Introduction
Welcome from the Chair of the Board of Trustees
OnbehalfoftheBoardofTrusteesandtheCorporateLeadershipTeam,IwouldliketowelcomeyoutoBarnardo’sandhopethatyouwillbehappyworkingwithus.
Sinceitwasfounded150yearsagoin1866byThomasBarnardo,theCharityhasbeenattheforefrontincaringforandassistingchildren,youngpeopleandtheirfamilieswhoareexperiencingdisadvantage,disability,isolation,abuseordiscrimination.
MuchhaschangedsinceourFounder’stime,butourclarityofvisionandpurposeremainsundiminished.
FollowingtheintroductionfromthePeopleandCultureDirectorate,youwillfindastatementofourBasisandValues.Thesearethekeystatementsthatwillguideusasweapplyourexperienceandresourcestomeettheneedsofachangingsociety.

Calculation of pro-rata statutory holidays for part-time employees
Barnardo’shastwoslightlydifferentmethodsofcalculatingpro-ratastatutoryholidaysforpart-timeemployeesdependingonwhetheryouwereinpostbeforeorafter1stDecember2000.FulldetailsofthesecalculationscanbefoundonInsideBarnardo’s.

General obligations to Barnardo’s
Barnardo’srecognisesandrespectsthateveryonehastherighttoconducttheirprivatelife.However,youshouldavoidsituationswhereotherinterestsconflictwithyourobligationstoBarnardo’s.Ouraimmustalwaysbefor“thebestinterestsofBarnardo’s”.ThefollowingisthereforeintendedforyourprotectionandthepreservationofBarnardo’sintegrityandpublicimage.
Personal relationships at work
Ifyouenterinto/areinvolvedinanongoingpersonalrelationshipwithanotheremployee,asandwhenworker,volunteerwithintheworkplace,oranyoneexternalbutassociatedwiththeworkplace(e.g.stakeholders/commissionersofservices,contractorsetc.)wherethismaypresentaconflictofinterest,youshouldinformyourlinemanager,orifmoreappropriate,yourgrandparentmanager.
ThemanagerreceivingtheinformationwillinformamemberoftheCorporateLeadershipGroup(CLG)fortheirconsiderationandagreementastowhethertherelationshippresentsapotentialconflictofinterestandifanystepsarerequiredtoensurethereisnodetrimentaleffectonthebusinessorothers.
Forexample,whereapersonalrelationshipexistsbetweenalinemanagerandamemberofstaffreportingtothem,alternativemanagementsupervisionmayberequired;orwhereapersonalrelationshipwithanexternalbutassociatedindividualcouldcallintoquestionthefairnessofrelevantdecisions,theymayberemovedfromanydecision-makingprocess.
If,afterconsideringallofthecircumstances,itisviewedthattherelationshipwithinorassociatedwiththeworkplacemayhaveanegativeimpactonstaffmorale,serviceusersortheirfamilies/carersandthepublicingeneral,(includingpublicconfidenceinBarnardo’s),themanagerwillarrangeameetingtodiscussit,withaviewtoreachingasatisfactoryagreement.Followingdiscussionsthemanagermayconsideritappropriateto
seektomovetheworkplaceofoneorbothofthepartiesinvolved,orrestrictworkrelatedcontactwithanexternalassociatedpersonwhereitmaypresentaconflictofinterest.
Whereapersonalrelationshipexistsyoushouldconductyourselfinanappropriateandprofessionalmanneratalltimeswhileatworkandnotallowyourrelationshiptoaffectyourworkperformance,causeembarrassmenttocolleaguesorcompromiseyourpersonal/professionalintegrityorthatoftheCharity.Abreakdownintherelationshipshouldbediscussedwithyourlinemanager,orgrandparentmanagerifmoreappropriate.
Youshouldnotethatafailuretodeclareapersonalrelationshipmayresultindisciplinaryactionbeingtaken.
InaccordancewiththeSafeguardingCodeofConduct,pleasenotethatyoumustnotenterintopersonalrelationshipswithserviceusersandshouldbealerttosuchsituationsdeveloping.Thedisciplinaryprocedurewillbeusedwherethisrequirementisbreached.

