1.What is consortia :

A consortia is an association of two or more individuals, companies, organizations or governments (or any combination of these entities) with the objective of participating in a common activity or pooling their resources for achieving a common goal.Consortium is a Latin word, meaning 'partnership, association or society' and derives from consors 'partner', itself from con- 'together' and sors'fate', meaning owner of means or comrade

.

2. Definition of Consortia

A Consortium could be described as a group of organizations who come together to fulfill a combined objective that usefully requires co-operation and the sharing of resources. And need to have a clear mutual goal in order to ensure their success. The aim should be to deliver “more than the sum of the individual parts”. A library Consortium formation can be local,regional,state,national and inter institutional level.

3.Consortia: A brief History :1. Consortia are all about sharing resources and improving access to information.2. These resources are shared among, goals and client (Users) and act on those

commonalties.3. Consortia in the U.S have been around since the 1930s.4. Example: Tringle Research Libraries Network – 70% collection in each library are

unique.

4. Characteristics of consortia:1. Growing in number.2. Increasingly many are large. Complex.3. Might include multiple types of libraries.4. Some have broad programs; others do principle licensing of electronic resources.5. Goal: To be efficient, cost-effective and user-oriented.

5. Changes of consortia dealing :1. Ideally, group of libraries can negotiate powerfully for vastly improved usage terms and

prices with information producers.2. But , in practice, both parties to the negotiation have much to learn about each other,3. It can be difficult to come to agreement, especially where the library plan is to save

money. 4. Price is the greatest problem in licensing.

5. Member must need to learn to work together, communicate, and trust each other.6. Consortia have to “tell their story,” e.g., publicize theory successes to finding agencies.7. Consortia need to be large enough it be effective; critical mass of libraries.8. But if they are too large, negotiating can become very complex.

6. Need for library consortium. The consortium is needed for libraries because of : 1. Information explosion 2. Diversity of user needs 3. Financial crunch 4. Impossibility of self-sufficiency

7. Advantages Of Consortia:Some of the important advantages of the proposed library consortium are as follows:

i. Optimum utilization of funds.ii. Facilities to build up digital libraries.

iii. Helpful to provide better library services like CAS and SDI.iv. Available 24 hours a day, 7 days a week.v. Economy in maintain.

vi. The consortium have been offered better terms of licenses for use, archival access and preservation of subscribed electronic resources, which would not have been possible for

any single institution.vii. Electronic Journals demand neither library space nor shelling costs nor can they be stolen

from the library. 8. Disadvantages of Consortia: i. Internet Access id necessary. ii. Users are not accepting e-journals as per with the printed Journals. iii. Absence of a printed copy of Journals. iv. Require training of staffs in handling electronic documents etc. v. Copyright problems. vii. Lack of archiving and back files avlability. viii. Communication technology.

INFLIBNET

11.INTRODUCTION

A library network is broadly described as group of libraries coming together with some agreement of understanding to help each other with a view to satisfying the information needs of their clientele or user. Information and Library Network (INFLIBNET) Centre is an autonomous Inter-University Centre of the University Grants Commission (UGC) of India. It is a major National Programmed initiated by the UGC in 1991 with its Head Quarters at Gujarat University Campus, Ahmadabad. Initially started as a project under the IUCAA, it became an independent Inter-University Centre in 1996.

12.Inflibnet Library:

The INFLIBNET Library plays a vital role in the collection development and dissemination of scientific and technical information to meet the present and future needs.

13.Objective:

TO modernize libraries/ information centers in the country. To establish a mechanism for information transfer and access to support scholarship and

academic work. To facilitate pooling, sharing and optimization of library /information resources. To provide speed and efficient services to the users. To promote and establish communication facilities to improve capability in information

transfer and access that provides support to scholarship, learning, research and academic pursuits through co-operation and involvement of concerned agencies.

