PRESIDENT 2017-2018

As Gloucestershire RFU starts a new season, I wish all of its members at every age a successful year of enjoyable rugby. My year as President started with the excitement of the Lions tour, which I hope will whet the appetite and encourage more people to take up the game, especially in Gloucestershire where people are passionate about it. Rugby is in the blood in Gloucestershire and I admire the enthusiasm shown at all levels throughout the county. Two GRFU clubs, Bristol Ladies and Gloucester-Hartpury Women, have joined the new women’s elite domestic competition and I wish them every success in this new initiative. Spartans RFC flew the Gloucestershire flag with pride at Twickenham during the Junior Vase Final and were narrowly beaten by Goole RFC, but it will go down in Spartans’ history as a day to be remembered. The county may not have been successful in the Bill Beaumont Senior Men’s County Championship, but its support from the dedicated grassroots clubs and fans in the county will, I’m sure, inspire this season’s players to push even harder in 2018. From rugby played in your schools, grassroots clubs and through to the Premiership, Gloucestershire is famous for and has recognised, the dedication of its many volunteers, who work so hard to give others the chance to enjoy all that rugby has to offer. Good luck in the coming season to all players and coaches and my thanks to the county’s administrators and volunteers for all your continuing hard work. Have a good season.

Appointments Panel

The Appointments Panel will annually assess, for the purpose of succession, the suitability of Board members and others, for the role of Officer of GRFU, as detailed in the Operating Procedures. It will make recommendations to the Executive Board on the appointment of Sector Heads and other listed GRFU posts for ratification at the AGM. All posts will be reviewed annually by the Panel. The role of Chairman of the Appointments Panel will rotate among its members:

Awards Panel

The Awards Panel assesses the suitability of nominations for Gloucestershire Awards and Volunteer Recognition Awards throughout the season. The nominations can be made by any member of GRFU from Clubs, Referee Associations, Combinations and GRFU Boards and Sector Committees. The Awards are generally presented at the GRFU AGM or specific Volunteer Award events held within the County. This Panel is usually Chaired by the President and currently comprises:

President’s Award The President’s Award is given to stalwarts of the county who have given freely of their time in a particular sector of county rugby and made a considerable contribution to GRFU.

The CRFP is a 24/7 on-line fixture pool service, for all club sections & genders, which your club Fixture Secretary operates by posting your requirements on the calendar page and looking for potential opposition.

Each club has its own dedicated Gloucestershire calendar with the option of browsing other County’s fixtures if required. Especially beneficial for those clubs close to the county borders.

GRFU Disciplinary Procedures

These procedures have been drawn up by the GRFU Disciplinary Committee in accordance with the RFU’s requirements.

Club Secretaries must:

• Familiarise themselves with RFU Disciplinary Regulations as set out in the current edition of the RFU Handbook. An up to date version can be found on the RFU website.

• Ensure that all team captains know they must report dismissals to you or any other designated officer who deals with matters of discipline.

• Report the name and address of a player dismissed from the field to the Secretary of the GRFU Disciplinary Committee within 48 hours of the dismissal.

• Produce any video (made by or on behalf of the Club) at any game in which a player is dismissed or cited or a Rule 5.12 case arises. This requirement applies even if the player concerned is a member of the opposition.

• Respond fully and quickly to any correspondence.

• Ensure the player is advised of the time, date and venue of the disciplinary hearing and is provided with copies of the disciplinary papers relating to that hearing.

• Advise the GRFU Disciplinary Secretary if the player is unable to attend the hearing.

• Advise the GRFU Disciplinary Secretary whether the attendance of the Referee is requested where it is intended to question the sending off report.

• Where a player has been offered a ‘postal plea’ and wishes to plead guilty and have the case heard in his absence, ensure that the GRFU Disciplinary Secretary is so advised within 14 days and that all of the requested information is provided.

• Ensure all sanctions are correctly applied and disciplinary costs are paid within 21 days of the receipt of the Judgment. If the costs are not paid the player will be subject to a further suspension until payment is received and confirmed by the Disciplinary Secretary. Club Disciplinary Committees must: • Be appointed, with a Chairman, and charged with the responsibility of maintaining the standards of discipline within the Club.

• Meet within 7 days of a dismissal, ensuring that disciplinary procedures are formally complied with (including those for players under 18 years of age) and any actions and sanctions decided upon are applied correctly.

• Ensure that the GRFU Disciplinary Secretary is advised of any action taken.

• Ensure that the support/defence of a player at a disciplinary hearing is consistent with the Club’s own disciplinary action.