General principles
ThispolicyongiftsandhospitalityrelatesnotonlytosuppliersandcontractorsbutalsotoallexternalstakeholdersthatBarnardo’sworkswith,orcouldpotentiallyworkwith.
Youshouldavoidacceptinggiftsandhospitalityfromstakeholderswherethismightbeopentomisinterpretationorwhenasignificantdecisionregardingthatstakeholderisimminent.
Ifyouareunsurewhetheritisappropriatetoacceptagiftorhospitalityyoushouldalwaysseekadvicefromyourlinemanager.
Failuretodiscloserelationships,hospitalityandgiftsasperrelevantparagraphsbelowwillrenderyouliablefordisciplinaryaction,whichcouldresultindismissal.
AllgiftsandhospitalityabovethespecifiedlimitsmustberecordedontheGiftsandHospitalityRegisterform(availabletoCorporateLeadershipGroupmembersonlyhere.)
ThisregisterwillbereviewedatregularintervalsbytheCompanySecretaryandanyconcernsraisedwiththeCorporateLeadershipTeam(CLT)andChiefExecutive.
Contractor/supplier liaison
Theworkingrelationshipbetweenmembersofstaffandsuppliers,contractors(oranyotherstakeholder)shouldremainprofessional.
Ifyouengagewithorsupervisecontractorswhoyouhavepreviouslyhad,orcurrentlyhavearelationshipinaprivateordomesticcapacitywith,youmustdeclarethatrelationshiptoyourlinemanager.
Ifyouareusingtheservicesofasupplierorcontractorpersonally,orforyourpartner/family,youmustdeclarethattoyourlinemanager.Evidenceofthevalueoftheworksundertakenmayberequired.
Ifyouareinanydoubtaboutanyoffermadebeingmisconstruedasapotentiallycorruptpractice,pleasespeakwithyourlinemanager.
Gifts and Hospitality
Barnardo’sdiscouragesemployeesandTrusteesfromacceptingorgivinggiftsorhospitality(includingservices).Whileitisacceptedthattheoccasionalmodestgivingandacceptanceofgiftsandhospitalitymaymakealegitimatecontributiontogoodbusinessrelationships,itisessentialthattheydonotinfluence,norbeperceivedtoinfluencetheoutcomeoftransactionsordecisionsrelatingtoBarnardo’sbusiness.Itisthereforenecessarytoconsiderwhetherthegivingorreceivingofthegiftorhospitalityisappropriate.
Thekeypolicyelementsare:
■ OfferoracceptancebystafforTrusteesofgiftsvaluedatmorethan£25(includingVAT)orhospitalityvaluedatmorethan£100mustbeapprovedbytherelevantlinemanagerandrecorded,whetheracceptedorrejected,intherelevantgiftsandhospitalityregister.Thisincludesgiftsbywayofgratuitiesforlectures,broadcastorsimilar,andawardsorprizes.Theacceptanceoffrequentgiftsfromasinglesourceisdiscouraged.TrusteesshouldseekadvicefromtheCompanySecretary;
■ Staff,TrusteesandtheirfamiliesshouldrefusetoacceptgiftsorhospitalitywhichcouldinfluenceorappeartoinfluencedecisionsmadeonbehalfofBarnardo’s;and
■ Ifthereisanydoubtabouttheproprietyofacceptingagiftorhospitality,staffandTrusteesshouldseekadvicefromCompanySecretary.
Failuretocomplywiththispolicymayresultindisciplinaryaction,andcouldresultinstafforTrusteesand/orBarnardo’s,amongstotherthings,sufferingseriousreputationaldamageorbeingsubjecttocriminalprosecutionundertheBriberyAct2010.

Voluntary roles/paid employment outside of Barnardo’s
YouarerequiredtogivedetailstoyourlinemanagerpriortoacceptingavoluntaryroleorpaidemploymentoutsideofBarnardo’s.Whilstemployed,youmustnotengageinanyotherworkwithouttheprioragreementofyourlinemanager.Forpaidemploymentprioragreementmustbeobtained,viayourlinemanager,byamemberoftheCorporateLeadershipGroup(CLG).
Barnardo’sreservestherighttodeterminewhetherthevoluntaryactivityorpaidemploymentpresentsaconflictofinterestwithintheemployee’scontractofemployment.
Forpaidemployment,thedetailswillbeconsideredbyamemberoftheCorporateLeadershipGroup(CLG),andthematterwillbediscussedwithyou.Ifitisdeemedtopresentaconflictofinterest,andyoustilldecidetopursuethepaidemployment,thenthismaybedealtwithunderthedisciplinaryprocedure,whichcouldresultindismissal.
ThispolicyapplieswheretheroleisunrelatedtoBarnardo’s.AdifferentpolicyapplieswheretherolerelatestoBarnardo’sinsomewayandyoumaybeundertakingthisasaresultoforaspartofyouremployment,seePolicyontakingrolesoutsideBarnardo’srelatingtowork.
ManagersrequiringfurtherguidanceinrelationtoamemberoftheirteamshouldspeakwiththeirLocalPeopleTeam.
Other activities outside of Barnardo’s
Barnardo’sisfullycommittedtoensuringequalityofopportunityforitsworkforceandpridesitselfontheirdiversity.Werecogniseandvaluethedifferencesanduniquenessofpeopleandthereforeunderstandthatouremployeeswillhavedifferingviewsonissues.
IfyouhaveapersonalviewonaparticularissuethatdiffersfromBarnardo’sposition,youmustactinaccordancewithBarnardo’spositionatalltimesinyourworkcapacity.
Werecognisethatyoumaybeinvolvedinlegitimateactivitiesexpressingand/orpromotingyourownviewsand,providedthisisinastrictlypersonalcapacity,outsideofyourworkinghours,thereshouldbenoconflictwithyourworkwithBarnardo’s.
IncircumstanceswherethenatureofyourrolewithinthecharitymayresultinreputationmanagementissuesforBarnardo’swereyoutoexpressbothBarnardo’sandyourownpersonalviews,theissuesshouldbediscussedfirstwithyourmanagerwiththeaimoffindinganacceptablesolution.NormallythiswouldnotaffectyourcontinuingemploymentwithBarnardo’s.
Pleasenotethatyouarerequiredtoensurethatanyexpressionofyourpersonalviewsatworkdoesnotgiveoffencetootherstaff.