To facilitate academic communication amongst Scientists, Engineers, Social Scientists, Academicians, Faculty, Researchers and Students through electronic mail, file transfer, computer/audio/video conferencing, etc.

To establish appropriate control and monitoring system for the communication network and organize maintenance.

To collaborate with Institutions, Libraries, Information Centers and other Organizations in India and abroad in the field relevant to the objectives of the centre

To evolve standards and uniform guidelines in techniques, methods, procedures, computer hardware and software, services and promote their adoption in actual practice by all libraries, in order to facilitate pooling, sharing and exchange of information towards optimal use of resources and facilities.

To develop new methods and techniques for archival of valuable information available as manuscripts and information documents in difference Indian languages, in the form of digital images using high density storage media.

To create databases of projects, institutions, specialists, etc. for providing on-line information service.

To encourage co-operation among libraries, documentation centers and information centers in the country, so that the resources can be poled for the benefit of helping the weaker resource centers by stronger ones.

To train and develop human resources in the field of computerized library operations and networking to establish, manage and sustain INFLIBNET.

To facilitate academic communication amongst scientist, engineers, social scientists, academics, faculties, researchers and students through electronic mail, file transfer, computer/audio/video conferencing, etc

To undertake system design and studies in the field of communications, computer networking, information handling and data management;

To establish appropriate control and monitoring system for the communication network and organize maintenance;

To collaborate with institutions, libraries, information centers and other organizations in India and abroad in the field relevant to the objectives of the Centre;

To promote R&D and develop necessary facilities and create technical positions for realizing the objectives of the Centre;

To generate revenue by providing consultancies and information services; and To do all other such things as may be necessary, incidental or conducive to the attainment

of all or any of the above objectives.

14.Functions:

In order to fulfill the broad objectives, INFLIBNET will do the following:

Promote and implement computerization of operations and services in the libraries and information centers of the country, following a uniform standard.

Provide reliable access to document collection of libraries by creating on-line union catalogue of serials, theses/dissertations, books, monographs and non-book materials (manuscripts, audio-visuals, computer data, multimedia, etc.) in various libraries in India.

Create databases of projects, institutions, specialists, etc. for providing on-line information service.

Create and promote R&D and other facilities and technical positions for realizing the objectives of the Centre.

Enable the users dispersed all over the country, irrespective of location and distance, to have access to information regarding serials, theses/dissertations, books, monographs and non-book materials by locating the sources wherefrom available and to obtain it through the facilities of INFLIBNET and union catalogue of documents.

15.Activities/Services:

Union Database Management

One of the most important activities of the INFLIBNET is the development of the Union Catalogue of resources namely “IndCat” which is an important source of bibliographic information that can be used for collection development, inter-library loan as well as for copy cataloguing and retro-conversion of bibliographic records.

Other than IndCat, INFLIBNET has developed:

Experts: 15,880 records with profile of the subject experts serving the Universities. NISSAT project: 24,000 profiles of the experts in the field of Science & Technology 10.

Software Development

Considering the requirements of academic libraries for library automation, the SOUL (Software for

University Libraries), state-of-the-art library management software has been designed and developed by the INFLIBNET Centre. The Current Unicode based SOUL 2.0 has six integrated modules i.e. Acquisition, Cataloguing, Circulation, Serial Control, OPAC and Administration. This is window based software working on client-server architecture. The software adheres to the international standards, i.e. MARC 21, RFID, ISO 2709 and other international bibliographic standards. “The Software has more than 1600 installations across the country.

Human Resource Development and Consultancy

The Centre has organized 483 training programmes, workshops and seminar focusing on the managing library automation and networking and so far 26,927 participants have been benefitted .The Centre has initiated various programmes as part of the human resource development activities such as: CALIS, WANULIP, IRTPLA, SOUL Training Programmes, CALIBER and Convention PLANNER.

