values and at the service of thehuman person as image of God.Specifically, the purpose of theworkshop for the Members of theGhana Catholic Bishops’ Conferencewas to help the entire Conference andindividual Bishops in their on-goingefforts to redefine and strengthen theirservice to the poor, as part of theimportant mission of the Church. TheNational Catholic Secretariat is alreadyearnestly working to implement theConference’s decision to secure theirownership of and legal backing to theCaritas trademark in Ghana.

The Workshop

The National Catholic Secretariat wasblessed to have Dr Aloysius John –Director of Institutional Developmentand Capacity Strengthening at CIGeneral Secretariat in Rome to facili-tate the workshop on 22 February,2016. In all, 16 Bishops/Archbishops

and 25 Senior Directors of the secre-tariat of the Ghana Catholic Bishops’Conference attended the workshop.The presentation of Mr Aloysius Johnmade copious references to the ‘MotuProprio’ on ‘The Service of Charity,’the Kinshasa Declaration of theBishops of Africa, the Papal Exhorta-tion to the Church in Africa – AfricaeMunus, Catholic Social Teaching andthe Scriptures to establish the rationaleand purpose of the CI ManagementStandards.

The Department of Human Develop-ment (DHD) undertook this activityas part of its institutional developmentand capacity strengthening program-me which is currently being accom-panied by Catholic Relief Services(CRS) in Ghana. The risk exposureto the Ghana Catholic Bishops’Conference and the entire CatholicChurch in Ghana, as a result of thisorganizational fluidity, is quite highand does not also conduce to a serviceof charity that has to be organized.The institutional development and

Views expressed by the Bishops

At the conclusion of the workshop, theBishops expressed general satisfactionand support for the IDCS process. Inparticular, the following views wereexpressed: this process is a timelyinitiative; this initiative should betaken down to all dioceses; Manage-ment Standards are powerful meansto address corruption in and outsidethe Church; the place of service ofcharity as an integral and essentialpart of evangelization in Ghana is

Bringing the CI Management Standards to the Bishops’ Conferencereconfirmed; Management Standardswould place Church structures in abetter stead for resource mobilizationand accountability to donors; thewhole world, especially secular socie-ty, is resorting to regulatory, standard-setting and certification approaches.Self-regulation and standard-settingby the Church is not an option butessential to our future sustainability.

Next steps and way forward

The Department of Human Develop-ment which currently and effectivelyrepresent Caritas Ghana has outlinedthe following roadmap for 2016 infurtherance of its institutional deve-lopment and capacity strengthening:undertake internal self-assessmentusing the tools, guidelines andframework defined by CI Mana-gement Standards by April, 2016;register and secure Caritas service andtrademark in Ghana by April, 2016;register Caritas Ghana as a legal socio-pastoral organization of the GhanaCatholic Bishops’ Conference byMarch, 2016; use the outcome of theinternal self-assessment to develop adraft and interim OrganizationalImprovement Plan for Caritas Ghanaby April, 2016; hold a ‘retreat session’for senior managers of the Depart-ment of Human Development toreflect on and review the draftImprovement Plan by April, 2016;re-launch and promote the ‘new’Caritas Ghana and create social andonline visibility for it by May, 2016;facilitate a workshop for the EpiscopalCommittee (Governance Board) of theDepartment of Human Developmentto discuss and approve the draftInterim Organizational ImprovementPlan by May, 2016; apply to CI by July,2016 and submit Caritas Ghana forexternal on-site assessment in 2017;and document and publish thestory-line of Caritas Ghana’s expe-rience of IDCS for both internalknowledge management and exter-nal sharing of (Continued on page 31)

Conclusion

The last slide of Dr Aloysius John’spresentation was the message of PopeFrancis to all Caritas Organizations on19 October, 2015 concerning the CIManagement Standards. There couldnot have been any better way of makingthe Bishops feel their true ownershipand assured of the support of ecclesialauthority for the Management Stan-dards. One Bishop shared his reflectionby stating that there are enormouschallenges of weak structures at thediocesan level and a culture of depen-dency on the Church for charity but hefelt inspired by the Pope’s message toseek help for the reform and streng-thening of his Diocesan structures.

