north Ketchum gas station project has new life.

The station, proposed by Roy Bracken, would replace the North Town Center on

Main Street across from the Knob Hill Inn on Highway 75. The development hosts Lizzy’s Fresh Coffee, among other businesses.

Bracken’s station went before the Ketchum Planning and Zoning Com-mission for a series of hearings in 2016 and was ultimately denied in Decem-ber. But that wasn’t the end of the proj-ect. Bracken and his team, including Ketchum architect Steve Cook and attorney Ned Williamson, went back and revised it.

At a hearing Thursday, the P&Z voted 2-1 to allow Bracken to apply for a new conditional-use permit. Com-missioners Jeff Lamoureux and Erin Smith voted in favor, while Commis-

sioner Mattie Mead voted in opposi-tion. Commissioners Neil Morrow and Betsy Mizell were absent.

Zoning changeHowever, on Monday the P&Z

debated a zoning amendment that would prohibit gas stations from being located on Highway 75. The commis-sion voted unanimously to recom-mend that the City Council approve the zoning change. Morrow was also absent Monday.

The amendment now goes to the council for a decision.

Planning Director Micah Aus-tin said Bracken, Cook and William-son will have to get their application completed and submitted to the city before the zoning change takes effect. He said city staff initiated the zoning change after spending months last year analyzing the traffic impacts of the Bracken station.

“This [change] did come about because of the tough, seven-month

public process,” Austin said.If the City Council decides to pass

the ordinance that implements the zoning change, it requires three read-ings to take effect. The next City Coun-cil meeting is June 19.

Commissioner Erin Smith said she supported the zoning change because of concerns for traffic.

“The town is becoming more vibrant, with more traffic,” Smith said.

New applicationThe new application moves the loca-

tion of the pumps, shifts the placement of the retail store, plans to demolish the existing buildings and increases the amount of area available for traffic cir-culation. Access to the property was shifted 14 feet to the south.

Traffic circulation was a key aspect of the P&Z’s vote to deny the project in December. City staff contended that the site didn’t have adequate space to allow cars and especially larger trucks

After 10 years as a partner in the consolidated countywide emergency dispatch center, the city of Ketchum may be moving on.

Ketchum Mayor Nina Jonas issued notice on May 31 that the city is considering moving to another regional dispatch center.

Under the contract governing the Blaine County dispatch center, the city had until June 1 to issue that notification. The notice does not compel the city to leave the countywide system, nor has any deci-sion been made about whether to leave, City Coun-cilman Jim Slanetz said.

“We’re not committed to leaving the agreement,” Slanetz said. “We’re looking elsewhere. We’re look-ing to see what our options are.”

The Ketchum City Council and Jonas met in exec-utive session on May 31 to discuss the move. The council did not take a vote during the executive ses-sion, City Administrator Suzanne Frick said.

In a letter to Blaine County officials sent Tuesday morning, Frick spelled out some of its concerns with the operations of the dispatch center.

Fire Chief Mike Elle said the city is considering switching to the Southern Idaho Regional Commu-nications (SIRCOMM) center, based in Jerome. The center handles dispatch services for five counties in south-central Idaho.

Frick cautioned that the city is only evaluating the possibility of changing dispatch centers, and SIR-COMM will evaluate the potential costs, advantages and disadvantages of bringing Ketchum on board.

Meanwhile, the city will continue to negotiate with Blaine County and other partners in the dis-patch center, Frick said. Ketchum officials sat down with County Administrator Derek Voss and Com-missioner Jacob Greenberg last week.

“That is the discussion that is under way,” Frick said. “I think the door is open for everyone to come to the table.”

Ketchum’s complaintsFrick’s letter detailed concerns about the dis-

patch center, including:l That Ketchum wants an audit of the center, which should be performed by the Association of Public Safety Communications Officials;l Inaccurate information was transmitted to fire-fighters and law enforcement officers, including erroneous addresses, mix-ups between specific and multiple-agency pages, as well as radio calls from emergency responders going unanswered by the dis-patch center;l Radio calls have been dropped or can be inaudi-ble, due to lack of knowledge about the communica-tions network in the Wood River Valley;l Portions of the communications network or the computer-assisted dispatch system have failed and don’t have backups. The radio system that serves the south valley failed in February and did not have a clear backup system.
