wide for the textiles industry.

1.2. GENERAL
Bhilwara is well establish and world famous as a "Vastra Nagari" in the manufacturing of
Synthetics and Cotton mix fabric and Synthetic Yarn. Presently 80-85 Cr. Meter fabric manufacturing
in 450 units having 18000 looms. These units exporting Rs. 16 cr. Yarn per year and giving
employment to 90360 persons. Presently 877000 spindles are installed in 14 spinning units, 19
process houses and 8 dye houses are in working. In service and manufacturing, there are 5936
industrial units registered under MSME Act-2006 in the district.
Reserved land allotment for industrial development in Panchayat Samitees is as follows:-
Asind - 181.1818, Banera - 111.18, Hurda - 408.10, Jahajpur - 208.13, Kotdi - 55.07,
Mandalgarh- 89.06, Raipur - 86.02, Shahpura - 594.06 and Suwana - 7.09 Bigha (Total Reserved
land - 1688.02 Bigha)
New possibilities:-

1- Ceramic industries: - Raw material for ceramic industries Quartz, Feldspar and China Clay is
available so 250 grinding units working in the district. 525.05 Bigha land in Unkhaliya allotted
RIICO by State Govt. for Ceramic Industries. Proposal for ceramic zone in Mod Ka Nimbahera
(102.62 Hec.) sent to State Govt. on 16-03-2016 by letter of District Collector, which will
developed by M/s Imperial Tex Ind. Park Pvt. Ltd. & RIICO.
2- Iron & Steel Industries:- M/s Jindal Saw Ltd. acquired 200 Acre land and investing Rs. 1000
cr. in steel plant, which produce employment for 2500 persons.
3- Sand Stone Industries:-Appropriate quantity of sand stone is available in Bijoliya region. To
develop the industries State Govt. allotted land in Bijoliya (200 Bigha) and Karankpura (200
Bigha) to RIICO.
1.3. GEOGRAPHICAL AREA
Bhilwara district lies on the southeastern part of Rajasthan. It extends from 25.00 to 27.50
north latitude and from 74.030 to 75.250 east longitude. The district is bounded in the North by Ajmer
district, in the North-West, West and South-West by Udaipur and Rajasamand districts, in the South
and South-East by Chittorgarh district, in the East and North-East by Bundi and Tonk districts. The
total length of the district from West to East is 144 Km. While the breadth from North to South is
104 Km approximately. The total Geographical area of the district is 1050885 Hectares and covers
approx. 3.05% area of the State.
1.4. LAND USE PATTERN IN THE DISTRICT
The economy of Bhilwara district is predominantly agrarian. It is providing employment to
76.93% of the working population. The land utilization pattern in the district is shown in table 1.2
hereunder:

1.5. PHYSIOGRAPHIC
The district generally consists of an elevated plateau. The eastern position of the district is a
cluster of hills. The district is intersected by the Aravali ranges at several places. There is a range of
hills in the north – east corner of the district which extends right up to Jahajpur town. These ranges
are predominant in the south-east in Mandalgarh tehsil and in the north east in Jahajpur tehsil. The
soil of the district varies from sandy loam to heavy loams. The District Bhilwara has a hot dry summer
and bracing cold winter. The cold season is from December to February and is followed by hot
summers from March to the last week of June. The South-West Mansoon season which follows, last
till about mid-September. The period from mid-September to about the end of November constitutes
the post monsoon season.
1.6. ADMINISTRATIVE SETUP
After the formation of Rajasthan, a uniform pattern was evolved for the administration of the
entire Rajasthan State and it is divided into seven divisions. Bhilwara district is included in Ajmer
division .The entire division is in the charge of a Divisional Commissioner.
The District collector is the head of district's general administration. He is assisted by three
Additional collectors. The Additional Collector (City) is responsible for law & order in Bhilwara
city. The Additional Collector (Administration) is responsible for routine and institutional
administration. The Chief Executive Officer (CEO- Zila Parishad) is respectively responsible for
developmental administration.
The district is now divided into sixteen sub-divisions; each sub-division is under the charge
of sub divisional magistrate. These sub-divisions are further sub divided into sixteen Tehsils,
Bhilwara, Banera, Mandal, Mandalgarh, Bijoliya, Kotri, Shahpura, Jahajpur, Sahada, Raipur, Asind,
Hurda, Phuliyakalan, Badnor, Kareda and Hamirgarh with eleven sub-tehsils.

1.7. CLIMATE & RAINFALL
The climate of the district is moderate. The summer is dry and the winter is severe. The rainy
season is from June to mid-September. The average rainfall in the district during 2015-16 is 460 mm.
The minimum temperature is 3.500 C and maximum temperature is 470 C.
1.8. FOREST FLORA & FAUNA
The District is lagging behind in forest resources out of total area of 1050885 Hec. the forest
area is mere 75427 Hec., the forest fall under the subsidiary and dry tropical category, the principal
species of wood found in the district Dhokra, other types of species are Babool, Khair etc.

