TECH DATA
ANALYSIS RESULTS / OBSERVATIONS Risks center around Technical Data Package (TDP) and data rights Data requirements are not understood Data requirements are not adequately funded
CAUSES Lack of or incorrect knowledge of data requirements and rights Planning for TDP is not begun early enough
Results in inadequate funding Inadequate TDP strategy
8Distribution Statement A – Approved for public release;Distribution is unlimited – NAVAIR SPR# 2017-490
BUDGET
ANALYSIS RESULTS / OBSERVATIONS Logistics Requirements Funding Summary (LRFS) type document is
essential to capture and understand the details of the logistics program Started too late in the program Not tied to Integrated Master Schedule (IMS)
CAUSES LRFS tool is not used by all programs LRFS tool is labor intensive
9Distribution Statement A – Approved for public release;Distribution is unlimited – NAVAIR SPR# 2017-490
MAINTENANCE PLANNING
ANALYSIS RESULTS / OBSERVATIONS Development of product support elements often predate completion of
maintenance plans Maintenance Planning (MaPl) effort not appropriately identified on
schedules, budgets PSEs are not being integrated allowing the MaPl to driving other PSEs
as needed
CAUSES Programs may be using the last program’s documentation as their source
for logistics product data/reports ACAT III / IV program APMLs have less experience, smaller staffs
10Distribution Statement A – Approved for public release;Distribution is unlimited – NAVAIR SPR# 2017-490
PLANNING
ANALYSIS RESULTS / OBSERVATIONS Logistics must start in lockstep with engineering design development Culture needs to view Life Cycle Sustainment Plan (LCSP) as a living
document used as a day to day planning tool Integrated Master Schedules (IMS) tend to be high level, not enough
detail Inadequate linkage between PSEs
CAUSES LCSP is viewed as a document for the decision maker IMS lack standard elements
Again, PSEs are viewed as stovepipes

DEPOT
ANALYSIS RESULTS / OBSERVATIONS Initial operational capability (IOC) + 4 – Planning for depot establishment
must start earlier than IOC Start at Milestone (MS) B or earlier Facilities additions / changes require time Inadequate Tech Data strategy to address depot standup
CAUSES MaPl data availability Tech Data requirements need to be known / discussed with depot

Challenges / Take Aways
ILAs “require a tailored approach” to achieve Speed to the Fleet Bring in SMEs and program office early to influence logistics
structure and documentation to ensure success. Utilizing independent SMEs will ensure recommendations were
incorporated
Proper execution requires: Proactively tailoring and completing program documentation prior
to kick off Keep the assessment team engaged from the beginning
ILA SMEs are both ADVISORS and ASSESSORS
