    PREFACE

    . The Check List of United Nations Documents will be a complete list of the documentsIssued by the organs of the United Nations. The Check List will appear in separatep~rts, each onc devoted to the documents of a particular organ. The following tablediscloses the general plan.

    Every part will be issued in consecutive numbers. The initial numbers will coverthe period from the beginning of 1946 to the end of 1948. Subsequent numbers willbe issued after the close of each session of the organ concerned.

    In addition to the list of documents, every part will contain a subject-index, andan introduction noting the unpublished records of meetings and sound recordingsdeposited in the Archives of the United Nations, the press releases concerning meet-ings, and certain supplementary information.

    Part 4 of the Check Lis! of United Nations Documents comprises the documents of theTrusteeship Council. This second number of Part 4 lists the documents of the Councilfor its third session and its petitions series for the year 1948.

    The user of this volume will find it more helpful if he first reads carefully theexplanations to the Introduction, the Check List, and the Subject-Index, and ob-serves especially that in the Subject-Index all references to records of meetings aremade to the section (§) numbers of the Introduction, and that the Check List maybe uscd independently of the Introduction during an inventory of document holdings.

    The Introduction describes briefly each ad hoc Committee of the Trusteeship I~Council, session by session, by including the date of its appointment, citing its tenns iRIof reference, naming its members and officers (if known), listing its reports and IIgeneral document series symbol (if any), and tabulating its meeting records. The 11Introduction describes in like manner the Sub-Committees of these Committees 11and includes also tables of plenary meeting records for each session of the Council RIitself. The tables indicate both published and unpublished meeting records andrelated press releases. Since drafts for the published meeting records should bedeposited as a matter of course in the Archives of the United Nations, the tablesindicate under the heading "Archives" only the unpublished manuscript recordsdeposited in the Archives ("TPV," "TSR") and the sound recordings ("X").

    In the Subject-Index all citations to documents other than meeting records arcmade to the entry numbers of the Check List section. For citations in the Subject.Index to records of discussion in the Council and its Committees, however, referenceis made directly to the appropriate section numbers and meeting numbers in theaccompanying tables of this Introduction, rather than to entry numbers of the meet.ing records in the Check List section. It will be seen on inspection that this methodof indexing is less cumbersome than referring to the entry numbers for a meetillgrecord which appears in more than one documentary form (published verbatim andsummary records of a plenary meeting and republication of the summary in theOfficial Records, for instance). This method permits indexing of meeting record mate.rial not included in the Check List section: that is, of meetings without publishedrecords, archival material not published, and press releases. Finally, it permitsbringing together in one place all the relevant meeting records, published or un-published, without intruding upon the Check List proper.

    It should be noted that if it is not known to the Documents Index Unit how manymeetings of a body were held, no meeting numbers are given, or a plus mark (+)is used to indicate that it is known that further meetings were held, but their numberand date are unrecorded.

    INTRODUCTION

    Establishment of the Trusteeship Council

    §1. The Trusteeship Council, one of the six principal Organs of the Unitc(Nations, is established by Article 86 of the Charter of the United Nations. Th,Council consists of the following Members of the United Nations: (a) those Membcradministering Trust Territories; (b) such of those Members mentioned by name ilArticle 23 of the Charter of the United Nations as arc not administering TrusTerritories; and (c) as many other Members elected for three-year terms by tluGeneral Assembly as may be necessary to ensure that the total number of memberof the Trusteeship Council is equally divided between those Members of the Unite(Nations which administer Trust Territories and those which do not.

    After the approval of the first Trusteeship Agreements by the General Assembbat its sixty-second plenary meeting, 13 December 1946, the conditions necessary fo'the constitution of the Trusteeship Council could be fulfilled. Thus, in accordanclwith Article 86a of the Charter, Australia, Belgium, France, New Zealand and thlUnited Kingdom became members of the Council. By application of Article 8GbChina, the Union of Soviet Socialist Republics and the United States of Arncrir,also became members of the Council. In compliance with Article 86c, the GcneraAssembly, at its sixty-third plenary meeting, 14 December 1946, elected :Mcxic(and Iraq as members of the Council for a term of three years.

