I. INTRODUCTION

1. The Government of Rajasthan (GoR), with the financial assistance from Asian Development Bank (ADB) in form of a Multi-tranche Financing Facility (MFF), decided to strengthen urban management and support for priority investments in urban infrastructure in 15 towns of State Rajasthan under the Rajasthan Urban Sector Development Investment Program (RUSDIP). The Investment Program is designed to cover major urban infrastructure works including water supply, wastewater management and solid waste management, among others. The MFF comprises three tranches (2366-IND, 2506-IND and 2755-IND respectively) with a total loan amount of USD 273 million and a GOR share of USD 117 million.

2. The Executing Agency (EA) for the Investment Program is the Local Self Government Department (LSGD) under the Urban Development Housing and Local Self Government Department (UDH&LSGD), Government of Rajasthan. The Investment Program Management Unit (IPMU), headed by a Project Director, RUIDP, is implementing Short Resettlement Plans (SRP) through the Investment Program Implementation Units (IPIUs) of the RUSDIP towns. In some cases, changes in the alignment or scope of work have made the revision of SRP mandatory.

3. As per the present scope of work, Karauli Waste Water Sub Project involves construction of STP - 5 MLD (UASB) and SPS - 3 Nos (1st at Mela Ground, 2nd at Sainath Kheriya and 3rd at STP) under package RUSDIP/TR-03/KRL/WW/04 and sewer pipe line (trunk main sewerage collection and lateral sewer both along with all necessary manholes etc.) - 35.66 Kms. under package RUSDIP/TR-03/KRL/WW/05 at Karauli town.

4. Based on the initial impact assessment conducted in June 2011, no private land acquisition is envisaged nor any Involuntary Resettlement (IR) Impacts such as loss of assets, livelihood, crops or trees etc. are reported because all required land belong to either Urban Local Body (ULB) of town Karauli or within existing Right of Way (RoW).

5. No IR impacts are identified, so Categorization Checklist (CCL) was prepared and submitted to ADB in July 2011. But due to a change of alignment of trunk main in a particular section, a fresh impact assessment of that section was carried out to identify the impacts. This Due Diligence Report (DDR) explains how these impacts were avoided and thereby justifies the earlier categorization of IR impact category 'C'.

II. Due Diligence on Avoiding Involuntary Resettlement Impacts

6. The CCL acknowledged no IR impacts. But thereafter during implementation period, an imperative change of alignment was essential in between node 1045 to node 777 to avoid the traffic congestion at Ambedkar Circle. A small market place is located at this place. The proposed new alignment passes through the drain with natural slope just behind the small market. The Social Expert of the Investment Program Management Consultant (IPMC) carried out a due diligence investigation to document and study the social impact assessment of new alignment. The Categorization Checklist (CCL) prepared by DSC-1 (Annexure 1), The IPMC Social Expert, along with the engineering team of IPIU-Karauli and the Assistant Community Officer-CAPP of Karauli, undertook a transect walk to estimate the impacts of the relevant section of project on 26 Nov and 27 November 2014. During field visit a consultation was also organized with the shopkeepers of Ambedkar Circle as well as met the owner of land situated on the right hand side of drain. The findings are as follows.

7. To reduce disruption of livelihoods of shopkeepers and to avoid the traffic congestion at Ambedkar Circle, a change in the alignment has been made in between node 1045 to node 777 at Location 1: ‘Ambedkar Circle’. Drawing shows the old alignment and new alignment.

8. Detail about land ownership of proposed new alignment was also collected from the revenue department (Annexure 2A-Revenue Map, Annexure 2B-Certified by revenue department official locally called Patwari and Annexure 2C-Copy of revenue record locally called Jamabandi). Revenue record certified that this proposed final alignment passes through Khasra (plot ) number 4260, known as drain officially called Gair Mumkin Nalla owned by State Government.

9. At this location, a consultation with shopkeepers (Picture 1) was also organized to collect their views about the project. All respondents welcomed the decision because congested market area has been avoided through a change of alignment. They also told that available RoW is hardly 4-5 M at this section (Annexure 3-List of Participants).

10. On the right side of drain, private land is situated and business of stone slabs is operating. A meeting was also placed with the land owner (Mr. Sourabh Goyenaka s/o Madan Mohan Goyenaka) and he was also very delighted due to change of alignment.

III. CONCLUSION

11. No impact was reported in the CCL earlier submitted to ADB nor any impact reported due to a change in the alignment of particular section of the Waste Water sub project. Based on the documentation provided in this DDR, the subproject no longer causes land acquisition and resettlement impacts and can be categorized as IR impact category ‘C’.

