Muneeb Hermans (trumpet), will be doinghis ATCL recital performance (Diploma) on 14November 2017. Partnership with the Department of Cultural Affairs & Sport (DCAS)

• Partnership Agreement signed by Prof Tyrone Pretorius & Brent Walters (DCAS, HOD) in July 2015

• 3-year partnership, 20 students tuition fees sponsored in full (2015-2017)

• DCAS selects students from community music initiatives they support annually, as far as West Coast and Overberg

• UWC CPA contracts the relevant staff members for individual instrumental tuition, theory, aural, ensemble and improvisation.

• DCAS selected students registered in the Intermediate and Advanced Programmes in Music.

Course Evaluationby Pamela Kierman,

Head of Brass, Stellenbosch University • CONCLUDING NOTES:• ‘The former Music Department of UWC has a long history of musical excellence; indeed, many graduates from this Department

occupy leading positions in the music world of South Africa today at ArtsCape, the South African College of Music, University of Cape Town and many more throughout the country, and further afield.

• …the CPA is extremely under-resourced; the university occupies an incredibly important niche in music education in South Africa today. It is providing access to community musicians who would otherwise not have access to formal music education. The Western Cape has huge numbers of community musicians participating in community music activities; the Christmas Choirs, Klopse, Brass Bands of the Moravian Church and the Salvation Army, the Brigade Bands of the Calvinist Protestant, Methodist, Anglican, and Uniting Reformed Churches, the Bands of the Old Apostolic Church, and the orchestral programmes of the New Apostolic Church are all community music organisations, which have immeasurable amounts of musical talent waiting to be realised.

• My Masters was focussed on the many community music organisations (largely brass-based), which are prevalent in the Western Cape, and the role that community music or non-formal music education plays in the development of professional musicians.

• In the concluding paragraphs of my research I noted the following: • …I approached this research with an open mind, but with the preconception that the formal sector in teaching was more important

in the greater scheme of music education in the Western Cape. I need to reiterate that this is not the case, and that non-formalstructures, i.e. those associated with community music, far outweigh what is done formally. This dissertation points out thatcommunity music, as such, is the supervening music-cultural influence in the Western Cape.

• It is thus indeed of great importance that the CPA is in a phase of rejuvenation and development; community musicians by far outnumber professional musicians in this province, and nationally, and the courses established and presented at the CPA, UWC, isan acknowledgement of the immense potential of this “supervening cultural influence”.

• Music education is not only a means to acquire musical skills in order to have access to possibilities for future employment in the Service Bands (Military and Police), orchestras and other ensembles of the country, but is also an important skills development and social transformation tool for communities that are plagued by the social pathologies that abound in South Africa today. Music education has an enormous impact on cognitive skills, and provides constructive leisure time activities for the youth of today – the CPA is a major role player in this arena and I would urge the university to assist in the acquisition of the necessary resources to allow this programme to become the leading programme of its kind on the African continent. It is headed up by a visionary, vibrant Director, who has taken many other programmes to great heights in South Africa and she is a valuable asset to UWC.

‘Henriette Weber,…. In 2007 she was awarded the DCAS Minister’s Special Award for Outstanding Achievement of Youth in the Arts (for her work in the Cape Philharmonic Orchestra= CPO Outreach and Education Programme).
