Regulation

In India marine transport in India is controlled and

administered by the state and the central

governments.

While the shipping ministry manages the major

ports, the intermediate and the minor ports are

administered by the State government in which the

port is located.

All Indian ports are regulated under the Indian

Ports Act, 1908. This Act defines the jurisdiction of

central and state governments over ports, and lays

down general rules for safety of shipping and

conservation of port facilities.

Difference between Major and Minor Port

The maritime transport falls under the

“concurrent list” of the constitution and

thus is to be administered by both the

Central and the State governments.

So, while the Union Shipping Ministry

administers the major ports, the minor and

intermediate ports are administered by the

relevant relevant departments or ministries

in the nine coastal states viz. West Bengal,

Orissa, Andhra Pradesh, Tamil Nadu, Kerala,

Karnataka, Goa, Maharashtra and Gujarat.

Many of the 200 minor and intermediate

ports are merely “notified”; little or no cargo

handling actually takes place there.

There is no strict association of the traffic

volume with these terms