2.1. HUMAN RESOURCES
The Total Population of the district as per 2011 census is 24.09 lacs, out of which No. of
males is 12.21 lacs and that of female is 11.88 lacs. The density of population in the district 230
persons per Sq. Km. The number of female per 1000 male is 973.
As per 2011 census of the total population 18,95,869 i.e. in 78.72% in rural areas and
remaining 5,12,654 i.e. 21.28% lives in urban areas. The district has 9 towns. These are Bhilwara,
Shahpura, Jahajpur, Mandal, Bijoliya, Asind, Mandalgarh, Gangapur and Gulabpura.
2.2. WORKING FORCE & OCCUPATIONAL PATTERN
According to the 2011 census the total working population of the district was 11,48,165
representing 47.67% of the total population. The occupational pattern of this working force as per
2011 census is given in table 2.1 hereunder:

2.3. WATER & IRRIGATION RESOURCES
There are 2 working divisions under Water Resources Circle Bhilwara, One is Water
Resources Division-First (WRD-1) Bhilwara and the other one is Water Resources Division-Second
(WRD-2) Bhilwara. In working area of WRD-1 Bhilwara, there are 34 Dams/Ponds of Tehsils
Banera, Shahpura, Hurda, Asind, Raipur, Sahada, Kotri, Jahajpur and some part of Mandal. And in
working area of WRD-2 Bhilwara there are 26 Dams/Ponds of Tehsils Mandalgarh, Mandal and
Bhilwara.

(a) Major Rivers and Lakes: The main rivers are Banas, Berach, Kothari, Khari, Mansi in the
jurisdiction of this District.
(b) Ground Water Resources: The water level in the area of Jurisdiction of this District is
comparatively high namely between 11 to 16 M. The ground water is fresh and potable.
2.3.1. DRINKING WATER
Now drinking water is available to bhilwara city and other blocks from river Chambal, under
ambitions mega project - Chambal river water project.
The water level in the district is fairly high. Hence adequate quantity of water can be obtained
for domestic and industrial use by digging new wells. The water in the entire district is potable.

Dams and Groundwater is the major resources of drinking water in the district.
2.4. IRRIGATION FACILITIES
(1) Major Irrigation Project: - At present there is 1 Major (Meja Irrigation Project) project
in jurisdiction of WRD-2.
(2) Medium Irrigation Project: - There are 6 medium Irrigation projects under WRD-1. The
cultivable area from these tanks is 36161 Ha. and normal irrigation is 24705 Ha. Storage
capacity of these tanks is 7459 Mcft. These tanks are Khari, Sareri, Arwar, Nahar Sagar,
Kothari Stage-II, and Ummed Sagar. And there are 3 medium Irrigation projects under
WRD-2.
(3) Minor Irrigation Projects: - There are 28 Minor Irrigation tanks under WRD-1. The
cultivable area from these tanks is 214975 Ha. and normal irrigation is 11621, Storage
capacity of these tanks is 3541 Mcft. And there are 22 Minor Irrigation projects under
WRD-2.
Thus total Irrigation tanks in WRD-1 are 34, total cultivable Irrigation area is
57658 Ha. and normal irrigation is 36326 Ha. and storage capacity is 11000 Mcft. 306 Nos.
tanks (CCA upto 300 Ha.) of Shahpura, Asind, Mandal (Kareda Section) Hurda, Banera,
Kotri, Jahajpur, Raipur, Sahada tehsils has gross storage capacity of 5448 Mcft. CCA 33458
Ha. and ICA 18157 Ha. transferred to Panchayat/Panchayat Samities, which is not included
in the total number of tanks. And total Irrigation tanks in WRD-2 are 26, storage capacity of
these projects is 8230.32 Mcft, useful storage capacity is 7906.23 Mcft, CCA34884 Ha. and
ICA 20199 Ha.

2.5. EDUCATION - Colleges & Institutes
Bhilwara District had 61.37% literate persons in 2011 out of which 75.27% were males and
only 47.21% were females. This gave an overall literacy rate of 61.37% to the population of district.

3. AGRICULTURE- AREA & PRODUCTION OF MAJOR CROPS
3.1. MAJOR CROPS
There are two crop seasons, viz Rabi and Kharif. The principal crops of the two seasons are as
under:
Rabi Season: Wheat, Barley, Gram and Mustard etc.
Kharif Season: Maize, Jowar, Moong, Urad, Chilies and Seasamum (Til) etc.
The area under crops and the production depend much upon the vagaries of nature specially
the monsoon. The area and production of main crops during 2016-17 is given in table 2.8 hereunder:

Orange, Aonla and Guava are the major horticulture crops which are picking up the district.

4.1.1. Veterinary Centre & Hospitals
Care has been taken by the administration to provided facilities for health care and
improvement in the quality of livestock in the district through veterinary facilities as given in table
in 2.8 hereunder:

5. PRODUCTS OF ANIMAL HUSBANDRY
5.1. AVAILABILITY OF DAIRY PRODUCTS
In the district there are 1043 Co-Operative Dairy Societies. A unit of Rajasthan Co-
Operative Dairy Federation, Bhilwara-Zila Dugdh Utpadak Sahkari Sangh Ltd. Bhilwara is also
established with 67 milk collection centers. The total milk supply during 2016-17 estimated
RMG/NMG milk 155.05 (Lac/Kg.)

Total production of Milk is 50947342 Ltr. with the value of 19111.57 Lacs and Ghee
is 1015694 Kg. with the value of 4123.72 Lacs during the year 2016-17.
5.2. WOOL AVAILABILITY
As mentioned in table 2.9 above there are 405505 sheep in the district. Most of them are
Sonali, and Malpura breed and some of these is Marwari breed. There is no. of sheep and wool
development centers in the district. Sheep are used mainly for wool and meet. As per the Animal
Husbandry Department, Bhilwara a sheep gives an average 1.34 Kg. of wool per annum.
Accordingly, the total production of wool works out to approx. 543377 Kg. per annum. The wool is
partly used for manufacture of Blankets but the major part is being exported to other districts of the
state.
5.3. MEAT AVAILABILITY
Assuming an average slaughter rate of 25% for Sheep and Goats the average yield of meat
works out to 8.167 Kg. for Sheep and 9.274 Kg. for Goats. The annual availability of meat in the
district is estimated at 2716076 Kg. approx.

