The dharna (sit-in protest) will be held at Jantar Mantar in New Delhi tomorrow (04 August), RJD leader has requested all opposition parties to participate. The warning from RJD came on a day when Bihar observed a shutdown called by the Left parties over the issue yesterday (02 August). BACKGROUND: At least 600 persons were rounded up across Bihar during the day-long bandh (shutdown) yesterday (02 August) called by the Left organisations to protest against Muzaffarpur shelter home sex scandal and alleged atrocities against Dalits. Supported by other opposition parties like the RJD and the Congress, the Bihar bandh resulted in disruption of rail and road traffic in several districts. The bandh was marked by clashes between protesters and police in Patna and Muzaffarpur and disruption of movement of trains in West Champaran, Sheikhpura, Darbhanga and Jehanabad. Road traffic was affected on national highways passing through Khagaria, Kishanganj, Vaishali and Begusarai. According to a release issued by state police headquarters, a total of 598 persons were arrested across the state. Notably, arrests were reported from only four districts. IMPACT ANALYSIS:

The protest which is planned for tomorrow is likely to cause traffic congestion around the Jantar Mantar area in New Delhi. Travel delays could be expected on Sansad Marg, Connaught Place and neighbouring areas.

Heightened security measures should be expected, if the opposition parties also join the protest tomorrow.

The protests are likely to witness largescale participation from different sections of

the society.

Keeping past trends in mind, it can be stated that the protests have the possibility of

escalation.

Maharashtra: Currey Road footpath may be shut down in Lower Parel, Mumbai After Delisle Bridge was shut for public, the Central Railway (CR) now plans to shut the footpaths on Currey Road bridge as the authorities stated that they are in a precarious condition. The footpath is narrow but it connects the main entrance of Currey Road railway station. The ROB connects Lalbaug, Bharatmata, Parel, Lower Parel and other nearby areas. The ROB is vital for people heading to Currey Road station. One FOB connects the west side of the station, while the second one built by the Bombay Sappers of the Indian Army that connects the east side. IMPACT ANALYSIS:

If the footpath is closed, people would have to use the two FOBs on the south end. Currently, the two FOBs are not used much as people walk on the main bridge.

Traffic congestion is likely to be around Lower Parel, Worli, Currey Road, Elphinstone Road and Mahalaxmi as several offices are present in these areas and travel by road may be delayed.

RECOMMENDATIONS:

Cater for traffic diversions and travel delays near the bridge. Advised to plan commute accordingly.

Telangana: Rahul Gandhi confirms two-day visit to Hyderabad on 13 August All India Congress Committee (AICC) president Rahul Gandhi will visit Hyderabad on 13 August.

During his two-day visit, Mr Gandhi will take part in the party’s bus yatra (rally in Rangareddy district and address in a public meeting.

He will also interact with students, youth and representatives of women's organisations. Mr Gandhi will also meet intellectuals to share his ideas and to know their opinions.

After participating in some programmes on 13 August, Mr Gandhi would leave to Delhi in the evening.

IMPACT ANALYSIS:

Security will be heightened and traffic restrictions will be in place in Hyderabad, Telangana and especially near event venues visit during the scheduled political visit on 13 August.

Rahul Gandhi is scheduled to hold a series of meetings in Hyderabad and Ranga Reddy during his visit. Traffic diversions and heavy security can be anticipated.

Delays in travel should be expected due to the security arrangements. Rajasthan: Rajasthan CM and BJP national president Amit Shah to flag off 'Rajasthan Gaurav Yatra' on 04 August from Rajsamand district ; Rahul Gandhi to launch poll campaign in Rajasthan this month According to reports, 'Rajasthan Gaurav Yatra' (rally) will be flagged off by Rajasthan Chief Minister Vasundhara Raje on 04 August from Rajsamand district. The yatra will culminate on 30 September.

CM Vasundhara Raje will cover 165 assembly constituencies across the state and 27 out of 50 assembly constituencies of the Jaipur division.

The rally will commence from Rajsamand’s famous Char Bhuja Ji Mandir. Following that first public meeting will be held at JK Tyre Stadium, Kankroli on 04 August which will be addressed by BJP national president Amit Shah.

