•Enterprise Customers-All new enterprise customer connections (both wireless and wire line) after 01-01-2014 shall be capable of carrying IPv6 traffic.

•Retail Customers (Wire line)-All new retail wire line customer after 30-06-2014 shall be capable of carrying IPv6 traffic.

•Retail Customers (Wireless)-All new LTE customer after 30-06-2013 shall be capable of carrying IPv6 traffic.

• All new GSM/ CDMA after 30-06-2014 shall be capable of carrying IPv6 traffic

• All contents & applications providers should target to adopt IPv6 for new contents & applications by 30-06-2014 and for existing ones latest by 01-01-2015.

• The complete financial ecosystem including payment gateways, financial institutions, banks, insurance companies etc. should transit to IPv6 latest by 30-06-2013.

India  IPv6  roadmap  was  released  in  July  2010.  As  part  of  the  roadmap  10  workgroups  were  formed  for  IPv6  deployment   across   India.   With   the   passage   of   time   lot   of   activities   have   happened   in   India   on   IPv6  progression.   IPv6   based   standards   and   technologies   are   also   being   defined   at   global   level   and   getting  matured.   With   this   background,   the   workgroups   have   been   restructured   as   under   to   have   better   and  efficient  rollout  of  IPv6  across  India.

An interactive session with Dr. Vinton G.CerfMember, National Science Board, USA& ChiefInternetEvangelist,GooglewasorganizedbyDoTon28.01.2013 in Sanchar Bhawan, NewDelhi. Dr. Cerfisalsoknownasoneofthe“FathersoftheInternet”as he is the co-designer of TCP/IP protocol and thearchitectureoftheInternet.

hasstartedintherightearnesttoincreasethespreadandRoadmapversion-IIetc.

Shri R. Chandrashekhar, Secretary (T),DoT requested Dr. Cerf to enlighten the gatheringRole of Internet in developing countries like India,Future envisaged for Internet of Things (IoT) andits significance for India and The need to addressconcernslikesecurityandotherthreats.

Dr.VintonG.CerfsaidthatthemainchallengetodayistocounterthesecurityandotherthreatstoInternetwhileatthesametimepreservingtheoriginalstructure of Internet that has made it successfullike openness, transparency, participatory policy,technology development etc. He appreciated theeffortsof theDoTtomakefiberavailable invillagesand stressed the importanceofwireless network inmakingtheInternetpenetrationdeeper.Hesaidthatthecontentisgoingtobecriticalfactorandemphasizedthe need of developing content in local languages.He further added that the Internet of Things (IoT)offersanimmenseopportunityforacountrylikeIndiawherebyproductsandservicesbasedonIPv6canbemanufacturedhereandexportedglobally.

A special half day session was held on IPv6 in India Telecom conference on 14.12.2012 in association with FICCI and was attended by more than 200 delegates from various Central Government departments, State Government organizations, Banks, Indian Army, Service provides, Vendors, content providers, Associations etc. The speakers included:

Agarwal, DDG(NT), DoT - Moderator Mr. Latif Ladid, IPv6 Forum Mr. Sanjaya, Sr. Director, APNIC Mr. Ramesh Chandra, Head – IP & Transport, Bharti Airtel Limited Dr. Avinash Joshi, Tech Mahindra Mr. Sanjoy Dass, Head, Technical Sales, Nokia India Pvt. Ltd Mr. Arvind Mathur, Strategic & Technology Officer, India & South Asia, Cisco

Mr. R.M. Agarwal, DDG(NT) welcomed all and shared the status of the IPv6 adoption in the country. He

also touched upon the challenges being faced in terms of readiness of content, end user devices and skill development.

Shri R. Chandrashekhar, Secretary, DoT compared the IPv6 deployment requirement from flood

situation stating that it’s high time IPv6 deployment is planned and implemented. Otherwise organizations will be left with hardly any time and options and business will be impacted adversely. He gave a brief idea of IPv6 Roadmap Version 2 and emphasized on the training requirements.

Shri J K Roy, Member T, in his opening remarks emphasizing the need for IPv6 and the Government

initiatives. He has given brief on shortage of IPv4 addresses and urgency to move towards IPv6 as NATting has its own bottleneck. He touched upon the progress of IPv6 Roadmap.

Mr. Latif Ladid, World IPv6 Forum, gave the global perspective on IPv6 vision, opportunities, benefits

and progression. He emphasised that with the exhaustion of IPv4 IP addresses at global level, there is urgency to look for continuous expansion of Internet. Using NATting has its own limitations. Thus IPv6 deployment needs to be expedited.

Mr. Sanjaya, Sr. Director, APNIC presented comparative IPv6 progression continent wise in terms of IPv6 addresses allocations to ISP’s & End-users, IPv6 configurations etc. Indian Operators Networks readiness, Devices Readiness was also presented. It was informed with examples that IPv6 is more efficient as it takes lesser time and lesser HOP’s to reach destination. Overall IPv6 deployment is happening and it works.

Shri J Satyanarayan, Secretary, DeitY gave the overall perspective of IPv6 deployment in Department of

IT covering SWAN, State Data Centers and NIC status. He also covered future plan of IPv6 from DoE&IT perspective.

It has emerged that in India, Government is the major driver in IPv6 rollout. It is unique proposition across globe. The session was attended by Media persons also and was well appreciated. Coverage has come in electronic Media also and was comments by Mr. Vint Cerf, supposed to be the father of Internet.