5.4. LEATHER AVAILABILITY
Hides are available from dead animals. Taking into account to death rate of 10% p.a. the no.
of Hide available from the animals listed in table 2.9 (other than sheep and goat) is estimated 117487.
Assuming an average of 25 Sq.ft. of hide per animals a total of approx. 29.37 lac Sq. ft. of hides are
available in the district. However, no organized tannery exists in the district.
5.5. BONES
Taking a death rate of 10% p. a. and 12 Kg. per animal, approx 1409844 Kg. of bones are
likely to be available per annum
6. GEOLOGY & MINERALS
Pre-Aravali rocks comprising metamorphism and gneiss were originally deposited in a
number of cycles. There were subsequently intruded by basic acidic rocks. Later the rocks of
vindhyan age comprising sandstone shale and limestone are deposited between 600 and 1000 million
years ago. Recent to subsequent deposits are seen along river causes and their flood plains.
6.1 MINERAL RESOURCES
Bhilwara district occupies and important place in the mineral map of Rajasthan. The main
minerals are Lead Zinc, Soap Stone, China Clay, Feldspar, Quartz, Mica, and Garnet. The details of
various minerals are given hereunder:
Lead Zinc
Deposits of lead Copper and Zinc have been located in Pur-Banera and Agucha village belt
in pre Araveli extending over a length of 30 Km. And a width of 5 Km. The Pur-Dariba block
contains an estimated reserve of 1.65 M.T. with 1.02% Copper while the Banera block contains
an estimated reserve of 2.98 million tones with 1.05% Copper Samodi, Dedwas and Denpura
Block carry reserves of the order of 14.0 million tons of low grade ore of 1.5 to 2% Zinc and 1.2%
Lead. There is as open cast mine in village Agucha in Hurda tehsil. This being operated by the
public sector unit M/S Hindustan Zinc Ltd.
Soap Stone and China Clay
There are deposits of good quality Soapstone and China Clay in the district. They are located
mainly in tehsil Kotri and Jahajpur, The Soapstone produced in Chainpura and Ghevaria is of good
talc quality. 335772 M.T. of Soapstone produced during 2016-17.
Mica
District Bhilwara has always been in the forefront for production and export of mica, but for
the last 18 years there has been a continuous fall in its production for which the main reason is
recession in mica trade. However many alternative sources for mica have been discovered.

Moreover the mines have become quite deep on account of which the cost of production has gone
up very high. This mineral is found primarily in Mandal, Asind and Bhilwara tehsil.
Granite
Sometime back deposit of granite was discovered in Asind, Raipur and Mandal Tehsil four
lease pattas have been issued for its exploitation. 18 granite tile plants have been established in the
district at Bhilwara, Gangapur and Badnor. More plants are likely to come up.
Lime Stone
There is good reserve of lime stones around Mandalgarh area in Bhilwara district. They are
estimated to be approx. 6600 M. Tones. 5000 M.T. of Lime Stone produced during 2016-17.
Marble
Marble is mostly found in Jahajpur and Kotri tehsil of the district. The reserves are estimated
to be around 11000 M.Tones.
Clay It is found at Mandalgarh, Kotri, and Jahajpur. The Clay is of Garish White colour. It is of
cream colour at 13000 C. The total reserves available are estimated at 175445 M. Tones.
Asbestos
Asbestos occurs in basic ultra-rocks near Banas, It is used mainly for manufacture of Asbestos
Cement Sheet, Tiles, Pipes and other product where heat insulation is required.

7. FOREST RESOURCES
The District is lagging behind in forest resources out of total area of 1050885 Hec. the forest
area is mere 75427 Hec., the forest fall under the subsidiary and dry tropical category, The principal
species of wood found in the district Dhokra, other types of species are Babool, Khair etc.
8. TOURISM
Bhilwara is essentially an industrial town popular for its textiles industries. BHILWARA is
also called "Zoo of Minerals" for its huge stores of mica, soapstone, copper, feldspar, quartz, white
clay and Garnet.
Amongst the most checkouts in Bhilwara are the fort of Badnor, there is a fortress and the
palace of the Ex-Jagirdars of Benera.
Revealing the rich and prosperous tradition and culture of Bhilwara are its many fairs and
festivals including Ganesh Mela, Dhanop Mataji Mela, Ramdev Ji Ka Mela and Badnor Pashu Mela.
Main Tourist Destination are :- Harni Mahadev - Bhilwara, Badnore Fort, Pur Udan Chatri,
Adhar Sheela Mahadev - Pur, Chamunda mata Mandir - Bhilwara, Samriti Van - Bhilwara,
Ramniwas Dham - Shahpura, Tilesva Mahadev Mandir - Bijoliya, Mandakini Mandir - Bijoliya,
Swaibhoj Temple - Asind, Meja Dam etc.

