BPCL Mumbai Refinery is an ISO:50001:2011 certified Refinery and is focused onenergy efficiency. In line with the same, all contractors providing servicesfor BPCL Mumbai Refinery should preferably deploy energy efficient equipmentssuch as energy efficient welding machines, LED / CFL temporary lighting andtemporary window AC of BEE 4-star rating and above for execution of the work.

ABNORMAL RATES: The Contractor is expected to quote rate for each item aftercareful analysis of the cost involved for the completion of item, consideringall specifications and conditions of contract. This will avoid loss of profitor gain, in case of curtailment or change of specification for any item. Incase it is noticed that the rates for any item quoted by the tendererunusually are high or unusually low it will be sufficient cause for therejection of tender unless the owner is convinced about the reasonableness ofthe rates on scrutiny of the analysis for such rate to be furnished by thetenderer on demand. In the rate contract where the quoted rates for the itemsexceed 25 % of the owner's estimated rates, such items will be considered asabnormally high rates items(AHRs) and payments of AHR items beyond the SORstipulated quantities shall be made at the least of the following rates:

Minimum two numbers of portable H2S detectors per work location shall beensured by contractors while working in refinery plant areas. Supply & Maintenance of AC porta cabin(20' x 10' x 8'6") on hiring on monthlybasis. The porta cabins shall be provided with 1.5 to 2 ton 5 star BEE ratingwindow air conditioner, all necessary electrical fittings, telephone pointfurniture as detailed under technical specification.

All windows / doors shall be provided with monsoon protection made out of MSsheet and all the window glasses shall be provided with sun films. Also,sliding curtains to be provided from inside for all the windows in all thecabins.

The scope also includes all transportation / placement services / unloading /loading at BPCL refinery site.

Similarly contractor will be required to collect and transport the porta cabinfrom BPCL site back to their works on instructions of engineer in-charge.

For loading / unloading at BPCL premises, the required crane shall be providedby Contractor. Contractor shall arrange sufficient nos. of Slings, D shackles& manpower for making rigging arrangement and loading / unloading of the portacabins including placement at designated place.

For any problem related to the electrical fitting / equipment, contractorshall arrange to rectify the defective equipment within 12 hrs and same shallbe made good without any cost to BPCL.

BPCL, Mumbai Refinery, is working on several Projects in and around BPCLMumbai Refinery complex in view of present business requirements. Some of theprojects being conceptualized by BPCL are in and around Mumbai Refinery withina radius of 100 Kms. One of such Projects is proposed to be carried out atRasayani, Raigad District (Maharashtra), India. BPCL is planning to do barbedwire fencing for the proposed plots in this area.

The bidder shall visit the site (before submitting the bid) to become fullyacquainted with the existing site conditions.

2.0 Scope

2) SCOPE OF WORK :

The scope of work covered under this contract is to carry out various kinds ofcivil & structural related works for providing barbed wire fencing at BPCLRasayani project site like Misc. works, Excavation, PCC in Foundations,structural works, providing and fixing RCC precast barricading poles, GIbarbed wires, etc. at the Rasayani Project site, surrounding areas, Buildings,any other areas.The contractor shall carry out all types of works listed in'Schedule of rates' As and when required.

3) SPECIAL CONDITIONS OF CONTRACT :

Please note that "Scope of Work" will be read along with the 'SpecialConditions' of this contract. Contractor shall be required to abide by theconditions stated in General terms & conditions attached.

3.1. Prior to quoting for the job, the bidder will be required to visit thesite & clarify all the doubts (if any) from Engineer- in-charge. Otherwise itwill be presumed that the party has understood the work in all respect.

3.2 FIRE & SAFETY REGULATIONS

3.2.1 The work shall be carried out in a safe manner as per Refinery Fire &Safety Rules & Regulations. Work permit condition shall be scrupulouslyfollowed.

3.2.2 BPCL conducts an intensive training programme on various aspects of Fire& Safety, on regular basis, at Refinery-Fire Station. It is the responsibilityof the Contractor to nominate all the supervisors/labours (likely to beemployed for this job) for training through BPCL site engineer. 3.3 MOBILIZATION & TIME SCHEDULE OF WORK.