The yatra will be carried out for seven days in three major divisions Udaipur, Jodhpur and Ajmer and in other divisions it will be of 4 to 6 days, and there will be 135 public meetings during the yatra.

On the last day of the yatra, PM Narendra Modi will address a public meeting in Pushkar.

Further, congress president Rahul Gandhi is also likely to visit Rajasthan this month after Parliament's Monsoon Session to launch the party's election campaign in the state that goes to polls later this year. However, Gandhi's programme is not yet finalized.

National: All India motor vehicle strike on 07 August. The Forum of Road Transport Workers and Owners Association has called a nationwide strike on August 7 demanding the Union government withdraw the Motor Vehicles (amendment) Bill 2017. BACKGROUND: The strike has been called demanding withdrawal of the proposed Motor Vehicle Amendment bill, cancel hike in insurance premium and restrict price hike. The Motor Vehicle Act (amendments) Bill of 2017 has been passed by the Lok Sabha and is awaiting approval by the Rajya Sabha. IMPACT ANALYSIS: Puducherry:

The Transport Trade unions in the Union territory have called for a one-day strike.

The trade unions would take out a procession and hold a demonstration in front of the New bus stand on 07 August.

Buses, Lorries, tempos, taxis, auto rickshaw not to ply on 07 August. Kerala:

KSRTC trade unions, except the BMS, have announced a token strike in protest against delay in salary revision, clearing DA and promotion.

The token strike is announced by Kerala state road transport employees' association (CITU), Transport democratic federation (INTUC) and Kerala state transport employees union (AITUC).

The other demands include withdrawal of reforms brought in the duty pattern of driver, conductor and mechanical staff, permit interim relief, revoke the decision to operate buses on wet lease, grant minimum wages to contract staff, reinstate shunting duties and appoint the candidates who received advice memo from PSC.

Bihar:

Bihar Motor Transport Federation (BMTF) and All India Road Transport Workers' Federation in Patna has called for a strike.

Commercial vehicles, including autos, e-rickshaws, taxis and buses, will go off the roads in Bihar.

Odisha:

The All Odisha Transport Workers’ Federation on Monday announced to participate in the 24-hour nationwide transport strike.

The strike has been called by All India Road Transport Federation and different trade unions including Centre of Indian Trade Unions (CITU), Hind Mazdoor Sabha (HMS), All India Trade Union Congress (AITUC) and Labour Progressive Federation (LPF).

The owners and operators of heavy vehicles like auto-rickshaws, taxis, tankers, dumpers and trucks have been requested to join strike.

Telangana:

Telangana State Auto Drivers Joint Association Committee (JAC) has decided to support the one-day strike.

Karnataka:

The KSRTC Staff and Workers' Association have extended support for the 07 August strike.

Private buses, including KSRTC and BMTC, will be fully shut down.

Possibility of taxis, autos and trucks supporting the strike remains. Official announcement awaited.

Maharashtra: Government employees to strike from 7-9 August across Maharashtra; OBC national meeting at Mumbai on 07 August According to reports, around 19 lakh government, self-government employees and teachers across the state will join in three-days strike begin on 07 August to push for long-pending demands, including implementation of the Seventh Pay Commission’s recommendations and raising the retirement age from 58 to 60.

Demands are to implement seventh pay commission report, to implement old pension scheme for the employees, to give dearness allowance from January this year, five days week for government employees, to cancel privatization of employment and others.

Further, joint secretary of the State Government Employees Central federation has threathenrd to launch indefinite strike from October if the demands are not met.

In another story, National Backward Classes Welfare Association to conduct OBC national meeting at national sports club in Mumbai on 7 August to demand 50 per cent quota to BCs in legislatures and job promotions. According to the association president 5,000 representatives from 29 states are likely to attend the meet. Maharashtra CM Devendra Fadnavis, Union minister Hansraj Gangaram, eight state ministers, 40 MPs, national leaders like Sharad Yadav and Akhilesh Yadav will take part. The location for the meet is yet to be finalized.