• Note: from 1st August 2013 any player sent off by the referee WILL NOT be permitted to play

under any circumstances until their case has been considered by either the RFU or GRFU Disciplinary Committee. Match Officials must:

• Report all players dismissed by them or cases of abuse, taking care to record the correct name of the accused and ensure the report is accurate and complete. Use the current RFU form for reporting (a copy can be downloaded from the RFU web site).

• Sign the completed form and send it (by Email if possible) within 48 hours of the match to the Secretary of the Constituent Body Disciplinary Committee to which the player’s club belongs, with a copy to his/her own Referees’ Society. In the case of players dismissed in Schools/Club Youth matches a copy of the report should also be sent to the Head Teacher/Club Secretary.

Schools and Club Youth Rugby

• Guidelines for Discipline in Schools and Club Youth Rugby are detailed in the Disciplinary Regulations set out in the RFU/ERSFU Handbook 2017/2018. The procedures described are applicable to Schools and Club Youth Rugby up to and including U18 teams. It should be noted that

the various sanctions applicable have been brought more into line with those introduced by the International Rugby Board and are tiered to reflect the different age groups involved. Those responsible for schools and youth rugby are advised to have a full understanding of the procedures and, as set out in those procedures, are required to report the outcome of disciplinary cases to the Schools & Youth Disciplinary Secretaries. Club youth cases should be cross referenced to the Schools Secretary, Keith Gee, so that Head teachers can be informed; some players have been known to be banned via club action but schools have not been aware. Schools cases should be cross referenced to the Youth Secretary, Mark Elton, so that Clubs can be made aware.

• Where a player is age 17 or over and is playing in an U19 or an adult team, he is subject to the RFU rules which apply to all adult players.

under any circumstances until their case has been considered by either the School or Club Disciplinary Process.

Club Disciplinary Record

Please note that if a Club has a bad disciplinary record they are required by the RFU to be called before the County Disciplinary Committee. Such things as the nature or number and type of offence and the actions of Club officials when reporting, confirming and supporting the disciplinary offences will be taken into account in considering the appropriate punishment. In addition to suspension(s) etc the punishment may be financial and/or the deduction of league points.

GRFU Safeguarding Procedures

The function of the Safeguarding Management Team is to administrate a safeguarding policy within Gloucestershire Rugby Football Union (GRFU). The Safeguarding Team reports to the RFU and to the GRFU Management Board. The RFU Safeguarding Policy gives a framework that seeks to protect children, young people and, since 2013, vulnerable people. In protecting these groups we are seeking to provide a safe framework for those working with children, young people and vulnerable adults. This work also includes the integration of a Code of Conduct; this explains some of what is expected from players, officials and spectators. The policy requires Disclosure & Barring Service (DBS) checks of all persons in regular supervisory contact with children and young people and has replaced the CRB checks. The RFU Safeguarding Policy places a responsibility on all persons involved in the administration, coaching, refereeing, playing or any other capacity of the game, to ensure the well-being of all children, young people and vulnerable adults is safeguarded. The following is to be read in conjunction with the RFU Safeguarding Policy and the RFU Safeguarding Toolkit which are available on englandrugby.com When an incident occurs or a child protection issue is reported, clubs should note that:

It is not the duty of any RFU employee, club official or any other person to decide if abuse is or is not occurring: IT IS THEIR DUTY TO REPORT CONCERNS IMMEDIATELY.

Any person can report a safeguarding concern/incident to the GRFU CB Safeguarding Team or directly to the RFU, be they a parent, coach, referee, club official or other party.

It is preferable for incidents to be reported through the club’s Club Safeguarding Officer (CSO).

Reports should be in writing: RFU Safeguarding Incident Form or GRFU Safeguarding Incident Form can be used for this purpose. These are available via the club CSO, GRFU Safeguarding Team or can be downloaded from the RFU website.

All reports of Safeguarding incidents will be forwarded to the RFU Safeguarding Team who assesses these reports within the Case Referral Management Group in order to ensure correct and appropriate action is taken.

The RFU Case Referral Group will make a decision on how the matter will be dealt with; bearing in mind the Safeguarding Principle “Safeguarding of the Child is Paramount.”

Any person including the Club CSO, CB Safeguarding Manager and or RFU Case Management Group are at liberty to and will report concerns direct to statutory agencies (Police, Social Services & NSPCC) BUT must also report this fact to both the CB Safeguarding Manager and the RFU.

When an incident has been reported, the Case Management Group will make one of three decisions:

Incident will be dealt with by RFU Safeguarding Team in conjunction with RFU Disciplinary Committee and other statutory agencies; eg in Serious Safeguarding Cases where child abuse or serious misconduct has been reported.

