‘Karma’ is a ‘Yog’ and thoughts are the basis of Karm. Good works are not possible without benign thoughts. Villagers are involved in Hitkamya project with best thoughts and sacrificing social evils like addiction, violence, fights etc. Hitkamya means desire for other’s welfare and Manas sangh has taken this project to provide such ample opportunities to the villagers through which they are able to work for the ‘well being’ of themselves and the community. Good values is the actual individual development. Family development takes place through individual development, village development through family and nation’s development takes place through village development.
FOREWORD
The urgent need of the hour is to increase the level of human development index in villages by working on the concept of integrated rural development. Government is implementing various programmes on area development and people development. The district administration has established coordination between these two schemes and developed the required infrastructure which secure the present livelihood opportunities and create new livelihood opportunities thus generating employment for the villagers.
I welcome the efforts of the district administration, Satna to develop Mataha and Richhahari gram panchayat based on this concept.
I am hopeful that this effort of the district administration will be an inspiration for other gram panchayats of the district to develop ensuring community participation. I appreciate the efforts made and my best wishes for the success

Literally and from social, economic and political perspectives the statement is valid even today. Around 72 % of country’s population and 75% of the state’s population is living in rural areas. People of rural area should have same or better quality of life as is enjoyed by people living in sub urban and urban areas.
Rural development evolve over time in last four decades and concept of rural development has changed significantly during last four decades. Until 1970s, rural development was synonymous with agriculture development and hence focused on agriculture production. By early 1980s, according to Harris, the World bank defined it as “A strategy designed to improve the economic and social life of a specific group of people – the rural people”.
The establishment of the Millennium development goals has significantly reinforced the concern about non – income poverty. The concept of rural development besides growth, income and output also include improvement in health and nutrition, education, safe living, reduction in gender gap, income inequalities and social issues such as de-addiction, family planning, peace and moral society. Therefore ultimate objective of the total rural development is to improve the quality of life of the rural people.
Total rural development covers three dimensions different but interrelated with each other.• Economic dimension – Capacity and opportunity to participate in
and take benefit from economic activities (infrastructure development, self employment, task based work)
• Social dimension – Comprehensive social development (women empowerment, health and nutrition services, education facilities, strengthen social security scheme)
• Political dimension – Capacity and opportunity to participate in the political process (with equality at all level)

Mataha and Richhahari – village panchayat of Rampur Baghelan block were selected by Manas sangh – Ramvan, Satna under programme Hitkamya (Desire forother’s welfare) for total rural development. For sustainable and integrated development of these two gram panchayats – Ramvan, district administration, community, gram panchayats and NGOs work together hands in hands.
Total rural development of these two panchayats was planned to improve communities “well being” in social, economic and political terms. Special process has been adopted to develop these panchayats as follows:-§ Ramvan, district administration, Gram sabha / panchayat,
community and NGOs come together and collaborated for single goal “Hitkamya”.
§ Local communities were motivated to organize themselves to manage their own development while local governing body gram panchayat provided overall guidance.
§ Ramvan Hitkamya samiti and community developed a local vision and strategy for village development.
§ Proper coordination among different stakeholders such as community, NGOs, Ramvan, district administration and gram panchayat has been established.
§ Diagnosis, analysis and possible solution of the problems was done through Gram sabha. Moreover, community prioritize the development activities to be taken up.
§ Community and gram sabha / panchayat also developed the sense of responsibilty and sense of shared ownership. As a result, community and parent teacher association has motivated and taken responsibility to administer and manage village schools. Now all children of village attend school regularly.
§ To develop rural industry and self employment two production cum training centres (Masala and Hosiery) have developed and are manage through SHGs / committees.
§ Training for local staff, ensuring resource availability, development of project specific workshops, high level of community involvement and sense of ownership have been focused to create sustainability in the programme. I am thankful to Shri Shrikrishna Maheshwari, President - Manas
Sangh, Ramvan (Satna) who created the opportunity for district administration to participate for a holy cause. I am also thankful to gram sabha / panchayats – Mataha and Richhahari, NGOs, district officers and employees who took part in and geared the process of development in these two Adarsh gram panchayats.