National: Marathas, Dalit communities and opposition parties to hold protests in the country on 09 August Multiple outfits planning protests and shutdowns on 09 August. Details:

Dalit and Adivasi community: The Dalit and Adivasi community is planning for a Bharat Bandh (nation-wide shutdown) against the Narendra Modi government during the monsoon session of Parliament. The Dalits have called out on all political parties, including the Bharatiya Janata Party (BJP) to take up their demands in the Monsoon session of the Parliament, setting 30 July as the deadline for the government to reach out to them. Dalits said that, they would organise only peaceful rallies across the country.

Opposition parties: Various Opposition parties are also planning joint actions on the ground including Bharat Bandh (nationwide shutdown) against policies of the Modi government on 09 August. A proposal has been mooted to hold the bandh around 09 August, the anniversary of the Quit India Movement, but the date will be finalised only after further discussions. Apart from the Bharat Bandh, these parties are also planning joint political shows in select states headquarters against the Centre, and ‘save composite culture’ joint meetings will be resumed with a convention in national capital.

Maratha outfits: Maratha Kranti Morcha (MKM) yesterday warned of fresh wave of protests on August 9 across Maharashtra if the state government fails to grant reservation to the community. The Maharashtra State Backward Class Commission is currently conducting a survey to assess socio-economic backwardness of the Maratha community. The state government had announced that it will convene a special session of the legislature to discuss the quota demand, after the panel submits its report.

BACKGROUND: On 02 April, thousands of people belonging to Scheduled Castes and Scheduled Tribes (SC/ST) protested across India against an order of the Supreme Court on the Atrocities Act. In subsequent violence, ten people died and hundreds were injured. The protests turned violent across several states in India as the protestors blocked trains, damaged property, and clashed with police and other civilians. There were also incidents involving arson, vandalism and gunfire. Protests were reported from several states including Uttar Pradesh, Madhya Pradesh, Rajasthan, Bihar, Jharkhand, Haryana and Punjab. The outfits have threatened a shutdown on similar lines. Large scale support is anticipated for the 09 August shutdown call, if government intervention is not seen by then. A wait and watch approach is recommended to understand impact. RECOMMENDATION:

Bangladesh: Student protests across the country continued for fifth day yesterday (02 August)

As student protests intensified, the government shut schools, colleges and other educational institutions yesterday (02 August) for security reasons. They demonstrated in at least 20 locations across Dhaka, disrupting traffic since morning, according to the traffic police control room. Transport owners had taken buses off the roads in Dhaka, causing inconvenience to commuters. Background: Students, mostly from Dhaka schools and colleges, have been protesting on the streets since a speeding bus ran over and killed two of their fellows waiting for transport on 29 July. Protests have spread to other cities too, over the last two days. Vandalism: Yesterday, two buses on the Mymensingh route near the Tongi College gate were vandalised in the morning. It has been reported that students from different areas, including Mohakhali, Moghbazar, Shahbagh, Rampura, Farmgate, Asadgate, Khilgaon, Malibagh and Shantinagar, descended on the streets. They stopped vehicles and checked driving licences. Police vehicles were also stopped. Most of the demonstrators wore school uniforms for the protests. They were seen holding placards with slogans — ‘We Want Safe Roads, We Want Justice, and We Are Students, Not Terrorists’. ANALYSIS: A nine-point charter of demand came out from the slogans shouted by the students and social media posts, which drew support from different quarters. Ministers have been promising to meet the demands since the beginning of the protests, but the demonstrations only gathered strength by the day. Yesterday (02 August), Prime Minister Sheikh Hasina called the parents of the victims of the Airport Road crash, Shaheed Ramiz Uddin Cantonment College students Diya Khanam Mim and Abdul Karim. Besides giving the families Tk 2 million each in compensation, Hasina assured them of justice for their loss and ensuring road safety measures to prevent recurrence of such tragedies. The parents of Mim and Karim then urged the protesters to return home, saying they felt reassured by the prime minister’s words. Later, admitting that the students’ demands are reasonable, Home Minister Asaduzzaman Khan Kamal said at a news briefing that the authorities have started meeting the demands following Hasina’s orders. The agitation by students in Dhaka against the death of two fellow students in a road accident on Sunday has now spread to other parts of the country as well. Students launched demonstrations to demand safer roads at various places in Chattogram, Jhenaidah, Chandpur, Brahmanbaira, Rajshahi, Jessore, Dinajpur, Bogura, Tangail, Mymensingh and Narayanganj districts as well as in Savar and Keranignaj on the outskirts of Dhaka yesterday (02 August).