Du 15 au 17 février 2016, laCaritas Rwanda a réuni sonassemblée générale à laquelle

Lemercredi 17 février 2016, les évêques,accompagnés par le Vicaire Généraldu diocèse de Kibungo, Mgr OresteIncimatata, le Secrétaire Générale dela Caritas Rwanda, l’Abbé AnacletMwumvaneza, et les autres partici-pants à l’assemblée générale, ontvoulu conclure leurs travaux par unevisite au camp des réfugiés burundaisde Mahama, qu’ils visitaient pour ladeuxième fois depuis leur arrivée auRwanda en avril dernier. Lors de cettepremière visite, réalisée le 25 maidernier au plus fort de l’afflux de cesréfugiés qui fuyaient leur pays, lesévêques ont remis au camp deMahama une cargaison d’habits et dumatériel collectés dans toutes lesparoisses catholiques.

Pour cette deuxième visite à Mahama,les évêques avaient cette fois-ci étéprécédés par quatre gros camionsd’habits et du matériel collectés lors

d’une nouvelle campagne de collectesrécemment organisées dans toutes lesparoisses. Les chiffres fournis par lesCaritas diocésaines montrent que cettenouvelle campagne a pu faire collecterdes habits, du matériel varié et del’argent liquide évalués à près de 100

millions de francs rwandais, soit113 000 USD.

Grâce à cette intervention de laCaritas,  le taux de malnutrition a étéconsidérablement réduit et les vulné-rables ont retrouvé la santé et le sourire.

Dans une allocution faite à cetteoccasion, l’Archevêque de Kigali, MgrThaddée Ntihinyurwa, qui est égale-ment Président de la Caritas Rwanda, arassuré les réfugiés que, même s’ilpouvait arriver que le monde les aban-donne à leur sort, Dieu, qui demeureauprès d’eux, ne saurait jamais lesabandonner. L’archevêque de Kigali acependant tenu à exhorter les réfugiésà bannir toute forme de dissensionsentre eux et d’être plutôt solidairesenvers les plus faibles et les plusvulnérables parmi eux. C‘est cettesolidarité qui, a-t-il dit, nous incite, entant qu’Eglise Catholique, le peuplerwandais et les autres bienfaiteurs, àvouloir vous assister davantage.

The Catholic Bishops of Rwanda visitagain the Burundian refugees in MahamaAfter having participated in the General Assembly ofCaritas Rwanda from 15 to 17 February 2016, the Bishopsof Rwanda visited the Burundian refugees in Mahama.This was their second visit, the first one having been on 25May 2015.

Prior to this second visit, four large trucks brought to thecamp clothes and materials collected during a campaignrecently organized at the level of all parishes. Apart fromclothes and a variety of materials, cash valued at nearly100 million Rwandan francs, or 113 000 USD, was alsocollected.

There are 47 000 Burundian refugees presently living inthe Mahama camp. The bishops and their delegation werewelcomed by representatives of the UN High Commis-sioner for Refugees (UNHCR) and the Rwandan Ministryof refugees who have expressed their admiration for theassistance provided by Caritas Rwanda to the vulnerablerefugees: particularly those over 60, the disabled, womenbreastfeeding 7-24 months old children, the chronically illand anemic patients. Thanks to the intervention of Caritas,the malnutrition rate has been significantly reduced andvulnerable have regained health and smile.

Os bispos católicos da Ruanda visitar nova-mente os refugiados burundeses na MahamaDepois de ter participado na Assembleia Geral da CaritasRuanda de 15 a 17 fevereiro de 2016, os Bispos de Ruandavisitou os refugiados do Burundi no Mahama. Esta foi suasegunda visita, o primeiro tendo sido em 25 de Maio de2015.

Antes desta segunda visita, quatro grandes caminhõestrazidos para as roupas do acampamento e materiaisrecolhidos durante uma campanha organizou recente-mentea nível de todas as paróquias. Além de roupas e uma varie-dade de materiais, dinheiro no valor de quase 100 milhões defrancos ruandeses, ou 113 000 USD, também foi coletada.

Há 47 000 refugiados burundeses atualmente vivem no campoMahama. Os bispos e sua delegação foram recebidos porrepresentantes do Alto Comissariado das Nações Unidas paraos Refugiados (ACNUR) e do Ministério ruandês dosrefugiados que têm expressado sua admiração pela assistênciaprestada pela Cáritas Ruanda para os refugiados vulneráveis:particularmente aqueles com mais de 60, as pessoas comdeficiência, mulheres que amamentam 7-24 meses de idade ascrianças, os doentes crónicos e anêmicos. Caritas Tanzania conducted atraining on sustainable deve-lopment goals (SDGs) for its

diocesan Caritas directors and Genderand Development coordinators duringits annual general meeting in January2016; its aim was to let such stake-holders ‘hit the ground running’ whenit comes to implementing the SDGs.Hitherto, unfortunately, during thisconsultative period and even in theprevious processes involving themillennium development goals andtheir implementation there was verylittle or no participation by membersof the general public.

