Incident Briefing & Summary (ICS 201)Trout Mountain, a fictitious East Tennessee town, is in a mountainous county encompassing 429 square miles. The population of Rohn County is 72,000. About 30,000 of those people live in Trout Mountain, which is the county seat. The Trout Mountain branch of the Northeast Tennessee chapter of the American Red Cross serves this population. The chapter is located in Pleasantville and is a typical mid size chapter that serves 13 counties but has only the main chapter location and 2 branch offices with a total of 10 persons on staff. The chapter responds to 10 to 15 single family fires a year. There was a minor flood last year in this area that resulted in a chapter-led relief operation. Since then, the chapter has been aggressive about preparedness and has entered into several new agreements with local facilities and local volunteer agencies, civic groups, and churches. Rain has come again to Trout Mountain, and this year’s disaster is even greater than last year’s…..Impact Assessment Report #1Affected County: ROHN

Affected County: MERCER DDA 75% complete 1 bridge washed out (county road 127) Several primary & secondary roads closed due to high water. Highway conditions
are subject to change with weather conditions.
Affected County: TYLER DDA 100% complete Primary & secondary roads reported clear at this time
Affected County: UTAH DDA 10% complete Oil tank ruptured – city of Gary, Twin Branch Street 3323 customers without water. Boil water advisory for 13, 353 homes 78 homes without power. Phone service restored in most areas. Several primary and secondary roads are closed due to high water
Affected County: TIPTON DDA 100% complete Primary and secondary roads are reported clear at this time
Affected County: BUCHANAN DDA 98% complete Boil water advisory. Phone service out in Center City Primary and secondary roads are reported clear at this time

Incident Objectives1. Provide immediate first aid to any injured residents in the community and shelters2. Provide clean water to Buchanan & Utah county residents from the hours of 8:00 AM-7:00 PM until boil advisory is lifted for an estimated 5 days3. Provide shelter tonight for estimated 100 clients in two Red Cross shelters4. Serve breakfast, lunch, and dinner to Red Cross shelter residents (est 300 meals total)5. Procure, stage, and distribute clean up kits for up to 1,000 residents in Mercer, Tyler, Buchanan and Tipton counties6. Provide mobile feeding (identified routes) in Rohn, Mercer, Tyler and Tipton Counties. Snacks and 1 hot meal7. Provide 2 Emergency Aid Stations in Rohn County (identified routes) from 4pm to 10pm daily for 4 days6. Conduct casework on 25 existing open cases7. Determine and support new client casework needs in the two shelters

General Safety
Utilize extreme caution while walking and driving on roads in the following counties; Rohn, Mercer, Tyler, Buchanan.
Many roads have been torn up and are littered with debris from the flood. Do not drive on closed roads. These closed roads will be manned by police and/or blocked
by traffic barriers. Dress in layers and stay hydrated.

Your team will assume responsibility for shelter operations no later than 9:00 AM (8:00 AM arrival). We expect about 25 clients to stay in the shelter. There will be families with kids. Be prepared to meet any special dietary needs (coordinate with Bobbie Bouchet) and any functional or access needs.We will be serving three meals per day in the shelter.Ensure that all signs are clearly displayed and that exits, bathrooms, phone chargers, and showers are clearly marked.There will be a night shift team that should arrive at 8:00 PM to assume responsibility for shelter management.Signs outside of the shelter should direct clients to the East EntranceEnsure that the West door (under the basketball court) which has main access into the school, is locked and has a sign telling clients not to use it.