UGC-Infonet Internet Connectivity Programme:

Under this programme participating University has signed a quadripartite agreement with UGC, INFLIBNET and ERNET in order to have Internet bandwidth ranging from 256 kbps to 2 mbps using Broadband LL/SCPC/DAMA/FTDMA/RF Open Network Architecture. The INFLIBNET Centre controls and monitors the network and liaisons ERNET, UGC and Universities.

Major Services are:

Document Delivery through JCCC Bibliographic Union Database Library Soul Support Walk-in Users Print Archives.

Services: Document Delivery through JCCC:

INLIBNET has initiated interlibrary loans and document delivery services from the comprehensive collection of subscribed journals under JCCC@UGC- INFONET. ILL is also known as Inter-Library Lending.INFLIBNET has designated 22 libraries to fulfill ILL request from the users, affiliated to 149 universities covered under UGC. 

Services: Bibliographic Union Databases:

Currently there are eight databases under development. These are grouped under following two categories.

1. Bibliographic Databaseso Serials Holdings o Current Serials o Secondary Serials Catalogue o Theses o Books

2. Non-bibliographic Databaseso Research Projects o Database in Science and Technology (EDST) o Online Profile of Academic Community of Indian Universities

The bibliographic databases represent the holdings of university libraries, for which the data is contributed by participating libraries.

Services: Print Archival:

Besides receiving access to e-resources on complementary basis under the UGC-Infonet Digital Library Consortium, It maintains a separate Archival Library consisting of print journals received as a part of the agreement with the participating publishers of the UGC Infonet Digital Library Consortium.

16.Mission and Vision: Leveraging on the latest technology, create a virtual network of people and resources in

academic institutions with an aim to provide effective and efficient access to knowledge through perseverance, innovation and collaboration

Develop resource selection guides and online tutorials for effective delivery and usage of e-resources.

Facilitate creation of open access digital repositories in every educational institution for hosting educational and research content created by these institutions.

Build and strengthen ICT infrastructure in educational institution with value added services.

Provide seamless, reliable and ubiquitous access to scholarly, peer-reviewed electronic resources to the academic community in all educational institutions with a focus on services and tools, processes and practices that support its effective use and increase value of this information.

Develop tools, techniques and procedures for secure and convenient access management enabling users to access information in electronic format from anywhere, anytime.

17.Aims and Objective:

To promote and establish communication facilities to improve capability in information transfer and access that provides support to scholarship, learning, research and academic pursuits through co-operation and involvement of concerned agencies;

To establish information and library network – a computer communication network for linking Libraries and Information Centers in Universities, Deemed to be Universities, Colleges, UGC Information Centers, Institution of national importance and R&D institutions, etc. avoiding duplication of efforts.

To facilitate academic communication amongst Scientists, Engineers, Social Scientists, Academicians, Faculty, Researchers and Students through electronic mail, file transfer, computer/audio/video conferencing, etc.

To understand system design and studies in the field of communications, computer networking, information handling and data management;

To establish appropriate control and monitoring system for the communication network and organize maintenance;

To collaborate with Institutions, Libraries, Information Centers and other Organizations in India and abroad in the field relevant to the objectives of the centre;

Achieve complete automation of libraries in educational institutions. Create union catalogues of documents available in libraries in online and real-time

environment. Provide seamless and ubiquitous access to scholarly, peer-reviewed electronic resources

to the universities. Promote digitization of legacy documents and creation of content in e-format (including

electronic theses and dissertations, electronic version of research articles, working papers, technical reports, concept papers, technical reports, annual reports, statistical data, etc.) in universities.

Develop expertise in

Digital content creation; Process of digitization; and Process of digitization; and

Impart training in applications on various aspects of new technology to achieve goals mentioned above.

19.ConclusionThe INFLIBNET Centre is a great boon to Indian higher education system in satisfying its information needs. It may be hoped that many more activities/services will be added in the list of the INFLIBNET in future contributing to the progress and prosperity of the country.