3.3.1 Within 7 days of issue of contract letter the contractor shall mobiliseall necessary manpower & equipment & start the job at site as directed.

3.3.2 The contractual completion period shall be Three months from the dateof award of job. The mobilization & detailed schedule of activities forcompletion of the specified works shall be submitted by contractor shall gotit approved from BPCL. Prices quoted shall be valid considering all above.

3.4 SCOPE OF SUPPLY :

3.4.1 BY BPCL (free issue) : NIL

3.4.2 BY BPCL (Chargeable) : NIL

3.4.3 BY CONTRACTOR :All the material, Equipment to complete the work as perscope of work & as specified in SOR.

3.5 TECHNICAL PERSON AT SITE/DEPLOYMENT OF ENGINEER

The contractor shall depute experienced/qualified (Degree/diploma Holder)Civil Engineers with safety trained supervisors for site job.Contractor shall sufficient manpower during agreed working period to ensureeffective output to meet the agreed schedule/ bar chart.

3.6 DRAWING & DOCUMENTS:

Detailed construction drawings & other related documents on the basis of whichactual execution of the work shall be carried out will be made available tothe contractor progressively, in line with progress achieved/timeschedule/programme after the award of the work. After issuance of constructiondrawing, contractor shall take actual site measurements, sort out discrepancyif any between drawing & actual site condition. After sorting out thediscrepancy if any, contractor shall execute the work.

Cement required for all construction shall be provided by contractor only.Cement used for ready mix concrete shall be Portland Slag Cement (PSC)conforming to IS 455 or Portland Pozzolana Cement (PPC) Fly Ash basedconforming to IS 1489 Part-I as indicated in IS 456:2000. This shall be ofapproved make viz ACC, L&T, Gujrat Ambuja or equivalent conforming to IS:455or IS: 1489 part-I.

Cement used for all other purposes except for Ready Mix Concrete shall bePortland Slag Cement (PSC) conforming to IS 455 or Portland Pozzolana Cement(PPC) Fly Ash based conforming to IS 1489 Part-I as indicated in IS 456:2000or Ordinary Portland Cement grade 53 (conforming to IS:12269). This shall beof approved make viz ACC, L&T, Gujrat Ambuja or equivalent.

3.7.2 Water & Power :

Water & Power shall be arranged by the contractor without any extra cost toBPCL.

3.7.3 All other construction materials & equipment including labour &supervision all necessary for completion of the job in totality. Thecontractor without prejudice to the responsibilities to execute and completethe work as per the specifications and time schedule , progressively deployconstruction equipment, tools and tackles and further augment the samedepending on the exegencies of work and as directed by the Engineer in chargeso as to suit the construction schedule within scheduled completion datewithout any additional cost to the Owner .

Quality of fabrication work shall be guaranteed by contractor & anyrectification to meet the quality standard set by good engineering practiceshall be done by contractor free of cost as directed by Engineer-in-charge.

3.7.4 WORK TIMINGS :

Normal working hours for carrying out this job will be morning 07.45 am toevening 03.45 pm. Contractor may have to work in extended hours and onholidays if required to meet the project schedule as instructed byEngineer-in-charge after taking all necessary permissions from BPCL.

For execution of this job, contractor shall be required to get clearances fromBPCL. The work shall be carried out in a safe manner as per BPCL norms. Thework should be planned and undertaken only under the Supervision of acompetent person. No idle time wages or compensation for temporary stoppagesof work or restrictions on account of any reasons would be paid and the ratequoted for various items of work should cover the cost of all suchcontingencies and eventualities. 3.8 INSPECTION OF CONSTRUCTION MATERIAL & WORKS :

All civil works i.e. earthwork, concrete works, finishing works, etc. shall beoffered for BPCL inspection. All material procured by the contractor shall beoffered for inspection & supported with the test certificates of the testsconducted as per the relevant IS, BS, ASTM etc codes. All tests shall beconducted through laboratories approved by BPCL.

3.8.1. Structural steel works

All structural steel works shall be carried out at contractor workshop insiderefinery. All structural steel used for structural steel works shall beconfirmed to IS226, IS 2062 & relevant IS specification. This shall beapproved make like TISCO, SAIL, IISCO or equivalent. Developing Fabricationdrawings and built up drawings is in the scope of contractor and quoted ratefor structural works is inclusive of the same.