Road communications between Rangpur, Dinajpur, Thakurgaon, Nilphamari and Panchagarh remained suspended for two hours.

In Chittagong, blockades put up by students at several strategic points in the port city forced traffic to halt. The situation was particularly bad at Sholoshahar, Gate No. 2, GEC Circle, Wasa Circle, Lalkhan Bazar Circle, Probortak Circle and Kazirdewari.

In Jessore, students blocked several roads in protest against the death of the two students in Dhaka. The blockades took place at Mujib Sarak, Daratana, Monihar Cinema Hall in Jessore town, on Jessore- Khulna highway at Nawapara and some other places in the district.

In Rajshahi, students of various schools and colleges blocked Shaheb Bazaar Zero Point in the city.

Government ordered all the educational institutions shut yesterday (02 August) citing security reasons amidst raging protests by students. Advised to have contingency plan in place.

The protesters are likely take to the streets again today (03 August), in view of the violence reported in the last four days during the demonstrations it holds high risk of similar sporadic unrest across Dhaka and other cities like Cittagong.

Areas most likely to be affected are outside major schools and colleges.

The demonstrators have also resorted to road blockages leading to major travel disruption, similar situation cannot be ruled out today as well. Except for ambulances and hajj pilgrims’ cars, movement of vehicles are likely to be affected at major thoroughfares.

Areas affected areas in Dhaka: Mirpur Road, Mohakhali, Shyamoli, Bijoy Sarani, Uttara, Gabtoli, Karwan Bazar, Airport Road through Farmgate Shahbagh, New Market and Jigatala.

Heightened security measures are expected in major centers across the city and outside education institutions. This also increases the risk of clashes between protesters and law enforcers.

RECOMMENDATIONS:

Advised to stay away from demonstration site(s), such sporadic protests are common across the country.

Students protest in Bangladesh escalate quickly and holds potential of turning violent, maintain situational awareness at all times.

Nepal: Landslide displaces seven families; 84 houses at risk

At least seven families have been displaced due to a landslide triggered by incessant rainfall in Nuwakot yesterday (02 August). Following the incident, the displaced families have been living under temporary tents provided by Tadi Rural Municipality. Details: The houses belonging to residents were buried in landside that occurred at Tadi Rural Municipality-5 on Wednesday (01 August). Similarly, the landslide swept away the houses in Diyalo in Shivapuri-3. In a separate incident, four persons were injured when a landside buried a house at Chogate in Suryagadhi-3 yesterday. IMPACT ANALYSIS: The frequency of landslides in Nepal has increased after the devastating earthquake of 2015. Chief District Office said, the landslide occurred after the water entered into the gaps created by the earthquake. Further, 84 houses of Dupcheshwor, Shivapuri, Suryagadhi, Tadi, Kispang, Meghang Rural Municipalities and Belkotgadhi and Bidur Municipalities are at high risk of landslide. RECOMMENDATIONS: Landslide:

Landslide areas are prone to additional slides. It is best to steer clear of these areas until officials announce it is safe to go back.

Sri Lanka: Doctors to launch 24-hour strike today (03 August)

Private and public medical officers will launch a 24 hour work stoppage from 8 am today (03 August) urging the authorities to resolve ten issues which impact health professionals and the general public. Meanwhile, medical specialists had decided to abstain from private practice from today (03 August) against unfair taxation on medical professionals, the Association of Medical Specialists (AMS) said. Reportedly, the AMS along with other medical specialist groups had decided to refrain from private practice and added this decision was reached after months of failed negotiations with relevant parties. They alleged, recent Tax Act had doubled the tax on doctors by increasing the tax from 12% to 24%, whereas the Finance Ministry had reduced their own taxes and added the government had not announced any effective immediate method of widening the tax net causing them unfairness. Background: The GMOA last week called for a work stoppage over ten trade union demands including the revision of the Free Trade Agreement (FTA) with Singapore and reduction of high taxation upon medical officers and private hospitals. GMOA Secretary said although the demands were explained to President Maithripala Sirisena and the

health authorities during the last two months, their issues were not addressed. However, the GMOA said that it will call-off their strike at any moment if President Sirisena intervenes and gives them a written assurance to resolve their issues IMPACT ANALYSIS: Private and public medical officers will launch a 24 hour work stoppage from 8 am

today (03 August) Today’s strike will be launched in all districts, teaching and general hospitals except at

the Lady Ridgeway Hospital for Children, Apeksha Hospital Maharagama, De Soysa Maternity Hospital and National Blood and in the peripheral hospital units.