ROAD CONNECTIVITY
RATION SHOP
The condition of roads in Mataha and Richhahari were very bad. They are flooded with garbage and muddy water. Cement concrete roads are made in both the gram panchayats. Now commuting is easy after the road construction
Ration shops were running in houses. This increases the possibility of leakages in ration and kerosene brought for distribution. Now since the ration shop is at the public place, all villagers are getting ration without any complaints.

ONION GODOWN
15 Onion godowns in Mataha and Richhahari with the capacity of 50
mton costing Rs 3.20 lakhs per unit are being developed. These gram
panchayats produces onion in large scale but lacks arrangements of storing
it. Therfore they sell it at very early stage at around 3-5 Rs per Kg. Last year,
Shri Rameshwar Prasad Patel of Raikwar village, Amarpatan has
established 50 mton capacity onion godown with the help of Horticulture
department. Shri Patel earn around 4.50 lakhs in a year. If onions are stored
even for 6 months, their cost increases upto 18 – 20 Rs per kg (3 – 5 times). In
this way one can earn 3 – 5 lakhs Rs per year from onion godown.

The village youth and children have no place to play and they wander
here and there. This makes them inclined towards addiction like cigratte,
tobacco etc. Now with the availability of the play ground and playing materials
they all enjoys different games and sports. This also generates the feeling of
team spirit, coordination and healthy competition necessary for the formation
of better society.

SELF HELP GROUP ANDCOMMUNITY RESOURCE PERSONS
There are 5 types of CRPs working in Mataha and Richhahari gram
panchayats under SGSY. They are helping right from the group formation
till market linkages in the form of Motivator, Book keeper, Auditor, Service
provider and disseminator. There are 22 SHGs in Mataha and 21 SHGs in
Richhahari. Disseminators are providing information on government
schemes , motivators are taking regular meetings to discuss future
strategies , book keeper are maintaining records and service provider are
involved in increasing production and market.
Now 430 families are members of SHGs. They get loan on 2% per
month for child’s education, illness, agriculture, marriage, small trades etc.
which earlier they were getting for around 5- 8% from the private institution.

SPICE TRADE
Maya mahila SHG Richhahari and Maa Sharda SHG Kolhua have
been trained by Ramakrishan Ashram to establish Spice trade. A project is
made by the Khadi Gramudhyog and production cum training centre is
established in Kolhua alongwith all the required machineries costing
around 5 lakh rupees. Now the women of these SHGs are making spice on
regular basis. Vindhya valley, Chhatarpur has been contacted for the tie up
for sales and marketing of the spices made by these groups.

INCENSE STICKS PRODUCTIONENLIGHTENING LIFE OF THE POORS
After a long discussion with the SHGs on selecting a trade which will
provide work many people. It is decided to start incense stick production.
For this, a contract between SHG and wholesaler have been made
wherein the wholesaler will provide raw material free of cost to the group
and will procure the incense sticks from the group. After this contract, 100
women from each gram panchayat have been selected and given 10 days
training at MATAHA training centre. An arrangement have been
established wherein service providers provides raw material to the group
and the group produces incense sticks which are sold as per the weight.
Presently, 200 women earns an extra income of 50 – 200 Rs per day. All the
members of the group have decided Yellow sari as a dress code to show
unity. Now around 1500 families of nearby villages are involved in this
trade.

DAIRYA STEP TOWARDS WHITE REVOLUTION
To increase milk production in both the panchayats, two milk
committees have been established. Both the committees have 22
members each. They all are given training on Fodder treatment. These
committees have been linked with the Krishngarh Satna milk collection
route. In future, Automatic Milk collection Unit will be established here.

HOSIERY-A JOINT EFFORT OF SGSY ANDHANDLOOM DEPARTMENT
“ We have been trained in Hosiery (vest) trade under SGSY. After
training, we have submitted proposal for machinery and working capital to
the handloom department and they provided us the required machinery
and working capital.
Now our group is able to make 250 – 300 vests daily. We are able to
earn 50 – 60 rupees per day as extra income”

SELF INDEPENDENT THROUGHSELF EMPLOYMENT
I observed that all the villagers used to go to other village for sewing
their clothes. This gives me an idea to learn sewing and start sewing work
at home. I took training at Sewing training centre Rampur. After that I
bought one sewing machine and threads and started sewing clothes of my
house and other nearby houses. This way I got experience and learnt
sewing well. Now all the villagers give me their clothes for sewing. I earn 3 –
4 thousand rupees per month.
This way I take care of my house also and earn sitting in my home.

