I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY 1. The country operations business plan (COBP) for India, 2021–2023 of the Asian Development Bank extends 1 year beyond the ongoing country partnership strategy (CPS) for India, 2018–2022 and remains aligned with CPS’s aim to support India in accelerating its inclusive economic transformation. The COBP also supports the seven operational priorities of ADB’s Strategy 2030.1 It responds to India’s evolving priorities, including support for the government’s response to the coronavirus disease (COVID-19) pandemic, which forms 15% of the pipeline. 2. The COBP pipeline supports the three strategic pillars of the CPS: 64.6% of the pipeline contributes to economic competitiveness and job creation (pillar 1), 80.0% to providing inclusive access to infrastructure networks and services (pillar 2), and 78.5% to addressing climate change (pillar 3). With respect to the CPS focus areas of enhancing economic corridors and greater engagement with low-income states, East Coast Economic Corridor projects account for 16.9% of the 3-year firm pipeline and projects targeting low-income states account for 49.2%.

II. INDICATIVE RESOURCE PARAMETERS 3. India, a group B developing member country, is eligible for regular ordinary capital resources lending. The indicative resources available for commitment in 2021–2023 for sovereign operations total $9.6 billion. These indicative resources, higher than 2020-2022, forms the basis and capacity to meet the government’s request for scaled up India operations. The firm lending pipeline for 2021–2023, totaling $12.9 billion (Appendix 3, Table A3.1), is characterized by high project readiness and implementation capacity. It represents overprogramming of 35% to ensure annual lending of more than $3.0 billion. Policy-based lending operations for 2021–2023 will be subject to resource availability and available headroom under ADB’s policy-based-lending ceiling. Cofinancing and funding from other sources will be explored. 4. While catering to the requirements of India’s more advanced states for transformative initiatives, the program’s focus remains on improving infrastructure, providing economic and social services, and underpinning capacity building in low-income states, particularly in the northeastern region. Economic corridor projects on the east coast and northeast, and national logistics-development projects, will link industries to global value chains, promote competitive industrial development, generate jobs, and accelerate regional cooperation and integration. 5. The program marks a distinct shift towards rebalancing support from “hard infrastructure” sectors to human development, finance, and public sector management. This shift aligns with India’s expansionary track toward human development and response to the COVID-19 pandemic. ADB will provide medium- to long-term assistance to buttress India’s recovery process with a focus on micro, small, and medium-sized enterprises; health; education; and social protection. 6. Projects in the COBP incorporate infrastructure design, operation, and financing, including transit-oriented development; value capture financing; public–private partnerships; and viability gap funding. The program adopts a multidisciplinary and integrated solutions approach that combines ADB expertise across sectors and follows a “One ADB” approach in engaging the Private Sector Operations Department (PSOD) and the Office of Public–Private Partnership (OPPP) from the early stages of project development. Lending to state-owned enterprises will be explored with the PSOD, and project and advisory services opportunities in transport, urban development, and social sectors will be identified with the OPPP.

7. Nonsovereign operations will continue to focus on innovative and inclusive infrastructure and go beyond traditional renewable energy projects, diversifying the private sector pipeline into transport, logistics, urban, and non-infrastructure. The program will engage more in agriculture, health, and education than in previous years. In the finance sector, focus will be on microfinance, financing of micro, small and medium-sized enterprises, and affordable housing finance. 8. The nonlending program, totaling $49.6 million, employs a strong programmatic approach to technical assistance (TA), with transaction TA facility accounting for 31% of the total. The TA program complements the lending program through capacity support for project implementation and strategic studies. TA in support of COVID-19 recovery will also be explored. The financial assistance amount is subject to the availability of resources and project readiness.

III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAM 9. The pipeline for ADB focus areas of education and health has been strengthened quantitatively and qualitatively, which is diversified across health (58%), education (37%), and skills development (5%). A COVID-19 recovery strategy will be formulated based on a comprehensive needs assessment study and will drive ADB support in these areas. 10. Support for the finance sector and public sector management are at the forefront of ADB’s response to the government’s call for assistance to counter the impact of COVID-19. Support includes a $500 million financial intermediation loan for health sector finance. 11. Transport projects focus on multimodal transport network development; rail-based urban mass transit systems; improvements in safety and sustainability of transport assets; and social and gender inclusiveness. The program supports innovative approaches, such as a modified annuity model to leverage private financing for roads with lower traffic. The pipeline reflects large assistance for inter-city rapid rail transit in Delhi–Meerut and multitranche financing facility metro rail project in Chennai in combination with integrated urban planning and transit-oriented development. 12. Support for the agriculture, natural resources, and rural development (ANR) sector also envisages growing partnership with India. The seven projects in the ANR pipeline include large-scale projects, such as the $341 million Ara Canal Water Productivity Improvement Project (2021), the $300 million Maharashtra Rural Roads Project (additional financing) (2021), and the $320 million Jamrani Drinking Water Multipurpose Project (2022). 13. Urban projects target emerging subsectors such as grid-based drinking water supply to small towns, housing for the poor, and economic corridor development. Two tourism projects totaling $187 million are slated for 2023, in Tripura and Mizoram, preceded by project readiness financing in 2021. Project readiness financing will also support two urban projects in the northeast region. 14. Energy sector projects will address structural weaknesses in electricity distribution and improve the quality and reliability of electricity supply in a sustainable and climate-friendly manner. The pipeline allocates more resources to low-income states such as Rajasthan, Tripura, and Uttar Pradesh, and to newer opportunities such as demand-side energy efficiency. 15. Projects with high impact on industry development total $746 million, including $200 million to support MSMEs impacted by COVID-19. A $500 million results-based lending for industrial corridor development supports the government’s national corridor development with focus on industrial clusters, self-reliance, and strengthened domestic value chains.