    As a result of the entry into force of the Trusteeship Agreement for the PacifilIslands' on 18 July 1947, the United States of America was entrusted with thladministration of a Trust Territory, and, in order therefore to ensure that the totanumber of members of the Council was equally divided between those Member.of the United Nations which administer Trust Territories and those which do notthe General Assembly, at its one hundred and ninth plenary meeting, 13 Novembc,1947, elected Costa Rica and the Philippines as members of the Council for a ternof three years.

    §5. Joint Committee of the Security Council and the Trusteeship Council, At the fourthplenary meeting of its third session, 18June 1948, the Trusteeship Council appointedthe President and the representatives of Mexico and New Zealand to sit with rcpre-sentatives of the Security Council as a Joint Committee to consider the matter of therespective functions of the two Councils with regard to the trusteeship of strategicareas. The Security Council, at its 324th meeting on 18 June 1948, authorized itsPresident, together with the representatives of Belgium and the Ukrainian SovietSocialist Republic, to meet with the representatives of the Trusteeship Council.Officers: Chairman, Mr. Faris el-Khouri (Syria).     §11. At the thirty-fourth plenary meeting of thethird session of the Council, 28July 1948, the President appointed the Representativesof France and Iraq.

    Visiting Mission Appointed at the Third Session-

    §12. United Nations Visiting Mission to Ruanda-Urundi and Tanganyika. During itssecond'~ession, the Trusteeship Council had decided to send a Visiting Mission toRuanda-Urundi and Tanganyika in 1948, after the third session of the Council.The membership of the Mission was completed during the third session of the Council,• At the t~me of the preparation of this Check List, the records of the meetings held by the Mission had

    not arrived at Lake Success, New York. Therefore, the list of meeting records could not be includedin the Introduction.

    . ENTRY NUMBER (first column). Documents will be referred to by entry numbersIn the index to this check list. Entry numbers do not appear on the documents andshould not be used in citations.

    LANGUAGE OF ISSUE (second column). The language editions in which adocument is issued are indicated as English· (E), French (F), Spanish (S), Russian(R), Chinese (C), or bilingual English-French (E&F) texts. Entries in italics indi-cate printed language texts.

    DOCUMENT SYMBOL AND SHORT TITLE (third column). The officialdocument symbol number is in BOLDFACE. This number should be used in citingdocuments. In the case of publications without document symbol numbers, titlesshould be cited together with the session number, issue number, supplement number,and volume number, whichever is included in the entry. Title entries have beenstandardized and shortened or expanded in order to clarify the meaning of thetitles and the authorship of the documents, so the entries do not always conformliterally to the actual documentary titles. Titles in italics indicate printed texts.Collation shows the pagination of the English or bilingual English-French text only.The date appearing on each document below the document symbol number isusually the date of registration of the documentary text with the Bureau of Docu-ments for duplication and translation, and should be the same in all language texts.Thc date of registration closes each entry.     Explanation

    Documents other than records of meeting's and resolutions. All references tothese documents are made to entry numbers (e.g. 7, 83, 103, 127, 171) in the CheckList, under each of which the document symbol, title, language, republication note,etc. will be found.

    Records of meetings. All reference to records of meetings are made to the tablesof meetings in the Introduction. The section of the Introduction containing therelevant table of meetings is indicated by a section (§) number separated by a colon(:) from the meeting numbers. Plenary meetings of the Council are indicated bythe abbreviation "plcn.", and Committee meetings by "cttcc." During the thirdsession of the Council no meeting records of the Committees were published: Thus:

    plen. §4:27, cttee §7

    refers to the 27th meeting of the Trusteeship Council, 19 July 1948, all records ofwhich are listed on the table of plenary meeting records of the third session in §4 inthe Introduction (see page ix), and the discussions in the Drafting Committee on theReport on the Administration of Ruanda-Urundi for 1947, listed in the table in §7(see P: xi), of which no meeting records were issued.

    Resolutions. It is preferable to use the volume of collected resolutions for eachsession rather than the individual mimeographed resolutions issued prior to theestablishment of the resolution number. Individual resolutions under subject arereferred to simply by resolution number, e.g. Resol, 3(III), Rcsol, 14(III), etc....••In order to locate the proper entry number in the Check List, consult the listings inthe index under Trusteeship Council: resolutions, looking for the proper session andthen the number of the resolution sought. Both collected sets and individuallyissued resolutions will be found easily under this subject heading.