EMPLOYMENT
There are 369 and 457 families in gram panchayat Mataha and
Richhahari respectively. Now mostly they are dependant on self
employment, agriculture based livelihood and jobs. There are very few
families going for daily labor. All such families have given job cards under
Mahatma Gandhi National Rulral Employment Scheme. In all 123 families
of Mataha and 105 families of Richhahari have been given work as
demanded.

The crop sown area for Kharif is very less in both the gram
panchayats. Efforts have been put to increase the sown area. In 2010,
farmers have sown kharif crops in 90% of the total sown area. Organic
farming is also promoted and green fertilizer have been produced for the
same.
Farmers have purchased seed treating drum and used it for good
quality seeds. The Agriculture Science centre, Majhgaan have also helped
them in this.

DOUBLE BOX EQUIPMENT
Agriculture engineering department has demonstrated seed crops
using seed cum fertilizer drill, Riz ferro seed cum fertilizer drill which
impressed farmers. Now the farmers have purchased modern agriculture
equipments on subsidized rates through the agriculture department .
NINDAI - GUDAIDozens of manual weeder instruments (Soyaweeder) are used for
Nindai Gudaai. Nindai Gudai from instruments made some farmers grow
Makka alongwith Soyabean, Arhar and Urad (not possible if chemical
pesticides are used). The birds used to sit in Makka crop also eats harmful
insects which reduces probability of crop destruction.

SUCCESS STORIES-AGRICULTURE SECTOR
Myself Sukhendra Singh s/o Ramlal singh is a resident of
village Mataha . I started agriculture work in 3 acre land.
Initialy, I sow soyabean, rice in Kharif season and wheat
and chana in Rbi season as per the tradition. IFFCO and
agriculture department did a soil test and suggest
somenew ways of farming. I started with the rice
production through Medagaskar method which gives me 6
times more prodution as compared to the last time production. Similarly I
adopted ways of organic farming as suggestedby the agriculture department
and sown soyabean in 1.5 acre. It produces 14 quintal which is 2.5 times
more than the last time production. In November 2010, with the help of
Horticulture department I established drip irrigation system in .400 hectare of
land. Here I went for potato production and produces 25 quintal of potatoes.
Looking at the profits by organic farming, I established bio gas plant, wormi
compost unit and Nadep and started producing organic fertilizer on my own.
Earlier I was able to produce crop which was sufficient for my household only
but now I am taking care of my family through the income generated from
agriculture and have grains available for the whole year. The new
techniques helps me to fight against the natural calamities like frost.

Myself Shivendra Singh s/o Ramlal singh is a resident of
village Mataha . I started agriculture work in 1 acre land.
Initialy, I used to produce crop in a traditional way. My luck
shines when I produce vegetables incorporating suggestions
given by IFFCO and agriculture department. I earn 80,000 Rs
a year. A part from this, I produces rice through Medagaskar
method which gives me 2 times more production even in dry conditions.I
used chenmical fertilizers alongwith organic farming and sown soyabean in 1
acre and produces 10 quintal which is 2 times than before. With the help of
Horticulture department I established drip irrigation system in .15 hectare of
land. Even after less water in the tube well I was able to produce vegetables
like onion, peas in 1 acre of land. I established bio gas plant, wormi compost
unit and Nadep and started producing organic fertilizer on my own.

Bio gas plants were established in gram panchayats Mataha and
Richhahari in campaign mode. At the one hand these bio gas plants are
generating organic fertilizer and on the other hand the gas is being used to
cook food.