EXISTING INFRASTRUCTURAL FACILITIES ……………………………………………………………………………………………….............
Essential facilities like Adequate supply of Water, Power, Land, Provision of Road and Rail
connection, Communication, Educational/Training and Banking Facilities are pre-requisites for the
industrial development of an area. Bhilwara though declared as a backward district has many
infrastructural facilities which are proved helpful in rapid industrialization of the district. The
structure of such facilities available in the district in briefed in subsequent paragraphs.
9.1 POWER RESOURCES
Power supply source of Bhilwara (Electrical transmission lines information):- Supply in
Bhilwara District is made from 400 KV GSS at Bhilwara & 220 KV GSS Bhilwara &
Gulabpura. From which 132 KV GSS Suwana, Bijoliya, Kareda, Data, Bigod & Mandalgarh
are connected.132 KV GSS Asind is connected from 220 KV GSS Beawar & 132 KV GSS
Raila, Gulabpura & Shahpura are conected to 220 KV GSS Gulabpura. 132 KV GSS
Hamirgarh is fed from 220 KV GSS Chittorgarh & 132 KV GSS Jahazpur is fed from 220
KV GSS Dooni.
9.2 Rural Electrification
Bhilwara District is 100% electrified i.e. all 1834 villages are electrified up to the year 2016-
17, 1675 no. of Agriculture connections are released during the FY 2016-17.

10.2 Rail Transport
Udaipur-Chittorgarh-Bhilwara-Ajmer Meter-Gauge line being changed into Broad-Gauge
line August 2007. Broad Gauge railway line started at Bhilwara and trains for Bandra (Mumbai),
Ratlam, Ajmer, Udaipur, Gwalior, Siyaldhah and Delhi are available from Bhilwara.

11.3 Other Institutional Network
There is a branch of RFC through Banks and Khadi and village industries commission
(K.V.I.C.) is also financing for cottage industries in the district in rural areas through Banks.
11.4 D.I.C. AND OTHER CONCERN INSTITUTIONS
District Industries Centers has been established at Bhilwara to promote industrial
development of the district, especially for the small scale industries, cottage and village
sectors of the industries.
12 INDUSTRIAL AREAS
RIICO has developed in 12 industrial areas having 1536 Industrial plots. Out of these
1379 plots have been allotted to industrial units, 158 plots were still vacant as on 31st march
2017. The details are given in table 3.8 & 3.9 hereunder:

*SPECIAL FEATURE OF GROWTH CENTER:
The Government of India has launched industrial Growth Centers to accelerate
industrialization at selected districts of the country. All Infrastructural facilities like Industrial Plots,
Residential Plots, Roads, Power, Water, Hospital, Bank, Post-Office, Telecommunication facilities
etc. should be made available at one place. Accordingly Govt. of India has declared Growth center
at Hamirgarh, Bhilwara on dated 18/12/97. In which the total area of Growth Center is 725.08 acre
and 525 industrial plots have been planned. Besides RIICO, DIC is also providing undeveloped plots
in the departmental industrial areas. Details are being given in table 3.10 appended below:

13.1 EXISTING INDUSTRIAL SCENARIO
Bhilwara district has made an important place for itself in the industrial map of the
state. During the last decade the textile industry of the district has developed into a leading place in
the country.
Bhilwara has developed as one of the largest textile center in Rajasthan State,
producing cotton yarn, polyester/viscose blended yarn & fabrics, denim & other textile products. It
is fully modernized weaving hub having about 18,000 looms. It is the largest P/V blended suiting
manufacturing hub in the World.
Bhilwara has been granted Status of Town of Export Excellence by the Ministry of
Commerce, Govt. of India.
Apart from the textile industry Hindustan Zinc Limited of Vedanta Group is the
largest producer of Lead, Zinc and Silver in the Country. It's mines at Rampura Agucha in Bhilwara
District is known to be the largest Mine of Lead and Zinc in the World.
The District is the major producer of sand stone which is exported to many European
Countries.
Recently, Iron ore deposits have been found in the district and Jindal group has started
mining and ore dressing activities with investment of approx. Rs 10 Billion in Bhilwara. The
Railways is establishing a MEMU Railway wagon manufacturing unit in the District with an
investment of Rs 10 Billion.
13.2 EXISTING INDUSTRIAL STATUS
There are about 108 Large and Medium Scale Units are working with an investment of Rs.
9369 Crores approx. and employing about 40038 persons. List of these units is given in table 4.1
hereunder.

13.3 Export Potential Items
Bhilwara District has opened new field for export of textile goods during 2002-2003. The
main items exported during 2016-17 are given in table 4.2 appended hereunder:

14.1 Potential Industrial & Other Contributory Factor
14.2 Resources
Bhilwara is classified as one of the centrally situated & backward district in Rajasthan.
Important economic resources both human and material are abundantly available. It is endured with
sufficient quantity of rich minerals such as Mica, Marble, Granite, Zinc, Soap-Stone, Garnet, Lime-
Stone etc. which offers good potentiality for industrial development. Main crops Barley, Maize and
Cotton also offer scope for agro-based units. The Livestock population of 25.70 lacs includes Sheep
and Goat numbering 12.52 lacs offer scope for tannins and other leather based units.
14.3 Infrastructure
The infrastructure as a Power, Roads, Communications, Water and Training Facilities etc. are
available at Bhilwara District.
14.4 Strategy Suggested
As mentioned above the major weakness for further industrial development is in the area of
infrastructural facilities. It is only through an improvement in Power, Rail and Road network
communication, Water and Training facilities and augmentation of the social amenities like
Education, Medical, Housing and Hotel Accommodation, Banking Services, Telephone and Mobile
Phone Services etc. So that industries can further develop in the district. These are further discussed
hereunder.
14.5 Potential Industries/Agro Based
Based on Various mineral , Agriculture, Livestock and Manpower resources available in the
district and the demand for various products, a list of industrial units that have a potential for being
set up has been prepared and is given in table 5.1 appended below. The list is divided in 2 parts. Part
A consist of resources based units and part B consists of demand based units based on demand.
The Justification for setting of some of the major units is given here under
(a) Starch from Maize: Maize is one of the principal crops of the district, at present it is sent to
other states i.e. Maharashtra, Gujarat etc. for processing into different products and brought

