2.0 INTRODUCTION TO THE PROJECT

M/s. UltraTech Cement Ltd. (UTCL) has proposed a Pozzolana Clay Mine (ML area

432.30 ha) with Production Capacity of 1.692 MTPA near villages Kharai & Vayor,

Taluka- Lakhpat & Abdasa, District - Kachchh (Gujarat).

Letter of Intent (LOI) for the grant of mining lease over the said area has been granted

to M/s Jaypee Gujarat Cement Plant for a period of 20 years by the Industries & Mines

Department, Government of Gujarat vide its letter no. MCR/2011/1044/CHH dated

28.11.2011. Later, the application of transfer of LOI to M/s. UltraTech Cement Ltd. via

letter dated 08.10.2014 has been submitted to Industry and Mines Department,

Gandhinagar, Gujarat and the transfer is under process.

2.1 GEOLOGY OF THE AREA

REGIONAL GEOLOGY

The Stratigraphic sequence in this area according to Geological Survey (GSI) is as

follows- In Kachchh region the Jurassic and associated rocks have been exposed in

three anticline chains of ridges trending in east-west direction. The island Patcham,

Khadir, Bela and Chorar comprises of Northern chain. The middle chain consists of the

most prominent ridge extending for about 193km from habo in the East to Lakhpat in

the west. The southernmost chain forms a 64km long Katrol – Charwar range.

LOCAL GEOLOGY

The local geology of the ML area is established through the detailed exploration

carried out in the area. The area is covered with yellowish soil of average 1meter

thickness.

The next horizon consists of Pozzolona Clay which is Light grey to dark grey in colour

with average thickness of 10mtrs.

The lower most zones consist of weathered sandstone and found below11 m and this

sand stone found up to the depth of drilling.

The generalized succession from top to below can be summarized as follows:

1. Yellowish soil 2. Light grey to dark grey colored Pozzolona Clay 3. Weathered sandstone

2.2 ESTIMATION OF RESERVES

As per Approved Mining Plan with Progressive Mine Closure Plan, total geological

reserves of Pozzolona Clay are calculated as 65.71 million tonnes.

Mineable reserves calculated are 56.13 Million Tonnes. Out of total mineable reserves,

7.61 million tonnes will be excavated in the first 5 year mine plan period and the

remaining 48.52 million tonnes of reserves will last for further 28.7 years @ 1.69 million

tonnes / year.

2.3 Proposed Method of Mining

Mining operations shall be carried out by mechanized opencast method, utilizing

Hydraulic excavator. The development activities during ensuing mine plan period shall

involve removal of overburden comprising of top soil of thickness 1.0 meters. Other

development activities include preparation of access roads, haul roads, short ramps

etc. Reclamation and rehabilitation of the mined out area, abandoned benches/valley

area shall be parallel activities while mining.

2.4 REQUIREMENTS FOR THE PROJECT

2.4.1 LAND REQUIREMENT

Total mining lease area is 432.30 ha, in which 337.9911 ha is Govt. landand rest 94.3089

ha is private land which falls in spreads in villages Kharai & Vayor.

2.4.2 WATER REQUIREMENT

Total water requirement after proposed project will be 30 KLD which will be sourced

from existing desalination plant which will be sourced from the sea.

2.4.3 MAN POWER REQUIREMENT

The manpower of approx. 31 persons will be required for the proposed mining project

which will be taken from nearby villages. Preference will be given to local people on

basis of their experience & eligibility.

2.5 ENVIRONMENTAL MANAGEMENT PLAN

2.5.1 AIR POLLUTION CONTROL

Following measures will be taken to control air/fugitive pollution during mining

operation:

� No drilling & blasting will be carried out in the lease area.

� All the haul roads in the lease area will be made compact and water spraying will

be done, therefore, generation of dust by movement of truck which carry

mineral outside the lease area will be less.

� The vehicles used for transportation will be checked for overloading.

� The mine machineries and vehicles will be properly maintained so as to minimize

generation of gaseous emissions.

� Plantation will be done on both sides of the roads to arrest air borne dust and

prevent its spread outside the lease area.

� Ambient air will be done as per guidelines of Central Pollution Control Board.

2.5.2 WASTE WATER MANAGEMENT

� No water effluent will be generated from the mining process.

� There is no seasonal nalla flowing through the mining lease area.

� Three dry ponds are present in the area which will not be disturbed till the end of

life of the mine.

� Garland Drains will be provided all around the pits and dumps.