The training facilitated by Samuel ZanAkologo, the national director ofsocial development at the Ghananational catholic secretariat of wasinteractive. Specifically, it ran thus: alist of expectations was drawn fromthe participants’ response to the threequestions advanced to them andthereafter that one of gap and expec-tations was referred from the conceptapplication document and the twowere tallied against each other. Aftera discussion on the history of SDGsand their making, their contents werediscussed upon in detail in light of theLaudato Si teaching.

Participants were then asked to set outcriteria for the prioritization of the goals.These are criteria agreed upon, that sucha goal to address: poverty, ignorance,disease, hunger, gender, environmentalprotection, both diocesan and nationaldevelopment priorities and churchteaching. From all these, the followingfive goals, in order of priority, wereconsidered important: goals 5,1,2,4 and3. And again specific actions on prioritySDGs were listed thus: strengtheningavailable facilities (goal 4); raisingproposal for funding (all goals);

awareness creation (all goals); advocacywork on national policies (all goals);policy dialogue (all goals); and,monitoring implementation (all goals).

The participants then agreed upon thefollowing steps to be taken: reportingon the workshop; issuing a communi-

qué; briefing church leadership; develo-ping operational plans; developing pro-ject proposal on priority SDGs; and,lastly disseminating SDGs into differentlevels: diocesan level, parish levels, etc.

Overall they appreciated the effortsdone hitherto by Caritas fraternity andthanked Zan for having taken them

through the process. They lookedforward to implementation of relatedprojects and in future.

Cette activité est pour Caritas IleMaurice (CIM) l’unique occasion derecueillir des fonds publiquement,permettant ainsi de pallier auxmanques de financement de certainsprojets. Cette année, la quête a eulieu au cours de la dernière semainedu mois de février.

La quête est programmée pendantle temps de carême afin de mieux.sensibiliser les personnes et lesencourager à être solidaire de la luttecontre la pauvreté.

Cela fait 12 ans depuis que CIMorganise cette quête nationale. Audébut la quête consistait à fairecirculer des boî-tes scellées dansles lieux publicsainsi qu’à lasortie des mes-ses dominicales.

Avec le temps,CIM a vu dansses trois jours dequête nationaleun moyen deconscientisationdu public et decommunicationen étant plus visible. Il a donc falluinnover et trouver d’autres moyensde recueillir des fonds.

nes et les entreprises à contribuer.Depuis 3 ans, Caritas fait appel auxjeunes des collèges catholique en lesinvitants à quêter pour Caritas.Après une journée d’information etde préparation, ils se mobilisentdans les gares routières des villes oùils font de l’animation pendant lajournée de samedi pour attirerl’attention des passants et les inciterà contribuer financièrement.

Dans le cadre de la célébration des50 ans de CIM en 2015, une cam-pagne fut lancée pour que despersonnes ou des familles soient desmembres bienfaiteurs et des entre-prises des membres corporatifs. Celas’est fait à travers des brochures, desarticles de presse et la distributionde formulaire de virement bancairedans le journal catholique dudiocèse. A ce jour, CIM compte plusd’une centaine de membres bien-faiteurs et corporatifs.

Cette année, enlien avec unopérateur télé-phonique, CIMa fait des ap-pels à donationpar SMS et surla page FB del’organisation.Pour la com-m u n i c a t i o n ,CIM a bénéficiédu soutien bé-névole d’uneboîte de com-

munication qui a facilité l’accès auxradios privées et publiques ainsiqu’à la presse écrite. Tous cesmoyens ont permis au fil des annéesà progresser au niveau des recettes.

Annual fundraising campaignIn Mauritius, any NGO, Member of the umbrella organi-zation, MACOSS (Mauritius Council of Social Service), canapply for an authorisation to organise an annual nationalpublic collection over a period of three days.

This activity is a unique opportunity for Caritas Mauritiusto raise funds publicly, and thus overcome the lack offunding for some projects. This year, the collection tookplace during the last week of the month of February,during lent, as usual - a most convenient to sensitize oneand all on poverty and its consequences.

This national annual collection started 12 years ago. Therewere then just sealed boxes that were circulated and mostpeople would drop coins in the boxes as donations.Nowadays, there are also cards that are circulated to collectdonations. These cards attract notes rather than coins!

Students from Catholic Secondary Schools give a helpinghand to Caritas and participate as collectors in public areas.

Contributors can also donate using e-banking facilities orby sending SMS following arrangements made with amobile phone network provider.

Last but not least, Caritas Mauritius has developed twonew types of membership: benefactor members andcorporate members.