3.8.2 Civil Construction Materials

All construction works & material brought by the contractor shall be as perthe relevant latest IS specifications. The Engineer-in-charge/Inspectiondepartment shall have full authority to inspect the works at any time wheneverin progress either on the site or at contractors workshop wherever situated.All the test for e.g. Cube test, test for silt content of sand (as per IS 383,for Zone II & Zone III, as approved by Engineer- in-charge), etc. necessary inconnection with the execution of the works or material or workmanship suppliedby the contractor shall be carried out promptly by the contractor at his owncost from any other approved testing laboratory or at site as per theinstructions of the Engineer-in-charge/Inspection department.

Contractor may use the crushed stone aggregate / stone dust in place of sandby taking necessary approval from Engineer in charge after conductingprerequisite tests, with out any extra cost.

3.9 HOUSE KEEPING :

The contractor shall maintain good house keeping on day to day basis at the

All construction material brought by the contractor(like sand, coarse aggregate, shuttering material, scaffolding pipes etc.),steel scrap (like structural steel, reinforcement steel etc.) & other debris(like earth, shrubs, rubbish etc.) generated at site shall be stacked neatlyin well defined spaces at no extra cost. Additional manpower as & whenrequired for housekeeping shall be arranged by contractor immediately as perdirection of Engineer-in- charge. Cart away all the debries generated from thework outside the BPCL at his own cost and dispose it off without giving riseto any complaints from local, municipal and government authorities. Certifiedcopy of gate passes shall be attached with the final bill. Metal scrap or anyother scrap including wooden material shall be disposed categorywise at hisown cost as indicated by the Engineer in Charge. All moveable, salvagable,servicable material shall be dismantled carefully and transported/ stored asdirected by Engineer in charge. The financial implication of above, if anyshould be taken care in the quoted rate and no seperate claim shall beentertained on this account. The final bill of the contractor shall be linkedwith the area cleaning in all respects including disposal of debries/scrapetc. to the entire satisfaction of Engineer in charge.

3.10 MEASUREMENT OF WORKS FOR PAYMENT: -

3.10.1 EARTH WORK:

i) Measurement for earthwork in excavation shall be calculated as volume ofpit/trench of excavation as per the approved drawings without any additionalspace for work clearance.

3.10.2 OTHER WORKS:

Measurements of works shall be as per IS:1200 if nothing is mentioned in theschedule of rates/quantities.

3.11 VARIATION IN SOR QUANTITIES:

The quantities indicated in the SOR/SOQ are indicative & payment shall bebased on actual/jointly certified measurements for the work done.

As the construction drawings for are yet to be released completely, itemquantities are estimated considering past experiences including assumptionsfor misc works which may required to be carried out during contract executionperiod. During execution jobs are required to be carried out as per siterequirement which may result in variation of executed quantities with respectto order quantities and there is no minimum guarantee for quantity of any ofthe SOR items. The contractor is required to note the same and quoteaccordingly.

3.12 BILLING :




3.12.1 Contractor shall be paid against R.A. bills for the work done on thebasis of item rates as agreed in the contract.

3.12.2 Contractors bill for executed works shall be accepted only when jointlycertified (contractor & EIC) & signed measurements for the said works areenclosed.

3.12.3 Final bill shall be submitted along with jointly certified & signedmeasurements within 2 months from the date of completion of total work.

3.13 DEFECT LIABILITY PERIOD: Defect liability period shall be Six months fromthe date of completion of all the jobs covered under this contract.

PAYMENT TERMS: 100% for completed & certified quantities of work against RAbills.

Awarded Contractor must submit bank gurantee equivalent to 10% contract valuebefore submitting 1st RA bill, which shall be valid for defects liabilityperiod of six months from succesful contractual completion date. Further, theBank Guarantee shall have a claim period of three months beyond the date ofexpiry, and the same shall be mentioned clearly in the Bank Guarantee.

COMPLETION PERIOD: Three months from the date of Purchase Order or Letter ofAcceptance, whichever is earlier.

LD CLAUSE: In case of delay, 0.5%/ week of delay or part thereof up to amaximum 5% of the total contract value shall be recovered.