� Septic tanks and soak pits have been provided for disposal of domestic waste

water generated from toilets.

� The rain water collected in mines pit will be used for plantation, dust suppression

work, etc.

2.5.3 NOISE POLLUTION CONTROL

� No Drilling & Blasting will be carried out in the lease area.

� Proper maintenance of all machines will be carried out which will help in

reducing generation of noise during operations.

� Workers exposed to high noise levels are being provided with ear plugs.

� Adequate silencers will be provided in all the diesel engines.

� Greenbelt will be developed around periphery of the lease area and along the

road sides, which will help as a barrier.

� Periodical monitoring will be done.

2.5.4 GREEN BELT DEVELOPMENT/PLANTATION

� Greenbelts will be developed all around periphery of the mining lease area and

along the road side.

� Plantation will be developed on the safety barrier areas along the national

highway and ponds.

� Proper fencing and regular watering of plant species will be done.

� Survival rate of the species will be monitored and dead species will be replaced

by new ones.

� Native species will be preferred for plantation purposes.

3.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(I) Identification of Project Proponent

� The Aditya Birla Group is an Indian multinational conglomerate. It is the eighth-

largest cement producer in the world. Global in vision, rooted in Indian values, the

Group is driven by a performance ethic pegged on value creation for its multiple

stakeholders. A US$ 35 billion conglomerate, with a market capitalization of US$

226 billion as on 31st March 2011. It is anchored by an extraordinary force of 133,000

employees worldwide. About 60 per cent of its revenues flow from its operations

outside India.

� UltraTech Cement Ltd. is a flagship company of Aditya Birla Group and it is the

largest cement manufacturing company in India and the 10th largest in the world

ranking with present annual capacity of 62 Million Ton Per Annum (MTPA). UTCL is

spread over 13 States and 4 Countries.

� It has 12 Integrated Cement Plants, one White Cement Plant, 12 Clinker Grinding

Units and 5 Bulk Terminals in India and other Cement Plant, Clinker Grinding Units

and Bulk Terminal are in different parts of the World.

� All the cement plants are ISO 14001 Environment Management Systems certified &

adhere to OHSAS 18001 standards & have ISO 9001 certification. Combined market

share of the cement business is around 19%. Apart from India, Company has

presence in UAE, Bahrain, Bangladesh and Sri Lanka with 1 Integrated Plant, 4

Grinding Units and 1 Bulk Terminal.

� In addition to cement, UltraTech is the largest player of Ready Mix Concrete

Business with 73 plants across India. The Premium Brands are UltraTech Cement,

Birla Super, UltraTech Concrete, Birla super ready mix concrete, Birla White

Cement, Birla White Wall Care Putty.

(ii) Identification of Project

This is a proposed Pozzolana Clay mine of lease area of 432.30 ha located in villages

Kharai & Vayor, Taluka – Lakhpat & Abdasa, District – Kachchh (Gujarat).

UTCL has taken over it from M/s Jaypee Cement Corporation Limited (JCCL) through

demerger through Implementation agreement in September, 2014.

(iii) Brief Description of the Nature of Project

Proposed Pozzolana Clay Mine (ML Area: 432.30 ha) with production capacity of 1.692

MTPA located near villages Kharai & Vayor, Taluka- Lakhpat & Abdasa, District -

Kachchh (Gujarat).

As per EIA Notification dated 14th September 2006, as amended from time to time, this

project falls under Category “A”, Project or Activity 1(a) – 3.

(iv) Need for the Project & Its Importance to the Country/ Region

The mined out Pozzolana clay from the proposed mine will be used as a raw material

in the manufacturing of Pozolana cement in the interlinked cement plant.

In order to meet requirement of Pozzolana clay for manufacturing of Cement, UTCL

has proposed Pozzolana Clay Mining Project (Area: 432.30 ha) with Production

Capacity of 1.692 MTPA located at Villages villages Kharai & Vayor, Taluka- Lakhpat &

Abdasa, District - Kachchh (Gujarat).

(v) Demand – Supply Gap

Considering the demand of Pozzolana clay which is in sufficient availability in the area,

it is very much essential to have such mining projects to sustain its integrated cement

manufacturing industry.

(vi) Imports vs. Indigenous Production

The Pozzolana clay will be utilized in the integrated cement plant as UTCL as an

additive to fulfill the requirement of clay.

(vii) Export Possibility

No, the Pozzolana clay out the proposed mine will be used for the integrated cement

plant only.