Caritas Mauritius has gradually improved its fundraisingtechniques and the results are quite promising, since theoverall amount raised every year does increase, thushelping Caritas Mauritius to fulfil its mission.

Esta atividade é uma oportunidade única para a MauríciaCaritas angariar fundos, publicamente e, assim, superar a faltade financiamento para alguns projetos. Este ano, a coleção tevelugar durante a última semana do mês de fevereiro, durante aQuaresma, como de costume - um mais conveniente sensi-bilizar a todos sobre a pobreza e as suas consequências.

Esta coleção anual nacional começou há 12 anos. Havia emseguida, caixas seladas apenas que circularam e a maioriadas pessoas iria cair moedas nas caixas como doações. Hojeem dia, existem também cartões que circulam para arreca-dar doações. Estes cartões atraem notas ao invés de moedas!

Caritas IMBISA held itscoordination meeting inMaseru, Lesotho on the 16-

18 February 2016. The objective ofthe meeting was to shape coordi-nation within the zone which hasbeen non-existent since April 2012when the last meeting was held.

The meeting was attended byCaritas Lesotho, which is currentlycoordinating thezone, Caritas Mo-çambicana, Cari-tas South Africaand Caritas Swa-ziland. Unfortu-nately CaritasAngola was notable to attend themeeting eventhough there wasconfirmation toattend. The other members of thezone: Caritas Namibia, CaritasBotswana, Caritas Zimbabwe andCaritas Sao Tome and Principe werenot able to participate. The meetingwas officially opened by the Caritas

Caritas IMBISA Zone Coordination MeetingLesotho Bishop Chairperson, BishopJohn Tlhomola. The team also paida courtesy call to the GeneralSecretary of the Lesotho CatholicBishops’ Conference.

The meeting was used as forumwhere the members shared expe-riences and challenges and to beabreast with the developments inCaritas Africa. The members affir-

med their contribution towardsrealization of the Caritas AfricaStrategic Framework 2016-2019 andactive engagement in the affairs ofCaritas Africa and Caritas Interna-tionalis.

In light of the difficulties in thepayment of statutory fees, themembers agreed that it was indeeddifficult to access funds for paymentof statutory fees. However, theycommitted to the payment of thefees. All members indicated that thestatutory fee was a bit steep since itis paid in Euro which continues togain strength against currencies ofrespective countries.

The members al-so discussed theimportance of theCaritas Africa So-lidarity Fund andthe need to con-tribute towards it.They committedto the payment ofstatutory fees inexcess so that the

excess can be deposited into theSolidarity Fund. The members alsoagreed to develop a zonal pro-gramme to facilitate exchanges andpeer learning within the zone.

Village water supply programmeDuring the dry season in Togo which generally spans from December to May,the OCDI-Caritas Togo engages, through the Diocesan OCDIs, in the drillingof wells and boreholes. The goal is to facilitate access to drinking water as apriority to rural and suburban poor. The hydraulic programme is a componentof a comprehensive programme which aims not only at improving the livingconditions of populations but also to have the recipients become realdevelopment players.

Women in the programme area, freed of fetching water, have organizedthemselves into interest groups with training and micro-credits for the initiationand management of economic activities. Women groups request for water forconsumption, as a priority, but also for activities such as market gardening andreforestation and farming activities. They also prioritize micro achievements ofCommunity interest such as the construction of latrines.

Programa de abastecimento de água da aldeiaDurante a estação seca no Togo que geralmentese estende de dezembro a maio, o OCDI-CaritasTogo envolve, através do OCDIs Diocesano, naperfuração de poços e furos. O objetivo é facilitaro acesso à água potável como uma prioridadepara pobres das zonas rurais e suburbanas. Oprograma hidráulica é um componente de umprograma abrangente que visa não só a melhoriadas condições de vida das populações, mastambém para que os beneficiários se tornaremjogadores de desenvolvimento reais.

Mulheres na zona do programa, livres de irbuscar água, organizaram-se em grupos deinteresse com formação e micro-créditos paraa iniciação e gestão das actividades econó-micas. grupos de mulheres pedido de águapara o consumo, como uma prioridade, mastambém para atividades como jardinagemmercado e reflorestamento e atividadesagrícolas. My name is Mrs. Chiora.I am married to Mr.Chiora and have three

children. I live in Chikwizi Villa-ge, Chikwakwa (ward 19) in Chi-manimani district in Mutare Dio-cese in Zimbabwe.