Incident will be dealt with by Constituent Body and CB Disciplinary Committee. Such incidents will be the mid-range cases manly regarding poor practice by coaches, officials or spectators.

Incident will be dealt with by Club with support and advice from CB Safeguarding Manager and other committees as appropriate. Such as in low level cases of poor practice as above.

Regional Player Pathway Group Terms of Reference

Aim The Regional Player Pathway Group will coordinate the partnership between the Regional Academy, the community game through the local Constituent Bodies (CB) and the RFU. There will be 2 Regional Player Pathway Groups locally; one to manage the partnership with Bristol Rugby Academy and the other to manage the partnership with Gloucester Rugby Academy. Details of these are listed on page 11 of this Handbook. Adhering to the principles underpinning the Age Grade Review and by always adopting a player-centred approach and through dialogue this group of Regional Academy, RFU and Constituent Body (CB) stakeholders, will oversee player and coach development activities up to and including U18s and schedule the competitive programmes of identified players. Specific Functions

1. Schedule CB and Regional Academy player development activities to agree alignment and

alleviate programming conflicts on players. This should consider the following in developing those plans:

In the event of a disagreement regarding player availability the RFU National Development Academy

Manager shall rule. In the event that any matters are not resolved then these should be raised with the

RFU Playing Pathways Manager or the RFU Head of Regional Academies.

RFU Developing Player Programme

The Developing Player Programme (DPP), overseen by the Regional Player Pathway Group, promotes top class delivery to a large base of players at a young age putting player development ahead of early talent identification. The DPP is a partnership between the Constituent Body (in this case GRFU), the RFU and the relevant Regional Rugby Academy. GRFU has two DPPs. One is in the north of the County and is run in partnership with the Gloucester Rugby Academy. The other is in Bristol for the southern part of the County and is run in partnership with Bristol Rugby Academy. While these 2 DPPs are run in partnership with these two major clubs’ Academies they are not part of them. They focus on the development of the very best young players, aged 13 – 15 years old and aim “to provide a high quality, individualised player development experience, which encourages lifelong participation in the game and enables those with talent to be clearly identified. It will also provide development opportunities for club and school coaches, who attend the sessions”. The DPP also has a very important role to play in the development of coaches; whereby local coaches work as support coaches in the DPP, are developed by the Academy coach development staff and then work in their clubs, schools and colleges, providing a better experience for all young players they come in contact with. As such, its outputs should:

Provide a more holistic and player centred experience for players.

Provide more players with additional contact with high quality coaches.

Assist to retain more players within the game at 16+.

Give more players enhanced skills moving upwards in the talent pathway.

Provide a positive view of the sport for players, parents and other stakeholders.

Give more coaches enhanced skills to meet the needs of players at this stage of development.

Strengthen clubs and schools by improving the standard of the players within them. The emphasis of the programme for players is on skill development, based on a core curriculum, together with presentations on education opportunities, lifestyle, physical and mental preparation for elite rugby. South Western Division Rugby Football Mutual Benefit Fund

Clubs are reminded that the RFU [Marsh] insurance policy, afforded to your players through affiliation to GRFU, is for critical cover only. This does not cover loss of earnings should a player’s injury result in time off work. It is strongly recommended that your club gives careful consideration to membership of the South Western Mutual Fund. The Fund was founded by the Late Tom Lean of Plymouth in 1920 and is administered by official representatives of Cornwall, Devon, Gloucestershire and Somerset, to provide financial assistance to players, officials and/or referees. There are still a number of clubs in the South West who apparently overlook the important factor of making sure their players are helped when an injury playing rugby should incur loss of income.

Note: The fund covers loss of net income from a person's main employment when injured. If however a person's main source of income is derived from rugby then the fund will not pay any benefit.

1. The cover with the fund will give loss of income benefits up to £50.00 per day immediate pay out. All claims are based on a six day working week. Maximum period of benefits is 156 days.

2. Notification of all claims has to be with the Honorary Secretary of the Fund within twenty one days or the claim will be rejected. (See above for contact details.)

3. Physiotherapy treatment before the Fund agrees to any payment for treatments, it must be in receipt of a letter from the hospital or doctor with recommendations of treatment. X-rays and consultation fees are not paid for by the Fund, neither are the first two treatments of any one injury – at the discretion of the Committee up to four treatments can be paid for.

4. Dental treatment may also be claimed up to a maximum amount of £150 per claim with confirmation that the player was using a custom made mouth guard. The fund will not pay the first £50 of any injury.