Some of the old people are not even metric pass, Some of the young villagers are pursuing Engineering. Education trend is now improving in the village.

Economic status of the local people is of average/ medium level, only few families are economically strong while others belongs to middle class.

Irrigation/ Bidi Making is the major occupational structure of the local people.

No vulnerable group is found in the village.

They are not satisfied with the infrastructure facilities, people are of the view that there should be a fully equipped hospital, some more schools and better civic amenities like availability of fresh drinking water etc.

Sometimes problem is there because of the less supply of water mostly during summers, water is supplied generally for short duration. Solid waste management is also a big problem in this village, no proper management is there, and they are just

Some of the people have idea regarding the process of up gradation.

No, it is in process. No land acquisition has been done previously. Urban Improvement Trust and Municipal Corporation Karauli is ready to pay the compensation in terms of giving them 25% land in developed area which includes 20% Residential land and 5% Commercial land which cost equal or more against the land they possess. If not agreed on the above process, good compensation amount will be provided to them on which they agree.

The local people are of the view that local people should be hired depending upon their efficiency and expertise.

People of repute in the local area have also assured that if they are well informed on time regarding the project, they will assist accordingly.

The local people wanted that they should be involved from the initial decision making phase onwards so that they can participate at every stage.

Preference will be given to the local labor during the implementation of the project as per the requirement. If required assistance should be taken from people of local repute.

During the consultation, it was found that there will be no such impact on the wildlife sanctuary as it is approximately 5-6 km from the proposed project area.

Scientific application of mitigation measures will be required to avoid any impact on the sanctuary.

Sites of cultural/ historic/ religious importance were not found in the close proximity of the proposed project site.

5 Unfavorable climatic condition

As per the local people’s view, the summer season is not appropriate to commence the work as the temperature reaches about 47°C. During the heavy rains, there might arise some problems in the execution of the project.

The source of water in the project area is hand pumps and tube-wells.

Construction of CWRs and OHSRs should be made in order to reduce the drinking water problem.

The Municipal Board takes care of the solid waste management of Karauli city. The waste collection facility in the project area is totally absent.

Proper solid waste management system should be implemented.

Sufficient labour is not available within 1 km area as there are only 3-4 houses. But beyond 1 km area sufficient labour is available.

Availability of labor is not a problem here, if required labor from nearby areas will be hired.

The site is accessible via road from all sides.

12 Perception of villagers on tree felling and a forestation

The local people were of the view that trees should not be cut; if urgent it should be minimum in number and number of trees cut should be replaced by planting trees in the nearby areas.

It has been explained that during implementation phase of the sewerage line, no tree is going to be affected.

13 Dust and noise Pollution and disturbances during construction work

People are aware of the fact that during construction work some amount of dust and noise will arise. But they wanted that It should be minimized as much as possible. It has been explained that as per Safeguard policy of the project for abatement of pollution, control system will be considered Vehicles movement will be controlled & appropriate measure will be taken to combat the same.

PUC certified vehicles should be used during material handling and transportation activities. Sprinkling of water should be done in order to minimize the fugitive dust emissions.

14 Setting up worker camp site within the village/ project locality

As per the people, local laborers should be hired which will minimize the requirement of setting of a temporary work shelter.

Preference will be given to the local labour during the implementation of the project as per the requirement.

15 Safety of residents During construction phase and plying of vehicle for construction activities

People were of the view that safety measures like cautionary boards, signals, baricades should be used at the project site in order to minimize any mishap.

Safeguard policy should be Implemented in order to minimize the accidents.

16 Conflict among Beneficiaries down stream users – water supply project using of river water

• Some of the people were worried for the fact that due to the sewer line construction, the ground water may get contaminated.

• The treated waste water should be given equally for irrigation practices to the nearby villages.

Summary of Outcome

The various issues related to the proposed project of design, construction, supply erection, testing, commissioning & O&M of 10 MLD plant have been discussed at various locations like Police Line, Near Govt. College etc with the local people. The local people were of the view that they are aware about the work which RUIDP and other agencies are doing but the people of Gopal nagla village were unaware of RUIDP works. The DSC consultants by proper open houses and discussion have made them aware of the upcoming project. The people are in favor of the laying down of the sewer line at Karauli town. The major apprehension faced by them was the bad odour from the STP during the summer and the monsoon season. During the monsoon season the untreated waste water from the drains enter their houses and creates lots of problem for them. They also wished that local people should be given opportunities during the project tenure. They are also concern of the quality of the treated sewage water to be given to them for irrigation purpose. People want their problems should be heard and solutions for them should be followed during the implementation phase. People are ready to extend all types of support during execution of the project. They also want that sewerage, drainage and solid waste management projects should be taken up as early as possible