back into state for various industrial applications. Starch is used in Textile, Paper,
Pharmaceutical and Food Industries. In Rajasthan there are more than 50 textile mills
scattered all over the district but Bhilwara has maximum density of these. As Maize is one of
the major crop of the district a unit with capacity of 15000 tones p. a. is recommended to be
set up at Bigod near Mandalgarh. This will offer more remunerative price to the cultivators
through direct purchase of maize for processing in the plant. It will involve a capital to
investment amounting Rs. 1250 lac and provide employment for about 500 persons.
(b) Synthetic Fabric Units: Bhilwara emerged as textile city; there is still ample scope for
establishment of new synthetic fabric units of imported Sulzer looms. Besides the new units
the process of Replacement /Modernization will be type going on in the next five years. It is
hoped that in the future say within five years old & traditional loom will be replaced by
imported Sulzer looms. Inland Container Depot will also play vital role to boost up the volume
of export of textile goods.
(c) Process House: As discussed earlier, increasing production of cloth will need new process
houses. Bhilwara has a scope of two new process houses. These will lead a capital investment
of about Rs. 395 lac and provide employment to about 185 persons. Suitable area for eraction
of process house may be around the Bhilwara city. Bhilwara has 19 working process houses
at present.
(d) Cotton Based Industries: Bhilwara is one of the prominent Cotton growing district in
Rajasthan, as mentioned earlier in table 2.9 the district has a production of 27990 M.T. Bales
of cotton during 2016-17. There is a scope for establishment of 2 cotton ginning units in
Gulabpura and Gangapur based on this production, 2 units for production of Cotton seed Oil,
one unit to produce surgical cotton , 2 units for production of cotton hosiery, one unit for
sanitary napkins and about 1 unit for production of Cattle feed.
(e) Engineering Based Industries: There are nearly 17000 looms installed in the Bhilwara
district. Repairing and maintenance requirement of these textile industries will need new
engineering units. Hence there is vast scope of setting up new engineering service centers like
Lathe/Machine work shop etc.
(f) Foundry Units: As discussed above beside engineering units there is also scope for
establishment of foundries and casting units at Bhilwara to provide spare parts of looms and
other textile machineries.

(g) Washing Soap: Washing soap occupies an important place in the domestic items requireble
for daily use. Since the washing soap is available at cheaper price as compared to other
synthetic detergents the scope of installation of washing soap unit is quite encouraging. For
these units proposed sight may be at Bhilwara, Shahpura, Jahajpur and Gangapur. For these
units the basic raw material for washing shop is Oil, Caustic-soda and Sodium silicate.
(h) Plastic Polythene Bags: Increasing demand of consumer goods at textile Industries have
created good scope of packing material like P.P.Bags. At least two units of Plastic Polythene
Bags can be set up in the district at Bhilwara and Gulabpura to fulfillment of need.
(i) Wooden Furniture: Wood is obtained from fallen trees of forest like Salar, Babul, and Neem
etc. for making Wooden Chairs, Tables, Doors, Windows, Carts and Bullock Carts etc. In
rural and urban areas, modern furniture units can also be set up at Bhilwara, Shahpura,
Gangapur and Jahajpur.
(j) OffSet Printing Press, Screen Printing and Computer Designing: The Scope of
Computerized Textile Designing and off-set printing press for advertising material will be
required in future. New computer Designing Centre, Screen Printing and Off-Set Printing
Press can be set up at Bhilwara, Shahpura, and Gulabpura etc.
(k) Mineral:- The huge production of Iron Ore and Iron Balls in the district by big mineral plants
like Jindal Saw Ltd. generate new possibilities for industries in related fields. Presently, in
Chanderiya Zink & Led processing plant of Hindustan Zink Ltd. is working, which produces
Sulfuric Acid in huge Quantity. In that case there is also a big scope for Sulfuric Acid based
Chemical industries in these areas or other industries that can consume this Sulfuric Acid as
raw material etc.
Quartz, Feldspar, China Clay etc. are also available in big quantity in the district,
because of this availability of these minerals a big possibility also rises in related areas to
develop new industries. And when ongoing GAS pipe line project will complete it produce
and open many doors for GAS based industries like Ceramic industries etc. New Possibilities
in Granite are discovered in Asind, Kareda & Raipur Tehsil, work is in progress by some of
mining units, and so there is also a possibility for a cluster of Granite processing units.
Send stone in Bijoliya Area and Badnor Stone in Badnor Area are also available in
good quantity which proceeds to develop new Industrial Area by RIICO, so that the
processing units of these minerals can establish in local level.

