Standards?
Quality management standards are:
• details of requirements
• details of specifications
• guidelines and characteristics that products, services and processes
should consistently meet in order to ensure:
• their quality matches expectations
• they are fit for purpose
• they meet the needs of their users
Standards are an essential element of quality management systems.
This is why companies implementing quality management systems are
strongly associated with the supply of consistent high quality product –
The have standards!
Businesses use standards to:
• satisfy their customers' quality requirements
• ensure safety
• ensure reliability
• ensure consistency
• comply with regulations – example OHS!!
• define and control internal processes
• meet environmental objectives
Businesses committed to following quality management
standards are often more able to:
• increase their profits
• reduce losses or costs across the business
• improve their competitiveness
• increase consumer loyalty

something with an official document attesting to a
status or level of achievement.

In the case of a precast producer obtaining
certification this means:
• They know the specification or product standard
• They implement a system to monitor the achievement of the
spec or standard
• They evaluate this constantly
• They maintain records
• They “guarantee” product consistency and quality.

An institution, accredited to do so, will issue product certification.
This is to verify that the certification which was issued is:
• Legal
• Recognised
• According to accreditation standards (ISO/IEC 17065:2012)
In conjunction with:-
• SABS is an official service provider of DTI
• A “workgroup” concerned with the specification is formed
• Engineers, Architects, Specifiers, Contractors, Producers,
Other Industry/Product Experts
• A draft for the specification or amendment is created
• The draft is circulated to the industry for comment
• Comments are investigated, draft is aligned and re-circulated
• Once all is satisfied the draft is approved by the workgroup
• SABS the formats draft to official SANS Specification documents
format.
• Submitted to DTI for approval.
• Published in Government Gazette.
• Specification is official and legal.

Product Certification and the issuing thereof is defined and
measured in terms of SANS17065:2012 and ISO/IEC17065:2012.
This standard is an international standard:
Any entity implementing and adhering to the conformity assessment
standard can issue product certification…..but…..
Conformity assessment – Requirements for
bodies certifying products, procedures and
services
• How is the assessment body being assessed?
• What legal grounds would such assessment be done upon?
• What would the validity be of such assessments
• How much weight would it carry?
….hence….
• SANAS assesses and accredits facilities to be Product Certification Bodies.
• In terms of section 22(2) (b) of the Accreditation for Conformity Assessment,
Calibration and Good Laboratory Practice Act, (Act 19 of 2006)
• SANAS monitors and audits these bodies to ensure conformity to 17065.
With regards to the Precast Concrete Industry

• Product certification is valid, in most cases, for a period of 3 years.
• Product certification can be verified, in the case of CMACS, on
their website:– Manufacturers with Product Certification will be listed here.
– Certification issue, and expiry dates will be indicated here.

• Do we exclude precast concrete producers who:• Does not implement a quality management
system?• Who manufactures quality product but have
no product certification?• Has excellent reafferences with regards to
supply to the industry?

regards to Industry Information – MAKE USE OF IT!!
Project success and effectiveness is advanced through:• Elimination of remedial activities: re-build, re-install, re-excavate etc. –
very costly!• Elimination of preventative activities: propping, reinforcing, re-design• Product consistency eliminates failures• Quality product contribute to ease and speed of installation• Influences delivery to site• Contributes to positive project time frames• Legal Liability!!
It is important to:• Design correctly• Specify correctly• Draw the correct supplier• Verify the supplier and quality standards• Verify the supplied product• Verify the contractor