All government and private teaching hospitals, nursing homes, clinics and other medical practice units across the country will halt services in view of the shutdown today.

However, emergency services are unlikely to be affected.

RECOMMENDATIONS: Cater for crowd presence outside hospitals today. The doctors strike will affect routine surgeries, outpatient clinics and academic

Sri Lanka: Thundershowers expected in several provinces today (03 August)

Heavy rains or thundershowers will occur at a few places in Uva and Eastern provinces and Mullaitivu district after 2.00 p.m. while light showers are expected in Jaffna district. Sea Area:

Showers or thundershowers may occur at several places in the sea areas extending from Puttalam to Matara via Colombo and Galle and in the sea areas extending from Mannar to Mullaitivu via Kankasanturai.

Showers or thundershowers may occur at a few places in the Eastern sea areas in the evening on night, the Met. Department said.

Winds will be south-westerly in direction in the sea areas around the island and wind speed will be 30-40 kmph.

The sea areas extending from Mannar to Kankasanturai and the sea areas extending from Hambanthota to Kalmunai via Pottuvil can be rough at times as the wind speed can increase up to 50 kmph at times, it warned.

RECOMMENDATIONS: Follow all the precautions the weather department and the administration. As a precautionary measure, emergency numbers should be saved on the speed-dial

list and kept in full display in the house. Cater for the likelihood of train, road and air traffic to be affected if heavy rainfall

continues.

Pakistan: Intel reveals Pakistan's post-poll terror plans to target India

According to highly-placed intelligence sources, the ISI is preparing to infiltrate as many as 600 terrorists from various outfits into Jammu and Kashmir via the LoC. According to security and intelligence sources, these guerrillas belong to the Lashkar, Hizbul, al Badr and Jaish groups. This has been the biggest assembly of potential terror infiltrators along the LoC in Pakistan-occupied Kashmir this year so far, according to security sources. Before the Pakistani elections, some 400 terrorists were present at the same sites, the reports further revealed. ANALYSIS: The Mumbai attack mastermind Hafiz Saeed-backed Allah-o-Akbar Tehreek, the Tehreek-e-Labaik Pakistan, a Sunni sectarian group, the Mutahida Majlis-e-Aml and the Ahle Sunnat Wal Jamaat were among the terror-linked groups that fought the recent polls. Intelligence sources say almost all of them had deployed a lot of their manpower in election-related activities in PoK. With the polls now over, their terror bands have marched back to designated bases across the LoC. As part of its post-election infiltration plans, the ISI has had a large group of al Badr terrorists trained at Hizbul and Lashkar camps. Indian security agencies have obtained specific details about the whereabouts of terrorists waiting to infiltrate. According to intelligence inputs, as many as 112 of the 600-strong group have gathered at a cross-LoC launch pad facing the Keran sector. Among them at least two dozen have been trained in border action by the ISI and the Pakistani army. There the ISI is believed to have mostly assembled Jaish militants. Some 96 terrorists have gathered along the Machil sector, 80 along Tangdhar, 52 along Nowgam, 26 along Uri, 25 along Rampur, 40 along Poonch, 21 along the Krishna valley, 41 along Bhimber Gali, 22 along Nowshera and 17 along Sunderbani. This year, 133 infiltration attempts were made by terror groups from across the LoC. Indian security forces gunned down 14 terrorists as they tried to cross into this side. More than 400 infiltration attempts were made last year during which 59 terrorists were killed. Seven security personnel also lost their lives in anti-infiltration operations in 2017. Intelligence inputs reveal that al Badr head Bakht Zareen has declared at a recent meeting in PoK that his group would soon be a big terror outfit in the valley.