SEED COMMITTEEIMPROVED SEEDS PRODUCTION FOR
BETTER CROP
Pragati seed production cooperative committee ( 23 members) -
Mataha and Ramvan seed production cooperative committee (20 members)
– Richhahari were formed in order to produce and use better quality seeds.
The committee members bring seeds from Rewa Agriculture college to run
seed production program. To run this program successfully, agriculture
department provides technical assistance and machineries as and when
required. The seed certification institution provides guidance for separation,
collection and storage of seeds. Till date the committees have brought 8
sacks of WH – 147 wheat seeds and running seed production program in
8acre of land. Committees have given fertilizer, seed and culture agency.
Now farmers will get cheap fertilizer in the village only.

DRIP IRRIGATION SYSTEM
I Shivendra Singh s/o Jagdish singh is a resident of Mataha. I was
growing vegetables in my 3 acre of land for last many years. But due to very
less rainfall for last 2-3 years, I was planning to stop growing vegetables as
we were getting very less water from the tubewell.
When Ramvan and district administration had taken initiatives in
these gram panchayats. I took detailed information about the drip irrigation
system where 70% subsidy is available. I immediately submit the proposal
for establishing the drip irrigation system from jain irrigation in 2.50 acres of
my land. I established the system in September 2010 and grew potato crop in
1 acre of land and I earn around 40,000 Rs whereas I was able to have only 1
– 11/2 inches of water from my tubewell andthat also for only 2 hours a day.
After this crop, in February 2011 I grow onion in 2.50 acres of land and
grow biter cord and other vegetables in .50 acres of land. Even with very less
water I was able to irrigate properly and my crops are in much better condition
than other farmers.

FISHERIES
Maa Saraswati SHG - Mataha has been allotted the new pond of
1.680 hectare water area for 10 years for fishing purpose. All the members of
the SHGs has taken 10 days training on ‘Fish production’. The fishermen are
selling the fishes at 80 -100 Rs per Kg in the local market.

Paltu Kol, Shri Baijnath Kol s/o Molai, Shri Shivnath Kol s/o Ram prasad , Shri
Badku Kol s/o Kolho kol and Shri Ram lallu kol s/o Ramkethan kol, Bhailal kol
s/o Mathura kol respectively for the fishing purpose for 10 years. They all
have been undergone 10 days training on ‘Fish production’.
All the members of the SHGs are earning around12,000 Rs per annum through Fisheries

EDUCATION
With the introduction of RTE Act 2010 and the compulsory provisions to be made to ensure 100 % enrollment, access and retention as well as to prepare students for the competition. The schools in this Gram panchayats ensure all necessary requirements. They have also started special classes on ‘English speaking’ conducted by the guest teachers appointed under Innovative scheme.

KALRAV SHIVIR AND KUPOSHAN FUNDINITIATIVES TO COMBAT
MALNOURISHMENTA
“Kuposhan Fund” of Rs 10,000 in each Gram panchayats has been
given with the help of public participation as a special initiative to combat
malnourishment to be used for referral services, medicines and checkups.
“Kalrav Shivir” are organized in each Gram panchayat headquarter
for medical checkups of the identified malnourished children in coordination
with the Health department. The medicines are given to the children using
Kuposhan fund. Mother counseling sessions are also organized in the
respective villages of these Gram panchayats.
In 2010 – 11, total 4 Kalrav shivirs have been organised in Matah and
Richhahari gram panchayat. In this sivirs, 11 SAM children in Mataha and 10
SAM children in Richhahari have been identified. Out of these, six children
have been send to NRC for the necessary treatment. It is targeted to control
Malnutrition fully in these gram panchayats till the end of 2011.

SOCIAL MOVEMENTEXAMPLES OF ‘COMMUNITY INITIATIVES’
In order to work towards ’energy conservation’, both gram
panchayats in consultation with all have approved a mandate to use CFL
instead of Bulb. All villagers have been told about the benefits of using
CFL in the gram sabha.
Now 24 families in Mataha and 21 families in Richhahari
panchayat are using CFL.

WATER CONSERVATION
Well recharge
A brainstorming session on water conservation was conducted in
the gram sabha. For this, all the villagers have decided to recharge all the
private as well as those well constructed under any government scheme.
Till date 59 well in Mataha and 25 well in Richhahari panchayat
have constructed recharge system.