Political impartiality
Asaregisteredcharityweareobligatedtobepoliticallyimpartialandareproudtomakesurethatanyinvolvementwehavewithpoliticalpartiesisbalanced.
Youareexpectedtoactimpartiallyinrelationtopoliticalparties.Itisamatterofprofessionaldisciplinethatanypersonalpartypoliticalallegiancedoesnotinfluenceourwork.
Wedonothaveabanonindividualsbeingamemberofapoliticalparty.Itisimportantthatstaffmembersandvolunteerscantakepartindemocracyiftheywishto.Wewouldexpecttohaveabroadrangeofpoliticalallegiancesacrossourstaffgroup,andamongstoursupporters.
Use of social media
Usedeffectively,socialmediahastheabilitytoengage,inform,entertainandinspire.Wecanuseittotellpeoplesomethingtheydon’talreadyknow,inspirethemandempowerthemtomakeachange.Wewanttomakepeoplelaugh,cry,think,signup,donate,volunteer,believe.
AsastaffmemberofBarnardo’s,it’simportanttoseparateworkandpersonaluseofsocialmedia,ifyouwanttodiscussyoursupport(orotherwise)ofpoliticalpartiesorcandidates,includingthosewhosupportordonotsupportparticularpolicyissues.IfyouhaveanyconcernsorquestionsaboutthiscontacttheCampaignsTeam.
Ontheotherhand,ifyou’reusingyoursocialmediaaccountstoamplifyourmessageanddrumupsupport–great!Justnotethatit’simportanttoactinmuchthesamewayyouwouldintheworkplace–i.e.bringyourwholepersonalitytothepartyanddemonstrateourvaluesbutdon’tsayanythingonsocialmediathatyouwouldn’tsaytoyourworkcolleaguesinperson.

Media liaison
ItisimportantthatBarnardo’spresentscoherentandconsistentmessagestothemedia,bothpressandbroadcast.
AnymediarequestsorcontactsshouldbedirectedtothenationalMediaTeam.YoumustnotmakeanyresponseonbehalfofBarnardo’swithoutauthorisationbythenationalmediateamoraregionalMediaandCommunicationsManager(MCM).
Ifyouwishtocontributetothepressinaprivatecapacity,Barnardo’snamemaynotbeused.

Itisessentialthatallmembersofstaffarefitandcapabletoworktoensurethehealth,safetyandwelfareofthemselves,childrenandothers,inadditiontobeingabletoprovideaproductiveservice.

Auto-enrolment

TherearetwowaysinwhichBarnardo’sstaffareinvitedtohelp:
1.Tax-freepayrollgiving.PayrollgivingisaHMRCschemethatenablesemployeestosupportBarnardo’sorothercharitiesthroughtheirpre-taxpay.Donationsaretakenbeforetaxiscalculatedsothetruecostofyourdonation,dependentonyourtaxrate,islowerasthecharityalsoreceivesthepartofthatdonationthatwouldhavebeenthetaxpayment.So,ifyouareabasicratetaxpayerandgive£5eachpaydayfromyourpre-taxpay,thenthenetcosttoyouwillbejust£4.