(l) Cement:- A high Possibility is also seeing to establish Cement Industries & Cement based
industries in Mandalgarh Area because of good availability of Lime.
(m) Wheat & Spices:- Bhilwara district is also have good potential in Wheat & Spices processing
units like Atta & Spice Mills, Bakery etc. Bhilwara and its neighbor district Chittorgarh,
Pratapgarh, Udaipur, and Rajsamand, are big producers of Makka. Upermal area in Bhilwara
produces Garlic, Turmeric, Ginger and Methi, Jeera; Onion etc. in district provide high
potential for related industries.
Production of Oranges in Mandalgarh Area and Pomegranates in Asind-Banera Area
is increasing continuously and Animal Fermi has been started as an important activity in
Asind-Mandal area and Raipur Tehsil, which providing a good quantity of Milk and offers
potentials of Milk based Industries like Skimmed Milk Powder, Table Butter, Dairy Ghee,
Butter Milk and other like products.
(n) Textile Being a major center of textiles, it offers opportunities of investment in Readymade
Garment Industries, if Latest technology and training will available at local level then this
sector can have much potential and show more progress. Hosiery & Niwar Industries also
have much potential under new demands of market.
Further processing in readymade garments like Latest Apparel Designing,
Embroidery, Kashidakari, Acid wash etc. are also has opportunities to invest.
(o) Service More Availability of Textile industries and new possibilities in related sector like
Training Centre, Machinery Servicing, and other service sector like Medical, Panchkarm,
Ayurved, Neturopethi, Vehicle Servicing etc. offers good opportunities for investment in the
district.

14.7 Strategy for Artisan/Handloom Weaver Up gradation:
Beside the industries suggested in table 5.1 above there is large scope for installation of small
scale cottage industries and tiny units for grain grinding, Spices grinding, Oil Ghanies, Wooden
Furniture and other Wooden Artisans, Stone Cutting Screen Design, Lathe Work, Repairing and
Servicing, Welding Works, Production of Soap etc. Good opportunity for employment generation
also exists in the field of Handicrafts and Artisan Units for Black Smithy & Carpenters etc. Such
Artisans are spread all over the district. Such units are already being encouraged and financed under
the various schemes of NABARD. However further development in this sector can be possible only
through:
(a) Training for skill up-gradation through mobile training centers and common facility centers.
(b) Provision of adequate finance.
(c) Proper and adequate channels to sell the goods produced by these Artisans by setting up of
show rooms by RSIC, RHDC & Bunker Sangh etc. and through common facility centers.
(d) Supply of raw material at reasonable rates through common facility centers.
(e) Training through Rural Entrepreneurship Development Programs for developing
entrepreneurship skill especially in SC/STs and Women etc.
(f) Formation of Co-operative Societies of artisans for supply of raw material as well as for
marketing with active co-operation and help from the Government Agencies like RSIC, DIC,
KVIB and RHDC, who are specialist in related fields.
This would need:
(a) Provision of Institutional Support.
(b) Encouragement of artisans to take up independent production and marketing if
possible.
(c) Development of artisans units to produce quality products through adequate
training and skill development programs.

14.9 Suggestion
District Administration need to take initiative for availability of Gas Supply (uttermost need
for ceramic industry), Railway Container Depo. by government or PPP mode should be started, since
export of cloth, yarn, sand stone etc. are presently done from Kandla port. Polluted drain water from
process house make available to Jindal and other upcoming steel plants. If polluted drain water get
treated by Jindal and other steel plant and use than both the problem get solved. Facilitate with air
services to district for industrial development.

Irans, Dholi, Jaitpura & Jhaberkia in Asind tehsil, Bhadwon Ki kotri &
Shahpura in Shahpura tehsil and Bhilwara city & Pur-Bhilwara are the main
areas of Handloom work. The manufactured products are Khes, Dhoti, Cotton
Plain Cloth, Synthetic Cloth, Bed Sheet, Towel and Chaddar etc.

16.5 Major Handicraft of District:-
Phad Painting:-
Phad is the art of depicting historical folklores through pictures on a long Cloth piece.
This art mainly has two parts, first is Painting and second is Musical depiction of the life history of
lokdevta like Ramdevji, Pabuji, Devnarayan ji, Tejaji etc. Their life history is depicted by Bhopa &
Bhopi using folk instrument like Ravanhatta.
Phad painting is unique to Bhilwara district where basically two Schools - Shahpura

17.1. RESOURCES
Bhilwara is classified as one of the centrally situated & backward district in Rajasthan.
Important economic resources both human and material are abundantly available. It is
endured with sufficient quantity of rich minerals such as Mica, Marble, Granite, Zinc, Soap-
Stone, Garnet, Lime-Stone etc. which offers good potentiality for industrial development.
Main crops Barley, Maize and Cotton also offer scope for agro-based units. The Livestock
population of 25.70 lacs includes Sheep and Goat numbering 12.52 lacs offer scope for
tannins and other leather based units.
17.2. INFRASTRUCTURE
The infrastructure as a Power, Roads, Communications, Water and Training Facilities
etc. are available at Bhilwara District.
17.3. ENTREPRENEURSHIP
People in the district are laborious and have shown initiatives. In a short period,
Bhilwara has made an important place in textile industries in the country. However
entrepreneurship needs to be developed through Entrepreneurship Development Program
and Skill Upgradation Programs.
17.4. RECOMMENDATIONS
(1) Additional transmission and distribution lines be set up to meet increased requirement of
power for the proposed units. It is matter of great satisfaction that government has provided
prime importance in setting up new Grid-Sub-Station which will improve quality of power
and decrease transmission losses.
(2) Water supply be augmented by digging additional tube wells.
(3) Central Fax and Telex facilities are set-up in every industrial area.
(4) Mapping, Sample/Drilling, Care logging etc. be undertaken to edict information about the
quantity and quality of mineral reserves. Department of Mines and Geology should take
steps in this field so that new mineral based industries can be set up in the district.

