all levels. We work with approximately 2,500 port users from different backgrounds, with di-fferent cultures and habits, and so far we have succeeded in making sure they carry out their activities within the port without damaging the equipment and return home safely to their families.

We are very grateful for the cooperation and contribution of the Executive Committee and Management of Portos do Norte and for being committed to this area. Together we will conti-nue to fight for an environmentally healthy and safe port.

The implementation of a Safety and Occupational Health Management System should take into ac-count the rules and procedures of the system. A balanced system depends mainly on the employe-es’ education and culture. We, at Portos do Norte, believe that to achieve an effective management of the system, despite all the legal norms and re-quirements, we need to adapt to Nacala’s reality, and adopt mechanisms that find a compromise that does not violate the requirements of national and international standards.

For this reason, we continue to take steps to-ward a healthy port with positive changes at

What was the biggest challenge faced by your sector in 2016 and how did you deal with the situation?

The challenges of 2016 were to improve security in general, that is: protect the port facility, goods and people.  In this context, we had to improve ar-eas that were considered vulnerable, such as fenc-ing the perimeter of the port facility, staff training and recruitment of competent personnel to deal with the security situation at the port facility.

What areas are being targeted to ensure better operational efficiency?

This year, our focus is on the electronic control sys-tem (CCTV) at the port facility, in order to reduce the occurrence of irregular incidents, fight against theft, provide operational data related to truck dwell time at the container terminal.

Is there any training program planned for 2017 and what benefits will this bring to the com-pany and workers?

This year our priority has been to train person-nel directly linked to port safety. A training pro-gram on the monitoring system, control of en-

try and exit of goods, procedures related to the access of vehicles and people at the port facility, was held on September 14 for goods controllers and supervisors. The objective of the training was to remind inspectors of the importance of procedures when inspecting goods that come in and out of the port.

Are there new procedures in the sector to en-sure maximum safety within the port?

Nowadays, the Port of Nacala has the highest level of security. We handle all types of bulk cargo such as wheat, corn, fertilizers, beans, sugar etc., with-out theft, due to the additional safety measures at the port facility through the training and recruit-ment of competent personnel, as well as the use of electronic surveillance - CCTV.

Finally, in a few words, describe the Port of Na-cala in 2020.

To improve its operations, a port must keep up with the international market dynamics and invest in infrastructures. If we focus on this, I believe that in 2020 we will have a modern port with a greater capacity to respond to market demands.

The train connecting Niassa to Nacala has be-gun its operations. According to an online news article, the Governor of Niassa province, Arlindo Chilundo, urged local businesses to take full ad-vantage of the line. According to the Governor, this new means of transport has created the ideal conditions for carrying diverse goods at sustainable prices from Nacala to Lichinga and vice- versa.

Introduction of new safety policies in the IT department

new safety policies with the aim of protecting the company’s assets (information and equipment). In order to achieve this, the implementation of a safety and backup system for information is cur-rently underway, which will improve information storage, i.e. the information will be stored in a cloud where there will be redundancy in terms of information availability. The second involves a study to improve communications (Internet). To accommodate the new backup solution, since the 2MB bandwidth was not sufficient for the transfer of data to cloud, the IT Department and Portos do Norte management decided to upgrade the ban-dwidth to 4MB.

The IT department is currently installing a newly acquired server to migrate the Cargo System, Pri-mavera and Domain Control, with the purpose of ensuring greater availability of information. Safety policies are also being implemented to hold down the wave of cyber-attacks.

The IT department is carrying out two large pro-jects. The first one includes the introduction of

MISS SIMONE, a vessel operated by Manica, berthed at the Port of Nacala for the last 10 days of June. The vessel unloaded 27,500 tons of ferti-lizer for neighboring Malawi. This cargo belongs to Transcargo.

The discharge of this type of cargo is a milestone in the history of the Port of Nacala, as it is the first time since 2013 that this amount of fertilizer is handled at the port. The maximum handled to date was 12,194 tons in June 2015, in a single ves-sel.

MISS SIMONE vessel berthed at the port of Nacala

GH SKY BEAUTY vessel berthed at the port of NacalaGH SKY BEAUTY, a vessel operated by Manica, berthed at the Port of Nacala on the 22nd of July where it stayed for 6 days to disembark 50,000 tons of clinker belonging to Cinac/Cimpor. This cargo is intended for the national market, particu-larly Nacala Porto.

This represents a milestone in the history of the Port of Nacala, since it’s the first time the port han-dles this volume of clinker in a single vessel.

Workers receive English language training

Twenty operational workers benefited from Eng-lish training over a period of 2 months. The pur-pose of the training was to enable participants to understand specific information from oral and short written texts, pronunciation, grammar, read-ing skills and vocabulary at operational level.

The participants were happy to receive their cer-tificates and believe that with the knowledge gained from the English training they will be able to improve communication with clients and thereby improve port services.

