Indian Govt. releases Mobile-Governance Framework – Access all public services through Mobile
Devices - | To Follow One-Web Approach
The National e-Governance Plan (NeGP) of the Government of India has released a framework for Mobile-Governance which mainly focuses on providing access of public services from most developed
cities to the remotest of villages irrespective of the device or browser they are using. This is what is
called is a “One Web” approach.
This is an excellent move by the Indian Govt. as the mobile phone usage in India is growing at a very
rapid pace with a subscriber base of over 870 million.
This is what is the Vision Statement of NeGP: "Make all Government services accessible to the
common man in his locality, through common service delivery outlets, and ensure efficiency,
transparency, and reliability of such services at affordable costs to realize the basic needs of thecommon man".
Some of the major objectives of Mobile-Governance Framework are:
• Web sites of all Government Departments and Agencies shall be made mobile-compliant, using
the “One Web” approach.
• Open standards shall be adopted for mobile applications for ensuring the interoperability of
applications across various operating systems and devices as per the Government Policy on
Open Standards for e-Governance.
• Uniform/ single pre-designated numbers (long and short codes) shall be used for mobile-based
services to ensure convenience.
• All Government Departments and Agencies shall develop and deploy mobile applications for providing all their public services through mobile devices to the extent feasible on the mobile
platform. They shall also specify the service levels for such services.
For implementing this framework, the Indian Govt. will be developing MSDG - Mobile Services
Delivery Gateway. Various channels, such as voice, text (e-mail and SMS), GPRS, USSD, SIM
Toolkit (STK), Cell Broadcast (CBC), and multimedia (MMS) will be incorporated to ensure that all
users are able to access and use the mobile based services.
This will result in creation of independent Mobile Apps (m-apps) Store to facilitate the process of
development and deployment of suitable applications for delivery of public services through mobile
devices.