(5) To cater for the increased requirement of man-power for the suggested industries Technical
Training Institution should increase their intake M.L.V. textile institute providing facility
to textile unit, by supplying of skilled and semi-skilled technician but these are not
sufficient. MLVTI should undertake short term training courses to gap-up technically
sound personnel to be available for the textile industries.
(6) The list of Industries suggested in table 5.1 be included in the working plan of the District
Industries Centers and the annual credit plan being prepared by the BOB, being the Lead
Bank for provision of required finance for the industries.
(7) The Availability of houses near industrial area is limited and needs to be augmented to
meet the increased demand. A provision of colony with MIG and LIG type of houses be
made at Bhilwara, Gathilakhera and Kanyakheri, where new industrial areas have been
suggested.
(8) Establishment of Co-Operative societies of Artisans be encouraged for supply of raw
material as well as for marketing with active co-operation and help from the Govt.
Agencies like RSIC, DIC, KVIB and RHDC.
(9) Common Facility Centre be set-up at block level to provide Raw material, Up-gradation of
Technology, Development of quality consciousness Development of new marketing
channels for rural crafts man and artisans RUDA should come forward to cater the need of
such training centers which may be set-up at block levels.
(10) Mobile training centers be established.
(11) Rural Entrepreneurship Development Programs be conducted to develop entrepreneurship.
Special programs be organized for women and Scheduled Cast/Scheduled Tribes.

District Industries Centre Program was launched in May 1978 to provide assistance as an
escorting agency to establish industries in small industries sectors.
Concession and facilities provided at present to the industries are appended below:
18.1 SINGLE WINDOW CLEARANCE SYSTEM
The Government of Rajasthan is committed to promote the Ease of Doing Business
by enabling entrepreneurs to establish and operate their business in the State in a hassle free manner.
The Government of Rajasthan has introduced Advanced Single Window Clearance Portal
http://swcs.rajasthan.gov.in to facilitate businesses in the State.
The advanced portal provides a single point (online) interface and a time-bound
clearance system by acting as a one-stop information/ registration/ approval/ tracking centre for
clearances/approvals.
In addition the portal provides an electronic-based transparent system for online
submission and tracking of applications including e-Payments. It will also provide updated
information relating to relevant rules, regulations, orders and policy initiatives and schemes for
guidance of investors.
With the introduction of investor friendly Single Window Ordinance/Act/ Rules 2016
and advanced portal will only catalyse setting-up and operationalizing projects and investment
proposals in the state in a speedy, unperturbed and hassle-free manner.

18.2 RAJASTHAN INVESTMENT PROMOTION SCHEME
In order to promote investment in the State of Rajasthan, and to generate employment
opportunities through such investment, the State Government of Rajasthan, in public interest, hereby
issues "The Rajasthan Investment Promotion Scheme, 2014" (RIPS-2014). The scheme shall
promote investment made by Enterprise(s) for establishment of new unit and/or investment made by
the existing Enterprise(s) for expansion and/or investment made for revival of sick enterprise.
1. Operative Period: - The Scheme shall come into effect from October 08, 2014 and shall
remain in force up to 31st March, 2019.
2. Applicability of the Scheme: - The Scheme shall be applicable to the following classes of
enterprise(s) and investment, excluding investment mentioned in scheme.
a. New and existing enterprises making investment for setting up new units;
b. Existing enterprise making investment for expansion; and
c. Sick enterprise making investment for its revival
provided that the enterprise shall commence commercial production for operation during the
operative period of the Scheme.
3. Benefits of Manufacturing Enterprises: - An eligible manufacturing enterprise shall be
granted benefits and incentives as given below:
a. Investment subsidy of 30% of VAT and CST which have become due and have been
deposited by the enterprise for seven years.
b. Employment Generation Subsidy up to 20% of VAT and CST which have become due
and have been deposit by the enterprise for seven years.
c. Exemption from payment of 50% of Electricity Duty for seven years, provided that for
enterprises engaged in tourism sector, it shall be restricted to 25% of the Electricity
Duty;
d. Exemption from payment of 50% of Land Tax for seven years;
e. Exemption from payment of 50% of Mandi Fee for seven years;
f. Exemption from payment of 50% of Stamp Duty on purchase or lease of land and
construction or improvement of such land;
g. Exemption from payment of 50% of conversion charges payable for change of land
use.
h. 100% exemption from payment of Entry Tax, to the enterprise making investment
more than Rs. 750 crores on Capital goods for setting up of plant for new unit or for
expansion of existing enterprise or for revival of sick industrial enterprise, brought into
the local areas before the date of commencement of commercial production.

4. Benefits to Service Enterprises:- An eligible service enterprise shall be granted benefits
and incentives as given below:
a. Reimbursement of 50% of amount of VAT paid on purchase of plant and machinery or
equipment for a period up to seven years from the date of issuance of the entitlement
certificate, provided that for enterprises engaged in providing entertainment, the
reimbursement shall be restricted to 25% such amount of VAT paid;
b. Exemption from payment of 50% of Entertainment Tax for seven years;
c. Exemption from payment of 50% of Electricity Duty for seven years, provided that for
enterprises engaged in providing entertainment, it shall be restricted to 25% of the
Electricity Duty;
d. Exemption from payment of 50% of Land Tax for seven years;
e. Exemption from payment of 50% of Stamp Duty on purchase or lease of land and
construction or improvement of such land;
f. Exemption from payment of 50% of conversion charges payable for change of land use.
g. 100% exemption from payment of Entry Tax, to the enterprise making investment more
than Rs. 750 crores on equipment required for rendering service by new enterprise or by
existing enterprise under expansion, brought into the local areas before the date of
commencement of commercial production.
18.3 SPECIAL CUSTOMIZED PACKAGE FOR TEXTILE SECTOR
ENTERPRISES - 2013 -
In Compliance of State Cabinet Order No. 151/2013 dated 04-07-2013 and subject
to conditions as enumerated in this order, the following special customized package is hereby
ordered for Establishment of New Enterprise(s) and Expansion/Diversification/
Modernization by the existing enterprise(s) in Textile Sector in Rajasthan.
1. Operative Period: - The Package shall come into effect from July 22, 2013 and shall remain
in force up to 31st March, 2020.
2. Applicability of the Package: - The Package shall be applicable to the following class of
enterprise(s) in the entire value chain of the textile sector but excluding synthetic filament
yarn manufacturing enterprises:
a. New Enterprises;
b. Existing Enterprises making investment for Modernization/Expansion/Divarication;
and
c. Sick Industrial enterprise for its revival
Subject to the following conditions:
(i). That the enterprise shall commence commercial production, complete and make fully
operational the project during the operative period of the package.