MembersofstaffarestronglyadvisedtoinsuretheirownpossessionsagainstlossbytheftoranyothermeanswhilstonBarnardo’spremises.Barnardo’sinsurancewouldonlyprovidelimitedcoverforlossordamagetopersonalpossessionsbyfirewhilstontheirpremises;toamaximumof£2,000.
Ifamemberofstaffusestheirowncartheyshouldensurethattheirpersonalpropertyisinsuredtoanacceptablelimit.Barnardo’sdoesnotprovideinsurancetocoverpersonalpropertycarriedinBarnardo’svehiclesorwithinstaff’spersonalvehicles.
Ex-gratia payments
ClaimsforuninsuredlossordamageareconsideredwheremembersofstaffhavesuffereddamagetoorlossofpersonalpropertywhileonauthorisedBarnardo’sduty;andwhichoccursthroughcircumstancesbeyondtheirreasonablecontrol.Ifamemberofstaffconsiderstheymayhaveacaseforconsiderationasanex-gratiapayment,theyshouldinformtheirlinemanagerwhowilltakethematteruponthememberofstaff’sbehalf.Thereisnoguaranteeapaymentwillbemade,witheachcaselookedatonitsownmerit.
Whereamemberofstaff’svehicleisinvolvedandtheexgratiaclaimhasbeenapproved,Barnardo’swilllooktoreimbursewhicheveristhecheaperofthemotorpolicyexcessortherepaircosts.

TheGeneralDataProtectionRegulation(knownastheGDPR)andtheUK’sDataProtectionAct(DPA)bothbecamelawon25thMay2018.Theselawsfocusontheprotectionofpersonaldata.AsBarnardo’semployees,wemustallbeawareofthesenewlawsandhowtheyaffectourworkingpractices.
Allstaffhaveadutytocomplywiththelaw,andBarnardo’sDataProtectionPolicy,andwillberequiredtocompletemandatoryDataProtectiontraining.

Health issues
LinemanagersareresponsibleforthehealthandsafetyofworkersthatreporttothemwhethertheyareaBarnardo’spaidmemberofstaff,avolunteer,anemployeesecondedfromanotheremployer,orotherpersonatwork.Whilelinemanagersretainthisresponsibility,PeopleTeamswillsupportmanagerswithhealthissuesincludingoccupationalhealthissues,andtheCorporateSafetyTeamwillsupportmanagerswithoccupationalsafetyissues.Linemanagersmustalsoco-ordinateactionsrelatingtothehealthoftheworkerandmustproviderelevantfeedbacktotheworker.
Health assessments for night workers
Allmembersofstaffclassifiedas‘nightworkers’undertheWorkingTimeRegulations1998willbeofferedafreehealthassessmenttoestablishtheirsuitabilityfornightwork.Thiswillbemadeavailabletorelevantmembersofstaffatyearlyintervals.PleasecontactyourLocalPeopleTeamtomakethenecessaryarrangementsifyouareclassifiedasanightworker.
Working time and rest breaks

Single Annual Pay Award (SAPA)
Barnardo’swillconsultUNISON,ourrecognisedtradeunion,annuallyonappropriatenessandaffordabilityofanypayaward.EmployeesonBarnardo’stermsandconditionswillnormallyhavetheirsalaryreviewedannually.Thepayaward(SAPA)willnormallybebackdatedtotheeffectivedate,e.g.foradministrative,professional
andclericalstaffthisisnormally1stApril.However,ifamemberofstaffleavesbeforetheawardisagreedbyBarnardo’snobackpaymentwillbemade.
EmployeeswhohavetransferredtoBarnardo’sunderTUPE(theTransferofUndertakings(ProtectionofEmployment)Regulations2006)andretainedtheirexistingtermsandtermsandconditionswillreceivetheappropriateawardspecifiedintheircontractofemploymentorrelevantcollectiveagreement.

Travel expenses
Allthoseclaimingorauthorisingtravelexpensesareresponsibleforensuringthatthemostcosteffectivemodeoftransportisused.Theyshouldconsidertheoverallcostincludinglikelysubsistence,effectiveuseoftraveltimeandtherequirementsofthejob.PublictransportshouldbethedefaultoptionasthisisBarnardo’spreferredmeansoftravel.
Subsistence expenses
Subsistencepaymentscanbeclaimedtoreimburseanyreasonable,additionalcostsincurredinthecourseofone’sworkonbehalfofBarnardo’s.Theserelatetocostswhichwouldnotnormallybeincurredduringanormalworkingday.Fulldetailsregardingsubsistenceexpenses,eligibilityandrequirementsforreimbursementcanbefoundonInsideBarnardo’s.
Claims for all expenses
Allclaimsfortravel,subsistenceandotherwork-relatedexpensesshouldbesubmittedtothelinemanagerviaiExpenses*.Expenseclaimsmustbesubmittedatregularmonthlyintervalsandsupportedbyreceipts.Approvedclaimswillbepaiddirectlyintothememberofstaff’sbankaccount.