Before Caritas Mutare startedworking with us, we used to face

serious cases of food insecurity. Usually we hardly gotsufficient food yields to last us to the next farming season.Children below the age of five years suffered from all formsof malnutrition; primary school students dropped fromschool because of hunger, early marriages of girls wererampant and prostitution was rife as coping mechanisms.

In most cases we solely depended on food aid which used tobe given by Christian Care, a local NGO through reliefprogramme. Both able-bodied and vulnerable households(elderly, disabled and orphans) were given corn soya blend,cooking oil and beans. These free food hand outs eroded ourdignity as we entirely depended on Christian care. We wereviewed as lazy people who do not work and only depend ondonors for food aid. However, it is true because some menand women spent most of their time at growth pointsdrinking beer and engaging into prostitution.

When Caritas Mutare started interventions in 2008 in our ward,I noted a difference in their approach in implementing projects.

Instead of giving us food handouts, they conducted a numberof training workshops, based on the Catholic Social Teachingsthat opened our eyes to realise that we are a critical partner inall developmental processes. Caritas started by conducting aneeds assessment in 2013, in which we as villagers proposedour priority actions in addressing hunger. One of the priorityaction was to establish an irrigation scheme. In 2014, CaritasMutare and its partners trained us in agro-ecological principles,farming of small grains and thereafter established an irrigationscheme.

So far, since the start of our irrigation scheme in 2014, ahousehold harvest has increased from less than a tonne tomore than two tonnes of maize per household in eachcropping cycle. In addition to maize, we also grow beans,vegetables, cowpeas and other greens. Despite that ourcountry is hardly hit by the Eli-Nino induced drought, myWard is not seriously affected compared to other wards inZimbabwe.

There are a lot of stories of most significant change in thecommunity, which emerged because of the irrigationscheme. My two year old son has recently gained weightdramatically because of eating beans and vegetables. Thefamilies are enjoying fresh and healthy food from thegardens. Most students spend more time at school, and nolonger being absent as they used before the Caritas inter-ventions in the community. Parents are now able to payschool levies and fees in time from money realised fromvegetable sales. Incidents of early (Continued on page 41)

We were also trained inleadership and gender empowermentconcepts which improved our leader-ship skills. This led to the formation ofgarden groups which are characterisedby different committees and womenconstitutes a higher percentage ofpeople with leadership positions.

I am now self-reliant, my life has greatly improved over ashort period of time. True the adage that says, "Give a mana fish and you feed him for a day; teach a man to fish and you feedhim for a lifetime". As long as our irrigation scheme is

Avant d’être soutenu par Caritas Mutare, leshabitants de ce village étaient confrontés à l'insécuritéalimentaire. Les rendements alimentaires étaient insuffi-sants pour nous durer jusqu'à la prochaine saison agricole.Les enfants de moins de cinq ans souffraient de toutes lesformes de malnutrition; les élèves de l'école primaires’absentaient faute de nourriture, les mariages précocesdes filles étaient endémiques et de la prostitution étaitrépandue. La population dépendait de l'aide alimentaireofferte par Christian Care, une ONG locale. Tous secomportaient comme des assistés.

Lorsque Caritas Mutare a commencé les interventions en2008, l’approche a changé. Au lieu de distribuer de nourri-ture, Caritas a mené un certain nombre d'ateliers deformation, sur la base de l’enseignement social catholique.Les familles du village ont compris qu’elles étaient despartenaires essentiels dans tout le processus de dévelop-pement: évaluation des besoins; propositions des actionsprioritaires dans la lutte contre la faim; mise en place d’unsystème d'irrigation; et formation aux principes agro-écologiques, entre autres.

Senhora Chiora é casado e tem três filhos. Eles vivem emChikwizi, uma aldeia da diocese de Mutare no Zimbabué.Antes de ser apoiado pela Caritas Mutare, os habitantesdesta vila foram confrontados com a insegurançaalimentar. Rendimentos de comida foram insufi-sants paradurar até a próxima temporada agrícola. Crianças menosde cinco anos estavam sofrendo de todas as formas dedesnutrição; alunos da escola primária estavam ausentesdevido à falta de comida, o casamento precoce das meninaseram endémicos e prostituição foi difundida. Quando Caritas Mutare iniciou as intervenções em 2008,a abordagem foi alterado. Em vez de distribuiralimentados-ture, Caritas tem realizado uma série deoficinas de formação, com base na doutrina social católica.As famílias da aldeia tem entendido que eles eramparceiros-chave em todo o processo de desenvolver-mento:precisa de avaliação; propostas das ações prioritárias nocombate à fome; estabelecimento de um sistema deirrigação; e treinamento em princípios agroecológicos,entre outros.