(ii). That the enterprise shall make a minimum investment of rupees Twenty Five Lakhs.
(iii). That the enterprise shall provide direct employment to at least 10 persons, however, in
case of expansion/divarication of an existing enterprise, it shall provide at least 25%
additional direct employment subject to a minimum of 10 person and in case of
modernization, the level of existing employment shall not be reduced.
3. Interest Subsidy:-
a. Interest Subsidy shall be at the rate of 5% (percentage points) per annum. An additional
interest subsidy of 1% shall be available to enterprise making eligible fixed capital
investment of more than rupees Twenty Five Crores.
b. Interest Subsidy shall be at the rate of 5% (percentage points) per annum for the new
enterprise in Technical Textile category.
4. Reimbursement of Tax (VAT) paid under Rajasthan Value Added Tax Act, 2003:-
Incentive will be provided to the enterprises in terms of reimbursement of 60% of VAT paid
under Rajasthan Value Added Tax Act, 2003 on purchase of yarn for use in manufacture of
goods for sale by him.
5. Exemptions:-
a. The enterprise shall be entitled to avail the following exemptions subject to the
eligibility:-
i. 100% exemption from payment of Luxury Tax for seven years;
ii. 50% exemption from payment of Electricity Duty for seven years;
iii. 50% exemption from payment of Land Tax for seven years;
iv. 50% exemption from payment of Mandi Fee for seven years;
v. 50% exemption from payment of Stamp Duty on purchase or lease of land and
construction/improvement of such land; and
vi. 50% exemption from payment of Conversion Charges payable for change of land use,
b. Other Exemption:- Exemption from payment of tax, leviable under the Rajasthan Tax
on Entry of Goods into the Local Areas Act, 1999 (Act No.13 of 1999), shall be allowed
to the enterprise on capital goods for setting up of plant, as per the list submitted by the
Industries Department and approved by Finance Department.
18.4 MAHATMA GANDHI BUNKAR BEEMA:
The scheme was launched by ministry of Textile, Govt. of India. Under
implementation by DIC.
Annual premium under the scheme is Rs. 330 per Annum.
Rs. 150/- of premium will be contributed by Govt. of India.
Rs. 40/- of premium will be contributed by Govt. of Rajasthan.
Rs. 100/- of premium will be contributed by L.I.C.
Rs. 40/- of premium will be contributed by Weaver.

18.5 REGISTRATION OF FIRMS:
Registration of Partnership firms is one of the task for DIC under Indian Partnership Act
1932.
18.6 WEIGHTS AND MEASURES ACT:
To provide justice to consumer Department of Industries Help to reduce consumer
exploitation under Legal Metrology Act. 2009 & Rajasthan Legal Metrology Rules 2011.
Calibration of Weights and Measures Equipment is essential since April, 2012 annually. Sudden
inspection is also done by the enforcement agency under these laws. Consumers can also register
their complaints at DIC.
18.7 PRIME MINISTER EMPLOYMENT GENERATION SCHEME
(PMEGP) :
Government of India has approved the introduction of new credit linked subsidy program
called Prime Minister Employment Generation Program (PMEGP) by merging two schemes
PMRY and REGP for generation of employment opportunities through establishment of Micro
Enterprises in Rural as well as Urban area. At central level scheme is controlled by KVIC and at
state level it is controlled by KVIB, KVIC and DIC’s. The scheme is specially meant for who falls
above the age of 18, no income ceiling for setting up projects under PMEGP, for setting up
manufacturing units above 10 Lacs and above 5 lacs in service sector, beneficiary should possess at
least VIII standard pass education. The scheme is available for new projects and now all the process
is online through http://www.kviconline.gov.in/pmegpeportal.
18.8 MARKETING ASSISTANCE BY GOVERNMENT:
Marketing Assistance through Udyog and Khadi Mela to SSI and Artisan units is available
through DIC. They can avail facility to display and sales of product. Priorities are also being given
to these units in govt. purchases.
18.9 TECHNOLOGY UP-GRADATION FUND SCHEME:
Technology up-gradation fund scheme for Textile and Jute Industries is prepared for
upgradation of such industries by Ministry of Textiles, Govt. of India. 5% subsidy on interest to
industries on loan by financial institutions will be reimbursed by Govt. of India to such industries in
this scheme.

18.10 BHAMASHAH ROJGAR SRIJAN YOJANA:
To provide interest subsidized loan to registered unemployed youngsters, women & SC/ST
persons for establishing their own industry, State Govt. started this scheme from 13-12-2015.
In this scheme a person can avail Rs. 10 Lacs for setting up manufacturing units, Rs. 5 Lacs
for setting up trading & service units with the benefit of 4% interest subsidy.