(viii) Domestic/Export Markets

UTCL is planning to expand its cement production capacity, to increase the lead in the

region and logistic gain. The proposed cement production will cater to the cement

demands in the various states of the country.

Moreover, pozzolana clay will be only utilized in the integrated cement plant. Thus,

there will be no other users for the mineral from this mine. No export market will be

involved

(ix) Employment Generation (Direct and Indirect) due to the Project

The manpower of approx. 31 persons will be required for the proposed mining

project which will be taken from nearby villages. Preference will be given to local

persons on basis of their experience & eligibility.

3.0 PROJECT DESCRIPTION

No alternative site has been taken into consideration as this is a location specific

Pozzolana clay mineral mining project.

(iv) Size or Magnitude of Operation

Proposed Kharai - Vayor Pozzolana Clay Mine (ML Area: 432.30 ha) of production

capacity 1.692 MTPA.

(v) Project Description with Process Detail

This is a proposed Pozzolana clay mining project, using opencast mechanized

method of mining by hydraulic excavator.

Pozzolana Clay Reserves

Based on the exploration carried the reserves estimated are:

Total Geological reserves : 65.71 million tons

Mineable reserves : 56.13 million tons

Rated production capacity (Proposed) : 1.692 MTPA

Life of mine : 33 years

Method of Mining

Pozzolana clay bed is overlain by top soil upto the depth of 1 meter. Mining will be

done using hydraulic excavator making suitable benches of height 3.5 mts and

width not less than the height. Two hydraulic excavators of 3 cubic meter bucket

capacity will be used for excavation, which also load the mineral into the tippers,

which in turn transport the mineral from the mine to the cement plant.

Type of working: Mechanized opencast mining

Process:

� Excavation by hydraulic excavator of about 3 cubic meter bucket capacity.

� Loading will be done by hydraulic excavator.

� Transportation through road by using 16 cubic metres capacity tippers.

Stacking of Minerals rejects & disposal of waste

No stacking of mineral will be done in the lease area.

Use of Mineral

The Pozzolana clay is meant for captive consumption and will be used for cement

manufacturing at the company's own cement plant.

(vi) Raw Material Required Along With Estimated Quantity, Likely Source, Marketing

Area of Final Products, Mode of Transport of Raw Material and Finished Product

� This is a mining project, and no raw material will be required.

� The Pozzolana clay excavated from the lease area at the rate of 1.692 MTPA

will be used in interlinked cement plant, so no marketing area will be required.

� It will be transported through tippers from mine to the cement plant via road.

(vii) Resources Optimization/ Recycling and Reuse Envisaged in the Project, if any,

should be briefly Outlined

� No waste water will be generated during mining operation.

� Domestic waste water generated from toilets will be disposed in soak pits via

septic tank

� Top soil removed will be stacked properly within the mining lease area and

will be used for greenbelt/plantation purposes.

(viii) Availability of Water Its Source, Energy /Power Requirement and Source

A. Water requirement:

Total water requirement of proposed mining project will be 30 KLD which will be

sourced from existing desalination plant which will be sourced from the sea.

B. Energy requirement: NIL

(ix) Quantity of Waste to Be Generated (Liquid and Solid) And Scheme for Their

Management/Disposal:

� No liquid waste will be generated from the mining process.

� Waste water generated from toilets will be disposed in soak pits via septic

tank

� Top soil excavated will be stacked properly within the mining lease area and

will be used for greenbelt/ plantation purposes.

� The mineral rejects generated will be stacked properly within the mining lease

area and will be used for back filling purposes.

4.0 SITE ANALYSIS

(i) Connectivity

National highway - 8A passing through lease area. Bhuj Airport is 103 km from the

mining lease area. Bhuj Railway Station is at the distance of 103 km from the

mining lease area. The site is well connected with communication facilities like

telephone, fax, wireless and telex, and as such, no constraints are envisaged in

this aspect as the Taluka and district headquarter accessible through the site.

Total mining lease area is 432.30 ha which spreads in villages Kharai & Vayor.

(v) Existing Infrastructure:

National highway - 8A passing through lease area. Nearest town is Vayor (~2 km

in SE direction).

(vi) Soil Classification

The area is semi-arid with Sandy (brown colored) soil type.

(vii) Climatic Data from Secondary Sources

The climate in Gujarat involves diverse conditions. The winters are mild, pleasant,

and dry with average daytime temperatures around 29 °C (84 °F) and nights

around 12 °C (54 °F) with 100 percent sunny days and clear nights. District Kutch is

arid with large annual variations in rainfall and moderate humidity. This is one of

the hottest areas of India - with maximum temperature averaging 31.8°C and

peaking at 44.6 °C (May 22, 1959). Average minimum temperature is 19.0 °C.