   A   conference   titled   India   Internet   Governance   Conference   (IIGC)   ‘Managing   Critical   Internet   Resources:  Transition   to   IPv6,   M2M   Communication   &   Internet   of   Things   (IoT)’   was   organized   on   5.10.2012   in  association  with  FICCI  and  was  attended  by  more  than  200  delegates.  The  speakers  included:

with   regards   to   Service   Providers   and   Government   organizations.   He   also   touched   upon   the   challenges  being   faced   in   terms   of   readiness   of   content,   end   user   devices   and   skill   development.   He   concluded   by  sharing   the  next   steps   regarding  National   IPv6  Deployment  Roadmap  V-­‐II,  Centre  of   Innovation  and   IPv6  Certification  program.  

 Mr.  Tsuyoshi  Kinoshita,  MD,  Cisco  Systems,   Japan  shared  the  global  status  of   IPv6  adoption   including  

India.   It  was  made  clear  from  the  shared  statistics  that  the  world   including  India   is  well  on   its  way  to  the  IPv6  Transition.  He  also  briefly  touched  upon  internet  of  things  which  would  result   in  improved  quality  of  life,  services  and  experience.    

 Prof.  Dr.  Sureswaran  Ramadass,  Director  NAv6,  Malaysia,  enlightened  the  audience  with  the  fact  that  

appropriate  term  should  be  "Expansion"  and  not  "Migration"  as  far  as  IPv6  transition  is  concerned.  This  is  because  IPv4  is  not  removed  during  the  deployment  of  IPv6.    He  also  emphasized  the  importance  of  IPv6  transition  in  the  financial  ecosystem  by  sharing  his  experience  with  Singapore.

Mr. Tsuyoshi Kinoshita, MD, Cisco Systems,Japan shared the global status of IPv6 adoptionincluding India. It was made clear from the sharedstatisticsthattheworld includingIndia iswellon itsway to the IPv6 Transition. He also briefly toucheduponinternetofthingswhichwouldresultinimprovedqualityoflife,servicesandexperience.

Mr.  Anup  Pande  touched  upon  the  issue  of  better  user  experience    stressing  on  the  significant  technical  advantages   of   IPv6   such   as   no-­‐NAT,   simplified   header,   autoconfig,   inherent   QoS,   integrated   security,  multicast,  mobility  features  etc.  He  also  stressed  on  the  importance  of  security.      

DoT  participation  in  APNIC,  Singapore       Sh.  RM  Agarwal,  DDG  (NT),  DoT  made  presentations  in  public  policy  advisory  committee  (PPAC)  and  in   Asia   Pacific   IPv6   Task   Force(APIPv6   TF)   in   35th   APNIC  meeting   in   Singapore.     PPAC   is   a   newly   created  working  group  in  APNIC.    The  mandate  of  this  working  group  is  to  advise  the  APNIC  on  internet  public  policy  related   issues   based   on   the   best   practices   being   adopted   by   the   different   stakeholders   including  Government  in  the  APNIC  region.    The  IPv6  deployment  Roadmap  v-­‐II  was  presented  and  discussed.      

Number  of  countries  including  Japan,  Brazil,  Indonesia,  Vietnam  and  China  have  shown  interest  in  our  policy  guidelines  and  raised  many  queries  about  its  evolution  and  implementation  status  in  the  country  and   appreciative   of   the   leading   role   being   played   by   Government   of   India   in   proliferating   and  implementation  of   IPv6   in   India  and  they  were  sure  this  would  set  an  example  for  other  Governments  of  different  countries  to  follow.

NIXI-­‐NIR-­‐IRINN  Launch    

NIXI   is  domestic   Internet  Exchange  of   India.  The  government  of   India  delegated  the  operations  of  INRegistry  to  NIXI  in  2004.  NIXI  was  recognized  by  APNIC  in  March  2012  to  become  NIR  for  the  country.  The  NIR   has   been   named   as   Indian   Registry   for   Internet   Names   and   Numbers.   The   same   has   been   formally  launched   by   Honorable   Minister   of   Communication   and   IT,   Sh.   Kapil   Sibbal   on   7.3.2013.   With   these  initiatives,   individuals  and  organizations  can  get   IPv6  addresses  and   India   specific  domain  names   in   India  and  with  Indian  currency  with  least  hassles.

Mr. Anup Pande touched upon the issue of better user experience stressing on the significant technical advantages of IPv6 such as no-NAT, simplified header, autoconfig, inherent QoS, integrated security, multicast, mobility features etc. He also stressed on the importance of security.

DoT participation in APNIC, Singapore Sh. RM Agarwal, DDG (NT), DoT made presentations in public policy advisory committee (PPAC) and in Asia Pacific IPv6 Task Force(APIPv6 TF) in 35th APNIC meeting in Singapore. PPAC is a newly created working group in APNIC. The mandate of this working group is to advise the APNIC on internet public policy related issues based on the best practices being adopted by the different stakeholders including Government in the APNIC region. The IPv6 deployment Roadmap v-II was presented and discussed.

Number of countries including Japan, Brazil, Indonesia, Vietnam and China have shown interest in our policy guidelines and raised many queries about its evolution and implementation status in the country and appreciative of the leading role being played by Government of India in proliferating and implementation of IPv6 in India and they were sure this would set an example for other Governments of different countries to follow.
