Knowing the 2020 revisions is incumbent on importers, exporters, transporters, forwarders, lawyers, insurers and students. Within the rules are buyer and seller functions affecting cost and risk. A par- tial list includes: Rendering a shipment compliant in terms of documentation,li- censing and classification (whether under a Schedule A 10 digit HTSUS or Schedule B Tariff) and pursuant to validation against the Commerce Department Consolidated Screening List for Denied or Sanctioned Parties. Packing/marking/ labeling for seaworthy or airworthy shipment against a buyer or seller routing. Insuring for All Risk. Paying freight obligations including so called THC and handover charges, and finally, delivering on time to avoid liquidated damages. Unique in this program is an In-class Webinar conducted by the U.S. Census Bureau’s Government and Trade Management Division on Electronic Export In- formation filing through the ACE portal and AES. Attendees will witness export simulations and address implications on Incoterms 2020 i.e EXW, FAS, FCA, FOB, CFR, CIF, CPT, CIP, DAP, DPU, and DDP. Our provider, assisted by customs and industry experts, is 25 year Incoterms Training Veteran and Licensed Customs Broker, Bill Cantillon, in a Pictorial PowerPoint. Bill holds a B.S. in Management Science from Case Western Re- serve University and an MBA from Butler University. PROGRAM DETAILThis one day exercise which has been presented in numerous venues in the

USA and overseas is more of a workshop than a seminar. For example, the open-ing slide is a seven year old girl picking a toy at the Barnes and Noble store. The PowerPoint stops to allow immediate referral to the Schedule B search engine where it is shown quite easily the identifier of the proper ten digit classification.

Following this is a careful revelation of creation of chapter, heading, subhead-ing and the statistical suffix of classifications both in Schedule A, the HTSUS and Schedule B. Examples are shown of application of General Rules of Interpre-tation. Students are encouraged to bring to the presentation tough or elementary examples of classification needs.

Classification turns to recognizing if an item is governed by Commerce or State Department regulations. Details from the ITAR and EAR are presented followed by a discussion and study of how to construct an ECCN from the com-merce Control List (CCL).

The next phase is a detailed discussion of the proper use of the revised INCO-TERMS 2020 from EXW to DDP. Slides are pictures of actual cargo in an INCO-TERM mode such as FOB. An open book multiple choice quiz ensues. Sufficient Q & A time is alloted.

The next segment is the process of filing electronic export information on AES followed by posing to volunteer students export simulations to England, Ireland and Japan.

Industry and Customs Experts are present to assist understanding. Students are given a workbook with many materials geared toward successful exporting. One prominent example of the efficacy of the program is results. A student learned how to export steel from Cleveland OH to Australia! Another is illustration on a base station HTS 8517 of lopsided tariffs among the USA and “free trade partners.” We have a long way to go to gain reciprocity for our zero rate of duty paving the way for a bright future for USA exporters!