On the spot

The Nacala Corridor (Kachaso-Nkaya railway sec-tion of the USD 4.9 billion- Nacala Railway Corridor project) was inaugurated on the 18th of August. This is part of an integrated logistics corridor in Malawi and Mozambique comprising 912 km rai-lway connecting Tete, Moatize Coal mine, throu-gh Malawi to Nacala-a-Velha Port, financed by Vale. The Nacala Corridor stretches from Chipata, in Zambia, passing through Liwonde in Malawi to the Port of Nacala, providing Malawi short access to the sea.

According to the Malawian Minister of Transport and Public Services, Mr. Jappie Mhango, the new railway section will go a long way to realize the as-

pirations of the Malawians in transport and infras-tructure development.

Mr. Renato Torres, Chairman of the Board of Di-rectors of Nacala Corridor Logistics Companies, added that this will help build a thriving society for countries without access to the sea like Malawi.

The Mozambican Minister of Transport and Com-munications, Mr. Carlos Mesquita, also added that apart from boosting trade and promoting efficient transportation of goods, both Mozam-bique and Malawi stand to enhance their econo-mic statuses through enhanced activities along the corridor.

Workers travel to Japan for training related to the JICA project

As part of the JICA project, 10 Mozambicans trav-elled to Japan between the 18th of June and 8th

of July to receive training on port operation and management. Of the ten Mozambicans, four were from Portos do Norte (two from the operations department and two from the maintenance sec-tor), one from CDN (Corredor de Desenvolvimento do Norte); one from MTC (Ministry of Transport and Communications)and four from CFM (Portos e Caminhos de Ferro de Moçambique). The partic-ipants had the opportunity to visit three ports in Japan, namely the ports of Tokyo, Yokohama, and Hakata.

Seminary about the improvement of the Nacala Port

As part of the contacts being made by the US Embassy to gain knowledge of the economic po-tential of the country, particularly the Port of Na-cala, two representatives from the United States Embassy, Mr. Forest Atkinson assigned to the Eco-nomic and Political Section of the Embassy, and Mr. Marino Vasco, visited the Port of Nacala on the 21st of September. Representatives from Portos do Norte, Portos e Caminhos de Ferro de Moçam-bique- Norte (CFM) and Corredor de Desenvolvi-mento do Norte (CDN) were there to meet the two gentlemen.

The main objective of the visit was to become fa-miliar with the economic potential of the Port of Nacala at national and regional levels, as well as in terms of the international market, and also to be able to inform the American business sector of the potential of the port.

Both CFM and Portos do Norte made presenta-tions of their companies before visiting the port.

A seminar on the improvement of the Nacala Port was held on the 20th of September at Centro de Conferências do Hotel Marítimo in Nacala-Porto. The seminar was attended by 40 participants from several companies namely, Portos do Norte, Ter-minais do Norte, Portos e Caminhos de Ferro de Moçambique- Norte (CFM), Corredor de Desen-volvimento do Norte (CDN), JICA, Shipping Lines,

The Port Director, Mrs. Loni Shott, gave informa-tion about the company, as well as cargo expec-tations namely graphite, coke and wood. She also mentioned that the rehabilitation of the port and the arrival of new equipment will double its pro-ductivity.

After the meetings and presentations, the repre-sentatives of the US Embassy visited the port fa-cility, namely the liquid bulk, general cargo and container terminals.

The objective of the seminar was to share  JICA’s technical support regarding the improvement of Nacala Port.

A number of topics were shared and discussed at the seminar, such as a report presented by the JICA technical team on the completion of the project; Development & Maintenance of Nacala Port by CFM –UIPRPN; Overview of the Safety and Operational Regulation supplement by CDN; Future challenges of Nacala Port by PN; Trend of the Shipping Industry; and expectations on the future development of Nacala Port by the Ship-ping Lines.

Health, Safety and Environment

On the 1stof August, DASSO (Health, Safety and Environment Department) carried out an emer-gency evacuation drill at the main building of the port with the participation of 32 employees. The aim was to train workers on the importance of be-ing alert and prepared at all times for evacuation in case of an emergency. The alarm was triggered at 2:30pm, and it took 3 minutes to evacuate some of the workers to the assembly point. The ambu-lance took 3 minutes to get to the scene to pro-vide assistance and the firefighter took 4 minutes.

People

This division is composed of two workers from Por-tos do Norte namely Mr. Gabriel Antonio, Head of the Safety Division and Mr. Luís Manquira, Safety Officer. The remaining workers are subcontracted and include a fire brigade, 3 shifts consisting of 12 men, as well as fixed guard positions in the port.

The main task of the sector is to prepare and implement a safety plan in order to ensure the

safety of workers and goods at the port. The ac-tivities of the sector include ensuring the imple-mentation of the ISPS code; performing safety audits of the port facility; ensuring compliance of the safety standards contained in the safety plan; ensuring the safety of assets and workers in the Port of Nacala. It also includes the coordi-nation of safety activities with safety committee members.