Average annual rainfall is 355.6mm.

There are three main seasons namely summer, monsoon and winter. January is

the coldest month, with temperature falling below 4 °C whereas May is the

hottest month of the year.

(viii) Social Infrastructure Available

Telephone and medical facilities are available in the nearby towns. Adequate

infrastructure is already present at the existing cement plant premises which

include Residential Colony for staff and workers, Occupational Health Centre etc.

5.0 PLANNING BRIEF

(i) Planning Concept (Type of Industries, Facilities, and Transportation etc.) Town

Proposed mining area falls in Govt waste land and private land.

Facilities required for the proposed project will be provided as per requirement.

Transportation of Pozzolana clay to cement plant will be done via existing road.

(ii) Population Projection

Temporary influx of people will be there as the managerial and supervisory staff

will generally be outsider.

(iii) Land Use Planning

The mining lease area is 432.30 ha, mostly a flat terrain covered with top soil of 1

metre depth. The Pozzolana clay mineral is found till the depth of 10 mts from the

surface.

Total top soil excavated in first years will be 563173 Cum, and till the end of life of

mine will be 3692500 Cum which will be used for greenbelt/ plantation purposes.

The mineral rejects generated during the mining process will be 846086 MT for

first five years and 0.169 MT till the end of the life of mine which will be used for

backfilling purposes.

(iv) Assessment of Infrastructure Demand (Physical & Social)

UTCL has assessed the demand of infrastructure (Physical & Social) in nearby area

of the mine site and development activities have been started under corporate

social responsibility program.

(v) Amenities/Facilities

UTCL has constructed township, dispensary, canteen etc for the permanent and

contract employees. UTCL will develop the Amenities/Facilities in the nearby area

of the mine site as per requirement of local people of the nearby area under

corporate social responsibilities programs.

6.0 PROPOSED INFRASTRUCTURE

(i) Industrial Area (Processing Area)

No additional infrastructure (processing area) will be required for the proposed mining

project.

(ii) Residential Area (Non Processing Area)

No additional infrastructure will be required for the proposed mining project. The

facilities are available in the interlinked cement plant.

(iii) Green Belt Development

� Out of total excavated area of 369.26 ha, 66.95 ha area will be backfilled and

plantation/ agriculture may be developed over it.

� Total of 120.10 ha area will be covered under greenbelt/ plantation.

� Native species will be being planted as per CPCB guidelines.

� Greenbelt will be developed around periphery of the lease area and along road

side.

� Regular watering of the plants will be done.

� Proper fencing of the plants will be done to protect them from cattles.

� Survival rate of the species will be monitored closely, and dead ones will be

replaced with new saplings every year.

(iv) Social Infrastructure

Proposed project will result in growth of the surrounding areas by increased direct and

indirect employment opportunities in the region including ancillary development and

supporting infrastructure.

(v) Drinking Water Management (Source & Supply of water)

Total water requirement for the proposed project will be 30 KLD which will be

sourced from existing desalination plant which will be sourced from the sea.

(vi) Sewerage system

The sewage will be treated and disposed through a series of septic tanks and soak pits.

(vii) Industrial waste management

No waste water will be generated from mining activities.

(viii) Solid Waste Management

• There will not be any mine discharge. Waste water generated from toilets will be

disposed through to soak pits via septic tanks.

• The top soil excavated and mineral rejects generated will be stacked within the

mining lease area and will be used for greenbelt/ plantation and back filling

respectively.

(ix) Power Requirement & Supply/Source

Power will not be required as workings will be in one shift only.

7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN

(i) Policy To Be Adopted (Central/State)In Respect Of The Project Affected Persons

Including Home Oustees, Land Oustees And Landless Laborers

Out of total mining lease area of 432.30 ha, 337.9911 ha is government land, and

remaining 94.3089 ha area is private land with no settlement, hutments.

Applicable R & R policy and rules will be followed.

9.0 ANALYSIS OF PROPOSAL

Proposed mining project will result in growth of the surrounding areas by increased

indirect employment opportunities in the region including ancillary development and

supporting infrastructure. Special emphasis on Financial and Social benefits will be

given to the local people.

Development of social amenities will be in the form of medical facilities, education to

underprivileged and creation of self sustaining, self help groups (SHG’s).
