This legislation is supported by a number of medical professional organizations, public health organizations, patient advocates and cancer centers across New York State. In July 2009, the International Agency for Research on Cancer (IARC) of the World Health Organization classified tanning beds in the highest cancer risk category- group 1- carcinogenic to humans. This finding was based on a meta-analysis of all research through 2006 which concluded that individuals who used indoor tanning devices before the age of 30 increase their risk for melanoma by 75%. Subsequent studies and numerous medical experts support the IARC’s conclusions that indoor tanning causes cancer and i s particularly harmful to young people. In the past year at least five new studies have been published, including a report by the Yale School of Public Health which found that young people who tanned using indoor beds had a 69% increased chance of suffering from early-onset (prior to age 40) basal cell carcinoma (BCC), the most common form of skin cancer (Ferrucci, Leah M. , et al. J Am Acad Dermatol . December 2012. http://dx.doi.org/10.1016/j.jaad.2011.11.940 .). The authors stated that indoor tanning was strikingly common in the study of young skin cancer patients, especially women, which they concluded may be the reason why 70% of early-onset BCCs occur in females. Also, the authors concluded that reducing indoor tanning could translate to a meaningful reduction in the incidence of both melanoma (which accounts for the majority of death from skin cancer) and BCC. Another study published this month in the Journal of Clinical Oncology followed 70,000 women for 20 years and found increased risk for all three types of skin cancer associated with tanning bed use before age 35. Last year, California became the first state in the nation to act upon the compelling scientific evidence and ban the use of tanning beds for all children under 18. Vermont has since passed similar legislation. Many other states are considering similar legislation. We respectfully ask for the Senate’s consideration of this bill this legislative session.
